OFFICIAL Community Council Report This report covers progress we have made in dealing with your priorities for the Banff, Macduff and surrounding areas during the period 1 October 2020 to 31 October 2020. The report aims to highlight emerging issues in your area, and to provide crime prevention advice and guidance to Community Council members and residents you represent. Our focus is to reduce crime and disorder, help create safer communities and respond effectively to local concerns. Community Policing Priorities Antisocial behaviour, Violence and Disorder: A male has been charged in relation to threatening and abusive behaviour in Aberchirder. Also in Aberchirder a male was charged and reported in relation to an assault. In Portsoy a male was charged for breaching his bail conditions. A second male in relation to another matter was charged with a communications offence. A male in Banff was charged and reported for assault. A female in Banff was charged with obstruction, a second female was charged with Vandalism and a Breach of the Peace and a male was charged with obstruction, 2 assaults and threatening and abusive behaviour. All were in relation to the same incident. In Banff a male was charged with assault, threatening and abusive behaviour, possession of a controlled drug and resisting arrest. Community Council Report This report covers progress we have made in dealing with your priorities for the Banff, Macduff and surrounding areas during the period 1 October 2020 to 31 October 2020.

The report aims to highlight emerging issues in your area, and to provide crime prevention advice and guidance to Community Council members and residents you represent. Our focus is to reduce crime and disorder, help create safer communities and respond effectively to local concerns.

Community Policing Priorities

Antisocial behaviour, Violence and Disorder:

A male has been charged in relation to threatening and abusive behaviour in Aberchirder.

Also in Aberchirder a male was charged and reported in relation to an assault.

In Portsoy a male was charged for breaching his bail conditions. A second male in relation to another matter was charged with a communications offence.

A male in Banff was charged and reported for assault.

A female in Banff was charged with obstruction, a second female was charged with Vandalism and a Breach of the Peace and a male was charged with obstruction, 2 assaults and threatening and abusive behaviour. All were in relation to the same incident.

In Banff a male was charged with assault, threatening and abusive behaviour, possession of a controlled drug and resisting arrest.

In Macduff a male has been charged and reported for an assault.

A male in Macduff was charged for breaching his bail conditions.

A call was received in relation to 3 youths who looked as though they were attempting to remove a cover from a window at Macduff Primary School. Police attended and the school was secure. The youths were traced close by and spoken to in relation to the matter.

A further call was received in relation to youths gathering in the car park at Macduff Primary in cars on a regular basis. Local officers have been made aware of this and will ensure heightened patrols around the school.

A call was also received about a large gathering of youths outside the Sports Centre in Macduff. These youths were causing the staff member some alarm and she was concerned about having to go out and lock up the centre. Police attended but on their arrival the youths had already gone.

Acquisitive Crime:

Enquiries are ongoing in relation to a theft from a container at Cornhill playing fields.

A male has been charged and reported for a theft by Shoplifting in Banff.

There was a housebreaking with intent to steal in Macduff – enquiries are ongoing into this.

There is an ongoing enquiry into a Vandalism to a window in Banff and a second ongoing enquiry into the Vandalism of a window in Forglen. These incidents are not thought to be connected.

Enquiries are ongoing into the theft from a garden in Aberchirder.

A theft occurred at a commercial premises in Banff whereby the staff member was distracted and a mobile phone was stolen from within. Enquiries are ongoing in relation to this incident.

There is an ongoing enquiry into a housebreaking with intent to steal which occurred at a steading in Inverboyndie.

Road Safety & road crime:

In Macduff a male has been charged with having no valid MOT and no insurance.

Enquiries are ongoing to trace a male who failed to stop for police and had no MOT in Macduff.

In Aberchirder a vehicle was damaged – enquiries are ongoing to trace the offender for failing to stop after an accident and failing to report the accident. There was also a separate investigation into a similar matter in Portsoy however a suspect was unfortunately not identified.

A female in Boyndie, Banff was charged for having no insurance.

An incident occurred on the A947 at King Edward whereby a male was reported for driving dangerously. The male has been charged and reported for dangerous driving.

In Banff a male has been charged and reported for driving with no licence. Another male in regards to a separate matter was charged and reported in relation to careless driving.

A male in Banff has been charged and reported for driving whilst using his mobile phone.

In Portsoy a male has been charged and reported for driving with no MOT and no insurance.

Serious and Organised Crime:

This month has seen a further increase in reported Frauds with 6 frauds being reported within our beat area.

4 of these Frauds relate to the victims receiving a call from someone pertaining to be from their banks fraud department and telling the victim that there has been fraudulent activity on their account. The suspect then confirms some details from the victim i.e sort code etc, then asks them to log onto internet banking and make transactions or sends text messages to the mobile phones with verification codes. When these calls are received some of the victims have said that the number displayed on the call screen matches the number on the back of their bank cards.

These frauds are very concerning and as you can see the suspects in these cases appear very clever and persuasive towards victims. Also the fact that the phone number is sometimes appearing on the screen as a match for the bank number is very worrying and something that should be highlighted to others to make them aware.

Another of the Frauds relates to the victim investing money online into stocks and shares but the websites appear now to be false.

The last Fraud relates to the victim purchasing items online from what was believed to be a legitimate company but it turned out it was not.

In Aberchirder a male was charged for possession of controlled drugs.

In Banff 2 males on two separate occasions have been charged for possession of drugs.

In Macduff a youth was warned for possession of class B drugs.

A male and female in Macduff have been charged for being concerned in the supply of drugs.

Livestock worrying:

A female has been reported after her dog was found worrying sheep at Fisherie. This incident resulted in 1 dead sheep and several injured.

Livestock worrying is very concerning and can be devastating for our local farmers. Anyone who witnesses this are urged to report it to Police as soon as they can.

The Noise App:

The Police and Aberdeenshire Council receive a high volume of noise complaints. Aberdeenshire Council have now released details of an App which can be used by complainers to record the noise.

I have attached a copy of the Aberdeenshire Council leaflet at the end of this form and I would encourage anyone who has ongoing noise issues to download the app as this will be a very helpful tool.

COVID 19

In relation to the COVID 19 restrictions Police Scotland are taking an Engage, Explain, Encourage and Enforce approach. What this means is that when breaches are reported to us we will follow each step in order to resolve the breach before resorting to any enforcement action.
