OVERVIEW

The Medical Intervention Support (MIS) program supports schools to engage appropriately trained staff to assist students who require regular, complex medical support at school.

MIS funding is available to support schools to put in place the necessary work arrangements for the delivery of specialised assistance to these students. This involves engagement of appropriately trained Education Support (ES) staff to undertake duties and responsibilities for delivering supporting procedures, consistent with Level 1, Range 2 of the ES Class.

The ES staff member must have undergone specific training to support the student’s medical needs. Training may be provided by an appropriate healthcare provider, or through the Schoolcare Program.

A list of support procedures that attract MIS funding can be found at Attachment 1.

MIS funding rates for 2020 can be found in the Student Resource Package Guide.

MIS funding is allocated on a pro rata basis according to the enrolment of an eligible student. In cases where the student transfers to another school, an application is required from the student’s new school.

ELIGIBILITY

Eligibility requirements

Eligibility requirements for MIS funding include that:

the student has a specific medical condition that requires regular, specialised assistance (see Attachment 1) at school

the assistance requires staff to undertake specialised training/instruction in the procedure in order for it to be performed, and

regular refreshing of the training/instruction relevant to the procedure is completed at least annually by an appropriate healthcare provider

Continuation of funding

Continuation of funding is subject to the following conditions being met:

the student continues to require MIS procedure/s (Attachment 1), and staff refresher training is maintained at least annually by an appropriate healthcare provider.

Schools in receipt of MIS funding may be requested to provide confirmation of current support needs and currency of training.

APPLICATION PROCESS

All applications for MIS funding must include

A completed Application Form (Attachment 2) signed by the principal

A current (within 12 months) medical report from the student’s doctor outlining the nature of the student’s condition and the type of support the student requires at school*

A current (within 12 months) training certificate verifying that the Education Support staff member/s have received training from an appropriate healthcare provider, specific to the student’s needs*

* Medical report/s and training certificate/s are not required if training was received through the Schoolcare Program.

Completed applications should be emailed to [email protected].

Timelines

Applications for MIS funding in 2020 close on 28 February 2020.

Applications submitted after 28 February 2020 must be accompanied by a covering letter from the school principal detailing the reasons for submission after the closing date. Applications submitted after the close date will be accepted for:

students transferring from other schools in 2020 students with a seriously deteriorating medical condition with recent onset of complex medical

support requirements.

ADMINISTRATION AND FUNDING ARRANGEMENTS

Notification of outcome

The outcome of the application will be sent to the principal’s email account (as provided in application form).

Funding arrangements

If an application is deemed successful, MIS funding will be provided through the Program for Students with Disabilities component of the Student Resource Package.

Updated MIS funding will occur in the last week of each school term.

Principals are responsible for managing the delivery of MIS arrangements at a local level.

School responsibilities

Schools are responsible for: reviewing the medical support needs of the student as part of the Health Support Planning

process - completed at least annually or more frequently as required. ensuring that refresher training/instruction relevant to the medical procedure required is

completed at least annually by an appropriate healthcare provider. Training may need to occur more frequently as advised by the consulting medical professional.

providing confirmation of current support needs and currency of training as requested by the Department.

Changes to student support needs

The principal should advise the Department via email to [email protected] of amendments to a student’s support needs, including:

a procedure that is no longer required to be administered during school hours, or an additional support procedure is to be provided at school and requires additional staff training.

ATTACHMENT 1 – SUPPORT PROCEDURES

The following list includes examples of the support procedures that attract MIS funding.

Mechanical ventilation ventilator operation maintenance of power supply, tubing patency and humidification ensuring sufficient child positioning to maintain clear airway and making adjustments to child’s

position accordingly implementation of emergency procedures around respiratory needs

Oxygen maintenance of oxygen supply and tube patency maintaining skin integrity, in the case of nasal cannulas and face masks ensuring appropriate humidification observation of child’s general health status and adjustment of oxygen level according to set

criteria awareness of dangers of oxygen therapy and prevention of complications change of oxygen cylinders as required

Tracheostomy care infection control use of correct humidification ensuring clear airway and using suction and saline as required ability to effect efficient tube change if unable to be cleared of blockage implementation of emergency procedures around respiratory needs as required

Suction infection control knowledge of when to suction and why use of correct suctioning technique for specific child awareness of specific types of mucus to observe for and reporting of abnormalities to relevant

people prevention of complications of incorrect suction procedure—vomiting, aspiration and damage to

mucous membraneTube feeding (nasogastric or gastrostomy feeding)

infection control use of correct methods to check position of nasogastric tube administering correct volumes of feed at regular intervals, at correct rate and temperature,
