Dated : 18.12.12 A BLIND GANG RAPE CASE IN MOVING BUS WORKED OUT WITHIN 24 HOURS FOUR OUT OF SIX ACCUSED ARRESTED AND BUS USED IN CRIME RECOVERED. With the arrest of four accused persons namely Ram Singh s/o Mange Lal r/o Jhuggi No. J-49, Ravi Dass Camp, Sector 3, R.K. Puram, New Delhi, Pawan @ Kaloo, Vinay and Mukesh, brother Ram Singh, the South District Police have solved the blind gang rape- cum-robbery case of a physiotherapy student, who was undergoing internship in Delhi. INCIDENTS: On 17.12.12, the complainant, who is a friend of the victim (28 years) reported that he is working in HCL Company as a Senior Engineer, Network. On 16.12.12, when his lady friend (name withheld) reached Munirka at around 9.10 PM and a chartered bus came and halted at Munirka bus stand on Outer Ring Road. The conductor of the bus was calling out for passengers for Palam Mode, Dwarka. They decided to board the bus. They found that four boys were sitting in the driver’s cabin with the driver of the bus. No other passenger boarded the bus at the said bus stand. One of them posed as the bus conductor and charged Rs. 20/- from them as fare. As the bus crossed Vasant Gaon and turned towards Mahipalpur, three boys, who were seated in the driver’s cabin came to them and started misbehaving with them. When the complainant resisted, they started beating him mercilessly with an iron rod, due to which he suffered injuries on head, arms and legs. Meanwhile, when his lady friend tried to save him, two boys caught her and another dragged her to the rear of the bus and raped her brutally. They snatched their belongings, tore their clothes and misbehaved with them. Accused persons asked the driver to move the bus fast and took him on the rear side of the bus with the intention to push him out of the bus. But as the rear gate did not open, they could not push him out of the bus. After that they pushed both of them from the bus in a semi unconscious condition near NH-8, Mahipalpur at the road side and ran away from the spot in the bus. The PCR van took them to the hospital. On the statement of victim, a case vide FIR No. 413/12 dated 17.12.12 u/s 365/376(2)G/377/394/34 IPC was registered at PS Vasant Vihar and investigation was taken up. INVESTIGATION :

INVESTIGATION :

Keeping in view the sensitivity and gravity of the offence, several teams comprising of Inspr. Rajender Singh, STF/SD, Inspr Anil Sharma, SHO/PS Vasant Vihar, Inspr. Naresh Solanki, SHO/K.M. Pur, Inspr K.P. Malik, SHO/V.K. North, Inspr. Ved Prakash, SHO/Fatehpur Beri, Inspr. Kulbir Singh, SHO/Hauz Khas and Inspr. Aishvir, Special Staff/SD were constituted under leadership of Sh. Ramesh Kumar, ACP Vasant Vihar, Sh. Kulwant Singh, ACP Operation/SD and Sh. Harpal Yadav, ACP/Hauz Khas under the close supervision of DCP/South District to identify the accused persons involved in the crime and to nab them.

The teams visited the place of incident and place where the victims were dropped. Beginning with a description of the offending vehicle as a clue, the teams raided different areas of Noida, Gurgaon and Delhi with the detail and description of the bus to trace the vehicle. They made enquiries from various transporters about the bus. One of the teams while inspecting the spot, noticed that a CCTV camera installed at a hotel and during checking of CCTV footage, a white colour bus was seen passing through at the same time as stated by the complainant. On minute checking of CCTV footage, it was noticed that the word ‘YADAV’ was written at the side of the bus. On getting this information, body builders of bus and transporters of the NCR and Delhi were asked about this clue to get further information about the bus that may have been used in commission of crime. During this period, field enquiries was received that the bus used in crime was seen parked in R K Puram and Noida. The teams immediately rushed to both the places and intensive hunt was made in all the Sectors of R.K. Puram and finally the team located bus No. DL-1PC-0149, which was parked at Sector 3, R.K. Puram. The description of the bus was found similar as stated by the complainant. One person namely Ram Singh s/o Mange Lal r/o Jhuggi No. J 49, Ravi Dass Camp, Sec. 3 R.K. Puram was found sitting in the bus. On seeing the police party, he tried to escape from the bus but he was apprehended by the alert team members after a chase. Initially, he did not admit his involvement in the crime, but later on sustained interrogation, he admitted that he committed the crime with his associates. Subsequently, he was arrested in the case and the bus used in the crime was seized. INTERROGATION :

During investigation, he disclosed that he has committed the crime with his associates. Raids are being conducted to arrest the remaining accused persons. Being Sunday Ram Singh and his helper Akshay Thakur @ Bihari had cooked chicken and had a small party along with his younger brother Mukesh, also a driver-cum-cleaner and staying in the same neighbourhood. They decided to go for a joy ride and have fun while picking some extra bucks from giving lift to people so that more drinks can be bought. The helper Akshay took out the vehicle and Vinay and Pawan @ Kaloo joined them for proposed bus ride. So finally they left with Mukesh at the wheel, Ram Singh, Akshay, Raju (another cleaner-cum-helper), Pawan (a fruit seller) and Vijay (a helper at a local gym). They called out to collect passengers at the bus stop at Munirka and the couple boarded it at around 9.15 pm. After the incident, they dispersed and Raju, Mukesh and Akshay tried to destroy the evidence of the incident. Pawan and Vinay went back to their normal vocations and pretended nothing happened while Ram Singh and Akshay took the bus to Noida in the early hours of morning to avoid being caught. But later Ram Singh thought nothing would happen and brought the vehicle back to R.K. Puram where it was detected on secret information and while all similar vehicles were being checked.

Further investigation is on and raids are being conducted to nab the absconding accused persons.

TWO ACTIVE AUTO LIFTER BUSTED BY PS SOUTH ROHINI.

Brief facts: - PS South Rohini staff arrested two auto lifters , recovered five vehicles and solved six cases of MV theft.

Incident: - A team comprising police officers of PS South Rohini under the leadership of Inspr. Jai Parkash/S.H.O South Rohini and Inspr Anil Kumar/ Inspr Investigation and under the close supervision of Sh. Ved Prakash, ACP/Rohini was constituted to develop information regarding active Auto Lifters and to nab them. The dedicated team members worked hard to identify the desperate active criminals and left no stone un-turned to achieve the target assigned to them and continuously kept on to track such criminals through deployment of sources as well as by other means of collection/development of information. After identifying certain persons, the team increased surveillance on these suspects.

On 14.12.12 further information was received by S.I Avdesh that two persons would come in a stolen Honda City Car towards Kali Mata Mandir via W-Mall Sec-3 Rohini for going to Distt. Muzaffer Nagar U.P. The team including ASI Bani Singh , ASI Harjeet, ASI Devender, Ct Sanjay, Ct Dharemender,Ct Abhay & Ct Sanjay 2692 sprung into action and started vehicle checking near W-Mall Sec-3 Rohini by the help of barricades. After sometime , a Honda City Car having registration number DL4CM 1726 approached near the barricades as per information, which was stopped . There were two occupants in the car and they revealed their names as Arvind Kumar @ Pravesh S/o Sh. Babu Ram R/o Gali No.1, Vill. Almashpur, Near Mother India School, Distt. Muzaffer Nagar, U.P. and Ajay Kumar @ Arman S/o Sh. Rampal r/o D-2/254, kirari Chowk, Inder Enclave Delhi. They could not produce any documents regarding the ownership of the car. On sustained interrogation, they disclosed that they have stolen this car from Madipur area . On verification , a case vide FIR No 422/12 u/s 379 IPC, P.S Punjabi Bagh was found registered in this regard. Both were arrested u/s 41.1(d) CrPC and car was taken into police possession u/s 102 CrPC. They also disclosed that they are involved in committing MV thefts in different parts of Delhi such as Punjabi Bagh , Rohini and Nangloi. Four other vehicles has been recovered on their instances and six cases have been worked out .

INTERROGATION/ MODUS OPERANDI:On interrogation, accused Ajay Kumar @ Arman S/o Sh. Rampal r/o D-2/254, Kirari Chowk, Inder

Enclave Delhi and Arvind Kumar @ Pravesh S/o Sh. Babu Ram r/o Gali No.1, Vill. Almashpur, Near Mother India School, Distt. Muzaffer Nagar, U.P. disclosed that they commit theft of the vehicles as per the demand of the receiver. They target a vehicle found parked in lonely places and then immediately deliver the stolen vehicle to the receiver named Bhai Jaan @ Langra in Muzaffer Nagar, UP. Raids are being conducted to trace the receiver.

Traffic arrangements for ASEAN Summit - 2012

New Delhi will be hosting ASEAN-India Special Commemorative Summit on 20th & 21st

December, 2012. The summit is to be attended by Head of States/Governments of Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam, ASEAN Secretary General apart from Indian Prime Minister. The Head of States/Governments have started arriving in New Delhi from 18th December, 2012.

All the Head of States/Governments will be staying in different hotels in New Delhi area. There will be movement of Head of States/Governments to Rashtrapati Bhawan, Vigyan Bhawan and the venue of the summit at Sardar Patel Marg. Apart from the summit programmes which will be held on 20 th & 21st

December, 2012, there will be bilateral meetings between visiting Head of States/Governments and Indian Prime Minister and some journeys within city of Delhi and NCR by visiting Head of States/Governments.

Traffic Police has made extensive arrangements for movements of Head of States/Governments and will ensure minimum dislocation of normal traffic. As there will be simultaneous movement of 11 Head of States/Governments on certain occasions on 20th & 21st December, there will be traffic restrictions on certain routes in New Delhi District during the summit. As there will be movement for Head of States/Governments in a particular sequence, there will be occasions when on a particular point of road, traffic movements will not be possible for a period even upto half an hour at a stretch. Commuters who want to avoid being held up at junction should avoid New Delhi area on 20th & 21st December, 2012.

Traffic Restrictions:

Due to the summit & VVIP movements, there will be certain restrictions on certain roads of New Delhi:

i) Maulana Azad Road between Janpath & Mansingh Road : 6.00 a.m. to 12.30 p.m. on 21.12.12

ii) Sardar Patel Marg between Dhaula Kuan and Panchsheel Marg : On 20th Dec., 2012 - 3.00 p.m. to 7.30 p.m.On 21st Dec., 2012 - 11.30 a.m. to 2.30 p.m.

Suggested Route for unhindered movement of road users:

Traffic Police will ensure unhindered movement on certain routes from different portions of the city. This corridor will include – Ring Road from Dhaula Kuan to AIIMS, Aurobindo Marg, Lodhi Road, Mathura Road, Purana Qila Road, C-Hexagon, Ashok Road, Baba Kharak Singh Marg, Park Street, roundabout Shankar Road, Upper Ridge Road upto Dhaula Kuan. Those who want continuous movement can use this corridor to travel from one portion of the city to any other portion of the city except the areas to be avoided.

Traffic Police make maximum efforts to ensure that there is no unnecessary congestion on city roads during the summit. As there will be frequent movements between Delhi airport, places of stay,

The staff of P.S. Swaroop Nagar has arrested two auto lifters and namely Virender Pal and Vishal and recovered one stolen motorcycle from their possession.

INCIDENT, TEAM & ARRESTOn 15/12/12, complainant Narender Kumar resident of Rohini reported that on

12/12/12, he went at the resident of his servant namely Subhash Chand r/o H No. 22 Village Nangli Poona Delhi by his motorcycle No. HR12 F 0939. Due to some technical problem, he parked his motorcycle in front of the house of his servant. On the next day, he did not find his motorcycle at the aforesaid place. He tried to trace out the same but no clue.

Accordingly he approached to police and the case FIR No. 260/12 U/s 379 IPC PS Swaroop Nagar was registered in this regard. During course of investigation, a secret information was received on which SHO/Inspector Jitender Singh Malik constituted a team comprising of HC Ajay, HC Karambir, Ct. Arvind, Ct Vilaas & Ct Vikrant. The aforesaid team conducted vehicle checking at Ganda Nala Pul, Kadipur Road by putting barricades. At 5 PM, two boys came towards the Picket with a motorcycle and on seeing the police party they tried to return on the other way on which aforesaid team intercepted them and asked about the ownership papers of the vehicle but they didn't produce the papers. On their suspicious behavior, HC Ajay checked the Registration, Engine & Chasis No which was tallied with the stolen motorcycle of the aforesaid case. Thereafter, interrogation was made on which they disclosed the commission of crime. Both were arrested and the aforesaid motorcycle was seized. INTERROGATION:

From the interrogation of both accused, they disclosed that due to damage in their M/cycle and fulfill their demand of luxurious life, they had planned to steal the other motorcycle and sell out their parts in the market. They further planned that the money acquired from selling the stolen motorcycle will be used for repairing of their motorcycle and rest will be equally distributed but they were apprehended before selling the stolen motorcycle.PROFILE AND MODUS OPERANDY:

1. Accused Virender Pal belongs to a lower middle class family and studied upto 10th class. He was unemployed so that he made plan with Vishal to earn handsome money in a short period but he was nabbed in the early stage of crime.

2. Accused Vishal was also belongs to a lower middle class family and studied upto 8th class. Due to unemployment, he accepted the proposal of Virender Pal for the commission of crime.

Bhalswa Dairy police of North West District has arrested four snatchers namely Iqbal s/o Kamruddin r/o Jhuggi K. Block, Jahangir Puri, Allaha Rakha s/o Shahinsha R/o K-1360, Jahangir Puri, Shiva s/o Ram Swaroop r/o K-1891, Jh. Puri, and Pardeep s/o Ashok Kr. s/o J. Block, Jh. Puri, Delhi and recovered one snatched mobile and Rs. 800/- cash from their possession .

INCIDENT On 15.12.2012 at around 6.45 PM complainant Manjeet resident of Vill

Bawana, Delhi was waiting for receiving his family members at Bhalswa Red Light in his TATA vehicle DL 1LM 7662 . Mean while four unknown youths caught him and snatched his mobile, goods receipts & his black purse containing Rs. 1600 and fled away. Immediately he informed the police and as a result of which one of the snatchers namely Iqbal S/o Kamruddin was apprehended between the Bhalswa Red Light and Bhalswa Pull by HC Samunder I/C PCR Van Commander-53 at the instance of the complainant and also Rs. 500/- was recovered from the possession of the snatcher . Later on, HC Samunder informed the control room about the incident and statement of complainant was taken and a case FIR No. 245/12 dtd. 15.12.12 U/S 356/379/411/34 IPC was registered at P.S Bhalswa Dairy .

On this information of control room, SI Jai Bhagwan alongwith Ct. Satish, No. 2030/NW reached the spot. They met the complainant Manjeet and he produced one young person namely Iqbal alogwith Rs. 500/-. During the investigation, the accused Iqbal was interrogated and arrested. Later on as per the disclosure of Iqbal,his co-accused persons Allaha Rakha, Pardeep and Shiva were also arrested from their hide outs in Jhuggies of J-Block and K Block area of Jahangir Puri . At their instance, the snatched mobile phone and Rs. 300/- were recovered.

RECOVERY:1. One snatched mobile make Nokia.2. Cash (Rs. 500+200+100) total 800/-.

ONE WOMAN FROM BENGALURU RESCUED FROM G.B. ROAD

    On 17-12-2012, one woman aged about 23 years was rescued from G.B. Road by the police staff of P.S. Kamla Market, Central District, Delhi with the help of ‘Shakti Vahini’, an NGO.

INCIDENT AND TEAM

On 17-12-2012 an information was received by SHO/ Kamla Market and stated that one woman is confined at Kotha No- 5211, G.B. Road, Delhi against her wishes and desires to be freed from there. This information was further developed.

After developing the intelligence, a team comprising of Inspr. Parmod Joshi, SHO/Kamla Market, SI Ajay Singh, SI Deepak and W/Ct. Poonam was constituted under the close supervision of Sh. Ram Kumar, ACP/Kamla Market. The representative of NGO ‘Shakti Vahini’ was also associated with the team.

Thereafter, in late evening of 17.12.2012, a raid was conducted at Kotha No. 5211, GB Road, Delhi and one woman namely Sangeeta (name changed) aged about 23 years was rescued by the police team of PS Kamla Market, Central District, Delhi.

INVESTIGATION

During investigation, the rescued girl stated that she belonged to a poor family. She was lured by one woman in Bangaluru for providing her good employment in Delhi. She was first brought to some place in Delhi and kept there for one day and thereafter that lady sold her to one Padma owner of Kotha No. 5211. There, she was forced for prostitution by Padma. She was not allowed to go outside and was restrained in that Kotha only.
