Jewish Perspectives

Charity is to be decentralized: family first, neighbors second, city residents third, etc. It is not immoral to deny relief to the poor who are able bodied. A poor person is required to go to all reasonable lengths to avoid a situation of dependence upon others (e.g., it is better to work on the Sabbath than to receive charity). There are levels of charity: highest—offering a loan, a business partnership, or a job, lowest—unconditional monetary handouts.
