Welcome to the first issueof Dialog, the magazine that will tell youabout the services of—and the peoplewhose lives are touched by—DiakonLutheran Social Ministries.

What is Diakon Lutheran Social Ministries?It’s a family—a family of social ministry

organizations that, collectively, have beenhelping people in need for 280 years.

Diakon’s name comes from a Greek termfor service or servant, a very appropriatename, we believe, for as Jesus called to theTwelve, “If anyone wants to be first, he mustbe the very last, and the servant of all”(Mark 9:35).

Diakon consists of The Lutheran Home atTopton, Tressler Lutheran Services, and LWSof Northeastern Pennsylvania. Its varied historical lines also include names such asTressler Lutheran Home for Children, LutheranSocial Services-Central Penn Region, andLutheran Social Services of Maryland.

Through Diakon, we offer services thataid people from the newborn through themost senior. And we offer that care frommore than 70 program sites and facilities inPennsylvania, Maryland, and Delaware.

You will notice two things about Diakon.First, we are focused on our local

identities and allegiances. Names such as The Lutheran Home at Topton or FreyVillage are more pronounced on our stationery and advertisements.

Second, we are geared toward growth.Growth may concern some people, who

believe being larger means being more

distant and not as local. We believe it is justthe opposite with Diakon. In the midst of therapid, turbulent changes occurring in the healthcare and social service fields, it is critical forus to grow broader in order to stay local.

To survive in these times, many of oursmaller programs, those you have come to know in your local community and congregation, need the financial stability and benevolent income that only a largerorganization can provide.

That is why Tressler Lutheran Servicesand Lutheran Services Northeast—theumbrella organization for The LutheranHome at Topton and Lutheran WelfareService—affiliated Jan. 1, 2000. We wouldnot have done so had we not been able,together, to serve more people.

There are exciting times ahead forDiakon, as we reach out to serve those inneed. We invite you to be part of that excitement—through your commitment,prayers, gifts, and time.

Adoptione couldn’t imagine our life without him

now,” says Don Nafziger ofhis adoptive son, Nitin. “Wewould do it all over again.Adoption is one of the bestthings we have ever done.”

Don and his wife, Rose,adopted Nitin more than ayear ago through the international component of Adoption Services of TheLutheran Home at Topton.After the Nafzigers arrangedfor the adoption through HoltInternational Children’sServices in Oregon, the family sought an agency to

complete the process close to their home in Pottstown,Pa., and to meet any continuing needs.

“We looked at a numberof agencies, and consideredeverything from location toprice,” says Rose Nafziger.“We were especially pleasedwith the people we met in

adoption services at Topton—and were most impressedwith our caseworker. She was warm, personable, andextremely understanding.Whenever a difficulty arose,she was very supportive andmade sure we knew thatevery couple works through adoption differently.”

The adoption has gonevery well, they add, withDon noting that “all of [our kids] get along great.They really have a specialbond together.”

In a state away, JoanMareno, a single mother wholives in New Castle, Del.,says that adopting a child“was something I alwayswanted to do.” She is nowthe mother of three adoptedchildren: two 13-year-oldtwin boys, Robert andTerrence, and nine-year-oldTheo. Mareno encountered allthree boys through the foster-care system, adopting Theothrough Tressler AdoptionServices of Delaware.

She decided on adoptionbecause “I didn’t want to seethe boys head back into thefoster-care system after having been in that systemfor eight and a half years,”she says. Attending parentingclasses offered by Tressler,Mareno says, “was extremelyhelpful and enlightening.”

SWAN Lands at DiakonDiakon Lutheran Social Ministries has been awarded the prime contract for Pennsylvania’s Statewide Adoption Network,

or SWAN. The five-year contract was awarded by the state Department of Public Welfare.The proposal submitted by Diakon was selected through a competitive bidding process,

with the contract taking effect July 1. Officials said they were impressed with Diakon’ssize, as well as the history of service to children by the organizations that make up Diakon,such as Adoption Services of The Lutheran Home at Topton, Tressler Adoption Services,and TresslerCare youth services. Diakon has partnered with Family Design Resources ofHarrisburg and Information Services Group of Mechanicsburg to operate the network.

Pennsylvania established SWAN to bring together all of the parties in the adoptionprocess that can help to make a difference to children awaiting adoption. The networkincludes county children and youth agencies, judges, foster and adoptive parents, privateadoption agencies, One Church, One Child of Pennsylvania, Inc., child advocacy groups,the Pennsylvania Adoption Exchange (which provides information on waiting children),and state administrators and policy makers.

The prime contractor for SWAN supports the work of county children and youth agencies in the timely adoption of children in their custody, with services including the family profile, the child profile, child-specific recruitment and placement, adoptionfinalization, and post-adoption assistance.

Such training, she indicates,would have helped to prepareher for the earlier adoption ofthe twins.

“I can’t say enoughabout the Tressler organiza-tion,” she says. “There aremany issues to work throughafter you become an adoptiveparent. I got a lot of incrediblyvaluable support and trainingthrough Tressler. Now thateverything’s been finalized,our case worker doesn’t have to be a part of our lives anymore…but she still is.”

Those similar, positivecomments come as the two

adoption services have joinedforces under the affiliationthat created Diakon LutheranSocial Ministries on Jan. 1.

Adoption programs withinthe Diakon family consist ofAdoption Services of TheLutheran Home at Toptonand the three regional unitsof Tressler Adoption Services—Central Pennsylvania,Maryland, and Delaware.

“Both programs have astrong identity, and the peopleinvolved are very proud ofwhat they’ve done over theyears,” says Ramona ChurchHoyle, program director for

Maryland. “We are respectfulof each other’s beliefs, histories,and differences, but in theend we are working togetheras one. That’s the best wayfor our families to know what

2,800 children, developing a national reputation in the process.

Even before the affiliationbecame reality, adoption staffmembers were hard at work

bringing together the twoprograms. “I knew it wasgoing to be a labor-intensiveprocess that would involvemany hours of meetings,talking, and the hard work ofletting go of some of our indi-vidually held beliefs,” says

Barbara Holtan, director ofadoptions who adds that sheis pleased with how well theprograms have come together.

Enlarged, the affiliation issomewhat like the one that

parents and children gothrough when a child is placedwith an adoptive family, asnew family members get toknow one another.

“The key,” says Holtan,“is that, no matter what ourname is, we have the samemission and vision—to findloving adoptive families forthe many, many children outthere who wait for permanenthomes. We are directly carry-ing on the ministries of thechildren’s homes founded solong ago in both Loysvilleand Topton, Pa.”

Together, the adoptionservices placed 141 childrenwith adoptive families in1999—78 in Pennsylvaniathrough Adoption Services of The Lutheran Home atTopton and Tressler AdoptionServices of CentralPennsylvania and 33 inDelaware and 30 in Maryland,both through Tressler.

Adoption Services of TheLutheran Home at Toptonhas been active in domestic,international, and special-needs adoptions as it hasserved northeasternPennsylvania. Well respected,the program has developedgood working relationshipswith families and other agencies in that region.

On the other hand,Tressler has focused exclu-sively on the placement ofchildren with special needs.In its nearly 30-year history,the service has placed some

or many, it was the first time they had seen each

other in a quarter-century.Others had never met.

Yet they all shared a common bond, one theyfound more emotional thanthey’d expected it to be.

“Here, maybe for the firsttime, I really feel like I fit in,”noted one young woman. A young man added that hehad gained “a feeling of connection that’s differentfrom any I’ve had before.”

“We were very privilegedto host this event,” saysBarbara Holtan, director ofadoption services withinDiakon Lutheran SocialMinistries, whose office iswithin the Lutheran Center.“It was such a wonderfulreminder of what Tressler and other agencies did in the ’70s to help so manychildren in need.”

Holtan knows about that help firsthand. She andher husband, Andy, adopteda son, Tim, through theBabylift. Eighteen months old at the time he arrived inthe U.S., he is now 26 andspent two years volunteeringat a Saigon orphanage inrecent years.

Tressler became involvedin Operation Babylift whenasked by the U.S. StateDepartment to place childrenbeing evacuated from the An Lac orphanage in Saigon.

In the course of abouteight weeks, Tressler staff—most notably William andBarbara Tremitiere, children’sand adoption services executives—found adoptive families for some 200 childrenwho were being housed temporarily at Fort Benning,Ga. The Tremitieres took partin the reunion, as did Betty

The setting for their emotions was “The Reunion of the First Generation ofVietnamese Adoptees,” held in late April at ChristLutheran Church, InnerHarbor, Baltimore, and thenearby Lutheran Center.

Adoption Services, HoltInternational Children’sServices, and the Evan B.Donaldson Adoption Institutein New York, the three-dayreunion brought together theyoung people who had cometo the United States in 1975as a result of “OperationBabylift” at the close of theVietnam War. In addition tocelebrations and moving tes-timonials, the event includeda Sunday-morning visit to

Tisdale, who coordinated theAn Lac evacuation.

“It was a very movingreunion,” says Bill Tremitiere,now director of developmentfor Lutheran Immigration &Refugee Service, “as the kidswe placed—and of coursethey’re no longer kids—stoodup and gave their personal testimony as to what theiradoption meant to them.While a couple describedsome of the difficulties theyhad growing up, the overallsense was of gratitude totheir parents and adoptionagencies for helping them to begin a new life. It felt wonderful to see the resultsof our efforts 25 years ago.”

Roughly half the An Lac population, the childrenplaced by Tressler were theonly airlift orphans whoremained together for a periodof adjustment before joiningadoptive families. Overall,they represented 10 percentof the children evacuated fromorphanages.

One of the children fromAn Lac was Mark Tomlinson,an accountant who now livesin Delaware County, Pa. Forhim, the Baltimore reunion

was a healing process.“I was between the ages

of three and five when Icame to the U.S.” in 1975,he says. He had spent mostof his life till then at theorphanage and there were nobirth records available, so hisparents, George and InezTomlinson of Manheim, Pa.,set his age at four. He wastheir third adopted child; 10 more children wouldeventually join the family.

“There were some racialslurs I experienced in middleschool, and in elementaryschool,” he recalls, “but forthe most part my childhoodwas very good. I was broughtup in a good, respectful

manner, and it was nice tohave, for example, a Koreansister and a brother from Peruand a brother from Nicaragua.”

Yet, he adds, there werefew Asians in local com-munities, which made him sensitive about his Vietnameseheritage. “I wanted to have‘American’ eyes, wanted tohave blond hair.”

He had been to the 20threunion of adoptees from AnLac held by Tressler in 1995,“but I’m a reserved person

and had some mixed feelingsat that. I actually didn’t wantto go to Baltimore at first.”Fortunately, he had secondthoughts and arrived at thereunion on Saturday.

“I’m very glad I did go,”he says. “It helped me to putin the past some emotions Ihadn’t dealt with, and wasactually very healing. I couldfeel the pieces of my past,like a puzzle, coming together.It was also helpful to see thatmany of the other adopteeswent through some of thesame struggles I did.”

Although he was quiteyoung at the time, he stillremembers arriving atPhiladelphia InternationalAirport, as well as the colorand make of the automobilein which he rode home withhis new family.

As a welcome to his newcountry, “a man at the airportgave me a 50-cent piece. Istill have that.”

hen a stroke left Ina Brown without the

use of her left hand, she couldhave let it overturn her life.After all, most of the activitiesshe had taken for grantedwere now daunting tasks.Routines such as brushingher teeth, getting dressed,and cooking her meals werenow challenging efforts.

Yet, Ina didn’t give up.And her story is similar

to those of Bertha Thomas,Charlie Brain, and Millie Avolia,like Brown all residents ofSchuylkill County. None is ableany longer to perform theactivities of daily life withoutassistance. What binds thefour isn’t their physical chal-lenges, however, but theirabilities, which the quartetwas able to show off in the4th Annual Schuylkill CountyModified Senior Games.

“It sure is nice that theyhave this event,” saysBrown, who participated forthe second year in a row. “I had a stroke on my leftside and it’s good for me toget some exercise and get outand compete.”

The modified games are aspecial part of the SchuylkillCounty Senior Games and thecreation of Senior CommunityResource Center ManagerNancy Wingert and a com-mittee of adult day servicescoordinators. The LutheranHome at Topton, a member of Diakon Lutheran SocialMinistries, operates the seniorcenters in Schuylkill County.

With the creation of themodified games, SchuylkillCounty broke new groundnot only locally, but alsonationally.

“To my knowledge, this isthe first modified event in thecountry,” notes Maria Doyleof one area senior day centerand another founder of themodified games. “A lot of ourpeople have disabilities andneed some assistance. So agroup of us got together andcame up with some eventsthey could do and still have afair chance at winning them,”she says.

“This is a type of ‘SpecialOlympics’ for seniors andwe’re hoping it will spread.

Maybe our winners could thencompete at a national level.”

Whether the idea expandsto other areas, SchuylkillCounty’s modified games arehere to stay. Each year, moreparticipants take part, withsome 50 competitors in thisyear’s games.

The modified games provide competitive eventsfor seniors who have disabili-ties that kept them from competing in the regularSenior Games. Every event isfrom a seated position, whichallows those in wheelchairsto compete on an equal basis.

Before, says Wingert, “the seniors with physicalchallenges were combinedwith the other seniors andthey had no chance to win amedal. These events giveeverybody an equal chanceto win.”

The games consist ofevents altered to allow thosewith disabilities to compete.For example, basketball hasbeen modified so participantsshoot the ball into a basketsitting on a table. Other mod-ified games include versionsof lawn darts, shuffleboard,beanbags, horseshoes, and softball throw.

position,” explains Doyle.“It’s just as competitive,” asthe regular senior games.“You get a score and the best score wins. Sometimes our events are even more competitive then the regularsenior games.”

Participants are “reallyproud when they win amedal,” she continues. “Theystill talk about last year’smedals. It’s really neat just tosee the smile on their face.”

“They really look forwardto the games,” says PaulaPorter of one of the day services centers. Many “started practicing monthsago. They ask when they are going and how long they will be participating.”

Another positive is theinteraction generated withcompetitors of the “regular”Senior Games, a major con-sideration when the modifiedevents were planned. “Eachyear the interaction gets better,” notes Doyle.

Of course, the best “posi-tives” are those generatedwithin participants.

“I think I’m too old, buthere I try,” says Thomas. “I can’t hear real good or see real good, but at leasthere I can try. And I like totalk to the other people whocome here.”

The best thing about thegames, adds Avolia, “is

that I’m able to competein them, because I

like to compete andI always have a

chance to win.”Avolia and

Thomas bothcompeted forthe first timethis year, asdid Brain.“I’m 93

years old,” he noted before

the games. “I don’t know if I’ll

be able to compete,but I’m looking for-

ward to trying to win the games.”

The final day of event,termed Wellness Day, includesa volleyball game betweenthose participating in boththe modified and “regular”games. All competitors mustplay from a seated position.

“This activity bringsawareness to people withoutdisabilities. This lets otherssee what it’s like to have adisability,” explains Doyle.“Getting older is a naturalpart of everyone’s life andyou never know—with ablink of an eye you could”have a physical challenge.

“We got a lot of goodfeedback from participants inthe regular games,” notesPorter. “They really enjoyedit. They said it was reallyhard and that the seniorswith challenges played better than they did.”

The modified games generate awareness aboutphysical challenges, anopportunity for all participantsto interact, and a chance forthose in the modified gamesto feel the thrill of victory.Most important, the gamescreate a bond through thespirit of competition.

“They really have fun outthere,” says Nancy Wingert.“Just being able to competeon a level playing field makesit worth it for them.”

Resident Receives French AwardsResident Receives French Awardsan infantry regiment of the28th division.

After six months of training in Augusta, Ga.,Smith and his regiment wereoff to France, where theyengaged in the battles ofThiacourt and ArgonneForest. Smith received thefirst of two Purple Hearts forwounds sustained in combatin France.

At his discharge, Smithbecame one of the youngest“buck sergeants” ever at theage of 17. He then resumedhis employment at a hosierymill in Berks County. In1930, he returned to Armylife and again served in combat in France, this timeduring World War II. In addition, duty assignmentstook him to China, Panama,Iceland, Great Britain, Ireland,and Germany.

During World War II,Smith received the second ofhis Purple Hearts, as well astwo Bronze Star medals; healso had his name recordedin the Golden Book of Verdun,France. In London for respite,Smith was photographed bya journalist, appearing in astory in the June 1943 issueof National Geographic.

Following the D-Dayinvasion, he served as ActingBurgermaster of BernbachVillage in Germany until a

enlisted in the PennsylvaniaNational Guard in 1916. Hewas only 15 at the time. Smith’s mother tried tointervene, writing to her U.S.Senator. He assured her theboys would be “as safe as ifthey were at summer camp.”Shortly thereafter, the guardwas nationalized and Smithfound himself serving with

Frey Village resident HarveyJ. Smith became a “Chevalierof the National Order of theLegion of Honor.”

Smith’s words of thankswere directed to Alain deKeghel, consul general withthe French embassy inWashington, D.C., who traveled to the Middletown,Pa., village in early May toinduct Smith into the legion.

The 99-year-old was honored for twice servingwith U.S. forces in France—during World War I andWorld War II. “It is verymoving, very emotional tohonor you,” de Keghel saidin a heavy French accent.“Twice you helped us torecover our freedom.”

The award was initiatedby Napoleon more than 200years ago and is one of thehighest honors bestowed bythe French government.

Interestingly, Smith is notthe first resident of a DiakonLutheran Social Ministriesretirement village to receivethe French honor. The lateIrvin Schaeffer, a former resident of The LutheranHome at Topton, received thesame award in late 1998.

U.S. civil government cameinto being. Before his retire-ment in 1954 with the rankof chief warrant officer, Smithalso served in Korea.

The Frey Village awardsceremony included Smith’sreceipt of the VeteransAdministration’s 75thAnniversary of World War Imedal, as well as citationsfrom both the PennsylvaniaSenate and House ofRepresentatives and the stateAmerican Legion.

With such a full and distinguished service to hiscountry behind him, Smith’sonly thoughts on his accom-plishments are that he “wasjust doing his job. It was“really no big deal.”

While there are few recipients of the Frenchaward, the number of WorldWar I veterans is also dwindling. “Of the 4.5 million Americans whoserved in World War I, only about 3,500 are left,”notes Dominique D’Francisco, past national commander of the American Legion, who attended the award presentation.

In presenting the award, de Keghel said thatAmericans and the Frenchhave fought beside eachother “in the name of freedomand democracy since theAmerican Revolution.”

Her interest in, and generosity to, one of our organizations—The LutheranHome at Topton—goes backa long way. Growing up inMount Pleasant, Berks County,she eagerly anticipatedattending, with her family,the annual summer picnic ofthe “Topton Orphans Home.”

A graduate of what isnow Kutztown University,she taught in a one-roomschoolhouse, then taught second grade for 16 years in Berks County and NewJersey, with those years interrupted by a stint in theNavy. She also spent tenyears working as personneldirector for a department storein Reading, Pa. Mildred realizedhow much she loved workingwith children, however, andso finished her career byserving 13 years as a high

school guidance counselor.Married to the late

Kramer D. Arnold for 50years, “Millie” notes that sheand her husband had manyhappy years at Luther Crestin Allentown, one of our continuing care retirementcommunities, and she continues to love living there.

Her generosity is helpingto provide new hope for children who eagerly awaitadoption.

An endowment fund is a perpetual fund whose incomehelps to ensure the continuationof our charitable services.Endowment gifts may berestricted for a specific purpose

or programs such as AdoptionServices or other programsfor children. They may alsobe restricted to any of theorganizations that make upDiakon: Tressler LutheranServices, The Lutheran Home at Topton, or LWS ofNortheastern Pennsylvania.

Endowment gifts may be made in several ways:outright gifts, bequest gifts,or other planned-giving vehicles such as a charitablegift annuity or a charitabletrust. Mildred Arnold used acharitable gift annuity tomake her endowment gift.
