Welcome The New York State Department of Transportation, along with the Federal Highway Administration, would like to thank you for attending this Public Scoping Meeting for the Hunts Point Interstate Access Improvement Project. Tonight’s Meeting Format Tonight’s meeting is an Open House format. There are stations throughout the room focusing on various topics that will be looked at during the Environmental Impact Statement. Each station is manned by a subject matter expert who is there to answer your questions. There is a video presentation on the project playing continuously on a loop all evening in English and Spanish. We want to hear from you! What is Scoping?The Public Scoping Meeting is the first step in the public involvement process under the National Environmental Protection Act (NEPA) Environmental Impact Statement process (EIS). Scoping seeks input and comments from the public and agencies in order to develop the project purpose and objectives, help determine the range of issues to be considered, and provide input on the screening criteria to be considered. The public scoping meeting is the initial public presentation of the project’s scope and schedule.

What is the Hunts Point Interstate Access Improvement?The New York State Department of Transportation and the Federal Highway Administration are preparing an EIS for the Hunts Point Interstate Access Improvement Project.

The Hunts Point Peninsula is home to many commercial businesses, including the Hunts Point Food Distribution Center, the nation’s largest food distribution facility. For decades, residents on the peninsula have been impacted by trucks traveling to and from commercial businesses in Hunts Point. The purpose of this project is to provide di-rect automobile and truck access between the center and surrounding businesses, and the Sheridan and Bruckner Expressways. This will lead to a substantial reduction in the number of commercial vehicles clogging up the neighbor-hood, making local streets safer and more enjoyable for the children and families of Hunts Point.

In addition, the EIS will develop strategies that: address the existing non-standard geometric features of the Bruckner/

Sheridan Expressways Interchange to improve operations and address the several infrastructure deficiencies of the Bruckner Expressway.

Any concept that meets the project’s purpose, addressing the needs of the project, and is deemed a reasonable al-ternative will be examined in a Draft Environmental Impact Statement (DEIS). The DEIS serves as a way to compre-hensively evaluate any potential environmental impacts of the alternative plans.

A project website will be regularly updated to give stake-holders a source of current project information with maps, drawings, and current project data.

Public InvolvementThroughout the EIS, gathering input from individuals who live, work, and/or own properties or businesses within the project limits will be paramount. By identifying and coordi-nating with community leaders and organizations we can ensure that the appropriate voices are heard during the pro-cess. These elected officials, business organizations and community groups can hopefully offer specific insights that will help strike a balance between varying stakeholders.

We are committed to providing equal access to involvement for those of limited English proficiency, as well as residents of environmental justice communities and the disabled.
