Summary:

1. Experts do not have enough information on health communication on HIV/AIDS:The amount of publications on HIV/AIDS in local media is overestimatedUnderestimation of the importance of delivering key messages about HIV.

2. Izhevsk has high intellectual and management potential to develop and implement HIV/AIDS prevention.

3. Additional resources could enhance the project impact:Increased social communication,Improved feedback,Bringing in additional funds to help implement long-term and targeted communication projects.

Order No 179 from July 07, 2009: Implementation of project “We Choose a Life – Youth Against HIV/AIDS”

Order No 310 from November 05, 2009: Implementation of an HIV/AIDS prevention campaign among young people of the city called “We Choose a Life – Youth Against HIV/AIDS”;

Order No 377 from December 31, 2009: Approval of Cross Sectoral Action Plan for 2010 about raising awareness on HIV/AIDS and healthy sexual behaviour among young people (within the project “We Choose a Life”).

Monitoring goals

–

evaluation of young people’s health and their attitude towards health

Key objectivesIdentify how young people assess their own health;

Evaluate lifestyle health determinants (nutrition, physical activity). Prevalence of risk behaviours (smoking, alcohol and drug abuse);

Study young people’s attitude to behavioural risk factors;

Identify patterns of health behaviour, attitude to safe sexual relations, and awareness on HIV/AIDS.


Key health problems of young people of Izhevsk (identified in Youth Monitoring)

Low physical activity of young people, prefer passive forms of leisure;

High prevalence of smoking, use of alcohol and “light drugs”;

High sexual activity combined with low protection (only 60% of respondents always use condoms);

High level of awareness about HIV and AIDS as an epidemic but limited knowledge about how to protect against the disease.


Important to consider

Internal project audit was conducted by Susanna Kharroubi (Turku, Finland) and Willy de Haes (Rotterdam, Holland).

In the course of the audit visits the experts met project stakeholders and cities authorities where they discussed the outcomes of the first project year and planned goals for the second year.

Focus groups results (attitude of young people)

Relatively high level of awareness about ways of HIV transmission and ways to reduce risky behaviour;

Young people often disregard the rules of safer behaviour;

There is not much behind this disdain but: a hope that “it may happen to anyone else, not to me…”;

HIV prevention should address large groups of people and be implemented systematically though awareness raising.

Two videos on HIV/AIDS prevention were developed and aired on 2 city outdoor screens and 40 in-door screens in city malls; it was also shown on the local TV channel CTC-Izhevsk from Dec 25, 2009 to Jan 25, 2010.

Key outputs of the communication campaign

Young people expressed their attitude towards the problem; they were creative;New approaches such as flash-mobs, peer education were used extensively;Very considerate approach to the use of internet recourses;More efficient involvement of printers, media content producers and distributors;Proper use of administrative and logistic resources; Increased cross sectoral cooperation which yielded good results;Ten-fold increase of number of participants in World AIDS Day activities as compared to 2008


Development of the City Strategic Action Plan on HIV/AIDS prevention was the top

achievement of the project “We Choose a Life –

Youth Against AIDS”


Action Plan – stages of implementation

Set up of a Multi-sectoral GroupDefine goals; Define key legislation requirements;Analyse potential stakeholders;Analyse communication needs;Collect statistical data and other information;Analyse and compare existing city plans and programmes on HIV/AIDS prevention; analyse regional and national programmes and strategies;Make SWOT-analysis (strengths, weaknesses, opportunities and threats);Discuss goals, methods, plan of activities; conduct workgroups and roundtables with experts from local NGOs, volunteer and youth organizations.Draft Action Plan. Discuss it.City authorities approve the plan. Publication of the Action Plan.

documents:

City multi sectoral Action Plan for 2010 on raising awareness among young people on HIV/AIDS, and healthy sexual behaviour (“We choose life”) (City Administration order No 377 from Dec 31, 2009)

Long-term city target programme “Healthy City – Health Izhevsk” for 2011 – 2013 on prevention of HIV/AIDS among adolescents and young people” (the programme is currently being developed according to the decision of the City Council of Izhevsk from Oct. 22, 2009, No 553).

Key project outcomes

Improved communication between regional and city authorities, and services involved in HIV/AIDS prevention;

Development and adoption of a City Multi Sectoral Action Plan for 2010 on raising awareness among young people on HIV/AIDS, and healthysexual behaviour (“We Choose Life”) – City Administration order No 377 from Dec 31, 2009. All perquisites for a successful implementation are there.

Inter-city and international cooperation; sharing experience and best practices when creating new city action plans and inter-city projects.

The project allowed to focus attention of young people and city authorities on a very acute topic – HIV/AIDS. This cooperation helped start looking for effective ways to address the problem.
