Value: $200 million Population Served: Approximately 111,000 The Problem Due to local increase of development in the petroleum industry, the city of Midland, Texas, is also experiencing exponential growth. At the same time, the city has also suffered through several years of severe drought, all of which has led to water restrictions and the implementation of drought contingency plans across West Texas. Compounding this situation, the city’s normal summer water allotment for 2013 from the Colorado River Municipal Water District (District) was cut. With two of the three reservoirs that the city depends upon for water completely empty, and the third at less than 15 percent full, this overall situation of stress created critical need for additional water resources. As a result, the timeframe in which to deliver this new source was placed on an aggressive schedule in order to meet the City’s water needs for the next summer cycle and beyond. Solution The City of Midland, RX owns a 22,149-acre T-Bar Ranch property – beneath which the Pecos Valley Alluvium flows – some 60 miles west in Winkler and Loving counties and near the New Mexico border. The City then contracted with the Midland County Freshwater Supply District No. 1 (District) as a public-to-public partnership in 2012 to design, build, own, operate and finance the

development of the T-Bar Well Field Development and Delivery Project. Concluding a successful contract negotiation process in 2012, between the City and the District, actions to complete the delivery of water from the T-Bar Ranch well field to the City by May 31, 2013 were started. As a first step in the delivery process, the District contracted with a team in a consortia arrangement featuring Black & Veatch, Garney Construction in addition to other local firms, operations companies, land agents and others. The District team built a plan to address the need in a rapid time frame. Black & Veatch is responsible for the complete design, procurement and construction of more than 40 production wells, high-service pumping, 2-million- and 5-million-gallon storage tanks, chlorination facilities and terminal control facilities. Garney Construction is procuring and building the entire 60-mile, 48-inch-diameter transmission pipeline and well field collection piping. The design-build team has established and maintained an overlapping design, procurement and construction process to facilitate meeting the tight deadline. Upon agreement, the District will operate and maintain the new infrastructure and sell an average of 10 mgd. to the City at an agreed-upon price. The City will also receive ownership of the assets at the end of the 20-year contract term. Along with Black & Veatch and Garney Construction, the District’s project team includes local companies such as Parkhill, Smith and Cooper; SWWC Operations Inc.; LBG Guyton; and Hilliard Energy Results The T-Bar Ranch project is the City’s largest public works project to date and is also one of the larger water line projects taking place nationwide. The project addresses the urgent water needs for the Ccity, enabling it to continue developing long-term water plans and sustain its economic growth.

Black & Veatch developed a unique solution by using project delivery systems from previous work in North America and Australia in similar severe drought situations. The company used the body of work of all of those systems to lead the team in development of this fully-integrated, design-build, fast-track delivery plan of this water supply and conveyance project that will deliver 20 mgd of water per day to the city of Midland and its some 50,000 homes – from start to finish in less than 12 months. The project has been on or ahead of schedule since its inception. The team saved time by developing an early procurement plan and completing design and construction elements in parallel with one another along major sections of the transmission line. The project team was able to expedite state regulatory approvals even with incomplete designs since design and construction were occurring in parallel.

The team has been able to use all of the excavated materials. For example, caliche, a naturally occurring subsurface material, was excavated and able to be used as bedding and backfill for pipelines. This resulted in a substantial cost and environmental savings by eliminating the need for gravel hauling.
