WRWSD Board of Trustees Meeting – Mon., April 28, 2014

President Larry Doughman called the meeting to order at 7:00 p.m.

Roll Call: Present: Beresford, Buskey, Doughman, Purdin, Redick, Plant Supt. Culver and Mgr. Cahall. Absent: LaPlante (ex.)

Minutes: A motion to approve the minutes of the April 12th Saturday meeting as distributed via email was made by Purdin and seconded by Redick. A vote was taken and the motion passed unanimously. The minutes of the 2014 WRWSD Annual Meeting were read. A motion to approve the minutes of this meeting on Saturday, April 19th was made by Purdin and seconded by Redick with two corrections: 1.) The meeting began at 6:25 p.m. rather than 6:30 p.m. and 2.) the clean-up of the area around the back-up spillway was suggested by the Ohio DNR and not the Ohio EPA. A vote was taken and the motion passed unanimously.

The Trustees then introduced themselves to the three guests present who were all applicants for the available seat on the WRWSD Board: Dick Bankes, Jim Bridges and Doug Peters.

President’s Report (Larry Doughman): none Treasurer’s Report (John Buskey): Buskey noted that there was nothing more to report about the WRWSD finances than the information shared at the April 12th meeting. However, he did share that he had received the annual report from the city of Oakwood, Ohio which shows a comparison of the water and sewer rates of about 60 municipalities in Ohio. Pres. Doughman reported that he had received a ‘complimentary call’ from the State of Ohio Auditor’s Office about the audit.

Report from the Manager (Paul Cahall) and the Plant Supt. (George Culver): • Cahall shared the details of a property owner’s concerns about having the District’s contractor repair the damage to their lawn. The damage was done when one of the staff drove onto their ‘wet’ property to obtain a meter report because the property owner believed their water usage to be excessive. • Payment has finally been received from Frontier for the cost of repairing the sewer line that a subcontractor working for Frontier damaged last year. • Delivery of the new truck has been promised for the first week of May. • Seventy-four meters have been returned to Master Meter for replacement. Delivery will be at least eight weeks. Those property owners whose meters are being replaced are presently paying the minimum fee for their water usage. • The USDA inspection which is required because the District is paying on bonds issued for the construction of the sewer plant went well. Culver was able to show the inspector that the plant is well maintained and that all documents of operation are in proper order.

• A letter has been received from the Russellville Fire Department requesting that the WRWSD do flow testing as well as flushing of every hydrant at least once a year in Lake Waynoka. After much discussion it was determined that the Board needs more specific information about what is being requested. Mgr. Cahall will contact Chief Neu to discuss this matter.

Rules and Regulations Committee (Buskey): Buskey noted that the Committee has not met and that their work may be delayed until later. The Trustees agreed that they have no problem with this.

Other Business Items: • Redick asked whether or not there was a need to control the goose population near the lagoon and back-up pond by addling eggs. Cahall and Culver do not believe there is. • Guest Doug Peters shared additional information about the introduction of paddlefish into the lagoon.

Motions and Resolutions: none

At 7:50 p.m. the Trustees entered into an executive session to interview the applicants for the one available seat on the Board. At this time Doug Peters withdrew his application. The Trustees then interviewed Bankes and Bridges individually.

At 8:25 p.m. the workshop meeting resumed. After a brief discussion a motion to appoint Jim Bridges as a WRWSD Trustee whose term ends 2015 was made by Beresford and seconded by Purdin. A yea/nay vote was taken and the motion passed unanimously.

Adjournment: Then a motion to adjourn the meeting was made by Purdin and seconded by Beresford. All were in favor and the meeting was adjourned at 8:35 p.m.

WRWSD Board of Trustees Meeting – Sat., May 10, 2014President Larry Doughman called the meeting to order at 9:30 a.m. Roll Call: Present: Beresford, Bridges, Buskey, Doughman, LaPlante, Purdin, Redick, & Mgr. Cahall. Absent: none

Eileen Brown, Inspector of Elections, then swore in Jim Bridges and Mike LaPlante as WRWSD Trustees whose terms will expire in 2015 and 2017 respectively.

Minutes: A motion to approve the minutes of the April workshop meeting as read was made by Purdin, seconded by LaPlante and passed unanimously.

President’s Report (Larry Doughman): none Treasurer’s Report (John Buskey): Buskey reminded the property owners that the WRWSD profit and loss report for April was available for review. At a third of the way through 2014 the income and expenses of the District continue to be “in line with expectations”. Water and sewer tap fees were collected for another home in April making the total three new housing starts thus far for the year. Payment for the new truck which has arrived will be reported in the May profit and loss report. Several expense items have exceeded budget projections so a motion to make adjustments will be made later in the year. Brown County sent the District a check for $16,788.00 which is the amount of monies collected from the certifications of water availability fees, sewer assessment fees, and water and user fees written back in September 2013. These monies will all go into reserve funds.

Manager’s Report (Paul Cahall): • The monthly bills were mailed on Friday. • Cahall reported that he had met with Russellville Fire Chief Neu. Cahall shared with the Chief the procedures which the WRWSD staff routinely follows to flush hydrants, to do flow testing and to record this data. Neu agreed that what is presently done meets all of the requirements of the fire department. They also discussed which reports would be sent to Neu on a regular basis. • Cahall requested that any property owner who has had his lawn/yard damaged while WRWSD staff was working there making repairs, etc. to please contact the Office. The District’s landscape contractor will be responsible for correcting the situation. • No bids have been received thus far for the old truck. The deadline for bids is May 16th.

WRWSD Annual Meeting – Sat., April 19, 2014 at 6:30 p.m.

President Larry Doughman called the meeting to order at 6:30 p.m.

Pres. Doughman welcomed everyone to the Annual Meeting of the WRWSD and introduced the current Trustees: him-self – President; Tom Beresford – Vice President; Prescilla Redick – Secretary; John Buskey – Treasurer; Betty Purdin – Member at Large; and Mike LaPlante – absent (ex.).

President Doughman then shared the major accomplishments of the WRWSD over the last year: • A GIS or Global Information System was installed and is in use. This means that the staff doesn’t have to go and hunt for valves (and other components of the water system) any longer. With this system the valves, etc. can be easily located within inches! • A new maintenance truck was purchased. • Forty years of sludge was removed from two of the back-up ponds. Hopefully, in 2014 forty-one additional years of sludge will be removed from the other two ponds. • The area around the back-up spillway was cleaned up at the suggestion of the Ohio EPA. • Mosquito fish were introduced into the lagoon or holding pond to reduce the midge population. This natural means of eradication was successful and replaced the use of costly chemicals this past summer. It is hoped that the fish will reproduce as promised so that the costs to control this annual problem will be further reduced. • A new back-up lake pump was installed.

Charlie Garfield, Chairman of the Nominating Committee, then installed Prescilla Redick as a WRWSD Trustee for an additional term which will expire in 2017. Mike LaPlante whose new term also expires in 2017 will be installed at the next meeting he attends. A seventh Trustee will be appointed and installed some time during the next two or three weeks.

The Trustees then retired to the meeting room to elect the WRWSD officers for 2014. They quickly returned and Pres. Doughman announced the 2014 slate of officers for the WRWSD: President: Larry Doughman Vice President: Tom Beresford Secretary: Prescilla Redick Treasurer: John Buskey Member at Large: Betty Purdin

Pres. Doughman entertained a motion to adjourn. It was made by Purdin and seconded by Beresford. All were in favor and the meeting was adjourned at 6:35 p.m.

WPOA Annual Meeting – Sat., April 19, 2014 at 7:00 p.m.

President Jim Meyer called the meeting to order at 6:50 p.m.

Meyer then introduced himself as the WPOA President and the other WPOA Trustees: Betty Purdin – VicePresident; Valerie Bullock – Secretary; Eric Kirk – Treasurer; Walt Robinson – Member at Large (absent); and John McDulin, Todd Holt, and Vern Taylor.

President Meyer then shared the major accomplishments of the WPOA during the past year: • A major culvert and silt catch basin were installed where Straight Creek enters the Lake at the east end. The road was repaired and posts were installed. • Twenty-four culverts were replaced under roads throughout Lake Waynoka. • Eighteen new boat slips were built at the Marina and fourteen new docks were built at Tomahawk. • The parking area at the Beach and Marina was extended. • Four new hook-ups were added at the Campground. Three bathhouses were rehabbed and a major removal of trees was done. • A graveled area was created at the Campground to provide a place to park the boats and trailers of all property owners. A fee will be charged for winter storage. • A new John Deere mowing tractor and mower were purchased to allow for faster and better grass maintenance. • Four new weight station machines were purchased for the workout room at the Health and Recreation Center. • New soffits were installed at the Health and Recreation Center. Efforts to repair the leaks have been made. • A ‘Late Night Family Swim’ was a big success and there will be more this summer. • Additional chairs have been purchased for use poolside. • The Spring Meeting of the OLCA was held at Lake Waynoka last May. Meyer noted that the lake managers and trustees who attended were “highly impressed with our facilities”! • Additional payments have been made on the loan for the Health and Recreation Center. It is anticipated that this loan will be paid off in 2015! • The Restaurant was remodeled after signing a lease with the new operator, Ashley Webster. Meyer suggest ed that everyone try the restaurant because they will like it! • A long term lease of eight years was signed with Mike Napier, operator of the Marina. • The Personnel Manual was reviewed, revised and approved. • There are now two full-time police officers, Chief Gordon Ellis and Ranger Kristy Delgado, leading the WPOA Security Force. • Twenty five bar stools and four high top tables have been ordered for the lounge. • A new Homeowners Phone Book has been compiled and will be available to all property owners in the near future. • A Building Plan Compliance Policy was approved to replace the previous document called the Building Code. Meyer noted that all of the above accomplishments were made ‘well within or sometimes under budget’ allowing the WPOA to establish a ‘rainy day’ fund. Meyer then acknowledged the work done to establish a fire/ems sub-station in Ash Ridge which is closer to all of the homes and properties of Lake Waynoka than the previous station was. This will reduce the ISO rat-ings and home insurance costs. Meyer shared that this project has become a reality because of the work and efforts of many, especially those of Trustees Walt Robinson for the last five years and Todd Holt for the last two years. Meyer then announced that at their April 17th meeting the Franklin Twp. Trustees signed a contract with the Russellville Fire Dept. which also serves the residents of Jackson Twp. Nearly all of Lake Waynoka will be served.

Meyer thanked Steve Sears and Mgr. Paul Cahall for designing the dredging barge that will be used in Lake Waynoka much like the one at Lake Lakengren is. The Board has recently given its approval to negotiate a contract to build a barge that will make this project a reality.

Meyer thanked Eric Kirk and his committee ‘for drafting numerous updates to the WPOA Code (the Blue Book) and the WPOA Rules and Regulations (the Yellow Book)’. Meyer anticipates that these revisions will be approved during the coming year.

Meyer then thanked the Manager and his entire staff and the many different committee members and every-one else for their help and their commitment to Lake Waynoka. Meyer was also reminded that the Lodge has new gutters! Charlie Garfield, Chairman of the Nominating Committee, recognized Trustees Walt Robinson and Gary Blackburn who served on the WPOA Board during the past year. He then swore in the three Trustees who were either elected or re-elected to serve on the WPOA Board: Eric Kirk, Steve Johnson and Steve Meese.

The new Board of the WPOA Trustees then recessed to the meeting room to elect its officers for 2014. After about ten minutes the Trustees returned and newly elected President, John McDulin announced the WPOA officers:

The motion to adjourn was made by Meyer and seconded by Johnson. All were in favor and the meeting was adjourned at 7:23 p.m.

Garden Club Plans Tour of Columbus Park of Roses

The Lake Waynoka Garden Club will be attending the Columbus Park of Roses annual festival in the park on Saturday, June 7th. USA Today calls this park “one of the largest and most celebrated municipal rose gardens in the United States.” This day long event celebrates 12,000 roses in peak bloom, and the beautiful herb and perennial gardens. Live music is performed throughout the park while outdoor painters capture scenes of the day. This community garden party is free and open to the public. Everyone will meet at the Lodge at 9:00 a.m. and we will car pool to the park. We should return around 6:00 pm. This tour is in lieu of our regular June meeting of the garden club. The 13 acre park is nestled within the larger Whetstone Park. It contains three unique rose gardens as well as herb and perennial gardens, annual display beds and a restored Ohio prairie. Wide, smooth walkways and numerous benches make it easy to enjoy the sights and smells of 12,000 roses with more than 400 varieties. There is something for every rose lover here, from tiny miniatures to exuberant climbers covering overhead arbors.

The park is maintained by the Columbus Recreation and Parks Department, with help and support from Friends of Columbus Park of Roses, a group that includes the Rose Foundation and the Volunteers. There were (9) canine complaints and (5) animal/fowl complaints. The gate count for the Month of April (front and back gate) was 57,400. During the month of April, there was an increase in the number of reported burglaries. Burglaries were similar in that no forced entry was evident and electronic items were the primary items taken. There was also an increase in canine citations issued.
