Step 1 Find a picture

Step 2 Make 3 copies of the picture

Step 3 Turn off the first two layers

Step 4 Select layer 1

Step 5 Apply the cutout filter

Step 6 Change blend mode to luminosity

Step 7 It should look like this

Step 8 Select the layer above 1 and add dry

brush effect

Step 9 Change blend mode to screen

Step 10 Select the top layer and apply the

median filter and change the blend mode to soft light.
