Africa
A joint AMCOW/GWP initiative to contribute to the implementation of the AU Sharm el Sheikh Declaration on Water and Sanitation

Background
• The programme is a joint AMCOW/GWP initiative to contribute to AMCOW’s work on Climate change
• In January 2009, during the joint GWP/AMCOW/AfDB consultative meeting in Abidjan, AMCOW requested GWP Africa to support the implementation of the African Union Sharm el Sheikh Declaration on Water and Sanitation specifically on:
– Climate Change Adaptation, Financing and Water Governance.
• As a follow up to the request in Abidjan, AMCOW & GWP convened a number of events to develop the framework for a program on Water, Climate and Development
Background
• Dialogues on Water, Climate & Development convened in Africa
• High Level Events on outcomes of Surveys from 26 Countries & outcomes of IWRM plans in 13 countries
•Events convened under AMCOW leadership, guidance & included participation of key partners
•Key areas of focus identified
•Focal areas presented during UNFCCC Negotiations in Bonn
•Advocacy to UNFCCC Adaptation Fund for financing water from adaptation funds.
Key messages from Dialogues
1. Building water security to support climate change adaptation for development must be intensified and accelerated as negotiations for a global climate deal progress
2. Getting out of the silos - Linking Water, Climate and Economic Development communities
3. Water key to –Resilience building and Development
4. Accessing Adaptation funds to support Water Resources Management as a ‘Concrete adaptation activity
Water, Climate & Development Programme
Based on this and other processes, a framework Programme has been
developed
Goal of the Programme
To promote water security as a key part of sustainable regional and national development and contribute to climate change resilience for economic growth
and human security.
Key strategies of the program
• Support national and regional development priorities (water for food, energy and economic and social growth)
• Building on the lessons learned and supporting implementation of IWRM plans, NAPAs, disaster management plans and plans to combat desertification
• Linking local to national, transboundary and regional scales to promote holistic and integrated approaches to adaptation
• Promoting a partnership approach to adaptation through mobilisation of relevant stakeholders at national, transboundary, regional, continental and global level
• Building on on-going initiatives at country and basin level
Expected outcomes
• Water security and climate change risks integrated in development planning and decision-making processes
• Capacities of partnerships, institutions, & stakeholders enhanced to integrate water security & climate resilience in development processes and actions.
• “No regrets” Investment & Financing Strategies for water security, climate resilience and development established and governments begin implementation.
Scope of the program
• Initial phase: 8 countries and 4 River Basins – to be increased depending on funding availability
• Support countries to prepare adapatation programmes for funding – collaboration with Project Preparation Facility, Trust Funds and Adaptation Funds etc, to ensure immediate follow up with bankable projects.
Roles in Implementation and Fundraising
• Implementation of the program will be led by national governments in collaboration with RECs, RBOs
• AMCOW provide policy direction and linkages to AU for Pan-African integration
• Facilitation by GWP and partners• Joint fundraising being done by GWP, AMCOW
and other partners• Program period: 2011-2015
