    1 INTRODUCTION

    1.1 As part of the ongoing sustainable development of the City, the Council isaiming for Manchester to become the Greenest City in Britain.

    1.2 A key part of this involves how we manage our waste, ensuring that wemaximise the amount that that is recycled, rather than the unsustainableoption of landfill.

    1.3 This document will assist all those involved in the design and managementof buildings to produce waste management strategies that best facilitate thestorage of waste and maximise the amount that can be sent for recycling.

    1.4 This document is part of an evolving process to develop best practiceguidance for the design and management of buildings in Manchester andshould be read within the context of other Council policies and legislation.

    1.5 Following the guidance in this document is intended to help you to producesuccessful waste management strategies and will also assist in complyingwith Part H of the Building Regulations 2002.

    2 PLANNING APPLICATIONS

    2.1 Planning applications for new developments are expected to include a wastemanagement strategy. This guide is designed to help achieve this and astrategy template is available on the Councils website here:http://www.manchester.gov.uk/site/scripts/download_info.php?fileID=3660

    3 INTERNAL SEGREGATION AND STORAGE OF WASTE

    3.1 To encourage occupants to recycle waste, internal storage areas should bedesigned into each unit of a new development. This will enable occupants tosegregate their waste into refuse and recyclables, and store it temporarily,until it can be transferred to external bins.

    4.4 Containers should have designated storage areas that are sensitively locatedand designed. Where the storage area is to be visible from the boundary ofthe property, an enclosure for the containers should be provided. The designof this must be agreed with Development Control and should be consistentwith security guidance provided by Secured By Design(http://www.securedbydesign.com

    ).4.5 Houses should have access to either: communal composting facilities within50m, or, composting facilities on site.

    Container collection4.6 Container storage areas should be located in a position, within 10m of an

    external door, which is accessible to disabled people and which makes itconvenient for the householder to present containers to the kerbside forcollection without excessive level distances (no greater than 30m).     4.7 Householders are required to present their bins to the kerbside on collectionday and return them to the storage area, as soon as possible followingcollection. There should be clear access from the container storage area tothe kerbside to enable this.

    4.8 The collection vehicles used by Manchester City Council are described inAppendix B. New developments and their access roads should be designedto accommodate these vehicles and allow them to collect containers directlyfrom the kerbside. Plans should be included that show the proposed route ofthe collection vehicle around the site, including access to the proposedcollection point(s).     Bulky refuse4.9 Manchester City Council offers a collection service for the removal of bulky

    household refuse (e.g. fridges, furniture, mattresses, IT equipment etc) fromresidential properties.

    4.10 Collection must be arranged with Environment On Call. Bulky Refuse itemsmust not be placed in container stores unless an appointment for collectionhas been arranged. Contact details for Environment on Call are available inSection 7.

    Housing Extensions4.11 Where an extension to an existing property is proposed, this may result in the

    removal of existing container storage areas, typically, to the rear of a property.This is acceptable provided that an alternative storage area is designated aspart of the proposed development, in line with the above guidance.

    5 APARTMENT DEVELOPMENTS

    Containers required for storage of waste5.1 The graph below provides a simple method for calculating the approximate

    number of Eurobins that an apartment development will require.5.2 For example, 95 apartments would require approximately 13 Eurobins forrefuse and recycling.

    5.3 See Appendix C for how to calculate in detail the numbers and types of binsrequired for apartment developments.

    5.4 The dimensions for the containers required can be found in Appendix A.5.5 Developers will be required to purchase Eurobins for residential waste from

    the City Council. This can be arranged by contacting The Councils Wasteand Recycling Team (Contact details are available in Section 7)

    5.6 The City Council offers a weekly collection service for residential waste.Storage areas should be designed to accommodate the containerscalculated in Appendix C.

    5.7 Where appropriate, an internal access door from the residential part of thedevelopment should be provided to allow residents internal access to thestorage area. This door should be connected to the residential area by alobby, so as to prevent nuisance odours entering the residence.

    Waste compaction5.11 On-site waste compaction is not an option for residential developments as it

    presents problems for collection.

    Bulky refuse

    5.12Manchester City Council offers a collection service for the removal of bulkyhousehold refuse (e.g. fridges, furniture, mattresses, IT equipment etc) fromresidential properties.

    5.13 Collection must be arranged with Environment On Call. Bulky Refuse itemsmust not be placed in container stores unless an appointment for collectionhas been arranged. Contact details are available in Section 7.

    Chutes5.14 Chutes can be included in apartment developments provided that a scheme

    is included that enables residents to recycle, including a description of howresidents will transfer recyclables to the container store.

    5.15 Different types of recyclable material will be collected in the future, in

    addition to those currently collected from apartments. Waste managementstrategies using chutes must take this into account.

    6 COMMERCIAL DEVELOPMENTS

    Containers required for storage of waste6.1 The volume of waste generated and thus the number and type of containers

    that a commercial development requires is ultimately dependent on theactivity of the occupant.6.2 Containers should be provided to maximise the amount of recyclable

    material that is segregated and sent for recycling.6.3 The number of containers provided should be maximised in order to reduce

    the number of collections and therefore collection vehicle traffic.6.4 Envirowise offers UK businesses free, independent, confidential advice and

    support on practical ways to increase profits, minimise waste and reduceenvironmental impact. Contact details in Section 7.

    6.5 Provision should be made for cigarette disposal with consideration given tothe location of suitable smoking areas.

    Appendix D.

    Mixed use developments6.8 Requirements for mixed-use developments are given in Appendix D.

    Waste compaction6.9 On-site waste compaction is an option for commercial developments but this

    approach must not discourage occupants from segregating their waste forrecycling.

    Food waste6.10 From the 1st January 2006 developments that generate food waste will have

    to comply with the requirements of the Animal By-Products Regulations2005.

    6.11 The Regulations place controls on the collection, handling, transport, storageand disposal of animal by-products, which includes catering waste. This mayhave implications for the design of the building and the waste containersrequired.

    Tenant contracts6.13 Clauses should be written into tenant contracts to ensure that they commit to

    segregating and sending their waste for recycling.

    In order to calculate the number of containers that will be provided for an apartmentdevelopment, follow the steps below:

    1) N = the number of apartments being built

    2) Calculate the volume of each part of the waste stream that will be generatedby this development (V)

    3) Calculate the number of 1100 litre Eurobins (EB) or 240 litre wheeled bins(WB) required

    4) Repeat these steps until you have the number of bins required for each partof the waste stream.
