FOREWORD

This policy sets out Broxbourne’s waste and recycling services in detail. These services contribute to Broxbourne’s environmental performance by reducing the amount of waste thrown away and increasing the amount diverted into recycling. The Council is committed to working with its residents to provide a waste and recycling service which meets their needs, is value for money and delivers an environment we can be proud of.

WASTE AND RECYCLING SERVICES – WHAT WE DO

The Council offers a range of collection services for waste, as follows:

• Waste collections from property boundaries, bin stores or designated collection points for all dwellings

• Dedicated food waste, paper, cardboard, plastics, cans and glass recycling collections from property boundaries or bin stores in suitable locations

• A network of Recycling Points offering paper, cardboard, plastics, cans, glass and textile recycling containers

• An assisted collection from an agreed ground level location on the property for residents in households where no adult is able to move waste and recycling containers to the property boundary

• Dedicated collections of infectious domestic waste in sacks and/or sharps boxes

• An opt-in chargeable green (garden) waste collection for both individual households and communal garden areas

• A bookable chargeable bulky waste collection service

• A commercial waste and recycling service.

KERBSIDE WASTE AND RECYCLING COLLECTION SERVICES

1. Standard service – for houses and flats with access to the kerbside service

1.1 For most houses and for some flats where there are suitable bin stores and collection points, the Council provides a weekly collection of food waste and a fortnightly collection of refuse and dry recycling, alternating with a fortnightly collection of green garden waste (for residents who pay an annual subscription fee).

1.2 Collections are made from the boundary of properties or in cases of those qualifying for an assisted collection (see section 9. Assisted collection service) from an agreed point on the property (which will usually be on the same side as collection vehicles pass by).

1.3 The Council provides each dwelling with:

• Three 55 litre kerbside boxes, one with a net, for plastics and cans, one with a lid, for paper and cardboard, and another box with a lid for glass bottles and jars

• One 180 litre black wheeled bin for non-recyclable waste (refuse)• One five litre kitchen food waste caddy• One 23 litre kerbside food waste container• For residents subscribing to the green waste collection service, one 240 litre green wheeled bin.

2.1 Tins, cans, plastic bottles, pots, tubs, trays and foil take-away containers should be empty and clean of food and liquid. Large bottles should be flattened. Plastic tops and metal lids can be recycled in the plastics and cans box. However, polystyrene items including cups, packaging trays, pellets and plastic bags, films and pouches, should be disposed of in the black refuse bin as these items cannot currently be recycled by the Council.

2.2 ALL cardboard packaging and boxes must be flattened. Large cardboard boxes should be flattened AND broken down to no bigger than the kerbside box base so that they can be loaded on to our vehicles. If necessary, flattened and broken down cardboard boxes can then be placed neatly underneath/beside the kerbside box for collection. Very large cardboard packaging items should be taken to a Recycling Point or to a Household Waste Recycling Centre (see section 17).

2.3 Residents can collect two additional kerbside recycling boxes free of charge from any Council outlet (on proof of address).

2.4 If a box cannot be emptied it may be stickered or logged by the collection crews and reported to the Helpline. Householders should take action as in Table 1:

2.5 The Council currently collects paper and cardboard and glass bottles and jars using a compartmentalised side loading recycling vehicle, while plastics and cans are collected using a rear loading vehicle similar in appearance to a refuse freighter.

2.6 To collect as efficiently as possible, in some locations, Council operatives may empty the contents of several recycling boxes into wheeled bins before loading the contents of the wheeled bin directly onto the recycling lorry using the bin lifter. Each bin is used for a dedicated recycling stream (e.g. paper and cardboard) to maintain the strict segregation of recyclable materials.

3. Weekly food waste collections

3.1 The Council supplies a green five litre caddy for residents to collect food waste in their kitchens, and a brown 23 litre food waste bin for the weekly collection of food waste. Food waste should be transferred to the brown food waste bin and set out for emptying weekly at the same collection point as other waste and recycling containers. Some flats may be provided with labelled 240 litre bins for food waste. These will be emptied from bin stores.

3.2. Because the food waste is treated by means of anaerobic digestion and not by composting, residents can line their five litre caddies with any small or medium sized plastic bag (e.g. small carrier bags, fruit and vegetable bags, and bread bags including those which might ordinarily be thrown away) or with seven litre or similar sized bin liners. These bags are extracted during the anaerobic digestion proces.

3.3 Residents can find out about the anaerobic digestion (AD) process by visiting plant operator Biogen’s website at www.biogen.co.uk/Anaerobic-Digestion

3.4 Replacement 23 litre food waste bins and five litre kitchen caddies can be obtained free of charge through Council outlets.

3.5 Households of six or more permanent members may obtain a second 23 litre food waste container.

3.6 Residents producing large quantities of food waste are advised to visit the Love Food Hate Waste website at www.lovefoodhatewaste.com for advice on reducing waste food.

3.7 If a food waste bin cannot be emptied its address will be logged by the Helpline. Householders should take the relevant action as highlighted in Table 2.

4. Green wheeled bins for subscription – only collection of green waste

4.1 The Council offers a subscription only green garden waste collection service for which it supplies households with one 240 litre green wheeled bin. Green bins are emptied from property boundaries every two weeks on the same weekday but one week after the black refuse bin and kerbside recycling boxes. There is no green waste collection over the two week period including Christmas Day and New Year’s Day.

4.2 Residents wanting green garden waste to be collected by the Council must purchase an annual subscription. Information on current charges and on the application procedure can be found by visiting www.broxbourne.gov.uk and clicking on ‘Recycling & Waste’ or, by calling the Council Helpline on 01992 785577.

4.3 Subscribers receive a sticker to be applied to the lid of their green bin to indicate that the subscription has been paid. Only green bins set out correctly, containing only green garden waste and displaying a current sticker on the lid will be emptied. Lid stickers expire at the end of each financial year. Stickers for the following year will be a different colour.

4.4 Residents can purchase additional green garden waste bins (visit www.broxbourne.gov.uk and click on ‘Recycling & Waste’ for information on prices) but must also purchase and apply a current green waste sticker to the lid of each bin to be set out for emptying.

4.5 Duplicate or replacement stickers will only be issued to replace lost or damaged stickers or bins.

4.6 If a bin cannot be emptied, the crew will note the address and it will be logged by the Helpline. Residents should take the action highlighted in Table 3. Residents should note that wet or frozen material or branches may adhere to the bin or become lodged in the bin despite the bin being shaken during tipping operations. Residents may need to loosen such material to ensure that it can be emptied. Unfortunately, it is not possible to return until the next scheduled collection to empty bins where the contents have not fully cleared on tipping.

4.7 Residents moving to another house in the Borough can transfer their green bin subscription to their new address by contacting the Helpline on 01992 785577. No refunds are given when green waste subscribers move house. If residents have moved to Broxbourne and have found a green bin with a current subscription sticker they are welcome to use it for green garden waste until the subscription expires. Residents wanting to ensure that the service continues after the expiry of their current subscription sticker should visit the Recycling & Waste pages of the Council website at www.broxbourne.gov.uk or contact the Helpline on 01992 785577.

4.8 The full terms and conditions of the Green Waste Subscription Service can be found by visiting the ‘Recycling & Waste’ pages of the Council website at www.broxbourne.gov.uk.

4.9 Residents who do not produce much green waste may wish to:

• Compost green garden waste at home. Find out how to build a compost heap online. Alternatively, consider purchasing a home composting unit. Get one at a discount from www.getcomposting.com or by calling 0844 571 4444

• Take green waste, free of charge, to one of the Household Waste Recycling Centres (HWRCs) in Turnford and Hoddesdon (see section 18)

• Share a green bin with a neighbour, provided one person takes responsibility for the bin and for paying the annual green garden waste subscription.

5. Black wheeled bin for collection of non-recyclable waste

5.1 The Council’s standard provision for the collection of non-recyclable household waste is one 180 litre black wheeled bin per dwelling, supplied free of charge and emptied every two weeks.

5.2 Bin lids must be closed. Bags of waste or other waste items placed alongside or on top of the bin will not be collected.

5.3 Residents finding it difficult to contain their waste in their black bin should:

• Check that as much waste as possible is being recycled. Items that should be saved for recycling are listed in sections 2 and 3. Recyclable items often found in the rubbish bin are listed at Appendix B, question 4

• Take any surplus bags of waste free of charge to the Household Waste Recycling Centres at Hoddesdon and Turnford (see section 18.2)

• Check whether they qualify for a larger black wheeled bin of 240 litres capacity. These can be allocated to households:

» With six or more full time permanent residents

» Producing significant quantities of non-recyclable waste for medical reasons

» Where mobility or disability issues hamper resident participation in recycling services

Residents can obtain a Larger Bin Application Form by emailing the Council’s Helpline at [email protected] or calling 01992 785577.

• Request a waste review visit from a member of the Waste Management Team. A team member will examine waste and recycling and discuss waste issues with the resident. Where it becomes clear that despite all reasonable efforts being made to recycle, significant quantities of non-recyclable waste are being routinely generated, a larger refuse bin or an additional refuse bin may be granted for as long as the circumstances continue.

5.4 The Council will only collect one black refuse bin per dwelling unless the Waste Management Team has visited and granted permission for an additional bin or bins to be used by a particular household as outlined in 5.3. Black Broxbourne refuse bins remain the property of the Council and unauthorised additional Broxbourne bins found at dwellings will be removed. The Council does not sell or authorise the sale of black Broxbourne refuse bins. Bins not supplied by Broxbourne Council and not bearing the Broxbourne badger logo will not be emptied.

5.5 Waste will be collected ONLY from a Council supplied black bin except in the following circumstances:

• Flats and dwellings on country roads not on the fortnightly refuse and recycling scheme

• Dwellings in which the occupant has been given permission to set out refuse in sacks at or near the front doorstep because wheeled refuse bins cannot be brought to the front of the dwelling for emptying.

5.6 Residents should make their own arrangements for the disposal of bulky waste. Bulky items can be taken free of charge to the Household Waste Recycling Centres at Pindar Road, Hoddesdon and Fairways, Turnford. Alternatively, the Council offers a chargeable bulky waste service. 6. Collection points and collection times

6.1 Residents should place their refuse bins, food waste bins, green garden waste bins and recycling boxes at the boundary of their property, or other notified collection point, for collection. Bins and boxes must be left at a single location on the side of the property passed by collection vehicles. Bins and boxes must be set out not before 7.30 pm on the evening prior to collection and not later than 7.00 am on the day of collection.

6.2 Collection times may vary for operational reasons. Residents should not assume that collections will take place at a specific time.

7. Missed collections

7.1 Residents who believe that their bins, boxes or food waste caddies have been missed should wait until 4pm on collection day before contacting the Council. Residents can also report a missed collection at any time during the next working day. Residents can visit www.broxbourne.gov.uk/webform/report-it and fill out an online form or call the Council’s Helpline on 01992 785577. The Council endeavours to return to empty missed waste or recycling containers within 48 hours of the report being received.

7.2 The Council will not return to empty containers uncollected because:

• The contents were mixed or contaminated, too heavy to be loaded on to the vehicle or frozen, jammed in or stuck to the box or bin. This applies to green garden waste bins as well as to other containers

• They were not set out at the property boundary or other notified collection point in due time

• The resident has notified the Council of a missed collection too late to be included in the missed collection service ( i.e. after the end of the day following the date of the scheduled collection).

8. Applications for larger black wheeled bins

8.1 The standard wheeled bin has a capacity of 180 litres. Applications for larger wheeled bins of 240 litres capacity will be considered from households:

• With six or more full time permanent residents

• Producing significant quantities of non-recyclable waste for medical reasons

• Where mobility or disability issues hamper resident participation in recycling services.

9. Assisted collection service

9.1 Residents who are elderly or disabled and find it difficult to place their refuse and recycling containers on the boundary of their property and where there is no other able bodied adult to help can obtain an ‘Assisted Collection Application Form’ by calling the Council’s Helpline on 01992 785577 or by visiting www.broxbourne.gov.uk/webform/report-it or by emailing [email protected].

9.2 Assisted collection services are not available to residents living:

• On first floors and above unless bagged waste can be transported to the ground floor in a lift

• In dwellings with steps up or down to a proposed collection point

• In housing complexes provided with communal waste and recycling facilities.

• Assisted collections cannot be made from the rear of properties where collection vehicles pass at the front and vice versa.

10. Bank and public holiday collections and collections over Christmas and New Year

10.1 Bank holidays and public holidays are served as normal except for Christmas Day, Boxing Day and New Year’s Day. Collection dates over the two week period including Christmas Day and New Year’s Day may be changed. Check waste and recycling calendars or the Council’s website for details or contact the Helpline on 01992 785577 for up to date information.

10.2 The green garden waste collection is suspended for two weeks over the Christmas and New Year period (for one fortnightly cycle of collections). Residents should check waste and recycling calendars, visit the Council’s website or call the Helpline on 01992 785577 for precise information.

11. Replacement containers

11.1 Where black wheeled bins, green wheeled bins with subscription stickers, kerbside recycling boxes and brown food waste caddies are damaged, broken or accidentally removed by the Council, replacements will be provided free of charge. In the case of green garden waste bins, subscription stickers will also be reprinted.

11.2 Containers reported as stolen or missing will be replaced subject to authorisation by the Waste Management Team.

12. Residents moving house and new residents

12.1 Residents moving house are asked to leave their black wheeled bin, their recycling boxes and their food waste containers at the property they are vacating, together with one green garden waste bin if there is one. Residents are welcome to take any green garden waste bins they have purchased with them.

12.2 Residents moving to another house in the Borough can transfer their green bin subscription to their new address by contacting the Helpline on 01992 785577. No refunds can be made when green waste subscribers move house. Residents moving into the Borough and finding a green bin with a current subscription sticker are welcome to use it for green garden waste until the subscription expires. Residents wanting to ensure that the service continues after the expiry of their current subscription sticker should visit the Recycling and Waste pages of the Council’s website at www.broxbourne.gov.uk or contact the Helpline on 01992 785577.

12.3 New residents can find information about the Council’s waste and recycling services, including how to obtain bins and boxes if they find they do not have a full complement of containers, on the Recycling and Waste pages of the Council website at www.broxbourne.gov.uk or by contacting the Helpline on 01992 785577.

13. Adverse weather conditions

13.1 In the event of adverse weather conditions, the collection schedule may be altered. Collections will be made as conditions allow. Major changes to collection schedules will be notified on the Council’s website at www.broxbourne.gov.uk.

13.2 During periods of snow and ice roads may be impassable and wheeled bins (including green garden waste bins) or other containers and their contents may become frozen solid. Where this happens bins will be emptied on their next scheduled collection day assuming weather conditions permit. The Council does not regard bins not collected because of freezing conditions as missed collections.

14. Enforcement

14.1 The Council’s Enforcement Team will follow up instances of waste placed on the highway contrary to collection arrangements.

14.2 Sacks or bags of waste incorrectly placed on the highway will be stickered (see example on the right) and investigated by the enforcement team.

14.3 Residents should not put waste containers (or bagged waste in locations where this is permitted) out for collection before 7.30pm on the evening before the scheduled collection, and no later than 7am on the day of collection. Placing containers or bags of waste out early, and failing to remove containers from the highway as soon as possible after emptying, may be deemed a contravention of the Environmental Protection Act 1990 unless residents have been given explicit permission to keep containers on the public highway. Offenders may be liable to a fine or prosecution.

WASTE AND RECYCLING SERVICES FOR FLATS

15. Waste storage arrangements

15.1 In most blocks, residents are asked to bag their refuse and to put it, tied, into bins in a bin store. However bins are not provided in all blocks and in some, residents may be required to put tied bags of waste in a designated area or cupboard. Residents should ask Housing Managers, Managing Agents or Landlords for advice on where and when to set out waste for removal.

15.2 The Council is not responsible for the cleanliness of bin stores or waste areas. The Council will not remove spilled waste items, torn or surplus refuse sacks or bulky waste items from bin stores or waste areas. Where residents find that there are problems with spilled or surplus waste or bulky waste left in bin stores, they should contact their Housing Manager, Managing Agent or Landlord rather than the Council.

15.3 Where vehicles or other obstructions block access to bin stores or waste areas, Council teams will return later in the day. If collections are still not possible, the Council will contact the Housing Manager, Managing Agent or Landlord.

15.4 The Council does not offer assisted collections at flats that are already provided with communal waste facilities (bins, stores or cupboards). Assisted collections cannot be offered if doing so would involve our operatives carrying bags, bins or boxes up or down steps.

16. Recycling and food waste collections

16.1 Communal recycling facilities in the form of wheeled bins, clearly labelled for recyclable waste (paper and cardboard, plastics and cans, glass bottles and jars), have been provided in bin stores and bin areas in some blocks of flats. Where these facilities are available, residents are advised to use Bags for Life-type durable plastic bags to store recyclables and then to sort them into the communal bins whenever convenient.

16.2 The Council is trialling weekly collections of waste food in some blocks of flats, although this service is not yet widely available.

16.3 The Council expects Housing Managers, Managing Agents or Landlords to be responsible for the proper usage of communal recycling containers and also to arrange for any communal waste food containers to be washed down frequently to prevent odours and maggots.

16.4 Developers of new complexes are obliged under the Council’s Planning Guidance to provide bin stores which have sufficient space for dedicated recycling containers as well as for refuse.

16.5 Older blocks of flats may not have suitable locations for recycling facilities. However, where space and access permits, the Council will consider installing facilities. Residents in blocks of flats wishing to explore whether recycling services can be extended to their location should email [email protected].

16.6 Residents living in flats not currently provided with recycling facilities can use the Council’s network of Recycling Points (see next section).

17.3 Recyclables should be placed in the clearly labelled bins at the Recycling Points and not left on the ground. Cardboard packaging should be flattened before placing in the bin. If bins are full residents are asked to contact the Council’s Helpline on 01992 785577.

17.4 The Recycling Points are strictly for recycling. The dumping of waste at Recycling Points is regarded as fly-tipping. The sites are under CCTV surveillance and enforcement action is taken to fine or prosecute fly-tippers.

17.5 Residents are asked not to put plastic bags in the Recycling Point bins for Paper/Cardboard and Plastics/Cans, but instead to take them home with them. Plastic bags left in these bins inhibit the recycling processes.

OTHER WASTE AND RECYCLING SERVICES IN BROXBOURNE

19. Bulky waste

19.1 The Council offers a chargeable bulky waste collection service for items such as furniture and sofas. For further information, including charges and concessions please visit www.broxbourne.gov.uk and click on Recycling & Waste. Bulky waste collections can be arranged by visiting www.broxbourne.gov.uk and completing an online contact form or by calling the Council’s Helpline on 01992 785577.

19.2 Bulky items can be taken free of charge to the Household Waste Recycling Centres (HWRCs) at Pindar Road, Hoddesdon and at The Brookfield Centre, Turnford (see section 18).

19.3 Residents might also consider using websites such as Freecycle and Freegle to offer reusable items. Please note however that these sites are not connected with Broxbourne Council and the Council accepts no responsibility for any issues arising from their use.

20. Commercial waste and recycling

20.1 Businesses have a legal responsibility to ensure that their commercial waste is contained securely and disposed of correctly, preventing any negative impact on the environment.

20.2 The Council offers a reliable and competitively priced commercial waste and recycling collection service. Please call 01992 785640 for further information.

21. Waste produced as a result of a medical condition

21.1 Where waste material is produced at home as a result of a medical condition it can ususally be disposed of as normal domestic waste and so no special container or collection is required. If as a result of a medical condition, large quantities of non-hazardous waste is produced, residents living in dwellings served by the black wheeled bin refuse service can apply for a larger wheeled bin by visiting www.broxbourne.gov.uk or calling the Council’s Helpline on 01992 785577.

21.2 However, where a doctor or medical professional advises that waste from a medical condition will be infectious then special collection arrangements will be required. In these circumstances residents can apply for orange sacks to store infectious dressings and sharps boxes for syringes or needles. Application forms for this service, which must be endorsed by a medical professional familiar with the applicant’s health, can be:

21.3 Orange sacks are collected weekly. Residents receive replacement sacks according to the number set out for collection.

21.4 Sharps boxes are collected on an as-required basis. Once the box is nearly full, residents should contact the Council Helpline on 01922 785577 to arrange a collection on the next weekly service. At least 48 hours’ notice is required. Sharps boxes are automatically replaced on collection unless the resident obtains boxes from their GP.

22. Real nappy scheme

22.1 The Council is a member of the Hertfordshire Waste Partnership‘s Real Nappy Scheme which offers a free trial kit of reusable nappies worth £50 (or a reimbursement of up to £50 for those who have already bought reusable nappies) for residents wanting to save on the cost and waste produced in using disposable nappies.

Council waste and recycling services

1. When will my rubbish and recycling be collected?

Black wheeled refuse bins and recycling boxes (and communal recycling bins) are emptied every two weeks. Green wheeled bins are emptied on alternate weeks to refuse and recycling collections, subject to subscribing to the service. Brown kerbside caddies for food waste are emptied weekly.

2. Where should I put my refuse bin, green waste bin, food waste bin and kerbside boxes for collection?

Please put your bins and boxes on the boundary of your property for collection, unless the Council has notified you of another collection point. Bins and boxes should be left at a single location on the side of the property passed by the collection vehicles no later than 7am on the collection day.

3. I live in a flat. What do I do with my refuse and recycling?

Ask your Managing Agent or Landlord about refuse and recycling arrangements. Most flats have communal refuse facilities, bin or bag stores. However, in some smaller flat blocks, each flat may be provided its own black wheeled refuse bin and there may be communal labelled recycling bins or even recycling boxes and brown kerbside caddies for food waste.

If there are no recycling containers on site, flat dwellers can take paper, cardboard, glass bottles and jars, and plastics and cans to the nearest Council Recycling Point or to one of the Household Waste Recycling Centres (HWRCs) located in Turnford and Hoddesdon.

4. I’m struggling to fit my rubbish in my black wheeled bin. What should I do?

Check that you and other members of your household are recycling as much as possible. When we analyse samples of rubbish from the black refuse bins we often find the following recyclable items in the rubbish:

These items take up space in the refuse bin but they can all be recycled in kerbside boxes or communal labelled recycling bins to leave more room in your refuse bin for non-recyclable waste.

Remember to recycle ALL of your food waste in your brown kerbside caddy, as this is collected weekly and will provide additional space for non-recyclable waste in your refuse bin.

Residents can take surplus bags of waste and bulky waste items, free of charge, to one of the Household Waste Recycling Centres located in Turnford and Hoddesdon.

5. Can I get a bigger refuse bin or an extra refuse bin?

Most households will be able to contain their non-recyclable waste in the 180 litre black wheeled bin supplied by the Council provided they recycle as much as they can using their kerbside recycling boxes and brown kerbside caddy for food waste.

However, households can apply for a larger 240 litre black wheeled bin where:

• There are six or more permanent occupants

• A household member has a medical condition resulting in extra non-recyclable waste

• A household member has a disability making participation in recycling difficult.

In exceptional circumstances and on a case by case basis, where households can demonstrate to a member of the waste management team that they are regularly producing greater quantities of non-recyclable waste that can be contained in a 180 or 240 litre black wheeled bin, additional refuse capacity might be provided.

Larger or additional refuse bins cannot be purchased. Residents can however take surplus bags of waste and bulky waste items, free of charge, to one of the Household Waste Recycling Centres (HWRCs) located in Turnford and Hoddesdon. 6. I have lots of recycling. Can I have extra kerbside recycling boxes?

Yes. You may collect two additional kerbside boxes from one of the Council’s One Stop Shops or the Council’s Offices, free of charge. You can also get free replacement boxes, lids or nets if any go missing or become damaged.

Additional brown kerbside caddies for food waste are only available to households with six or more permanent occupants. Residents producing more waste food than can be accommodated in their brown food waste bin should visit the Love Food Hate Waste website for advice on reducing waste food.

7. Can I use my own box or carrier bags for my recycling?

You can use your own boxes if they are rigid and can easily be lifted by our operatives and provided you keep the different recyclables separate.

Please DO NOT use cardboard boxes, which fall apart too easily and take up too much space on our truck.

Please DO NOT use carrier bags as we cannot recycle them and our operatives cannot tell what is inside them.

8. Nappies take up lots of room in my black wheeled bin. What can I do?

The Borough of Broxbourne participates in Hertfordshire Waste Partnership’s Real Nappy Scheme which gives parents or carers the opportunity to trial reusable nappies free of charge. 9. I am elderly or disabled and cannot physically move my wheeled bin(s), kerbside boxes or brown kerbside caddy to my property boundary. What should I do?

If there is no other able-bodied adult living in or regularly visiting your home who could set your bins, boxes and caddy out for you, you might qualify for the Council’s assisted collection service.

Please email [email protected] or contact the Council’s Helpline on 01992 785577 and ask for further information on receiving an assisted collection.

10. What should I do if my wheeled bin(s), kerbside boxes or brown kerbside caddy is not emptied?

Please use section 2 of this guide to check that the correct items have been put into each bin, box or caddy.

If you find a sticker on an unemptied container, please follow the instructions on the sticker and present the container for emptying on the next collection date.

Frozen, wet or sticky garden waste may not fully empty from green bins when they are tipped to unload, while branches and shrubs may jam in the bin. In these circumstances, the Council will not return to attempt to empty the bin until the next scheduled collection.

If the container has simply been missed, you can report it after 4pm on the collection day or at any time on the next working day, by visiting www.broxbourne.gov.uk/webform/report-it or by contacting the Council’s Helpline on 01992 785577. We will return within two working days of receiving the report. Please leave the reported unemptied container at the boundary of your property for collection.

11. My black or green wheeled bin has gone missing or has been damaged. What should I do?

Please email [email protected] or contact the Council’s Helpline on 01992 785577 (between 8.30am and 5.30pm, Monday to Friday) and we will arrange to deliver a replacement. Missing bins sometimes reappear so please let us know if the bin shows up again.

12. My kerbside boxes or brown kerbside caddy has gone missing or has been damaged. What should I do?

Please collect replacement kerbside boxes, lids and nets, and replacement brown kerbside caddies from the Council Offices or one of the Council’s One Stop Shops.

13. How do I sign up for the green waste collection service?

The Council operates a subscription only green waste collection service for an annual fee. Garden waste is emptied fortnightly from a 240 litre green wheeled bin on alternate weeks to refuse and recycling collections (except during the weeks of Christmas and New Year when there is no green waste collection).

14. Is it legal for the Council to charge for the collection of green waste?

Yes. In accordance with Section 4 of the Controlled Waste Regulations 2012, garden waste is classified as household waste for which a charge can be made for collection.

15. Can I have more than one green wheeled bin?

Yes. Residents can purchase additional green wheeled bins. However, additional green bins will only be sold where the resident also purchases an annual green waste collection service subscription for each bin. Each green wheeled bin must display a valid annual subscription sticker otherwise the bin will not be emptied.

16. I do not produce much green waste. What other options are available to me?

Residents who do not produce much green waste may wish to:

• Share a green bin with a neighbour, provided one person takes responsibility for the green bin and for paying the annual green waste collection service subscription

• Take green waste, free of charge, to one of the Household Waste Recycling Centres (HWRCs) located in Turnford and Hoddesdon

• Compost green waste at home. Plenty of advice is available online on creating a compost heap. Alternatively, consider buying a home composting unit. For more information and special offers, visit www.getcomposting.com or call 084 4571 4444.

Using recycling services

17. Which plastics can be recycled in my kerbside box?

All plastic containers, including soft drinks and milk bottles, shampoo and cosmetic bottles, empty household cleaner bottles, yoghurt and cream pots, margarine tubs and meat trays can be recycled in your kerbside box. Please make sure they are empty of any liquid and food waste and give them a quick rinse. Some other plastic items can be recycled at the Household Waste Recycling Centres (HWRCs) located in Turnford and Hoddesdon. It is not currently possible to recycle plastic bags, films and wrappings.

Please see Appendix A: A-Z Recycling Guide in this booklet for further information on what you can recycle and where.

18. Can I put broken glass bottles and jars in my kerbside box?

For safety reasons please do not put broken glass bottles and jars out for recycling as this may be a risk to the public and to the collection crew. Please wrap any broken glass in paper and place it in your refuse bin.

19. Do I need to wash out my glass, plastics and cans before recycling them in my kerbside box?

Please make sure all containers are empty of any liquid or food waste and give them a rinse before putting them in your recycling boxes. This will avoid unpleasant smells during storage. It is not necessary to remove the labels from glass bottles, but please remove corks and lids.

20. What should I do with large cardboard packaging items (e.g. large screen TVs, white goods etc.)?

Please break down large cardboard packaging into sheets no bigger than your recycling box, otherwise the cardboard will not fit on to the recycling truck. Alternatively, you can take these items to a Recycling Point or to a Household Waste Recycling Centre located in Turnford and Hoddesdon where large capacity bins are available. Please remove any plastic packaging.

21. Can Pyrex, window glass, drinks glasses and light bulbs be recycled in my kerbside box?

Please do not put Pyrex, window glass, drinks glasses and light bulbs into your glass kerbside box. These items are made from glass with a different melting point and have a different chemical composition to glass bottles and jars. Therefore, if included with your glass recycling they will contaminate the kerbside box. If reprocessed with glass bottles and jars, they will produce weak points in the new glass products produced, which would make them unsafe to use. You can put these items in your black refuse bin or take them to one of the Household Waste Recycling Centres (HWRCs) located in Turnford and Hoddesdon to dispose of safely.

22. Can shredded paper be recycled in my kerbside box?

Shredded paper can be recycled in your kerbside box with your paper and cardboard, if it is wrapped in newspaper, placed in a paper carrier bag or large envelope to minimise littering.

23. Do I need to use Biodegradable bags for my food waste?

No. Food waste is treated by Anaerobic Digestion (AD) which is different from composting, so biodegradable bags are not required. You can use ANY plastic bags (except black sacks) or you can buy 7 litre capacity bin liner bags from any supermarket. The AD plant, which processes the food waste, removes the plastic bags at the start of the process and uses the plastic bags to make Refuse Derived Fuel for electricity generation.

24. Why doesn’t the Council turn the green waste that is collected into compost and sell it?

This is not a practical solution. The Council does not have the infrastructure to process the quantity of green waste collected in the Borough.

25. What happens to materials collected for recycling?

All material collected for recycling is transported to various sites to be processed and made into new products. For instance:

• Plastics and cans are taken to a sorting plant where the different types of plastics and cans (aluminium, steel and tin) are separated, baled and sent on to different plants for processing into new products

• Paper and magazines are taken in bulk to a paper mill where they are made into fresh newsprint

• Card and cardboard are used to make more card products

• Glass is made into new bottles and jars

• Green (garden) waste is taken to a nearby composting facility where the material is shredded, treated and turned into compost for use on local agricultural land

• Food waste is taken to a nearby Anaerobic Digestion plant. The digestion process gives off methane gas which is captured and used on site to generate electricity for the National Grid. The process also produces a digestate (a nutrient rich fertiliser) which is used to fertilise local fields for food production.

26. Why do I have to separate recycling into different containers when other councils collect mixed recycling?

The separation of recyclable materials allows Broxbourne to sell and receive revenue for these segregated recyclables which helps to offset the cost of waste collection services. The Council has previously considered the introduction of a mixed (or commingled) recycling collection service. However, as there is currently a charge to dispose of mixed recycling, the business case for changing to a mixed collection does not represent value for money at this time.

The Council accepts that commingled recycling provides advantages in terms of reduced vehicle movements, simpler household containers and less sorting for residents and operatives. The Council will revisit commingled recycling in the future when the market for mixed recyclables improves.

27. How do I avoid maggots and smells when recycling food waste?

Maggots and smells can be avoided by following the guidance below:

• Food waste is collected weekly in the brown kerbside caddy, remember to put it out every week

• Contain food waste as soon as possible, either in your kitchen caddy or a sealed container

• Put food waste in ANY plastic bags (except black sacks) including carrier bags, fruit bags or bread bags or wrap it tightly in newspaper

• Empty kitchen caddies and containers into the brown kerbside caddy regularly

• Keep the brown kerbside caddy lid closed. The caddy lid locks automatically when you close the lid

• Keep the brown kerbside caddy out of direct sunlight in hot weather to avoid heating up the food waste and increasing the chance of bad smells.

Flies can only lay eggs, which later hatch into maggots, if they have a chance to land on unwrapped/uncontained food. By following the guidance above, the opportunity for flies to lay eggs on the food waste significantly reduced, which should mean maggots can be avoided.

In the unlikely event of maggots getting into your brown kerbside caddy, most of them will be removed when the caddy is emptied. If some are left behind, maggots and flies can be killed by using boiling water. You should use a cleaning product with a fragrance to deter flies from laying eggs in your caddy.

28. I am moving out of the Borough. Can I have a refund on my green waste collection service subscription?

No. The Council does not offer refunds on green waste subscriptions to residents who move out of the borough. However, residents moving to another house within the Borough can transfer their service subscription to the new dwelling. To do so, please contact the Helpline on 01992 785577 and ask to transfer your green waste subscription to your new address.

29. I have recently moved into the Borough and the previous resident has left a green bin with a green waste subscription sticker on it. Can I receive green waste collections using the stickered bin?

Check the subscription expiry date on the sticker and if it is still valid, you may use it for your green waste until the expiry date. Please visit the Council’s green waste page at www.broxbourne.gov.uk/greenwaste or contact the Council’s Helpline on 01992 785577 at least a month before the subscription expires if you wish to continue the subscription.

30. Leaves blow into my garden from trees not on my property. Why do I have to pay to have these leaves removed?

Leaves are green waste which can be bagged and taken, free of charge, to one of the Household Waste Recycling Centres (HWRCs) located in Turnford and Hoddesdon.

Alternatively, leaves can be swept up and made into compost or leaf mould at home, free of charge. Advice is available online on creating a compost heap or turning leaves into leaf mould. You can also consider the one-off purchase of a home composting unit. For more information and special offers, please visit www.getcomposting.com or call 084 4571 4444.

The Council has no obligation to offer green garden waste collections free of charge, even if a resident wishes to dispose of leaves which have blown into their garden from neighbouring properties or Council-owned trees.
