    All who knew and loved her were deeply shocked and saddened to

    learn that Clara Jo Marsh Stember died suddenly on July 10, 1978

    of a heart attack in Hartford, Connecticut while working as an art

    therapist on an experimental state program designed to help sexual-

    ly abused children. She was one of few practicing children's art

    therapists in New York state and was shortly to be awarded a PhD

    in art therapy from Antioch College, Ohio. She had been commut-

    ing to Connecticut from her home in Glen Cove, Long Island,

    New York since last November, devoting her fine talents to thisunique program.

    Clara Jo (44-3) and Kay Dussaq (44-1) were the prime movers and 

    initiators in forming the Order of Fifinella about a month before

    deactivation, December 20, 1944. They were pursuing the principal

    objectives - to create a unified postwar WASP organization to

    influence legislation, to contact potential employers in the aviation

    industry who could use our unique military flying experience and 

    to perpetuate the common bond we share.

    As our first chairman and national president, Clara Jo and her staff-

    Ruth Mary Petry, secretary/treasurer, and Hally Stires, Executive

    secretary and business manager - witnessed the formation of the

    Order of Fifinella on June 28,1946. Clara Jo lent us great strength

    and guidance in those early days; she launched the first nationwide

    communications effort through the initial issues of the Newsletter 

    and Roster, and helped organize our first national convention.

    Many of us carry the memories of the flying and fun of that first

    convention sponsored by Piper Aircraft, Lock Haven, Pennsylvan-

    ia which culminated in the great historic delivery flight of a

    hundred Cubs in formation, flying from Lock Haven to Akron for 

    the National Air Races, and then on to delivery points through-

    out the United States. A few went overseas.

    Clara Jo was certified as a pilot at age 15 and flew in an air circus

    with her brothers. She was born in Duluth, Minnesota ...and spent,

    her growing years in that area. Her active life was one of 

    achievement, dedication, compassion, and a special enthus-

    iasm for whatever task she undertook. The last seven years of 

    her life gave her a tremendous sense of accomplishment. The

    Hartford program chairman, Dr. Susan Segroi, said of her,

    "She was so enthusiastic about what she was doing that sheused the art materials as an entryway - not only into the

    home but into the situation. She was.a unique and remark.

    able person .. .in many ways, she's irreplaceable."

    This expresses the feelings of the WASPs who were privileged 

    to know and work with her over the years. Clara Jo will not

     be soon forgotten.

    She is survived by her husband, Jerry, an attorney; two sons,

    Alan and Stephen; and two brothers, Marvin Marsh of 

    Birmingham, Mich., and Francis Marsh of Maumee, Ohio.

    BornFt. Worth, Texas. Movedto Los Angeles CAin 1931, and to NewYork City in 1935. Learned tofly in Miami, Fla., in a Piper Cubon pontoons,therefore initially licensed with sea rating onlyand acquired land rating shortly thereafter.

    In 1942, was requested by General Luke Smith(Hdqs. ArmyAir Corps, Training Camnand)to cometo

    Washington, D.C. as assistant to Jacqueline Coch-ran whowas shortly to arrive in that city to directthe proposed Armyprogramto train womenpilots and 

    to expand their utilization. Occupied office withMiss Cochranin old Munitions Bldg. in D.C. through-out formative stages of program and there interview-

    ed a numberof the womenwholater entered theearly training classes. During this period flew tomanyparts of the U.S. to explore with the militarytheir projections of the types and numberof essen-tial flying jobs that would increasingly be drained of pilots due to the accelerating withdrawal of men

     pilots for duty overseas, and the question of thefeasibility of placing Armytrained womenpilots inthose jobs. After Headquarters madethe decisionto utilize NancyLove1s WAFSas the mlcleus of amilitarized corps of J.rmytrained womenpilots,flew with Miss Cochran on someof her inspection

    trips to prospective WASPheadquarters locationsand training fields. WhenMiss Cochranestablished her WASPHeadquarters in.Texas, movedover to thenewly opened Pentagon.to wind up the Washington,D.C. paperwork and .then went to Houston in.time to

    enter the class of 43-3.This class had its training split about evenly

     between Houston and Sweetwater. After graduationwas stationed at Ranulus Field in Michigan (under Squadron COIIlIII&Dder.Barbara Donohue, one of the or-iginal WAFSwith NancyLove) and ferried planesuntil WASPdeactivation. Graduated fromPursuitSchool in Brownsville, TX, and received instrumenttraining and rating on B-251s in St. Joseph, MO.Flewthe usual motley assortment of whatever the

    iod.Then, the long period of time for all those thingsone does with life •••• two sons, on and off flying,skiing and traveling with a homebase in the mid-dle of Los Angeles, involvement in manyactivi-ties in the volunteer field ••• seven community boards (not all at once), and I served as pres-ident of four.      Natioti.al Place NameSurvey, stepping down£romthat

     position whenshe was elected president of the Am-erican NameSociety. She also established and was,at the time of her retirement, Director of theSouthwestern Lore Center at the University of Ariz-ona formedas the result of a grant fram the Nat-ion~ Endowmentfor the Humanities. Following her retirement in January of this year, she has beentravelling and writing. In October, she was app-ointed to a four~ember Advisory Board of the Am-erican Jet School.

    UInthe last Newsletter the procedure for bonafide collectors and museumsto obtain WASPwingswas published. This was set up by the board tokeep a tight control on our wings, and this met-hod has been workingwell. It depends on a WASPactually seeing the collection and sending averifying letter, and you are d,oinga fine job.

    (a) Active Duty. The aUle as in section 101,Title 39, United States Code.

    (b) Group. Anorganization aimilarly situated tothe Women'sAir Forces Service Pilots (sic), whichwas an organization of Federal civilian employeesattached to the United States ArmyAir Forcesduring WorldWarII. Its membersrendered ser-vices, then considered civilian employmentor contractual, to the ArmedForces of the United 

    States (Pub. L. 95-202)47.4 Policy and criteria.

    Determinations of the active duty status of agroup shall be madeconsidering jUdicial and other appropriate precedent and application of statu~orycriteria including lithe extent to which (a) suchgroup received military training and acquired amilitary capability or the service performedbysuch group was critical to the success of a mil-itary mission, (b) the membersof such group weresubject to military justice, discipline, and con-trol, (c) the membersof such group were permit-ted to resign, (d) the membersof such group weresusceptible to assignment for duty in a combatzone, and (e) the membersof such group had rea-

    sonable expectations that their service wouldbeconsidered to be active military service" (Pub.L .   9 5 - 2 0 2 ) .

    Fromthe time of publication of the abovenoticein the Federal Register on Sept. 13, 1978, awaiting period of 30 daTs was designated for the

     purpose of allowing a response fromall groupsand organizations interested in being considered for Veteran's Status under the above newregula-tion. OnOct. 13, a one weekextension was gran-

    . ted to those still wishing to submit application.This phase ended permanently on Oct. 21.All applications were then sent to the Legal Dept.ot   the Air Force for study and a decision on themerits of the various applicants, a process re-quiring approximately two weeks. Thematter thengoes to the Air Force Reviewboard which is the

     body empoweredto grant group certification. Itis this WASPCertification that we need before wecan safely and properly proceed as individuals,and our certification will not be forthcominguntil after the first part of the year.After our WASPCertification is granted, each of us will be contacted by the Dept. of Defense and 

     be asked to fill out a formpertaining to our Individual history ae WASP.Each of us then deem-ed to have served as WomenAirforce Service Pilots

    in WWIIwill then be given an Honorable Discharge;after whichwema;rproceed with individual action.

    At our reunion in Reno, the meeting ended with

    various memberswhohad somethingto sell announ-cing over the microphonethat they were ~vailablein the left hand corner of the room, right hand corner, middle, at the door - .t1erever. This

     promptedmeto think that our souvenirs and merch-andise should have a central place for collectionand display. I have discovered manytalented WASPswith moreideas for salable items than wecan keep up with. However,we are pleased withthe results.

    Wehave two requirements to meetwhenwe order anitem: (1) Howmanywe think will sell, and (2)whether the treasury has enoughmoneyto pay for the merchandise. Wecannot afford excess stock,

     but we do promise to re-order whenwe run out. Wesell NOTHINGwithout someprofit to the organiza-tion.

    It sometimestakttS three or four months to getthe qualitT merchandise we want. Wespent ninemonthstrying.to get an acceptable embroidered Firi patch and could not, and rejected severalsamples for the Photo patch.

    Of that 1,200 there 802 current dues-p.ying mem- bers, which is 67%of the tobl mailing list.However,everyone gets the newsletter and -.ny spe-cial mailings but must be a paid memberto receivea roster. Since we recently billed everyone for any unpaid '77-'78 dues, and also for upcoming'78-'79 dues, wenowhave 628 paid membersfor '78-'79;--even 3 for '79-'80. This takes care of 78%of current paid members. I hope the newsecretarywill be happy.t this news. The reason for advan-ce billing, as noted on the billing itself, was to

     preclude happening what occurred at Hot Springs.I spent a lot of time taking in dues right up to

    meeting time. However,I do want to reming youthat you have had your billing for the next year and there will not be another sent unless the newsecretary decides to do so - and she should not haveto. Dueto our current discussions, somepeoplerefrained frompaying future dues for their ownreasons - but you have had your billing for them.

    Actual donations in '76-'77 amountedto $735,in '77-'78 to $2.049, and for '78-'79, $95. Of 

     particular interest is the fact we picked up thr-ough our recent billing 119 memberswhohad never 

     paid anything before. 99'1>0f these paid two years'

    dues so I feel this .;ustifies th~ direct billing process and recommendit to the next secretary-treasurer.

    In addition to the above donations, the board has done everything humanlypossible to keep down

    the costs. Wehave met centrally, twice at myhomein Indianapolis, with local WASPs putting them up;we have actually had only one hotel bill for board members. Weate at homeor were entertained byfellow WASPsso restaurant bills were minimal.Our only hotel venture was this past Mayin Wind-sor Locks, Connecticut. The reason for that un-usual meeting place was that one of our board memberswas expected there for another organiza-tion meeting. Her airline expenses were alreadytaken care of 50 we did not have to share that.Oneof our memberslived not too far away; shedrove up. 1 was planning a vacation with myfamilyin NewJersey and Marty wanted to visit her son inHartford so the two of us flew over in my150 atno cost to the organization and drove to Connecti-cut with Bee Hayduwhowas already at her N.J.home. Wehave corresponded as muchas possible tosave on phone bills. Bee Haydumanagedto get theuse of a WATSline in Florida which saved hundredsof dollars during the time she was there. Beealso managedto get most of her copying done freeand 1 used the modernmachinery at myownofficeto keep typing costs downand provide an easy,quick system for running off the necessary labels.Here I might add that you girls surely do getaroundJ Each time I had to run off the list therewere quite a number('of changes to be made. 1 urgeeach of you to drop a postcard to the secretary-treasurer whenyou move so that you can be kept up

    to date on the mailing list. Dueto the fact wefound so manymovingand not informing us, we had high return postage bills. I solved this by dis-cussing somealternatives with the post office -nowrosters and other mail are forwarded to you,you pay the postage, but 1 al80 get a report as toyour correct address.

    In addition, Sara Hayllenhas purchased manyitemsand set up a system for making a percentage of pro-fit on things madeby others and sold through our efforts. I have just talked about the board's ef-fort and have not gone into the manyareas of others like Ziggy Hunter, for instance, whoalso

     presented 30 states and 66 cities. Manymorewere not sent to the Historian or to Washington, but would still be appreciated. Because of theduplication of content only a representative ar-ticle was included in the scrapbook.

    DISPLAYKITIn the Spring of 1978 an idea created by our President, Bea Haydu, was implemented. Order of Fifinella nowhas a WASPExhibit Kit, which can be used for temporary displays in museums, air shows, libraries and etc. Manyof the articlesin this packet were donated to OOFby GretchenGormanGraba, 43-3, before her death.     In the process of involvement with the propos-al of a CCIIIIIIlCIlorativestamp honoring the WASPs,

    I have learned a number of things. Oneit is nota simple process although I didn't really think 

    it was. It's just a sit back, wait, and.hope aff-ai;r, and then keep re:ml::mit.tingover a period of tl.lI1e.

    I was advised by a friend at Postal ServiceHeadquarters, the best wayto go about this was

    to request help from a Congressmanor Senator.Therefore, I sent letters to Senator Barry Gold-water, CongresswomenMargaret Heckler and LindyBoggs. I received a warmresponse fram all three.

    Last week I visited the Oftice of StampAd-visory Camnittee and talked with a very nicegentleman whoexplained the whole procedure tome. The StampAdvisory Committeemeets 4 times

    a year and consists of eight people, not connec-

    ted with the govermnent, whomare chosen by thePMG. These people consider all the proposed stamps submitted and then choose the ones theythink have merit. These are then sent to theOffice of PMGfor a final decision. This year they are working on stamps for 1980. So, you cansee if we ever are chosen for a stamp it will bein the future.

    I also found out one thing that madeour chancesnot too promising. Organizations are not partic-ularly favored. It seems there are too manyand hard to honor one group over another.

    However,periodically, previous proposals (and there are thousands of them) are pulled fram thefiles and reconsidered.

    All I can say is that I III keep hanging inthere and keep trying.

    in this line have already been done without a com-mittee. Wejust want to be sure that we don't

    miss anyone. There are those whohave made dona-

    tions from which the dues of somewhocouldn1tafford it, have been paid. This is the way of the

    WASP.

    I have heard of someof the girls finding outabout a WASPwhohad had cancer of the throat and was very despondent and downin the depths of des- pair. They let her knowthat someone cared and they encouraged her to try sometreatments she had not considered. I nowunderstand that she hasrallied and is doing great. Thanks to her WASPfriends.

    I have learned of a WASPwhois burdened by thecare of an invalid in the family. I hope to find a waywe could provide relief care that would giveher a little relief time. I suspect she could use

    other help too, but she would not admit it to me.

    I met a lady at the coffee counter in the AntlersHotel at Colo. Springs whowas so thrilled and en-thused that after manyyeare of lanliness she had 

     been drawn back into the fold of companionship,was included, wae not forgotten.

    This is what we want to accomplish-to do the little

    thinge that mean so much. To let all WASPknowthey are not forgotten, they are still a memberof 

    the family of the WASP.

    I request that all of you, please write to me of anyone you mayknowwhois alone, lonely, ill, etc.Also, please, please, give meyour ideas and sugg-estions as to what we can do to help.

    Shmmabove is the picture painted in honor of the WASPsin this, The Year of the WASPs,by   thetamous airplane artist, Rick Broome,ColoradoSprings, Colorado. Prints have been taken tromthis painting and wre ottered for sale tor thefirst time at the Colorado Springs Conference inSeptember. There are a limited amountof numbered  prints reserved for our organization.

    WhenRick Broomeoffered to paint a picture for the WASPsand those in Order ot   Fifinella, he wan-ted the thoughts of both the Conference Committeeand the Board. Twoanapshots were sent 1;0him,one of the AT6U222(which was actuaJ.l.7used intraining .at Swetwater) and an aerial picturetaken   by   Fran (Smith) Tuchband, 44-2, durin$ her training ( a copy of which was given to her).Betty Jo Reedworked closely with Rick Broane on1;his picture and they went to great lengths for detail and accuracy. Bymeans of a powerful mag-nifying glass, they were able to locate the Wish-ing Well which can be seen in the finished picture.

    These prints are available for sale £t   $40   each.If you want to have a special paint put on the picture by the artist that, whena black light isused, will showthe lights fran the buildings aswell as the light.s on the plane and the back-ground darkens to night, the clmrge for this pic-ture and the special paint is   $95.   Betty Jo Reed,4080   'II.   BowlesAve., Little\on, CO80123   is hand-ling the sale of these pictures and, of course, a
