PURPOSE & DESIRED OUTCOME: To provide a summary and update of current food access issues, community needs and an overview of food assistance programs in Washington County.

POLICY QUESTIONS FOR THE BOARD TO CONSIDER: Summary and update only.

SUMMARY OF TOPIC: As previously requested by your Board and Chair Harrington, we are presenting information about food access and culturally specific food access within Washington County. Strong community partnerships are key to addressing this issue in our community and to ensure a focus on equity and culturally specific programming. The presentation is a summary of current programs and efforts along with an overview of needs, barriers and ongoing issues identified by community partners.

This topic has become even more essential as community needs have increased greatly during the current COVID-19 pandemic.

This overview includes work happening in Health and Human Services and the Emergency Operations Center (EOC). Programs highlighted in this presentation to support food access include food production, distribution, waste prevention and preservation. There are many elements to consider including geographic issues and isolation, local food access, economic drivers, labor and staffing, federal and state policies and emergency planning.

Food Access in Washington County

• 10% of Washington County residents are food insecure and 16.5% of children live in a household that is food insecure (2017)

COVID-19 increased the need, but these issues already existed • WIC participation increased 334

in March & 183 in April • OFB Free Food Markets - 103%

increase in households served, and 94% increase in individuals served

• Meals on Wheels participation increased by 20%

• Unemployment in WC was at 3.1% pre-COVID; national unemployment is now at 14.7%

Newly Formed Essential Needs Hubs• Grassroots community-led process in partnership with the County

PURPOSE & DESIRED OUTCOME: Dr. Christina Baumann, our Washington County Health Officer and Dr. Ann Loeffler will describe the clinical manifestations of COVID-19 and provide an overview of the OHSU Covid-19 study to test and map the prevalence of disease in real time.

POLICY QUESTIONS FOR THE BOARD TO CONSIDER:

SUMMARY OF TOPIC: Washington County public health was notified of our first presumptively positive case of COVID-19 on February 28th, 2020. As of May 20, 2020 Washington, County has had 644 cumulative positive cases, 15 deaths and 130 people have been hospitalized. As of this date, Oregon has 3,726 total cases. Public Health and the EOC have been activated since March 3. Public health supported by the EOC continues to complete contact tracing, monitor identified contacts, and provide recommendations based on the CDC guidance to health care providers, community partners and the general public. Our priority is supporting the long-term care facilities, the houseless, preparing for incoming migrant farm-workers. In addition, we are planning and preparing for reductions in restrictions as we move towards phase 1 reopening.

We continue to urge compliance with the Governors order 20-12:

• Stay home and stay healthy - Stay at home as much as possible, only leaving foressential business, medical needs or outdoor activities that maintains six feet ofdistance between non-household persons

• Stay home at the first sign of illness.• Wash your hands. Cover your coughs/sneezes. Disinfectant frequently touched surfaces.• Get outside for fresh air and exercise with your family or a close friend.• Maintain a physical distance of six feet from others whenever possible but stay socially

connected for mental well-being. Call your loved ones, especially older family membersor neighbors.

• Wear face covering when in public and social distancing is difficult to maintain

As the first County in Oregon to identify a positive COVID-19 individual, Washington County has been working night and day to flatten the curve and protect our community since late February, 2020. Over the past four months our entire community has suffered: from those who have fallen ill to those who have lost their jobs or their businesses. In all of this, we continue to remember that families in our county suffered the greatest loss by losing a loved to this pandemic. The personal and economic effects have yet to fully realized locally or nationally. Washington County is committed to working proactively at the state and federal level to ensure our community members, our organizational partners, and our businesses have the chance to make a full recovery.

Diversity, Equity and Inclusion

• The County is committed to centering equity in our response to the COVID-19 pandemic; • Ensure there are adequate resources to provide culturally specific and multi-lingual services throughout the County;

• Support legislation that prioritizes relief for communities disproportionately affected by the virus as a result of historical and contemporary social, health and economic inequities. • Support legislation that provide resources to culturally specific community organization and non-profits.

Protect Public Health

• Ensure critical resources, policies and practices including for personal protective equipment, contact tracing, support for individuals and families in isolation and quarantine; • Support efforts to limit secondary effects of the pandemic including, but not limited to, domestic violence, child abuse, behavioral health and substance use and abuse prevention and food insecurity; • Encourage and support policies that reinforce public health best practices.

Stabilize the Economy

• Continue to seek additional funds from the state and federal government for direct relief to small and minority-owned businesses; • Identify and support state and federal funds, programs and policies that provide support to our local non-profits and community benefit organizations; • Support programs that provide critical housing, food access, and other basic needs throughout the community.

Ensure Adequate Funding and Local Control

• Work with regional jurisdictions to support all legislative efforts to provide direct funding support to state and local governments throughout the state; • Seek legislation that provides revenue replacement for county programs; • Directly lobby for flexible federal funds that can be used for response throughout the COVID-19 pandemic; • Ensure that Washington County maintains local control in our efforts to respond to our community’s needs. • Limit liability to public service related to the pandemic.

Ensure a Safe & Resilient Community with Public Safety and Access to Justice

• Seek resources for Personal Protective Equipment for frontline public safety staff. • Advocate for resources at the State and Federal level for judicial resources including

staffing, infrastructure, and COVID-19 related expenses and revenue loss. • Seek resources for public safety revenue loss due to COVID-19 response.
