Scope of Work for WASH Forum, Mysuru

Host Institute: WASH Innovation Lab, National Institute of Engineering, Mysuru

BACKGROUND

The city of Mysuru in the state of Karnataka has consistently ranked among the top five cleanest cities of

India. Mysuru claimed the number one spot in the Swachh Sarvekshan, initiative of Government of India

(GoI) under Swachh Bharat Mission (SBM) in 2015 and 2016, and fifth and fourth spots in 2017 and 2018

respectively. However, it topped the rankings as the cleanest city in the category of cities with a population

of 3-10 lakhs.

While Mysuru has maintained the tag of being a clean city and has been recognized for its urban planning;

the city is undergoing a rapid growth due urbanization and globalization. Though the city has access to

improved water supply services, with 90% households having piped water supply; some areas are

experiencing water scarcity due to leakages, non-adequate pressure in water supply and other related

issues. Missing sewer lines and some unauthorized households are directly draining sewage into storm

water lines. Also, comparatively higher number of complaints for blockages in the sewer were recorded

in the lower income community areas. Due to lack of education, knowledge and basic awareness; people

of these communities have a poor understanding of the relationship between health, water, sanitation and

hygiene. Comprehensive lake management also has to be taken up in a scientific manner. In addition,

Mysuru is also facing the challenge of ground water depletion due to over exploitation.

Concerted efforts for change in the administrative policies and infrastructural development in the WASH

sector are being implemented under SBM and Atal Mission for Rejuvenation and Urban Transformation

(AMRUT) missions. However, to resolve the issue of the lack of availability of clean drinking water and

sanitation facilities require a more integrated effort, which is beyond conventional solutions.

To this end, National Institute of Urban Affairs (NIUA), a premier research institute under the Ministry

of Housing and Urban Affairs (MoHUA), GoI set up a national and city-level Innovation Hub for Urban

Water, Sanitation and Hygiene (IHUWASH) solutions supported by the United States Agency for

International Development (USAID), and partnered by Ennovent. A core objective of this initiative is to

build partnerships with and among public, government (national/state/local), civil society, academia, private

sector entities and others, dedicated to establishing and executing WASH innovations. The project is being

implemented in three cities of India, i.e. Mysuru being one of them.

IHUWASH in collaboration with the Mysuru City Corporation (MCC) identified The National Institute of

Engineering (NIE), a city based technical institution, to establish a WASH Innovation Lab with a tripartite

agreement, which was implemented in April 2018. The core objective was to extend support to MCC in

implementing innovative WASH solutions, provide technical assistance at various avenues like capacity

building programs, awareness programs, and research activities.

Establishing WASH lab at NIE under IHUWASH project ensures sustainability of IHUWASH in at the city

level; fostering innovations in urban WASH sector and enabling a strong network to expand and scale up

the initiative in the Karnataka at a state level. This helps in creating a platform for sustaining such initiatives

at a large scale requiring the collaborative efforts of various stakeholders such as Government, Private

sector, Academia, and local NGOs & Community etc.

WASH Lab Activities since its establishment under IHUWASH

• Assessment workshop by WASH LAB was organized on 2nd July 2018 with the agenda to identify and

prioritize the issues in WASH sector, assessing the need for capacity building and identifying the

potential focus area and open house discussion on WASH issues of the city. Engineers from MCC and

Mysuru Urban Development Authority (MUDA), members and students from Institutions, IHUWASH

Team from Delhi and NIE, stakeholders, CSO/NGO persons, private sector, company and city

representatives, and Citizens of Mysuru actively participated in the workshop.

• Mysuru WASH economy and Findings of Assessment Workshop was conducted on 9th August 2018.

Mysuru City Corporation (MCC), WASH Lab at National Institute of Engineering (NIE), Federation

of Karnataka Chambers of Commerce and Industry (FKCCI), Mysuru Chambers of Commerce and

Industry (MCCI) and WASH stakeholders participated.

Inauguration of WASH Lab in Mysuru IHUWASH team and Participants of workshop

• Meeting with Mysuru Medical College students on Communicable diseases, epidemics, and Hygiene in

the Mysuru city was held on 23rd August 2018 by WASH Lab

Meeting with Mysuru Medical College students at NIE-CREST

• Global Hand Washing Day was celebrated on 13th October 2018 at National Institute of Engineering

(NIE) Mysuru. Awareness program for scavengers, civil workers and general public on “Importance of

personal hygiene” was organized. 200 Pourakarmikas or sanitation workers of MCC, students of NIE,

and public participated. As part of importance of hand washing and sanitation; hygiene kits and

handouts in Kannada language developed by IHUWASH were distributed to the participants. Street

play on “Importance of personal hygiene” in Kannada (local language of Karnataka) was enacted.

Inauguration of Global Hand Washing Day & Street play on “Importance of personal hygiene”

CREATION OF THE WASH FORUM

Forum is a meeting or medium where ideas and views on a particular issue can be exchanged. IHUWASH

in consultation with the WASH Innovation Lab at NIE and MCC proposes to create a WASH Forum; a

network or association involving representatives from all academia, entrepreneurs, private sectors,

industries, civic societies and general public including the Government. to discuss, address and resolve

WASH related issues of the city in a systematic manner. WASH forum will strengthen the activities of

Wash Lab and gives an extending arm to WASH lab activities at NIE for its sustainability, and will form

the backbone of the WASH Lab. Thus, the aim of the WASH Forum is to create a platform to meet,

discuss, share, and resolve the WASH issue in the city without unbiased, independent advisory support

to MCC.

In this context, for establishing a WASH Forum at NIE, the WASH lab under IHUWASH proposed to

discuss the Scope of Work in its first meeting to be organized at NIE on 20th January 2019.

Following is proposed outline for discussion during the first meeting:

1. Purpose and Objectives of the WASH Forum

The purpose of the WASH Forum will be to create a common platform that would facilitate collaboration

among the aforementioned key stakeholders. Such an endeavor will help the forum jointly identify, discuss,

and support innovative urban WASH solutions. The forum will also focus on augmenting the involvement

of private sector and industries’ and citizen’s participation in local WASH related issues.

Key Objectives of the WASH Forum are:

1. Capacity Building: To constantly engage with all key stakeholders to sensitize on the need for

collaborative efforts to promote innovations in addressing the WASH challenges of Mysuru.

2. Strengthen Private Sector participation: To engage, orient, and on board the private

sector/industries for WASH sector improvement.

3. Sustainability: To secure financial support for WASH lab’s sustainability beyond IHUWASH

project timelines.

4. Replicability: To promote/upscale IHUWASH beyond Mysuru in other key cities of the State of

Karnataka.

5. Sensitization: To create awareness among citizenries on securing public health and hygiene

through organized WASH sector.

6. Mapping of resources: The forum will work on mapping key resources

(human, financial, technical, etc.) that facilitate in the creation of a repository for all relevant

stakeholders will benefit from.

7. Thought leaders: The forum will also actively scope and engage sector leaders and thought leaders

in WASH in Mysuru.

Proposed activities under the WASH Forum

Specific activities and tasks will evolve/emerge over time in the meetings based on the specific priorities

of the Forum. WASH Chair will be responsible for convening and steering the proceedings of the WASH

Forum.

Following are the indicative and broad overview of activities planned under the WASH forum:

1. Experience sharing and cross-learning of successful innovative projects within and outside country

on WASH innovations.

2. Identify the scope of engagement of various stakeholders for the improvement of the WASH

sector of the city.

3. Propose plans to improve the public sanitation system of the city.

4. Chart the role of the private sector and industries to support WASH sector improvement

activities in the city. Highlight issues and concerns of private sector in supporting the WASH

sector.

5. To plan public awareness programs on important national, international days related to the WASH

sector.

2. Membership

Membership for the WASH Forum would be kept open to the public, civil society organization (CSO),

Non- Government Organization (NGO), Industries and private sector, Government Officials, academic

institution members, officials from Urban Local Bodies, and city representatives.

A membership fee will be charged, the amount of which will be decided by the Forum.

3. Proposed structure of the WASH Forum

Following is the proposed structure for the WASH forum:

Core committee:

For holistic planning and representation of all key stakeholders; Government, development partners

(including representatives of CSOs) as well as private sector and industries representatives should be

brought together to form the core committee. The core committee shall have at least 8-10 members

representing the aforementioned sectors.

A committee will be constituted to have organized functions of the Forum. Though member-wise; the

Forum could be large in numbers, there will be a core committee. It is proposed that the core committee

member’s term will be valid for one year. The selection process of the core committee will be discussed

and finalized in later stage.

4. Role of the WASH Chair

The WASH Chair is currently responsible for the planning and coordination of all WASH Lab activities.

Since the WASH Forum will be under the WASH lab; the Chair will be responsible for the following:

• Convener of the WASH Forum

o Coordinate with key stakeholders to set the agenda for the upcoming meetings in advance.

o Invite all the members in the meeting with the agenda shared in advance.

o Facilitate NIE venue for WASH Forum meetings in consultation with the partners and conduct

meetings.

o Keep records of the minutes of the meetings.

o Follow up with the core committee for expedite resolution of any issue raised during the

meeting.

• Liaison of the WASH forum

o To immediately apprise any concerns related to WASH Forum to the core committee.

o To update IHUWASH project team about developments under the WASH Forum till the

tripartite contract agreement duration is valid.

• Registrar of the records

o Maintain, update and share an annual National and International WASH calendar of events.

o Maintain and update relevant information on the WASH Forum committee members.

o Maintain a full record of WASH Forum correspondence.

o Generate annual audit reports of the WASH forum (to be made public after review)

• Facilitate other activities as required

5. Planning Process

Annual work plan that aligns to the Municipal Corporation budget cycle will be prepared and submitted

to the WASH Forum core committee and other members to discuss and finalize.

6. Meetings and Communication

• WASH Chair will inform in advance to IHUWASH team about forthcoming activities.

• The date and time shall be fixed considering the availability of its members.

• A newsletter will be published (frequency to be decided later) to communicate with Forum

members

• The Forum convening schedule will be planned once the Forum is constituted by the core

committee members

• Events organized by the WASH Forum, other than regular monthly meetings, will be organized in

consultation with the core committee and group members. The WASH lab shall conduct meetings

as required before organizing the WASH programs such as training programs, workshops,

awareness program etc. Meetings will be held with the WASH Forum committee members to

update them post these programs.

7. Measuring effectiveness of the WASH Forum

Specifically, effectiveness of the WASH Forum will be determined through its success in:
