She said that GM’s plans will use a combination of layoffs and work relocations to achieve the company’s desired staffing levels. “GM will evaluate the overall employment impact over the next several weeks, considering retirements, transfers, etc,” Huston-Rough said in a statement issued to the Detroit Auto Scene. “Once this work has been completed, we will fulfill any contractual or statutory notice obligations. All we can confirm is the current staffing at each facility.” Here is a list of GM’s facilities in the United States. Just days after GM unveiled plans to transform the company, the next step was taken toward commercializing autonomous vehicle technology as GM Presi- dent Dan Ammann was appoint- ed CEO of Cruise Automation. GM purchased Cruise Automa- tion in March of 2016. At the time of the acquisition, GM officials said that Cruise would operate as an independent unit within GM’s recently formed Autonomous Vehicle Develop- ment Team led by Doug Parks, GM vice president of au- tonomous technology and vehi- cle execution, and would contin- ue to be based in San Francisco. Founded in 2013, Cruise Automation has moved quickly to develop and test autono- mous vehicle technology in San Francisco’s city environment. GM spokesman Pat Morrissey said that Kyle Vogt, Cruise co- founder, will partner with Am- mann to set strategic direction for the company and will lead technology development as Cruise president and chief tech- nology officer. The appointments are effective Jan. 1, 2019. Under Vogt’s leadership, Cruise has emerged as an indus- try leader in autonomous vehicle technology, growing from 40 em- ployees to more than 1,000 at its San Francisco headquarters and recently announced an addition- al expansion of 100-200 employ- ees in Seattle. With recent investments by SoftBank and Honda, Cruise’s val- uation has rapidly grown to $14.6 billion, Morrissey said. “These appointments further demonstrate our commitment to transforming mobility through the safe deployment of self-driving technology and move us closer to our vision for a future with zero crashes, zero emissions and zero congestion,” said GM Chairman and CEO Mary Barra. “As we move toward commer- cial deployment, adding Dan to the strong team led by Kyle is the next step.” Morrissey said that as GM president, Ammann spearheaded the 2016 Cruise acquisition and, among his other global responsi- bilities, oversaw GM’s relation- ship with Cruise. He is deeply familiar with Cruise’s business and technology and its team, Morrissey said. “I’m excited to dedicate 100 percent of my time and energy to helping Kyle and the entire team realize our mission of deploying this technology at scale,” said Ammann. GM’s shift away from sedans to more SUVs, CUVs and pickup trucks is following a trend in the automotive industry. FCA led the way back in July of 2016, when the company an- nounced that it was retooling its Belvidere (Ill.) Assembly plant. The facility was manufacturing the Dodge Dart, and it was an- nounced that the company would cease production of the Dart and the facility would be used to manufacture the Jeep Cherokee. That was the same year that FCA ceased production of the Chrysler 200 at Sterling Heights Assembly. In July of 2016 then-CEO Sergio Marchionne said during a confer- ence call with Wall Street ana- lysts after the automaker report- ed second-quarter earnings that FCA had a plan to wind down production of sedans and prima- rily produce Jeeps, SUVs and Ram pickup trucks. “By the time we finish with this, hopefully, all of our produc- tion assets in the United States – if you exclude Canada and Mexi- co from the fold – all those U.S. plants will be producing either Jeeps or Rams,” Marchionne said. There will be no passenger cars that will be produced in the U.S., he said, and therefore, the company’s expectation is that concentration will give it the pos- sibility to get very close to the 12.1 percent profit margin that General Motors reported earlier in 2016. FCA still produces the Chrysler 300, as well as several editions of the Dodge Charger and Dodge Challenger. In March of 2018, Ford fol- lowed suit and announced that it was investing in its Michigan As- sembly Plant in Wayne to switch production from the Focus to the Ranger pickup truck by the end of 2018 and the new Bronco in 2020. “At Ford, we are investing ag- gressively in building on our strengths today,” said Joe Hin- richs, Ford president, The Ameri- cas, including trucks, vans, com- mercial vehicles, performance vehicles and SUVs – while at the same time growing our leader- ship in electrification, autonomy and mobility services. “As America’s top producer of automobiles, we are proud to be going even further in our com- mitment to invest in manufactur- ing here at home.” Ford also announced that it was ceasing production of the Fiesta, Fusion and Taurus. When talking to the media, Ford CEO Jim Hackett said that the move was done so that Ford could feed the healthy parts of the auto business, and “deal de- cisively with the parts that de- stroy value.” This has left the Mustang as the only sedan Ford will be mak- ing in the future. The plan calls for the company to close Detroit-Hamtramck As- sembly, Lordstown Assembly, Oshawa Assembly, Warren Trans- mission and Baltimore Opera- tions. GM spokeswoman Kim Carpen- ter said that GM has provisions in its labor contract that allow af- fected employees to transfer to openings at other GM locations. So GM’s move away from mak- ing sedans makes sense, said Paul Eisenstein, head of The De- troit Bureau, a private automo- tive news agency. “GM is moving closer to stop- ping production of sedans,” Eisen- stein said. “But that makes ra- tional sense because the company wants to rationalize its production Retirement, Layoffs, Work Relocations Called For by GM Transformation Plan CONTINUED ON PAGE 2 Low sales for the Cruze has resulted in GM dropping it from its lineup. process and sedans are not cur-rently a favorite body style withthe public right now.“What is popular is the higher

seating that comes with SUVsand pickup trucks. Higher seat-ing is especially popular withwomen drivers.”Eisenstein said there have

been rumors for at least a yearthat GM would reduce the num-ber of sedans in its portfolio.“I would call this announce-

ment one of those surprises thateveryone expected,” Eisensteinsaid. “People knew it was com-ing, but just not when it wascoming.”So OEMs have to consider

whether the popularity of theSUV/CUV style is a fad or more ofa long-term trend, Eisensteinsaid.“That’s difficult to say with ab-

solute certainty,” Eisenstein said.“But right now, I don’t see awholesale retreat from SUVs/CUVs. These platforms give man-ufacturers flexibility on how theycan design body looks and that’simportant because there havebeen complaints that SUVs andCUVs all look alike.“And with EV technology com-

ing, the powertrains are underthe floorboard, like the Bolt. Wewill continue to see an evolutionof design.”

Eisenstein said that he be-lieves GM won’t be the last OEMto reduce the number of sedansin a company’s portfolio. Henoted that there are currentlyrumors that Toyota will eliminatesome sedans that it will offer tothe public.

“I do see this trend of reducingsedan output spreading to otherOEMs,” Eisenstein said. “It’s justrational. Why build vehicles thatnobody wants to buy? Such amove away from sedans makessense in this current market-place.”

Construction along I-696 willcontinue even if it snows.MDOT spokeswoman Diane

Cross said that the goal is tohave the projected completed bythe end of 2018.“Weather is the unknown fac-

tor,” Cross said. “Right now ourcrews are using winter construc-tion equipment such as heatersto continue work in the coldweather.”Construction was halted dur-

ing September for about threeweeks, putting the project be-hind schedule. The work started in April and

was scheduled to be complete bysome time in November. Con-struction has closed down allwestbound traffic on I-696 from I-94 to I-75. Workers first tore upand replaced pavement on thewestbound lanes.Once that work was completed

they began work on the east-bound lanes.During this phase of construc-

tion, eastbound traffic is being di-verted to the westbound lanesand as a result the number of en-trance and exit points to east-bound I-696 has been limited. The Michigan Department of

Transportation (MDOT) issued aprogress bulletin in November. It stated that work can and

will continue even with the ar-rival of snow, according to theMDOT bulletin. Here’s how:• For now and the foreseeablefuture, temperatures willstill allow concrete to safelybe placed within our stan-dard specifications.

• Concrete temperatures areclosely monitored and re-main well above freezingduring the curing process.

• Protective measures are be-ing taken to guard againstfreezing: boilers are in placeat our concrete plants, ground heaters are on site, and ground cover blanketsare in use.

The Nov. 16 bulletin further

stated that a significant increasein effort to work in these condi-tions though both MDOT and theContractor are committed to do-ing everything within our control

to get both EB and WB I-696 andall ramps open this year.“This is frustrating for every-

one,” Cross said. “I live in thearea and use I-696 as well. It’s

frustrating for MDOT and it’sfrustrating for the drivers whouse I-696. We all drive the sameroads and it’s frustrating for all ofus.”

Ford is reminding the publichow the company will tranformitself for the future on the sameday that GM officials announceda restructuring process that willreduce the number of bothsalaried and hourly employeesas well as close several plants.A Nov. 26 Ford statement said

that the Dearborn automaker“has been working intensivelyand taking action to transformour business over the past 18months.“As we redesign and restruc-

ture our global business, we willbuild on our areas of strength;smartly and strategically addressunderperforming products andregions; and invest in the futureby designing smart vehicles for asmart world.”Brad Carroll, Ford global news

manager, said that the company’skey actions for the future will in-clude an updated footprint.Ford announced in July that re-

structuring activities could havepotential EBIT charges of $11 bil-lion, with cash-related effects of$7 billion, over the next fiveyears. These actions will comelargely outside of North America. And transforming product de-

velopment is also a major goal ofFord, Carroll said. The companyannounced nine months ago thatit is shifting to five flexible archi-tectures for its vehicles -- drivinga 20 percent savings in time fromsketch to showroom and yieldingsignificant efficiencies. As part of this, Ford has also

identified ways to manage up to70 percent of each vehicle’s val-ue through increased componentsharing, Carroll said. The company also formed a

new Enterprise Product LineManagement group, which estab-lishes 10 cross-functional teamsthat will manage distinct productlines as end-to-end businessesand leverage Ford’s human-cen-tered design, advanced productmarketing and user experienceteams to create breakthroughproducts and customer experi-ences.A major part of Ford’s strategy

for the future is shifting its vehi-cle portfolio.“We’ve already taken actions

to shift our vehicle portfolio tobetter meet our customers’needs going forward andstrengthen our business, improv-ing returns,” Carroll said.

“This includes moving approxi-mately 90 percent of our NorthAmerican vehicle lineup volumeto SUVs, pickup trucks and com-mercial vehicles between 2018and by the end of 2020. The com-pany is phasing out slow-sellingtraditional sedans to free up cap-ital for new entries in growingsegments.”Ford’s plans for the future also

call for strong investments inAutonomous and ElectrifiedVehicles, Carroll said. Ford’s fit-ness actions are freeing up capi-tal to invest in emerging busi-nesses. Ford expects to invest $4billion in its AV efforts through2023, including its $1 billion in-vestment in Argo AI.In addition, Ford is investing

$11 billion in electrification from2015 to 2022 to deliver a total of40 vehicles globally. The company remains on track

to deliver a full battery electricperformance SUV that offers atleast a 300-mile range in 2020.Capacity utilization is also a

major component of the compa-ny’s future, Carroll said.Ford has the best manufactur-

ing capacity utilization in NorthAmerica, said Carroll, basedon the aggressive restructuringthe company completed adecade ago, including its use ofindustry-leading three-crew op-erating patterns and Ford’scontinued discipline around bal-ancing capacity with consumerdemand.

Doing all this means organiza-tion redesign, Carroll said.“We are in the early stages of

reorganizing our global salariedworkforce to support the compa-ny’s strategic objectives, create amore dynamic and empoweringwork environment and becomemore fit as a business,” Carrollsaid.“The reorganization will result

in headcount reduction overtime, and this will vary based onteam and location.”Finally, he said, Ford is enter-

ing into new strategic alliances.“We are in talks with both Volk-

swagen and Mahindra about po-tential collaborations across anumber of areas of our busi-ness,” Carroll said.“We are encouraged by both

sets of talks and continue work-ing to ensure these alliances helpus better serve customers glob-ally.”

FCA had a good week at the re-cent Los Angeles Auto Show, asMotor Trend named the 2019 JeepWrangler the 2019 SUV of theYear, the 2019 Ram 1500 as theTruck of the Year and honoredthe late Sergio Marchionne as the2019 Person of the Year for autoindustry.

Motor Trend’s “Of the Year”awards recognize the best vehi-cles representing exceptional val-ue, superiority in their classesand impact on the automotivescene, said FCA spokesman NickCappa.“The Jeep Wrangler and Ram

1500 are significant products atFCA,” said FCA’s CEO MikeManley. “Concurrently winningMotor Trend’s SUV of the Yearand Truck of the Year titles is aproud accomplishment, and atestament to the capability anddetermination of our employees.“These awards help to ac-

knowledge our team’s tireless ef-forts to ensure the new Wranglerand the new Ram 1500 stand outin their competitive segments.“On behalf of all FCA employ-

ees, we also deeply appreciateMotor Trend’s recognition of Ser-gio Marchionne as Person of theYear. His legacy in the industry, and his lasting impact on FCAwill be remembered forever.”

Motor Trend’s “Of The Year”program is open to any new orsubstantially upgraded 2019model-year vehicles, said Ed Loh,Motor Trend editor-in-chief.Instead of being compared

against one another, contendingvehicles are first put throughMotor Trend’s full battery of per-formance tests to evaluate virtu-ally every aspect of each vehicle. All competitors are then evaluat-ed on three separate courses at aprofessional automotive test cen-ter before finalists are selected.“For 2019, the Ram 1500 and

Jeep Wrangler blew away our

Motor Trend editors and judgesby not only delivering class-lead-ing capability for work and play, but truly impressive levels of re-finement, technology, style andcomfort,” said Loh. “Congratula-tions to FCA for delivering tworeal winners.“Sergio was a special leader

who salvaged troubled Chryslerand Fiat, saving thousands ofjobs across the globe. He was aman who did not do somethingunless he was convinced it wouldbe successful. Sergio Marchionnegot the work done and he left anindelible mark on the automotiveindustry.”After weeks of testing con-

clude, the judges determinewhich vehicles will be given “Ofthe Year” titles, Loh said. Thewinners are not chosen from adirect comparison against otherfinalists, but instead a result ofhow each contender measuredagainst the award’s six criteria:design advancement, engineer-ing excellence, efficiency, safety, value and performance of intend-ed function.Editors liked the 2019 Ram

1500, writing that the “fifth-gener-ation Ram 1500 is the latest in along line of evolutionary leapsfor Fiat Chrysler Automobiles’bread-and-butter truck. Thenewest version, more than anyother, seems poised to meet theneeds of the 21st century truckbuyer, with more variety, capabil-ity, comfort, convenience, andvalue than ever before.”Editors also praised the 1500

for its “stylish functionality” thatnever went over the top. They also liked the truck’s

new high-strength steel platform,4.0 inches longer and about 17percent lighter than the old chas-sis. they noted that aerodynamicsheetmetal is largely built fromsteel but with the strategic use oflighter metals for a total weight

decrease in the neighborhood of200 pounds.Editors praised the 2019 Wran-

gler for honoring the Jeep her-itage while its re-engineeringmakes it a vehicle for the future.“The Wrangler is a thoughtful,

thorough rework of an Americanoriginal,” Motor Trend’s interna-tional bureau chief AngusMacKenzie said. “It’s laser-fo-cused on improving the perform-ance of its intended function, right down to the last nut andbolt.”Editors noted that the Wran-

gler advances design by master-ing some details better than oth-er “sensible” crossovers.“Soft-touch and high-quality

materials equal those of luxurycompetitors,” editors wrote. “Aswith many Fiat Chrysler Automo-biles products, audio volume andchannel-change controls are lo-cated conveniently on the backside of the steering wheel.

“Once you drive a car with thisintuitive setup, you’ll wonderwhy more automakers don’tadopt it. The same is true ofthe rear-seat headrests, whichconveniently fold down whennot in use for better rearwardvisibility.”Finally, editors praised the

Wrangler for doing what it wasdesigned to do very well insteadof trying to be all things. The stated that the “Wrangler

never pretends to be a sportscar. Instead, the Jeep provides adeliberate pace, encouraging youto appreciate your surround-ings.”

TOKYO (AP) – The arrest ofNissan’s former chief executiveCarlos Ghosn has raised doubtsover the future of the allianceamong automakers Nissan, Re-nault and Mitsubishi Motors thathe helped to forge. Such partner-ships wax and wane over time, but they’ve grown in importanceas companies develop electricvehicles, net connectivity and ar-tificial intelligence for autos.Ghosn was arrested Nov. 19 in

Tokyo on suspicion of under-re-porting his income and other fi-nancial misconduct. The boardsof Nissan Motor Co. and Mit-subishi Motor Corp. voted unani-mously to oust him as chairman, while Renault SA of France haskept him while seeking more in-formation about his case. With Ghosn gone, speculation

is growing Nissan may review itsalliance with Renault. Renaultowns 43 percent of Nissan, whileNissan owns 15 percent of Re-nault, with the French govern-ment also holding a 15 percentstake.Renault rescued Nissan from

the brink of bankruptcy in 1999,but the Japanese automaker isnow more profitable than itsFrench partner. This is not the first time East-

West auto alliances in Japan haverun afoul, underlining the chal-lenges of such collaborations. Here’s a look at some other al-liances and why they folded:U.S. automaker Ford Motor Co.

helped engineer a turnaround atJapan’s Mazda Motor Corp.,forming an alliance in 1979 andtaking a 25 percent stake. Thatwas raised in 1996 to 33.4 per-cent, considered a controllingshare in Japan.Ford sent executives and

shared technology and auto

parts to help cut costs at strug-gling Mazda. But the U.S. au-tomaker ran into problems of itsown and became hungry forcash, Mazda began buying backstakes, spending 17.8 billion yen(about $150 million at today’s ex-change rate) to buy back 6.8 per-cent of its own shares in 2008.The U.S. automaker, based inDearborn, Michigan, gave up itstop stakeholder position in Maz-da in 2010 and now owns nostake in Mazda.Ford executives sent to Mazda

over three decades includedHenry Wallace, the first foreignerto head a major Japanese compa-ny, and Mark Fields, who later be-came CEO of Ford. Japanesemanagers retook the helm in2003, as Mazda insiders quietlyrejoiced.Hiroshima-based Mazda,

which makes the Miata roadster, has more recently entered a part-nership with Japan’s top au-tomaker Toyota Motor Corp., in-vesting in a plant that makes ve-hicles for both brands in the U.S.and sharing technology. The 50-50 joint-venture plant in

Fremont, California, betweenToyota Motor Corp. and U.S. au-tomaker General Motors Co.started rolling out cars in 1984and was heralded as a pioneer ininternational collaboration.Known as NUMMI, or New

United Motor Manufacturing,Inc., the plant inspired feel-goodstories about how American

workers were learning and takingpride in Toyota’s famed super-ef-ficient production methods.Akio Toyoda, the grandson of

Toyota’s founder who now headsToyota, worked at NUMMI from1998 to 2000, as have other topToyota executives, an experiencemeant to ready them for a global-izing industry and increasinglydiverse workforce. But the NUMMI plant, which

had produced the Pontiac Vibeand Chevrolet Nova, closed in2010 after General Motors de-clared bankruptcy and Toyotapulled out, moving production toother plants in North America.German-U.S. automaker Daim-

ler Chrysler bought a 37 percentstake in Tokyo-based MitsubishiMotors Corp. in 2000, but the al-liance felt rocky from the start.Mitsubishi Motors was em-broiled in a years’ long scandalover its systematic cover-up ofauto defects.Rolf Eckrodt, sent in by Daim-

ler Chrysler, stepped down aschief at Mitsubishi in 2004.The Mitsubishi group gradual-

ly recovered the stake in Mit-subishi and Ghosn engineered a34 percent-stake purchase byNissan in 2016 amid anotherscandal.Daimler Chrysler never man-

aged to fix the debt and laggingsales at Mitsubishi Motors, which makes the Pajero sport-utility vehicle and the i-MiEVelectric car.

Automaker Alliances Don’t Often Work Out

SHANGHAI (AP) – Global au-tomakers are feeding real-time lo-cation information and dozens ofother data points from electricvehicles to Chinese governmentmonitoring centers, potentiallyadding to China’s rich kit of sur-veillance tools as President XiJinping steps up the use of tech-nology to track Chinese citizens.Generally, it happens without carowners’ knowledge, The Associ-ated Press found.More than 200 automakers

selling electric vehicles in China– including Tesla, Volkswagen,BMW, Daimler, Ford, General Mo-tors, Nissan, Mitsubishi and U.S.-listed start-up NIO – send at least61 data points to government-backed monitoring platforms, under rules published in 2016.Automakers say they are mere-

ly complying with local laws, which apply only to alternativeenergy vehicles. Chinese officialssay the data is used for analyticsto improve public safety, facili-tate industrial development andinfrastructure planning, and toprevent fraud in subsidy pro-grams.But critics say the information

collected exceeds those goalsand could be used to undermineforeign carmakers’ competitiveposition, or for surveillance. Un-der Xi’s leadership, China has un-leashed a war on dissent, mar-shalling big data and artificial in-telligence to create a more per-fect kind of policing that canquickly neutralize perceivedthreats to the stability of the rul-ing Communist Party. There is also concern about

the precedent these rules set forsharing data from next-genera-tion connected cars, which maysoon transmit even more person-al information.“You’re learning a lot about

people’s day-to-day activitiesand that becomes part of what Icall ubiquitous surveillance,’’said Michael Chertoff, who wassecretary of the Department ofHomeland Security under Presi-dent George W. Bush and wrote abook called “Exploding Data.’’“Companies have to ask them-selves, ‘Is this really somethingwe want to do in terms of ourcorporate values, even if itmeans otherwise forgoing thatmarket?’’’At the Shanghai Electric Vehi-

cle Public Data Collecting, Moni-toring and Research Center, awall-sized screen glows withdots. Each represents one ofmore than 222,000 vehicles con-nected to the system, coursingalong Shanghai’s roads to createa massive real-time map thatcould reveal where people live, shop, work, and worship.Data also flows to a national

monitoring center run by the Bei-jing Institute of Technology, which pulls information frommore than 1.1 million new energyvehicles. Those numbers areabout to get much bigger, as Bei-jing pushes electric vehicle de-velopment as part of its “Made inChina 2025’’ industrial develop-ment plan.Ding Xiaohua, the deputy di-

rector of the Shanghai center, said monitoring is not designedto facilitate state surveillance, though data can be shared withpolice, prosecutors or courts, if aformal request is made. The center is registered as a

non-profit but is tightly alignedwith and funded by the govern-ment.There is a privacy firewall built

into the system. The data centerhas each car’s unique vehicleidentification number, but to linkthat with the owner’s personaldetails, it must go through theautomaker – a step it has takenin the past. Chinese law enforce-ment can also link the vehicleidentification number with theowner’s personal information.“To speak bluntly, the govern-

ment doesn’t need to surveilthrough a platform like ours,’’Ding said. Many vehicles in the U.S., Eu-

rope and Japan transmit positioninformation back to automakers, who feed it to car-tracking apps, maps that pinpoint nearbyamenities and emergency servic-es providers. But the data stopsthere. Government or law en-forcement agencies would gener-ally only be able to access vehi-cle data in the context of a spe-cific criminal investigation and inthe U.S. would typically need acourt order, lawyers said.Automakers initially resisted

sharing information with theShanghai monitoring center;then the government madetransmitting data a prerequisitefor getting incentives.
