Community members will soon have the chance

The Customer Service Assessment is a web-

based, diagnostic tool that allows garrison cus-

tomers to provide feedback on community ser-

vices.

The survey, sponsored by the Installation Man-

agement Command headquarters, collects

feedback from leaders, Soldiers, family mem-

bers, civilians, retirees and veterans, said Beate

Schatz, USAG Bamberg Knowledge Manage-

ment program analyst.

―We want to hear from everyone who works, lives or plays in this

military community,‖ Schatz said. ―We want to hear what we do well

and what we need to improve on.‖

The survey, which takes about 15 minutes to complete, can be ac-

cessed at www.mymilitaryvoice.org starting Monday and will run

through Sunday, Sept. 26. Using a scale from one (poor) to five

(excellent), customers can rate services including Family and Mo-

rale, Welfare and Recreation, housing, military personnel services,

transportation and religious programs.

Academy eases transition of rising ninth graders

Local youth entering ninth grade this year look on as a fellow teen acts out a

profession in a game of charades Aug. 17. Child Youth and School Services

hosted a free week-long program to help prepare teens for high school.

Get Fit encourages healthy, active lifestyle By Douglas DeMaio, USAG Bamberg Public Affairs Bamberg’s Freedom Fitness Facility, along with other garrison sports and fitness cen-ters throughout Europe will have a Get Fit, Don’t Quit day offering a variety of health and fitness activities on Sept. 18. Installation Management Command Europe’s Directorate of Family and Morale, Welfare and Recreation is hosting the re-gional fitness day to promote healthy life-styles. ―Conducting a region-wide fitness day brings the community together for friendly competition and provides an opportunity to learn more about a healthier lifestyle,‖ said Darrell Clay, Bamberg’s Family and MWR director. ―Get Fit, Don't Quit is a fun event that is designed to encourage everybody to

strive for better health. To be in good shape is not only good for your body; it also sup-ports mental well-being as well.‖ From 9 a.m.-2 p.m. at the FFF, participants can take part in events like the Fitness Team Challenge Competition, indoor cy-cling, yoga and pilates. The Fitness Team challenge consists of a 4x400 meter Relay Race, 30 m fireman’s carry, 50 Bosu push-ups and 75 bleacher dips. The team with the lowest combined time will win. ―Inviting Soldiers and spouses to participate in free fitness classes also promotes our regular fitness offerings at the Bamberg Freedom Fitness Facility, one of the best fitness facilities in Europe,‖ Clay said.

―Physical fitness plays a big role for mission readiness and is a great stress reliever.‖ After the competition, attendees can join free spinning, pilates and yoga classes, which are 45 minutes long. ―Afterwards, we hope that our customers continue to use the FFF and participate in the variety of fitness classes that we offer on a regular basis,‖ Clay said. ―Family and MWR's goal is to support maximum readi-ness for our entire Bamberg community.‖ Most programs offered will be free or at minimal cost. The participants were yelling out answers, trying to guess what profession the

other teen was acting out during a game of charades.

―Dancer?‖ ―Clown?‖ ― Cowboy?‖ the shouts rang out.

The rambunctious noise echoing in the JFK Teen Center was more than a

display of fun. About a dozen students were attending the inaugural 9th Grade

Academy, sponsored by Bamberg’s Child, Youth and School Services.

The students, who will be entering ninth grade this fall, will encounter a lot of

changes when they walk the halls of the high school next week, said Shay

McNeil, a CYS Services workforce preparation specialist and HIRED! program

coordinator.

In doing research, McNeil found that many teens have a hard time transition-ing from middle school to high school, which can lead to problems their ninth grade year. Many students find ninth grade to be a more competitive, imper-

HEIDELBERG, Germany – The Europe Regional Medical Com-mand is supporting the U.S. European Command’s 2010 Health

Care Benefits Awareness Month with a variety of community out-

reach events throughout September.

Health Care Benefits Awareness Month is an annual EUCOM-wide,

joint-service initiative that began in 2006 to inform beneficiaries

about their health care benefits.

During September, representatives from each Army health clinic will

be available to discuss benefit and medical services information at

community events, radio talk shows, town halls and other public

venues. They will also coordinate with garrison newspapers and

local AFN affiliates to publicize these weekly themes designated by

TRICARE Eurasia-Africa: physical health, mental health, dental

health, and health care while traveling.

Information about the new TRICARE Overseas Program contract

that begins Sept. 1 will also be available in each clinic and at the

following community events. TOP contract information is also out-

lined at http://www.tricare.mil/TOPcontract/

Representatives from ERMC will provide information on benefits at

the U.S. Army Garrison Bamberg Community Expo from 11 a.m. to

3 p.m. and on Sept. 24 at the commissary from 11 a.m. to 2 p.m.

They will share behavioral health and family advocacy information

at the Schweinfurt Post Exchange on Sept. 15 from 10 a.m. to noon

and at the Schweinfurt Health Clinic and health fair on Sept. 29

from 10 a.m. to 2 p.m. There will be a Diabetic Fair and TRICARE

information at the Grafenwöhr Health Clinic on Sept. 8 from 8 a.m.

to 4:30 p.m. The Vilseck commissary will have a benefits informa-

tion table on Sept. 10 from 1 to 5 p.m. and will have TRICARE infor-

mation available there on Sept. 24 from 1 to 5 p.m.

Service members, veterans and their Families are encouraged to

utilize these venues to learn more about benefits and health care

Youth assists officials, recognized by commander By Ashley Bateman,

assistance in helping Military Police and

the fire department.

Directorate of Emergency Services per-

sonnel responded to a fire alarm Aug. 7

on Walnussweg Street.

The alarm was malfunctioning inside one

of the homes on the street and the resi-

dents were out to dinner.

When Directorate of Public Works person-

nel arrived on the site, they were met with

the additional challenge of the family dog,

Artie. An 8-month old chocolate Labrador

retriever who recently underwent surgery,

Artie was distraught by the noise and

making quite a scene himself.

Jana, whose family also owns a dog,

came to the aid of the personnel by pet-

ting Artie and calming him down with food

and water.

Jana’s actions allowed DPW employees

to enter the home and fix the fire alarm,

with the assistance of DES personnel.

Jana’s father, Chief Warrant Officer Ge-

rald Kuruc, 317th Maintenance Company,

was especially proud of his daughter’s

quick response and resourcefulness.

Three of the Department of Defense’s pre-

miere resort hotels are offering special dis-

counts and an opportunity to win up to a

year of house cleaning to the caregivers

who support the nation’s heroes and their

Families.

From Aug. 1 through Oct. 24, visit

www.afrcresorts.com to nominate a family

caregiver for a chance to win one of four

prizes: free house cleaning for year, free

house cleaning for six months (two prizes)

or three months of free house cleaning. The

website also offers special discounts for

caregivers at the resorts.

Shades of Green, Hale Koa and Edelweiss

are DOD Armed Forces Recreation Cen-

ters, managed by the Army’s Family and

Morale, Welfare and Recreation Command.

They are designed to be safe, supportive

destinations for members of the military,

where the patrons know they’re in the com-

pany of their comrades in arms and their

and are protected by military force protec-

tion measures.

In the words of one guest, ―If I suddenly

realize he’s going back to Iraq in a week

and break down in tears, I’m surrounded by

people who understand and can help. If that

were to happen in [a hotel chain], I’d be

treated like I was crazy.‖

The contest is designed by the Family and

Morale, Welfare and Recreation Command

to commemorate National Caregiver’s Ap-

preciation Month in November and recog-

nize our service member’s caregivers—

especially those who care for exceptional

family members and wounded warriors.

―Right now we’re taking a close look at how

our Exceptional Family Member Program

works, ensuring we’re offering the right sup-

port to those families who have members

with special needs,‖ said Maj. Gen. Reuben

Jones, FMWRC commanding general.

―But leadership wants to acknowledge that

all caregivers play an important role in keep-

ing our Army families strong,‖ said Kristen

Kea, FMWRC events manager. ―This pro-

motion offers any caregiver a chance to

slow down and take a break with discounts

at our AFRCs and a lucky winner will get a

helping hand through free house cleaning.‖

An exceptional Family member is a child or

adult with any physical, emotional, develop-

mental or intellectual disorder that requires

special treatment, therapy, education, train-

ing or counseling.

―The Exceptional Family Member Program

is one way we can keep some of the most

important promises articulated in the Army

Family Covenant… providing access to

Family programs that foster an environment

in which families can thrive," said Lt. Gen.

Rick Lynch, commander of the Installation

Until Oct. 24, anyone can nominate a care-

giver to be part of the random drawing. The

drawing will be made in early November

and a winner will be announced as soon as

eligibility is verified.

Win a year of free house-cleaning services from Army MWR

FALLS CHURCH, Va. – International SOS Assistance, the new

TRICARE Overseas Program contractor, will bring more compre-

hensive, patient centered and customer-

focused service to nearly half a million

TRICARE beneficiaries overseas start-

ing Sept. 1.

Under the new contract, non-active duty

beneficiaries living overseas will still

enjoy the same TRICARE Standard

benefit – no enrollment fees and the free-

dom to choose a host nation provider without a referral – as well as

new customer service features. Starting Sept. 1, Standard benefici-

aries can contact a TOP regional call center to get assistance find-

ing a provider in their area.

Call center representatives will also provide program and benefit

information 24/7 and the TOP contractor will provide some claims

assistance through TRICARE Service Centers (TSCs), call centers

and overseas claims processors.

As the new contract begins, Standard beneficiaries overseas are

reminded of important information they need to make sure their

health care needs are met and claims processes are trouble free.

Beneficiaries should obtain a payment receipt and file for reim-

bursement as soon as possible. TRICARE claims must be filed

within a year of date of service.

Beneficiaries should be aware that

they are responsible for annual de-

ductibles and cost-shares.

Beneficiaries are responsible for filling out

and filing claims. Military treatment facili-

ties (MTFs) and contract representatives

can not fill out, accept or process claims

forms from beneficiaries or providers.

Some overseas MTFs currently allow beneficiaries who are nor-

mally TRICARE Standard to enroll to the facility on a space-

available basis and receive primary care under TRICARE Plus.

The new contract does not change TRICARE Plus, but its availabil-

ity, as well as space-available care in MTFs, is determined by the

commander based on resources.

Even when enrolled at an MTF under TRICARE Plus, when getting

care outside of the MTF, beneficiaries are still responsible for pay-

ing deductibles and cost shares and filing claims.

Utility Tax Relief Services The Family and Morale, Welfare, and Recreation Tax Relief Office now offers a new service for U.S. Army Garrison Bamberg customers. With the implementation of the Utility Avoidance Program customers can sign up locally and save 19 percent tax on their electricity, gas and water bills if these utilities are provided by Bamberg Stadtwerke. Other energy and utility providers can also be used, but customers will have to register through the USAG Schweinfurt UTAP.

DES/Vehicle Registration Office

Hunting Course There is a hunting course planned to start Sept. 16. Dental Clinic

Preparing Soldiers for deployment and reinte-gration will be the primary focus of the Bamberg Dental Clinic until early 2011. These priorities will result in diminished access to space-available dental care for family members greater than 18 years of age. Care for children up to and including age 18 and access to orthodontic care should be minimally affected. All beneficiar-ies will continue to be able to access sick call for treatment of dental emergencies. During this time, family members can receive care from TRICARE’s preferred providers. The change is being implemented to offer American military person-

nel and their Families in Bamberg something that most other garri-

sons already have- two local English stations.

―Bamberg is a single source community right now, only capable of

receiving The Eagle program,‖ Wunderlich said. ―Most of our other

communities are two-service communities. We’re working on get-

ting your community up and providing a good FM signal.‖

Harsh weather during German winters is another reason locals

should be getting their news from a clear FM site, McKinney said.

―It’s especially critical during the winter season, for people to know

what’s going on in terms of road conditions and school closures and

delays and information like that,‖ McKinney said. ―If it’s critical,

weather-related information, every spot break the DJ’s going to talk

about it. We record the same messages for the Powernet but you’re

not going to hear them as often.‖

The construction of the tower and implementation of the new ser-

vices are moving forward through the combined work of AFN and

Directorate of Public Works personnel.

―We’re building the tower, the foundation and they’re installing the

technical equipment,‖ said Dave Thompson, director of USAG Bam-

berg’s DPW. ―It’s a joint effort.‖

Down the road, AFN would like to install Radio Data Systems de-

coders so their local stations’ identification would show on car radio

displays, Wunderlich said.

Cuban cigar ban valid world-wide for U.S. citizens By Robert Szostek,

HEIDELBERG, Germany - U.S. citizens are

breaking U.S. law if they buy or use products

from Cuba anywhere in the world.

Cuba is one of several countries that the

USA embargoes.

―Other countries do not ban Cuban products

and items such as Cuban cigars or rum are

openly on sale all over Europe,‖ said Bill

Johnson, director of the USEUCOM Customs

and Border Clearance Agency.

However, changes to the Cuban Assets Con-

trol Regulations in 2004 means that U.S.

citizens are breaking U.S. law if they buy or

use Cuban products wherever they may be.

The Treasury Department reports that many

people try to smuggle Cuban cigars into the

United States, Johnson continued. However,

he warned that penalties for attempted smug-

gling include confiscation of the items, civil

fines of up to $65,000 per violation and pos-

sibly criminal prosecution resulting in fines of

up to $250,000 and up to 10 years in prison.

The ban even extends to cigars made in third

countries using tobacco grown in Cuba.

sonal and grade-oriented education envi-ronment making it a tough transition. ―It is a huge year developmentally – physi-cally, mentally and emotionally,‖ McNeil said. ―If they don’t have a strong support system they can fall through the cracks or those problems can show up later in their high school years.‖ School officials have found that during the ninth grade year the number of discipline referrals increase, grades drop and sub-stance abuse increases, said McNeil. In fact, 25 percent of the students who fail ninth grade end up dropping out of school entirely, research shows. During the academy, McNeil had the stu-dents focus on five different aspects: read-ing comprehension, critical thinking, self-esteem, substance abuse and perform-ance. These objectives were done through activities and team-building events. ―I wanted to foster learning without making it feel like school,‖ she said. One of the days, the students asked a teen panel questions about high school. Topics addressed included a dress code, what teachers were good and what they should and shouldn’t do. ―The teen panelists really got into it,‖ she said. ―They shared personal stories.‖ One of the high school mentors, Vanessa Williams, 16, said her personal experience will help those new students adjust to high school life. ―I think the transition into high school can be hard for some,‖ she said. ―They don’t know anything about what to look for or what they should and shouldn’t do. After this week, they might just know a little bit of that.‖ Another day, the students put together portfolios that included things such as goals, their resume and a career assess-ment.

―If you don’t set goals, how can you achieve them?‖ McNeil said. Leon Ligon, 14, who recently moved here from Washington D. C., decided to attend the academy because he thought it would be a great way to meet some new people. ―I am excited and nervous about going to high school,‖ he said. ―I am excited be-cause it will give me something to do. But I am nervous about it because I don’t know many people. So, this gives me a chance to meet some people before school starts.‖ Tracey Foster, 14, said the academy’s lessons on self-esteem and life will help make him a better person. ―I thought this would help me start the year off right,‖ he said. ―I am trying to be-come a better student. In high school, it all counts. You can’t mess up.‖ Tracey, who said he was excited to start high school, said the academy gave him a glimpse of high school life and left him feeling more confident. ―I just feel more prepared now,‖ he said. ―When I start school, I will be that much more prepared for school than the other ninth graders.‖ McNeil has several upcoming events for teens to help prepare them for high school and college. Some of the events include a Back-2-School barbecue for students in sixth grade and older Aug. 30 at 3 p.m.; the first meeting of the Bamberg Youth Council, which is open to students in sixth grade and older, will be Sept. 1 at 4 p.m.; Col-lege Bound, a five-week program covering all the basics for those teens headed to college starts Sept. 3 at 5 p.m.; the Work-force Preparation Workshops every Tues-day starting Sept. 7 from 3:30 – 5 p.m.; and a College Fair Sept. 30.
