English Bill of Rights [1689]a Main provisions:

1. The King could not suspend the operation of laws.

2. The King could not interfere with the ordinary course of justice.

3. No taxes levied or standard army maintained in peacetime without Parliament’s consent.

4. Freedom of speech in Parliament.

5. Sessions of Parliament would be held frequently.

6. Subjects had the right of bail, petition, and freedom from excessive fines and cruel and unusual punishment.

7. The monarch must be a Protestant.

8. Freedom from arbitrary arrest.

9. Censorship of the press was dropped.

10.Religious toleration.

English Bill of Rights [1689]

It settled all of the major issues between King & Parliament.

It served as a model for the U. S. Bill of Rights.

It also formed a base for the steady expansion of civil liberties in the 18c and early 19c in England.

English Bill of Rights• One of the basic documents of English

constitutional law, along with the Magna Carta.

• Statement of certain positive rights that its authors considered that citizens and/or residents of a constitutional monarchy should have.

Albany Plan of Union• Aware of the hard times that war could put

on the colonies, English officials suggested a "union between ye Royal, Proprietary & Charter Governments." Some colonial leaders agreed and in June 1754 delegates from most of the northern colonies and representatives from the Six Iroquois Nations met in Albany, New York.

• decided on a "plan of union" drafted by Benjamin Franklin.

• Under this plan each colonial legislature would elect delegates to an American continental assembly presided over by a royal governor.

• First of all, Franklin anticipated many of the problems that would beset the government created after independence, such as finance, dealing with the Indian tribes, control of trade, and defense.

• British officials realized that, if adopted, the plan could create a very powerful government that His Majesty's Government might not be able to control.

• The plan was rejected by the Crown and by the legislatures in several of the colonies.

Albany Plan

Plan formulated by early colonials (Ben Franklin) to have a centralized government for the 13 colonies. Plan ultimately never became a reality but paved the way for bigger things later.
