If you are a Community Group or Organisation you can now make a submission for funding to
Council for the 2017/18 Budget. Applications must be received by 28 April 2017, submission forms
are available from the Shire office. For more information and assistance please contact Tegan Hall
at the Shire.
RAIN FALL 10TH & 11th February 2017.
A total of 220ml of rain was recorded at the Dept. of Agriculture site in Wagin over this period. This
resulted in flooding in the Wagin Townsite and damage to roads and rail infrastructure. Shire staff
are currently assessing the roads for repairs and we ask that people are patient regarding repairs
as there is a process that Council must follow to be eligible for State and Federal Government
funding for the repairs. Initial estimated costs to repair the roads are around $400k to $600k – Tenders
will be called for this repair work.
Road closure signs were erected by the Shire on Albany Highway entering Wagin and the Great
Southern Highway Narrogin entering Wagin, some honest person took it upon themselves take
these?
SWIMMING POOL DAMAGE
Some damage occurred at the swimming pool following the heavy rain. The drains blocked
resulting in flooding of the concourse causing the pool pavers to sink. Work has been undertaken
to fix the problem and the pool is back up and running.
CEMETERY SHELTER CONSTRUCTION
Plans and an artist impression are shown in this paper regarding the proposed Shelter at the
cemetery. Quotes will be sort shortly for its construction. Any questions please contact the Shire
office.

ADULT FICTION BOOK REVIEW
Golden Hill by Francis Spufford; Reviewed by Joan Stutley.
"It was a delight to read this new novel by Francis Spufford! The story is set in 1746 and is about
English nobility and American settlement in New York. The writer's great descriptive talent of
people and countries draws the reader into a time of class and racial prejudice, with a twist at the
end you won't see coming!"
YOUNG ADULT BOOK REVIEW
The Complete Borrowers by Mary Norton; Reviewed by Marcie Smith.
More than just loving the story in this book, I liked the idea of it. You had people that were smaller
than a child being intelligent and resourceful, and they were taken seriously. What child wouldn't
love that?
It's a great story, especially the humour and vocabulary. I like the names - they have fun to them.
It was also an imaginative story. I really loved it. My favourite parts are the description of the
Borrowers' home and the possibility of discovery at the end."
ADULT NON-FICTION REVIEW
Fremantle Tales by Ian Darroch
Fifteen short stories based on the history of the port of Fremantle make up this collection. Half of
the stories deal with events which occurred within the harbour precinct, and the rest relate to
events at the Fremantle Gaol, which was the State's maximum security prison for over a century.
Max Bell says: "Very evocative of Fremantle. Brings back memories."
We are at 3 Trent Street, Wagin. Membership is free, and you can renew your items up to 3 times

Waratah Lodge Accepted into Program By Maree Russel Waratah Lodge is one of 5 residential aged care facilities selected in the Wheatbelt region that will
participate in the program. Staff will work closely with Alzheimer’s WA consultants to identify areas
that will enhance the well-being, independence and overall quality of life for residents living with
Dementia at our home. Grant money from Royalties for Regions is available to implement
recommendations that are made for improvements.
Alzheimer’s Australia WA CEO Rhonda Parker said they were delighted to have Waratah Lodge as
a partner in this programme to improve dementia care in the region. “We are delighted to see
forward thinking organisations like Waratah Lodge work to improve the situation for people living
with dementia,” she said.
“Waratah Lodge are excited to be part of this program and will keep the community up to date
with our progress” -Maree Russell
Letter to the editor Rio and BHP are orchestrating a desperate and expensive advertising campaign unprecedented
in the history of WA elections – a scare mongering campaign costing millions of dollars based on
lies and supported by Barnett and McGowan, thats right the Liberal and Labor parties.
Firstly if Grylls proposal succeeds every dollar raised will stay in WA, no money will go east. The only
jobs that will be lost are those as a result of slashing the work force through increased efficiency,
automation, dilution of overheads and mining bigger volumes of ore with less people. If the $7Billion
lease rental over four years stayed in WA to abolish payroll tax for small business,(8000 more jobs
across WA), create a world class centre of excellence for mining in Kalgoorlie etc instead of
escaping offshore to the foreign investors who own 80% of the businesses the increase in new jobs
would be huge.
We complain about foreign ownership of farmland , well the farms are still here, but the iron ore,
which is finite, and the money go offshore and we`re left with a big hole and relatively little to show
for it. It is projected that in the next four years these companies will make a combined profit in excess
of 100 billion dollars and Grylls on behalf of the people of WA is fighting to keep just seven percent
of that in WA. The arrogance of the big miners with the big bag of money, and the Labor and Liberal
Parties to deny the people of WA a fair price for the iron ore they own, while at the same time
pleading for their votes is absolutely unbelievable.
Make sure you support Brendon Grylls and The Nationals and give short shrift to the ESTABLISHMENT
who are all taking the people of WA for fools.
Regards,
William Harvey

Friends of Wagin Library & Gallery News
Our author event on February 3 when Rebekah Cumming introduced us to her first book “A Year in
Daljarn” was very successful. Rebekah was able to take us on her book writing journey and help us
understand the enormous task of writing and publishing a book. Undaunted, she has already
embarked on the second book in her Red Dust Romance series. “A Year in Daljarn” is available for
loan in our library, for purchase from Rebekah, AND (to show she has made it!!) for purchase from
Book Depository. Congratulations Rebekah. A big thank you to Ivy for the delicious cakes and
biscuits she made for afternoon tea.
The Shire Thank a Volunteer BBQ was unfortunately a casualty of our flood situation. It will be
rescheduled and we’d love all Friends to attend.
We would love to run more events in our library for all to enjoy. If you have any suggestions for
writers to invite, or in fact any book related things of interest, please let any Friend or member of the
library staff know. If you would like to be more involved with our Library & Gallery we would love to
see you at our next meeting on Thursday February 23 at 4:30 in the Library.

St George’s church receives freshen up
St George’s Anglican Church has been receiving some
needed love and attention over recent months. Grounds
have been cleared of overgrown scrub and winter
grasses mowed. Interior lighting has been upgraded and
the front gates painted to empathise with the building's
2020 years, standing as one of the cultural icons and entry
statement to Wagin.
Recent high winds have lifted century old roofing sheets
and nails, causing some concerns with the state of the old
roof, so Parishioners have enlisted the assistance of
Friends of St George’s to freshen up the old building and
let the town know that the building is still open for business.

Recognised Biosecurity Group
Western Australia is currently updating Biosecurity methods, transitioning from Declared Species
Groups to Recognised Biosecurity Groups to control pest and weed species. A Recognised
Biosecurity Group (RBG) is a community developed, formally recognised group that allows
landholders and community members to have an opinion and voice into local biosecurity issues.
RBGs are the Government of Western Australia’s chosen partnership arrangement for landscape-
wide declared pest management.
RBGs are being developed to enable communities to manage established declared pests in their
area. The model allows community-based groups to become recognised by the Minister and
source funding from both the community and Government to develop and implement operational
pest management plans. RBGs provide the community the opportunity to decide which declared
pests are most important to them and implement the control measures required to achieve
landscape management. The RBG model aims at promoting sustainable and efficient biosecurity
practices and combines stakeholder knowledge and commitment with government assistance.
Biosecurity is essential for preserving and maintaining our very valuable agricultural resources as well
as protecting the agricultural industry itself from the impacts of pests, weeds and diseases. There
are a number of declared pests and weed species that are impacting on the environmental,
agricultural and economical sustainability of this area. These include weeds such as; Silverleaf night
shade, Cotton bush, Paterson's curse and Cape tulip, along with vertebrate pest species including
Foxes, Rabbits and Feral Pigs. A RBG in this area would give the community an opportunity to target
all, or some of the above mentioned species on a landscape-wide scale.
Left un-managed invasive species can have devastating effects. It is well-know that pests don’t
always respect boundaries. The management of these so that they don’t get out of control is
something that a RBG could focus on. RBGs have the potential to ensure that an entire area is
managed. Through co-ordinated efforts greater results can be achieved.
DAFWA are helping in the implementation of RBGs and a project officer has been appointed for
this area, based at the Wagin Woodanilling Landcare office, to investigate the likelihood of the
local community wanting to form a RBG. The next step is deciding if this is something the community
is interested in our not. You will see us at different community events and we will also be working on
running some of our own events to discuss the RBG model and what it will entail. The first phase is
just learning about the model and conversing about benefits and costs. And from there, we can
decide if it’s something that the community wants to know more about and investigate further.
Having a voice and expressing your opinions, concerns and ideas, is really important in this situation
and we urge you to direct any queries to the following;
