BY BILL VANDER WEELE SIDNEY HERALD A heavy rain came down in the area Saturday night and made traveling in some locations a challenge. The National Weather Service in Glasgow report- ed that Sidney received 1.36 inches on Saturday night. When you add that amount to the .87 of an inch that was reported on Thursday, there were plenty of sloppy areas Saturday night. Duane Bieber, Richland County public works de- partment, noted the worse roads included County Road 129, located west of Highway 16, and County Road 131, located north of County Road 129. Water was also over the road on County Road 112, located south of Sidney going east of Highway 16, along with County Road 111, going west of Highway 16. “There was nothing that was impassable,” Bieber said. The biggest damage was an approach on County Road 111, west of Sidney, that needs to be rebuild. He believes Highway 16, between Sidney and Culbertson, was closed for awhile because of concerns of traveling east on High- way 201 where debris was on the road. Bieber is hopeful the area receives dry weather condi- tions in the near future so the county can catch up on road work. The biggest threat of precipitation appears to be Wednesday where there’s a 50 percent chance of thunderstorms. BY SUSAN MINICHIELLO SIDNEY HERALD The Sidney-Richland County Library is making efforts to prove to county commissioners that it needs a new building. “We need the community as a whole — if they’re in support of us growing and expanding — to come forward and let the commis- sioners know we need that support,” Heather Cotter, Sidney-Richland County Library director, said. More efforts are being done by the library and Sidney-Richland County Public Library Foundation following an April meeting with Richland County com- missioners, in which com- missioner Duane Mitchell called the library a “luxury item.” “That really got people’s attention,” Cotter noted. Residents can show their support by signing a sup- port letter at the library, or by reaching out to the com- missioners directly through phone or email. The com- missioners’ email addresses are [email protected], [email protected], and [email protected]. The support letters have a heading that states, “A library is not a luxury item: it’s the core of our commu- nity.” Richland County Commis- sioner Loren Young agrees with that statement. He counts the library as one of his top four issues alongside a new fire hall, county hous- ing and infrastructure.” “I think a library is a necessity of the commu- nity,” Young said. “If there’s any meetings in the future that come up in regards to the library, I encourage you to come out and give your input on how you feel about the library. That’s all we’ve got to go by, is the feel of the community.” Young is more in favor of an expansion instead of a new building, but he added that he would like to listen to wwhat the community wants. Cotter explained a new building instead of an expansion to the current building would be a better choice. With an expansion, “it’s not giving us what we fully need so you’re going to have to turn around and re- vamp it again,” Cotter said. “You’re doing just enough to make it work a little bit longer. Sandy Kust, Arrow Creek Consulting, has worked on securing grants for the project since 2010. Funds were secured last summer, with the exception of the Treasure State Endowment program that is contingent on sewer rates being raised to above the target rate. Kust attended the monthly Savage 2M Sewer District board meeting Monday to give updates on the project. The land acquisition is com- plete with just a few more loose ends to tie up in the next month. “We’re anticipating signatures will be done this month,” Kust said. The next step will be to get a design for the project. Chad Hanson from Great West En- gineering out of Billings is the project manager. “From there, the project keeps on rolling forward,” Kust said. Previously, the DEQ issued many violation letters to Richland County for Sav- age’s outdated lagoon. The Sidney-Richland County Library is making efforts to prove to county commissioners that it needs a new building.

“We need the community as a whole — if they’re in support of us growing and expanding — to come forward and let the commis-sioners know we need that support,” Heather Cotter, Sidney-Richland County Library director, said.
