What is Schedule A?Schedule A is an appointing authority that maybe used to hire qualified persons with disabilitiesquickly:

• without going through the typical recruitmentprocess;

• withoutpostingandpublicizingtheposition;and

• withoutgoingthroughthecertificateprocess.

Benefits• Individuals with disabilities are an untappedsourceofexcellentapplicantsandcontributetoamorediverseworkforce.

• Critical job vacancies can be filled quicklywithwell-qualified candidates without the delaysnormally associated with the federal hiringprocess.

• Postingavacancyannouncementisnotrequired.

• Applicationsmaybeacceptedatanytime,beforeandafteravacancyannouncement isposted,uptothepointofselection.

• Using this appointing authority supports theDHSCareerPatternsInitiative.Growingemphasison telework, job sharing, and alternate workschedulesmaybeusedtohelpmeettheneedsofapplicantswithdisabilities.

• “SurplusEmployee”listsdonothavetobeclearedpriortomakingScheduleAselections.

Contact your SPC • Hiring managers should first approachthe Selective Placement Coordinator (SPC)or Disability Program Manager (DPM) inyour component. You will find the contactinformationforyourSPC/DPMat:

• AlerttheSPC/DPMofthejobopeningandlisttheparticular competencies that the ideal candidateshouldpossesstoperformtheessentialfunctionsoftheposition.

• The SPC/DPM will then provide you withpotential ScheduleA candidates who have beendetermined to meet the qualifications for theposition.Thenumberofcandidatesavailablewillvarydependingonthelevelofspecialtyrequiredbythejob.

• Resourcesforhiringinclude,butarenotlimitedto, the following: local colleges anduniversities,Vocational Rehabilitation service providers,the Employer Assistance & Recruiting Network(EARN), the Department of Labor’s WorkforceRecruitment Program (WRP), the Departmentof Defense’s Wounded Warriors Program, andcounterpartsatotheragencies.

Easy How-To Steps! Make a selection • You should now review the resumes andreferencesoftheapplicants,conductinterviews,andmake a selection. Resume and referencereviewsshouldaccuratelyassessjobreadiness.

• Relay the selection decision to the appropriatepersonswithin yourhuman capital or resourcesoffice,whowillextendtheofferofemploymentonbehalfoftheagency.

• Ifyouarenotsatisfiedwithanyof theScheduleA applicants presented, you retain theoptionofusingthetraditionalcompetitiveprocesstofillthejobvacancy.

Coordinate with your SPC• Onceanofferofemploymentisacceptedandabackground investigation is completed, a startdatewillbeestablishedtobringyourselecteeonboard.YoushouldcoordinatewithyourSPC/DPM and/or your human capital or resourcesofficetoensurethatanyaccommodationneededisinplaceonyournewemployee’sfirstday.
