Introduction

Welcome Welcome to the Walnut Creek Men's Golf Club. We have been organizing and promoting tournaments and activities at Boundary Oak Golf Course for the pleasure and recreation of our members since 1969.

The club is governed by a Board of nine Directors and consists of Regular members, Associate members and Junior members. Regular membership is required to sign up and play in Club tournaments.

This yearbook outlines the tournaments and activities of the Club for 2018. Club information is also available on our website. www.walnutcreekmgc.com.

Read this yearbook to familiarize yourself with the Officers and Directors, tournament schedules and details, scorecard and posting responsibilities, tournament policies and rules. Save it for future reference.

Pace of Play The most often heard complaint of most golfers is the slow pace of play. Our club has taken aggressive action to promote a faster pace of play because:

• Almost nobody enjoys slow play.

• CourseCo, who manages the golf course operation for the City of Walnut Creek, must maintain a tee time schedule for the general public who play following our club’s tournament tee times. CourseCo has informed us that slow play may jeopardize our preferred early tee times for our tournaments.

• We expect all groups to complete their rounds in no more than four hours and 30 minutes, and our early groups out should be closer to 4 hours. Pay attention to what the group in front of you is doing and if you are out of position (an entire open hole in front of you), pick up your pace.

Here are the ways to speed up play:

• Regardless of the tournament format, always play ready golf when it is safe to do so. No excuses. Remember that we are amateurs playing for fun. So while others in your group are preparing and executing their shots, you should be getting your yardage, selecting your club and playing your shot.

• Do the same thing on the putting green. Don’t wait for someone’s ball to be holed out before you plan your own putt.

• If you have holed out, proceed immediately to the next tee and if clear, tee off.

• If you have any doubt about finding your ball, play a provisional ball under the applicable rules of golf

A two stroke pace of play penalty will be assessed to each player or team in the foursome if the round takes more than 4 hours 30 minutes and the finish time is more than 15 minutes later than the preceding group.

Club Administration

The Walnut Creek Men’s Golf Club is administered by a nine-person Board of Directors who each serves a three year term. Each year, the club membership elects three new Directors to replace the three Directors who have completed their term. The Board of Directors then selects the four legal officers of the club: president, vice-president, secretary and treasurer. The Board appoints the chairmen of the various committees.

Note that major points for individual match play will be limited to the higher award from the Club Championship or Flighted if a player plays in both.

All of our tournaments are contested as net score events, with the exception of the Club Championship. In addition, the club will post all scores to the GHIN system.

The integrity of the handicap system is dependent on each player trying his best for every round played and posting that score in GHIN (except that the club will post all scores for rounds played in WCMGC tournaments). The Handicap committee will be on the lookout for unusual tournament results in order to ensure a level playing field. If you know or even suspect that someone is gaming the system, please bring it to the attention of the Handicap committee. Or if the suspect is on the Handicap committee, bring it to the attention of the President.

Tournament Scorecards Tournament scorecards are handed out by the starter on the first tee for tournaments which use sequential starting times. The starter will write the time that the last player in each group tees off on the scorecard to enable us to monitor the pace of play. For shotgun starts, tournament scorecards will be placed on each cart.

You are responsible only for accurately and legibly recording the individual hole scores for each player in your group. However we would all appreciate it if you would also total the scores, since this will help us to reconcile mis-entered or ambiguously marked hole scores. When you complete your round, take your scorecard directly to the score keeper’s table in the snack bar where he will record your finish time. Then you can finish up your part of the scoring process by adding up the totals and getting at least two sets of initials.

Do not post your tournament scores. The club will do that.

The following pages list details for each of our tournaments. Note that all tournament formats (except for Match Play and NCGA qualifiers) are subject to change if decided by the Board.

Super Bowl 4-Man (T9) This weekend was used in the past for the club level qualifier for the NCGA 4-Ball Net Qualifier (2-Man Better Ball). We have changed it for 2018 to minimize the chance that this important qualifier would be played in rainy, sloppy conditions.

So now we’re calling it the Super Bowl 4-Man, a 4-man team event in which the team’s score for each hole will be the sum of the team’s 3 lowest net scores.

4-Club Tournament (T4) This is a new tournament for 2018 and should be a blast. You get to select which four clubs you will play the round with. Leave the rest of your clubs in your car or your garage.

Some possible club choice selections:

• Driver, 5-iron, 9-iron, putter

• 3-Wood, 7-iron, pitching wedge, putter

• Hybrid, 6-iron, wedge, putter

Or consider putting with one of your longer (or shorter) clubs to give yourself tighter gapping of your remaining clubs.

When we last held a reduced club count tournament several years ago, we were limited to only three clubs! Some of us found that our scores where nearly the same as when we had all 14 clubs available. At least it eliminates indecision in selecting which club to hit for each shot.

St. Patrick’s Day 4-Man Par Point (T3) This is a 4-man team event which uses a modified Stableford scoring system. In this system:

• net double eagle is worth 8 points

• net eagle is worth 6 points

• net birdie is worth 4 points

• net par is worth 2 points

• net bogey is worth 1 point

• Anything worse than bogie is worth zero points.

The team’s score on each hole is equal to the sum of each player’s par points for that hole.

If you make a net birdie or better for a given hole, move back one tee color for the next hole. Move from Gold to White, or White to Blue, or Blue to Black.

If you make a net par for a given hole, stay on the same tee color for the next hole.

If you make a net bogie or worse for a given hole, move up one tee color for the next hole. Black to Blue, or Blue to White, or White to Gold.

Hopefully you won’t get stuck on the Gold tees. Note that these scores cannot be posted because of the movable tees.

NCGA 4-Ball Net (Two-Man Better Ball) Club Level Qualifier (T1) NCGA uses the quaint British expression 4-Ball which is usually known as 2-Man Better Ball to Americans. They mean the same thing. Each member of a 2-man team plays his own ball from the tee until holed. The team’s score for each hole is the better net score of the two partners. Players must play to a maximum allowable index of 18.4 and the difference in partner indexes is capped at 9.0.

Two teams will advance to the NCGA level qualifying round with 50% of entry fees paid by WCMGC.

NCGA Entry closes on April 29. The Qualifier is played on May 24 at one of 12 sites and the Finals on June 18/19—at Poppy Hills. Cost is $270 per team with half payed by the club.

Club Championship (T7) Our club championship is played at scratch (no handicaps) from the blue tees. A field of up to 48 players will compete in a stroke play qualifying round on

Saturday, May 5, 2018. The top 15 players from the qualifier will be

seeded from 2 to 16 to join the defending club champion (Steve Hoyt) in a traditional match play bracket. Last year’s bracket and results looked like this:

Match play scorecards must include gross hole scores for each player and be signed by both players. Do not post your scores—the tournament Score Keeper will do that. Take a picture of the completed scorecard and e-mail it to the tournament Score Keeper. He will let you know who your next opponent is so you can jointly pick a date and time for your next match. When you have an agreed date and time, be sure to let the tournament Score Keeper know.

CourseCo will no longer allow us to extend matches to extra holes if tied after 18 holes. For several years we used the normal card playoff rules to determine the match winner when each player had won the same number of holes. However that resulted in an awkward situation in which a player who was up at the turn, would automatically lose the match if he was down one standing on the 18th tee—even if he were to win the 18th hole! Starting in 2017, we have

changed the tie-break rule—if both players have the same number of won

holes after the 18th hole is complete, the match winner is whichever player

has won the most recent hole. In an extreme example, suppose that all holes had been halved (tied) except that Player 1 won the third hole and Player 2 won the fourth hole. Player 2 would win the match since he had won the most recent hole. Matches that require a tie-breaker will be noted by the designation “TBnn” where nn is the number of the most recently won hole. For example, note the “TB16” result for Match 12 in the bracket above. That means that Hunz and Cramer each won the same number of holes, but Cramer’s win on Hole 16 was the most recent.

Once a match has been decided, (e.g. 4-up with 3 holes to play) do not record any scores for the following holes. You may play those holes if you are not holding up the group behind you, but whatever you score will not matter. For posting purposes you will be automatically assigned a par if you would not stroke on an unplayed hole, or a bogey if you would stroke.

Some match play rules to keep in mind:

Decide who has the “honor” on the first tee (coin or tee flip). Until the hole is completed, players must play in order according to whoever is farthest from the hole, unless that player allows his opponent to go ahead. If a player plays out-of-turn, his opponent may require him to replay the shot.

A player may concede the hole to his opponent at any time prior to completion of the hole. Concessions may not be declined or revoked. If you have been conceded a hole, your hole score should be recorded as that you would most likely have made if you were allowed to finish the hole.

At the next tee, the honor goes to the player who most recently won a hole.

If your opponent plays his tee shot from outside the teeing ground (e.g. in front of the tee markers) you have the option of accepting the result of that tee shot, or requiring the shot to be replayed (no penalty).

If you play the wrong ball, the penalty is loss of hole.

There are other rules that you are responsible to know. You can purchase the most recent edition of the Rules of Golf from the USGA.

Flighted Match Play (T8) There is no qualifier to enter this tournament. The first 96 entries are automatically in. The field will be ranked in handicap index order and then arranged into flights of no more than 16 players. This is a WCMGC Major, so point awards are doubled!

Round 1 is held on Saturday, May 19th. Round 2 is held on Sunday, May

20th. Rounds 3 and 4 will use flex scheduling.

To minimize the handicap difference of the first round matches, the lowest index player of each flight will play the second lowest index player, the third lowest will play the fourth lowest, and so on until the 15th lowest will play the 16th lowest.

If the number of players is not divisible by 16, the flight size will be arranged to have the same number of players in each flight as much as possible. No flight will be allowed to have fewer than 11 players.

First round byes will be used when a flight is not full. The byes will be allocated in the following order:

• For a flight size of 15, the lowest index player gets a bye.

• For a flight size of 14, no one gets a bye. For the second round, the “best” of the first round losers will be re-slotted in the otherwise empty slot to play the winner of the 13 v 14 match. “Best” is defined as the lowest net score, with standard card playoff to break ties.

• For a flight size of 13, the lowest index player gets a bye. For the second round, the “best” of the first round losers will be re-slotted in the otherwise empty slot to play the winner of the 13 v 14 match

• For a flight size of 12, no one gets a bye. For the second round, the “best” of the first round losers will be re-slotted in the otherwise empty slot to play the winner of the 13 v 14 match. The “second best” of the first round losers will be re-slotted in the otherwise empty slot to play the winner of the 5 v 6 match.

• For a flight size of 11, the lowest index player gets a bye. For the second round, the “best” of the first round losers will be re-slotted in the otherwise empty slot to play the winner of the 13 v 14 match. The “second best” of the first round losers will be re-slotted in the otherwise empty slot to play the winner of the 5 v 6 match.

For several years we used the normal card playoff rules to determine the match winner when each player had won the same number of holes. However that resulted in an awkward situation in which a player who was up at the turn, would automatically lose the match if he was down one standing on the 18th tee—even if he were to win the 18th hole! Starting in 2017, we changed the

tie-break rule—if both players have the same number of won holes after the

18th hole is complete, the match winner is whichever player has won the

most recent hole. In an extreme example, suppose that all holes had been halved (tied) except that Player 1 won the third hole and Player 2 won the fourth hole. Player 2 would win the match since he had won the most recent hole.

The number of strokes (pops) given to the higher handicap player will be the difference between the player handicaps on the day of the match. For example, if Player 1 has a handicap of 18 and Player 2 has a handicap of 21, then Player 2 will get 3 pops to be granted on holes 14, 4, and 15 which are the number 1, 2,

and 3 handicap holes. With flex scheduling for rounds 2, 3, and 4, it will be up to the players to state their handicaps on the day of the match.

Once a match has been decided, (e.g. 4-up with 3 holes to play) do not record any scores for the following holes. You may play those holes if you are not holding up the group behind you, but whatever you score will not matter. You will be automatically assigned a par if you would not stroke on an unplayed hole, or a bogey if you would stroke.

Be sure to turn in a signed scorecard for each round (including flex play). It is not good enough to report who won the match. Take a picture of the completed scorecard and e-mail it to the tournament Score Keeper. Do not post your score—the tournament Score Keeper will do that.

Some match play rules to keep in mind:

Decide who has the “honor” on the first tee (coin or tee flip). Until the hole is completed, players must play in order according to whoever is farthest from the hole, unless that player allows his opponent to go ahead. If a player plays out-of-turn, his opponent may require him to replay the shot.

A player may concede the hole to his opponent at any time prior to completion of the hole. Concessions may not be declined or revoked. If you have been conceded a hole, your hole score should be recorded as that you would most likely have made if you were allowed to finish the hole.

At the next tee, the honor goes to the player who most recently won a hole.

If your opponent plays his tee shot from outside the teeing ground (e.g. in front of the tee markers) you have the option of accepting the result of that tee shot, or requiring the shot to be replayed (no penalty).

If you play the wrong ball, the penalty is loss of hole.

There are other rules that you are responsible to know. You can purchase the most recent edition of the Rules of Golf from the USGA.

Three-Way Challenge (T10) Saturday, June 16, 2018

This is a unique 2-man team event divided into 2 or 3 flights depending on the number of entries. The index of the higher handicap partner will be capped at no more than 9.0 index points of the lower handicap player. Fight assignment will be by total team handicap index (sum of both player indexes after capping), with each flight having roughly equal sizes. All players will play from the white tees.

Holes 1 through 6 will be played in scramble format. Each player will hit a tee shot. The team then decides which location they prefer to hit from for the second shot. After the tee shot, each player must place the ball within 1 standard grip-length (no, not the putter grip which is often much longer) of the chosen location while remaining in the same cut (rough, fairway, bunker, fringe) and no closer to the hole to play the next shot. This process is repeated until the ball is finally holed. Note that once the green has been reached, the grip-length movement rule no longer applies. Each player must contribute at least one drive for these six holes. Record the team gross scramble hole score in the yellow area of the scorecard (see sample below). Scramble handicap stroke(s) are evaluated at 25% of the team handicap, as shown in red on the scorecard.

Holes 7 through 12 will be played as better ball. Each player plays his own ball from tee to hole out. Play the ball down. Record each player’s gross hole score in the yellow area of the scorecard. Each player will get a net hole score based on 100% of his handicap. The better net score becomes the team score for that hole.

Holes 13 through 18 will be played as alternating shot. One player will hit the team’s tee shot on Holes 13, 15 and 17, while the other player will hit the team’s tee shot on Holes 14, 16 and 18. The second shot will be played down by the player who did not hit the tee shot. If you decide to hit a provisional tee shot, it must be played by the player who did not hit the first tee shot on that hole. The following shots will be alternated between the players until the ball is holed. Don’t be too hasty to tap in a putt that you just stroked—the alternating shot pattern must be observed until the ball is holed. Record your team gross hole score in the yellow area of the scorecard. Alternate shot handicap stroke(s) are evaluated at 50% of the team handicap, as shown in red on the scorecard.

June Combo Tournament (T14) In the past, this tournament was held as the Senior Championship (55 or older) in early September with the top individuals paired into 2-Man teams for entry into the NCGA Senior 4-Ball Net tournament which was not played until September of the following year. We had added a separate Youngsters flight to allow all an equal opportunity to compete for the season-long prizes. We abolished the Senior Championship in 2017 (due to the very long time lag) and replaced it with the End-Of-Summer Classic.

So this is a new format that will determine the club’s representatives for the 2018 NCGA Senior 4-Ball (2-Man Better Ball) Net tournament, provided that both players in a team are 55 or older. Any other 2-Man teams may also enter (in separate flights) and may win points and prize money, but they will not be eligible for the NCGA Senior 4-Ball Net. Played at 100% of June 15 handicap.

Senior teams we be divided into 1, 2 or 3 flights depending on the number of entries. Future senior teams will be divided into separate flight(s). NCGA Senior 4-Ball Net entry closes July 15th. The Qualifier is played on August 8th at one of 11 sites, and the Finals on September 10/11 at Poppy Ridge.. You must be 55 or older to qualify as a senior, and play to a maximum index of 18.4. NCGA Northeast Bay Zone, Club Level Qualifier (T2) The NCGA level of this exciting tournament pits 4 player teams from each club in the Northeast Bay Zone. The team is further divided into two sub-teams of 2 players who are paired with twosomes from another club. Our sub-teams start at the same tee time, but on opposite nines. Exchanging results when making the turn is crucial since the final team score will be the sum of the two best net scores on each hole, regardless of which player from either sub-team shot that score. A typical conversation might be “Play really conservatively on Hole 4 because we each made double bogey”. The event is contested in a qualifier round consisting of a two day, 36 hole tournament—one day at Carmel Valley Ranch and one day at Poppy Hills, July 26 and 27. The top teams from the qualifier round will start all over for the finals consisting of a two day, 36 hole tournament—one day at Poppy Hills and one day at Spyglass Hill, August 27 and 28. The entry deadline for our club’s team is July 1.

Our club’s 4 person team for 2018 was determined in the club level qualifier held on September 15, 2017 at Poppy Hills. They are:

2-Man Par Point (T12) This is a two-man team event which uses a modified Stableford scoring system. In this system:

• net double eagle is worth 8 points

• net eagle is worth 6 points

• net birdie is worth 4 points

• net par is worth 2 points

• net bogey is worth 1 point

• Anything worse than bogie is worth zero points.

The team’s score on each hole is equal to the sum of each player’s par points for that hole.

There is no maximum allowable handicap index or difference between partner indexes.

Fall Festival (T15)

The Fall Festival is the marquee event of our tournament season that you won’t want to miss. This is a two-man team event, but the exact format is still under consideration. For reference, the 2017 format is described below. This is a WCMGC Major, so point awards are doubled!

Day 1, Saturday September 29th

The main contest will be a two-man, better ball tournament, contested in three or four flights depending on the number of entrants. Sequential tee times start at 7:00 am, so make your time preferences known when you sign up.

There will be two secondary contests on Day 1, a putting contest ($50 Pro Shop credit for first place, $30 for second, $20 for third) and a $10,000 Hole-in-One prize on Hole No. 2.

Day 2, Sunday September 30th

The main contest will again be a two-man, stroke play tournament (both balls count), contested in three or four flights depending on the number of entrants. Shotgun start at 7:00 am. Carts are included in the entry fee and are mandatory to allow for faster catchup as needed.

Two-Day Individual Stroke Play

By adding each individual’s scores from both Day 1 and Day 2, we will award season points to the best finishers. Note that you will be disqualified from this portion of the competition if you have failed to complete any hole on either day. Holes not completed should be marked with the total of completed strokes, appended with an “X”, for example, “7X”.

Day 2 Extras

After completion of your round on Day 2, please sign your scorecard and turn it at the scoring table. When everyone has turned in their scorecard, we will hold a raffle with ten or so Pro Shop gift cards. The Fall Festival will conclude with a buffet lunch and announcement of the winners.

The format of the Member-Guest tournament held on November 18, 2017 was a team skins competition—in essence 19 separate tournaments—one skin per hole and an addition skin for low team 18-hole score. Members were allowed to play in a foursome without guests if they chose. However, to encourage guests, each team member was allowed to boost his individual handicap by an additional stroke for each guest on the team. So one member with three guests meant that each of the four would play at a handicap 3 higher than normal.

The team score for each hole was the sum of the 3 lowest net scores. That score was then compared to the score of each other team. A team skin was awarded if the team hole score was lower than all other teams.

Season Awards (Walnut Creek Cup) We have a season-long competition in three separate categories:

Most Points. Points are awarded for placement in each tournament. The season point total is the sum of the 10 best tournament point results for each player. Ponts for individual match play will be the greater of the Club Championship or Flighted match play—not both. The top 10 season point winners are awarded prize money as can be seen from last year’s results below.

Low Gross. The season Low Gross prizes are awarded for the average of the five best low gross tournament results for each player. Five low gross scores are required to be eligible for season low gross. Note that gross scores are normalized to the white tees for equity. For example, a player shoots 75 from the Blue tees (course rating of 72.2), so he’s credited with a normalized gross score of 71.7 since the White tee course rating is 70.9. A player shooting a 75 from the Gold tees would be credited with a normalized gross score of 78.2 since the Gold tee course rating is 67.7. Gross scores from match play rounds are excluded, except for the Club Championship Qualifier.

Low Net. The season Low Net prizes are awarded for the average of the five best low net tournament results for each player. Five low net scores are required to be eligible for season low net. Note that net scores are normalized to the white tees for equity. Tournament Awards Tournament point awards are based on the number of players or teams in a flight and whether it is a regular tournament or a major. Winning a flight with a large number of players or teams is worth more than winning a flight with a small number of players or teams.

The numbers in the table below show tournament point awards for a regular tournament.

Note that points are normally awarded to 50% of the field, with a minimum of three places awarded points. All players or teams receive at least the 20 point minimum. For majors, all points are doubled.

When 2 or more players or teams tie, the point award to each is the same and equals the average points for the corresponding placements. For example, if three teams in a 16-team flight finish tied for first place, each team is awarded the average of the first, second and third place awards from the table (138+79+59)/3 = 92 points.

Tournament money awards are handled in a similar fashion, except that money is awarded to only 20% of the field (with a minimum of 3 money winners):

The prize money pool is equal to the number of players in the flight (2 times the number of teams for 2-man teams, 4 times the number of teams for 4-man teams) times the prize fund per player (which is $10 for the 2018 season).

The money distribution is based on shares:

5 shares for first place

3 shares for second place

2 shares for third place

1 share for fourth and lower places if the flight is large enough to accommodate more than three winners using the 20% rule.

Then each place is awarded a portion of the prize money pool according to the formula:

Money award = Flight’s prize money pool * (shares / total shares)

When 2 or more players or teams tie, the money award to each is the same and equals the average money award for the corresponding placements. For example, if two players in a 16-player flight finish tied for first place, each person is awarded the average of the first and second place awards from the table ($80 +$48)/2 = $64. The third place finisher is awarded $32.

Money awards are not doubled for Majors—the Major bonus only applies to points.

Note that the award calculations allow for flight sizes between 4 and 64 players or teams, but we rarely have more than 16 per flight.

Optional Skins Due to popular feedback from the 2017 Fall Festival, we plan to include an optional skins component to several tournaments in 2018. Which tournaments will offer optional skins, whether to flight the skins, and how to collect the optional entry fee and distribute the winnings are all yet to be determined.

Optional Gold Tees The Board of Directors will conduct a trial to allow members to opt to use the Gold tees for some of our tournaments in 2018. To be eligible to opt for the Gold tees, you must be at least 65 years old and have a current handicap index of 18.4 or higher. These are the tournaments that will be used to test the Gold tee option:

• Spring Classic (T6), to be played on March 31, 2018

• 2-Man Par Point (T12), to be played on August 4, 2018

• 2-Man Better Ball (T13), to be played on August 19, 2018

• End of Summer Classic (T20), to be played on September 9, 2018

Note that if you opt for the Gold tees, your Gold tee course handicap for that tournament will be reduced by 3 strokes since the difference between the course ratings for the Gold and White tees is 3.2 (70.9 vs 67.7). This is based on advice from NCGA for competitions that include players playing from different tee boxes.

In addition, the usual 9.0 maximum index difference will be enforced for the 2-Man Better Ball (T13) tournament.

We anticipate that the number of players who are eligible and opt for the Gold tees will not be large enough to create a reasonable-sized flight, so those players will be assigned to the flight that best matches their adjusted course handicap.

Tournament Local Rules

These are the rules for tournament conducted by the Walnut Creek Mens’ Golf Club (WCMGC) as last revised on February 20, 2018

General WCMGC Tournament Rules The 2016-2019 USGA Rules of Golf will govern all play except where modified by local rules of the WCMGC for Boundary Oak Golf Course. We recommend that you download the app for the USGA Rules of Golf onto your cell phone for easy reference during a round.

Local WCMGC Tournament Rules for Boundary Oak Golf Course • Out of Bounds: All boundary fences surrounding the golf course define out of bounds. This includes the fence surrounding the golf course maintenance yard on Holes 11 and 12. (Rule 27).

• Lateral Water Hazards: Lateral Water Hazards are defined by red stakes or lines. (Rule 26).

• Water Hazards: Water Hazards are defined by yellow stakes or lines. (Rule 26) .

• Environmentally Sensitive Areas (ESA): If a water hazard is marked as an ESA (such as the pond on Hole 11), a player may not enter that water hazard to look for a ball or attempt a stroke, and the player must drop a new ball outside the hazard under penalty. (Rule 26-1) If an area that is not a hazard is marked as an ESA, then the player may drop without penalty as ground under repair. (Rule 25-1b).

• Overhead Power Lines: Any ball striking an overhead power line must be abandoned and the player will play a second ball without penalty; but such relief is not available if the ball strikes any other part of the tower. The towers supporting the power lines are defined as immovable obstructions. Relief is only available if the obstruction interferes with the player’s lie, stance or area of intended swing. Relief may be obtained by dropping the ball within one club-length of the nearest point of relief that does not interfere with the player’s lie, stance or area of intended swing, no penalty. There is no relief for line of play (i.e., you may not move backwards in line with the flagstick as far as you would like, and then drop). (Rule 24)

• Protective Screens: Protective screens, and any vegetation growing on such screens, on Holes 7, 8, 16, 17 & 18 are defined as immovable obstructions. Relief may be obtained by dropping the ball within one club-length of the nearest point of relief that does not interfere with the player’s lie, stance or area of intended swing, no penalty. There is no relief for line of play (i.e., you may not move backwards in line with the flagstick as far as you would like, and then drop). (Rule 24).

• Ball Washers, Tee Box Signs, and Water Fountains: Ball washers, tee box signs, and water fountains shall be treated as immovable obstructions. (Rule 24). If the object interferes with the player’s lie, stance or area of intended swing, relief is available. The ball may be removed and dropped within one club-length of the nearest point of relief, no closer to the hole, without penalty; but no line of play relief (i.e., you may not move backwards in line with the flagstick as far as you would like, and then drop). In addition, the same relief is available if the ball rests on any imported gravel or other material surrounding such object.

• Decorative Flower Beds: If any ball comes to rest in a decorative flower bed near the tees or greens on Holes 8, 9, 11, 12, 14, 15, 16, 17 & 18, or if such flower bed interferes with the player’s stance or the area of the intended swing, the ball must be removed and dropped within one club-length of the nearest point of relief, no closer to the hole, no penalty. (Rule 25-1.b.)

• Material Piled for Removal: Trimmings and other maintenance waste periodically stored on the right side of the landing area on Hole 3 or left of the landing area on Hole 5 are considered material piled for removal. The berm outside of the Maintenance yard between Holes 11 & 12 will also be considered material piled for removal. If the ball is found in this waste area, the player may take relief without penalty within one club-length of the nearest point of relief, no closer to the hole. If the ball is not found, then play as a lost ball (stroke and distance penalty).

• Maintenance Paths: For any path created by vehicle traffic (such as the path along the right side of Hole 13): (a) If foreign material has been imported to construct the path the player may treat that area as an immovable obstruction (Rule 24-2), otherwise play the ball as it lies; and (b) if the path is marked as ground under repair the player may obtain relief (Rule 25-1).

• Ditches and Box Drain Holes: The ditches and box drain holes along the left of Hole 13 are by definition water hazards, even if not staked or marked with a red line. (Rule 26) If the ball is not in a box drain hole but the railing of a box drain hole interferes with the lie, stance, or swing, then treat the railing as an immovable obstruction. (Rule 24-2).

• Loose Impediments: Wood chips used as mulch around the base of trees are defined as loose impediments. (Rule 23) In short, you may move the loose impediment, but if removal of the impediment causes the ball to move, a penalty will apply. (Rule 18).

• Artificial Devices, Cell Phones, and Distance Measuring Devices: Rule 14-3 governs the use of devices (including cell phones) that might assist a player in making a specific stroke or generally in his play. A player may obtain distance information by use of a distance-measuring device, but may not use any device to gauge or measure other conditions that might affect his play (e.g., elevation changes, wind speed, temperature, etc).

Flex Scheduling for Match Play

Flex scheduling was introduced several years ago to enable greater participation from those members who would be otherwise unable to enter due to vacation priorities. Flex scheduling is used to allow more members to participate in our match play events which can extend to several weekends.

The Tournament Chairperson will notify players by email of the match pairing and a completion date requirement for the match. The players will then schedule the match at a mutually agreed upon time and notify the chairman at least 5 days in advance. The players will be responsible for making the tee time with Boundary Oak. Each player must be copied on all emails relating to the match.

If the players cannot agree upon a date prior to the deadline, the match will be scheduled on the required completion date. Failure to meet this date, will result in forfeiture of the match.

At the conclusion of the match, both players should sign the scorecard and the winner is responsible to take a picture of the completed scorecard and email it to the chairman. Simply reporting the match result is not adequate.

The following description shows how to use our web site (powered by GolfFusion) to sign up for a tournament. After you are logged onto the WCMGC site, click on the Tournaments tab that leads you to the screen of upcoming tournaments that looks like this:

Select the tee color from the Tee Box drop-down but note that the pairings director may over-ride your choice when he makes up the pairings by flight.

Select your fee from the Fee drop-down box, but please respect the fee structure shown in the tournament details. CourseCo charges us a fee based on their official list of resident card holders. So a non-resident card holder that picks the resident rate is costing the club money. Note that being a Walnut Creek resident is not sufficient—it requires having a current resident card issued by Boundary Oak. Do not select the tournament director (Score Keeper) fee unless you have confirmation from Graham Carter or Tom Farrell that you have been selected for that.

Add notes as needed, for example: “Please pair with Smith, Jones, Johnson for this event” so the pairings director can match you up for the event.

Be a Score Keeper

What Does It Entail? The primary duties of a score keeper are to man the scorer’s table once players have completed their rounds. Then to transcribe hole scores, start, and finish times from the scorecards as they are submitted into a spreadsheet that we use to manage our tournaments. This allows scores and awards to be accurately and quickly determined—something that we all should appreciate

This does take a commitment to stay until the last cards have been turned in and thus we have a reduced score keeper fee of $25 rather than the normal tournament entry fee of $53.

Hopefully a primary benefit for you to be a score keeper is the satisfaction that comes from serving your fellow members. You don’t have to be a computer wizard to do this—it’s really very straightforward. It will certainly be very much appreciated and help take the burden off of the tournament committee having to do this for every tournament.

Benefits for the Club One of the primary duties of the score keeper is to record finishing times for each tournament group. That is a key element of assessing pace-of-play penalties, which is a never-ending source of concern for our club. When the pace of our tournaments doesn’t meet CourseCo’s requirements (4.5 hours maximum), the starting times of following tournaments or public play are pushed back. In some cases, this has caused a significant loss of revenue to CourseCo and the city of Walnut Creek. Chronic pace-of-play incidents will jeopardize the premium tee times that our club enjoys.

How You Can Sign Up To nominate yourself as a score keeper, review the tournament schedule on page 7, decide which tournament you’d like to be considered for, then make a request to either Graham Carter (Pairings Director) or Tom Farrell (Tournament Chairman). They will then notify you whether you have been chosen.
