Walkie Talkie - Definition
A walkie-talkie (more formally known as a handheld transceiver) is a hand-held,
portable, two-way radio transceiver (they can both send and receive messages).
They have a half-duplex channel, which indicates that only one walkie-talkie on
a channel can transmit a signal at one time, although many radios can receive that
same signal.

Wireless Telegraphy Apparatus means any apparatus,
appliance, instrument or material used or capable of use in
wireless communication.
According to the Indian Wireless Telegraphy Act, the
Government of India has made it mandatory to obtain a
license to use any “wireless telegraphy apparatus.”

Wireless Planning and Coordination Wing
The WIRELESS PLANNING & COORDINATION (WPC) Wing of the
Ministry of Communications is the National Radio Regulatory Authority
responsible for Frequency Spectrum Management, including licensing and
caters for the needs of all wireless users (Government and Private) in the
country.
It exercises the statutory functions of the Central Government and issues
licenses to establish, maintain and operate wireless stations.

What is the cost of getting the license?
License costs are significantly lower for Walkie Talkies in the 350 MHz range (Sold by TalkPro) compared to the PMRTS licenses in the 800 MHz range.
For 2 km coverage area: Rs. 500/- per radio per
annum, for upto 6 radios. Applicable for event
managers, video photographers, wedding planners,
crane operators, resorts, hotels etc.
For 5km coverage area: Rs. 1,000/- per radio per
annum for 6 radios. Applicable for airports, large
factories, thermal power plants, mining industry etc.

Public Mobile Radio Trunking Service (PMRTS) operators (e.g. Aryaomnitalk) charge
upto Rs. 6,000/- (or 12 times) every year for similar service for 2 KM or 5 KM
coverage. One should subscribe to this service only when city wide coverage is
required. Example- municipality, courier or radio taxi companies etc.
For the States of Tamil Nadu, Karnataka, Andhra Pradesh and the metro cities
of Mumbai, Delhi and Kolkata, there is a surcharge of 10% on the License fees.
