    Introduction

    This is a separate appendix of the detailed HIA analysis tables developed during the analysis of the potential positive and negative health

    impacts of the Strategic Waste Management Options (SWMOs) of the 3 Regional Waste Plans 1 st Review.

    There are four tables for each of the SWMOs and each table is divided into construction, operation and decommissioning phases.

    The reason for a separate appendix was because of the size of the detailed tables which altogether are 240 pages long.

    The construction of waste facilities (individually andcumulatively) is unlikely to cause physical injury or poisoning tolocal residents.There is a potential for the additional heavy construction lorrytraffic to result in an increase in road traffic collisions. This willdepend on whether a route strategy and timetable for majortraffic movements is developed for each proposed new residualtreatment waste facility.Local children could potentially gain access to a waste facilityconstruction site and get injured.Some workers may be injured on the construction site from falls,falling objects, collisions, etc.Construction sites can and do have hazardous substances on-site. This again is likely to be a greater hazard for constructionworkers than for residents in the surrounding area.The extent of the hazard to construction workers will depend onthe management of the construction of the waste facility; theadherence to health and safety protocols; safe storage andusage of chemical; and availability and use of safety equipment

    and protective clothing.The hazard to residents, especially children ingesting or cominginto contact with hazardous chemicals, will depend on thesecure storage and security measures to ensure nounauthorised access to the site.

    Depending on the size of the facility the construction period foreach of the potential new residual treatment waste facilities willbe between 2 to 5 years.This is likely to give rise to some nuisance effects for peopleliving close to the site e.g. noise, dust, traffic and visual impacts.Additionally, if there is large or strong opposition to the siting ofa waste facility then there is likely to be considerable worry,anxiety and anger in at least some sections of the localcommunity. This could lead to significant psycho-social stressand mental health effects.Workers on the site can have psycho-social stress related totheir work depending on the quality of the contractors used andthe terms and conditions under which they are employed.There is likely to be greater concern about proposedincinerators than for pyrolysis and gasification facilities andmuch less so for composting and recycling facilities.Though there is also likely to be more concerns about openwindrow composting than in-vessel composting.

    Option 1C (Incineration with energy recovery) is likely to causethe greatest community concern, followed by Options 1A(Pyrolysis) and Options 1B (Gasification).

    It is likely that some or all of the construction relatedemployment will go to people in the locality of a waste facility.Some though are likely to go to workers from outside the localityespecially in rural areas where there may not be enough skilledworkers in the local area.The above will depend on the availability of local people with therelevant skills and whether the waste facility developersrecruitment drive proactively focuses on local and districtconstruction workers and skilled craftspeople.The development is likely to stimulate the local area as theconstruction starts using local sub-contractors and businessesallied to construction.Businesses may also be set up specifically to deal with activitiesrelated to the construction.There will also be additional passing trade for existing shopsand retail amenities from construction workers going to andfrom a development site.The major beneficial impact is likely to be on those withconstruction skills and experience and those who are currentlyunemployed or under-employed.

    Given the length of the construction phase it is very likely, that iflocal recruitment is difficult, construction workers will move intothe area from outside of the locality. These workers are likely toeither rent accommodation and may therefore create pressureon the availability of housing, particularly affordable and goodquality housing in the locality.However, this would also be a potential economic opportunityfor private landlords.Depending on the distance of the construction site from existinghomes there could be some direct impacts on the existinghouses in terms of vibration effects and structural damage dueto the construction work and/or lorry movements. This may be aparticular problem in rural areas where heavy constructiontraffic and large developments are not the norm and housing isnot designed to take this into account.It is unlikely that the construction of the waste facilities willdisrupt utility services water, gas, electrici ty, waste andsewage disposal.

    There is unlikely to be any direct effects on peoples access toprivate and public transport.There will be construction traffic and this will have some impacton the movement of private and public transport vehiclesdepending on the transport links in the locality.This may cause physical severance and a reduction in physicalactivity and time spent outdoors for older people and children aslocal roads are, or are seen to be, dangerous and difficult tocross.There maybe some negative nuisance impacts from the noiseand vibration. Though continuous noise and vibration effectscan also give rise to psycho-social stress among theseresidents.The construction traffic will increase the amount of vehicleemissions however these are unlikely to cause physical healtheffects on existing or new residents. Though peaks inconcentration can exacerbate the symptoms of those withexisting respiratory and cardiovascular difficulties especially inolder people and children.

    The increased construction traffic is likely to have a greaterimpact in rural areas than urban ones because rural roads areless good, the road network is sparser and the backgroundlevels of traffic are lower.

    There is unlikely to be any disruption to existing local schools.Though this is dependent on whether there are schools near tothe site or on the routes used by construction traffic.Construction workers employed on the site are likely to gainexperience and on-the-job training.If the developers link into local colleges and constructiontraining schemes then local people will have the opportunity togain the skills to be recruited for construction as well as youngpeople gaining work experience on employment-linkedapprenticeship-type training schemes.Some construction workers may come from outside the UK andspeak poor English which may necessitate setting up Englishlanguage courses for them..

This may mean that policeand community guardian/warden patrols may need to beundertaken in and around the site to ensure community safety.This may be an issue in rural areas more than urban ones.

    Industrial and waste facilities tend to reduce the visual amenityand aesthetic of a neighbourhood. This will depend on the sizeand design of the facility.

    The current strategy for siting waste facilities is beingdeveloped.However, there are some key principles being used in additionto the proximity principle:Site where there is available brownfield land.Site where there is access to road, rail and water networks thatare capable of transporting waste.Site where a number of waste facilities can be co-located in awaste eco-park (where they feed into each other).Site near existing waste and industrial facilities.

    The new waste facility may replace an existing older and morepolluting facility.

    If there is food production occurring in the nearby area e.g.farms or allotments then there may be contamination of the foodgrown through potential air, water and soil emissions from awaste facility.

    The siting of a new facility may affect traveller communities whouse the site.

    There is a greater likelihood of si ting in or near poor anddeprived neighbourhoods. This raises the issue ofenvironmental justice where existing communities facingenvironmental burdens face the additional environmentalburdens from waste facilities and the cumulative burden of anumber of industrial facilities.

    (negative only)

    Only adverse effects are assigned this level of importance as they represent key factors in the decision-making process,and may threaten the viability of the project. These effects are generally, but not exclusively, associated with sites andfeatures of international, national or regional importance. A change at a regional or district scale site or feature may alsoenter this category. Typically, mitigation measures are unlikely to remove severe adverse effects.

    (positive or negative)

    These effects are likely to be important considerations at a local or district scale. If adverse, potential concerns to theproject may become key factors in the decision-making process. Mitigation measures and detailed design work areunlikely to remove all of the adverse effects upon the affected communities or interests.

    Moderate ++/--

    (positive or negative)

    These effects, if adverse, while important at a local scale, are unlikely to be key decision-making issues. Nevertheless,the cumulative effect of such issues may lead to an increase in the overall effects on a particular area or on a particularresource. They represent issues where effects will be experienced but mitigation measures and detailed design workmay ameliorate or enhance some of the consequences upon affected communities or interests. Some residual effectswill still arise.

    (positive or negative)

    These effects may be raised as local issues but are unlikely to be of importance in the decision-making process.Nevertheless they are of relevance in enhancing the subsequent design of the project and the consideration of mitigationand enhancement measures.
