2. OVERVIEW DESCRIPTION

2.1. Facility Description and Product Transportation

The Compeer / Esther Field is located within Townships 31 – 35, Ranges 1 – 4 in Alberta, adjacent to the Alberta and Saskatchewan border. These fields consist of natural gas producing wells, associated pipelines and gathering facilities, as well as heavy oil production. Some of the wells contain H2S. There are also four NEB regulated pipelines in the Compeer/Esther Area that transport gas/emulsion to and from Saskatchewan. Only one is currently in operation.

Compeer: The Compeer Processing Facility located at 04-31-033-01 W4M processes sour gas from area wells, solution gas from oil batteries at 02-02-033-01 W4M and 07-34-032-01 W4M and sweet gas from the Esther field and from surrounding third party wells. The 04-31-033-01 W4M gas plant consists of an amine sweetening unit, a propane refrigeration unit, a compression unit and condensate storage. H2S is removed from the gas by the amine-sweetening unit and flared in a safe and efficient manner. The sweetened natural gas from the 04-31-33-01 W4M gas plant is sold directly to TransCanada Pipelines Limited, metering station located at the 13-19-032-01 W4M gas plant

Esther Heavy: Produced emulsion from the Esther area is pipelined to 1 of 3 batteries; 07-34-032-01 W4M, 10-02-033-03W4M or 02-02-033-01 W4M where it is separated into oil, gas and water. Clean oil from the batteries is transported for future sale via truck. The gas is compressed and pipelined to the Penn West Compeer 04-31-033-01 W4M Facility for further processing. The water is stored on-site and later re-injected into area wells. The 10-01-033-01 W4M Battery is currently shut-in

Esther: The Esther processing facility is located at 13-19-032-01W4M, which processes sweet gas from area wells, and solution gas from various multiwell oil batteries in the field. The 13-19 gas plant consist of an inlet separator, refrigeration skid, condensate storage and compression. The natural gas is sold to Trans Canada Pipelines metering station located at the 13-19-032-01 W4M gas plant. Clean oil and emulsion is transported out for processing or sales.

2.1. Facility Description and Product Transportation continued

There are calculated Emergency Planning Zones (EPZs) for the Compeer / Esther Field. Detailed EPZ calculation information can be found in the Well and Pipeline Lists found in Section 2.8 (page 23) and Section 2.9 (page 25 of this plan, respectively. Refer to the Area Map on page 63 of this plan for a visual representation of the EPZs.

The maximum H2S / largest EPZ within the Compeer / Esther Field is 1.00 % / 230 m.

The maximum H2S release volume within the Compeer / Esther Field is 348 m3.

The maximum H2S release rate within the Compeer / Esther Field is 0.000216 m3/s.

2.2. Geographic Descriptions

The Penn West Compeer / Esther Area is located within Municipal District of Provost and Special Area 4 in the Province of Alberta. The nearest Urban Centre is the Town of Provost approximately 38 km from the Altario Compressor Station.

The Penn West 04-31-033-01 W4 Compeer Gas Plant is located approximately 9.5 km northwest of the Village of Compeer, AB. Access to 04-31-033-01 W4 Gas Plant is via Highway 12 from the either the east or west.

The Penn West 13-19-032-01 W4M Esther Gas Plant is located approximately 40 km southeast of the Town of Consort, AB. Access to 13-23-40-8 W4 Battery is via Highway 899 from the either the north or south.

The Compeer / Esther Field landscape is characterized by level to gently undulating topography. The EPZs and the surrounding area are a mixture of open fields and bush. The area is moderately populated. Land is primarily used for farming and large cattle operations interspersed with country residential acreages and oil and gas operations.

There are no major water courses within the Emergency Planning Zones (EPZs). Grassy Island Lake to the west of Compeer EPZs is the largest water body in the area. There are numerous small unnamed water lakes in the surrounding area. There are no rivers with the EPZs or general area.

2.2 Geographic Descriptions continued Hwy 899 runs north and south and Hwy 12 runs east to west through the EPZs. Paved provincial highways are maintained by Carillion Canada Ltd. Special Area No. 3 & 4 maintain all other paved, gravel and subdivision roads. Area roads are susceptible to drifting snow limiting the passage of non 4-wheel drive vehicles. There are also a few fair weather roads that would be impassable to non 4-wheel drive vehicles during poor weather conditions. Contact information is contained in Section 1.2, External Contacts List, on page 8.

There are NO RAILWAYS within the EPZs.

There are NO AIRPORTS / AIRSTRIPS within the EPZs. There is an airfield located east of Range Road 15 and south of Township Road 320 within the southern portion of the Esther operational area and an airfield south of the Town of Esther along Highway 899.

Recreational use is very limited as this is primarily privately-owned farmland and country residential holdings.

There are NO CRITICAL WILDLIFE AREAS within the EPZs. Critical Wildlife Areas are used to preserve, protect and enhance the natural environment, wildlife and fish habitat through the management of any activities which contribute to environmental degradation and watershed and lake contamination. Recreational activities are restricted which could disturb natural areas, particularly during critical periods. Future development and / or recreational activities in the Critical Wildlife Areas must promote environmental responsibility and control of activities that contribute to environmental degradation.

There are NO GRAZING RESERVES within the EPZs.

There are NO KNOWN SPECIAL INTEREST GROUPS within the EPZs.

Ambulance services for Special Area 3 and 4 are dispatched via 911. The ambulance services would be dispatched from a number of locations, within the areas, with approximate driving times of 45 minutes to the Compeer / Esther Field, dependant on the dispatch location.

The nearest fire departments are located in Altario, approximately 15 minutes driving time to the area, dispatched via 911. Specials Areas 3 & 4 Fire Departments have jurisdictional responsibilities beyond the lease site and will coordinate off lease public safety issues with Penn West personnel.

The fire department will assist in fighting fires, provided that they do not impact oil and gas facilities. An oil and gas firefighting specialist should be used for any incidents impacting oil and gas facilities.

2.3. Mutual Aid for Other Area Operators

If Penn West were to have an incident with a well or pipeline that Penn West contract operates for another area operator then Penn West responders would activate the Compeer / Esther Field Emergency Response Plan, notify the appropriate operator and invite them to participate at Penn West’s local Incident Command Centre; the affected operator would then support Penn West’s response as they are able. The Emergency Contact Numbers for the other operators in the Compeer / Esther Field are listed in Section 1.2 - External Contact List, on page 16. Penn West responders are able to contact the appropriate responders in the event of an emergency.

2.5. Alarms, Communications and Radio Frequencies

The following alarm systems have been installed at the facilities:

Call-out for all emergencies (local Penn West operator on-call in an emergency).

Wells may be equipped with ESD valves. All alarms are tied into the area alarm system, which is monitored 24 hours per day by the Settler Answering Service. Operations for this property are coordinated by Penn West’s operators who tend to wells, facilities and pipelines on a daily basis.

After-hours emergency calls are forwarded to the operator on-call.

The primary method of communication in the event of an emergency will be cellular phones that all operating personnel carry. Cell phone signal in the area are fair but deteriorates along the east portion of the area.

2.7. Emergency Shut Down Valve Locations

The Compeer / Esther Field facilities have inlet and sales line ESDs to isolate the Compressor Stations from the field. In an emergency situation, the compressor ESD valves de-pressurize the facility to flare. There may be ESD valves on some of the wells. Roles & Responsibilities

The reporting process is initiated by the regulated company, as required by the various acts or regulations that govern the

facilities or operations of the company. Depending on the nature of the incident or emergency and the applicable

legislation, regulated companies have different contact routes for reporting.

The TSB and the NEB have agreed to a single window approach whereby all pipeline related incidents or emergency

notifications and reports are directed to the TSB. The TSB forwards all NEB-regulated incidents or emergency

notifications or reports to the NEB as soon as practicable.

The NEB also has an agreement in place with several agencies that have regulatory responsibilities in the North West

Territories (NWT) and Nunavut regarding a 24-hour Spill Reporting procedure. A company that reports a spill from a

COGO Act facility or operation in the NWT or Nunavut must call the 24-hour Spill Report Line.

NEB is the lead regulatory agency in emergency situations that occur on NEB-regulated facilities or operations. The

Transportation Safety Board of Canada (TSB) will conduct investigations into accidents/incidents to advance

transportation safety and will be the sole agency to determine cause and contributing factors leading to an

accident/incident for those investigations. When the TSB leads an investigation, the NEB will conduct a concurrent and

co-operative investigation with the TSB and will determine factors relating to regulatory compliance, trends within

industry, and actions necessary to prevent similar occurrences. Where the TSB does not investigate, the NEB becomes

the lead investigator to determine cause and contributing factors, ensure compliance to regulations and to determine

whether existing regulations, codes or enforcement and monitoring programs should be changed. The NEB also

determines whether additional remedial measures should be implemented by the company involved in the incident, or by

all NEB-regulated companies, to prevent a similar incident.

In general, the NEB will respond to incidents that:

*Result in death or serious injury;

*Involve a significant release of hydrocarbons;

*Could result in potential or real impact due to loss of service;

*Pose imminent threats identified by Public Safety Canada (PSC) or other agencies;

*Attract significant media attention, or

*On the advice of Natural Resources Canada (NRCan) or other federal Agencies.

In the event of a Level II or III Emergency, the NEB will immediately notify NRCan through the Department Emergency Response Centre.

In the event of a Level II or III Emergency North of the 60th parallel, the NEB will immediately notify Indian and Northern Affairs Canada (INAC).

At all times, local authorities in Alberta’s municipalities are responsible for managing the first response to an emergency

event. The Alberta Emergency Management System mitigates, prepares for, responds to and helps the recovery from all

emergencies. The system consists of an overall framework of individuals, communities, industry, government and mutual

aid partners. The system consists is designed to protect life, property and the environment by providing seamless,

synchronized and resilient response to emergencies. The response must be timely, proactive, efficient and sustainable.

When an emergency event exceeds the capabilities of a municipal response or there is a significant threat to life and

property, the Alberta Emergency Management Agency coordinates the Government of Alberta’s support to the

municipality by linking them with resources to help manage the event. The Alberta Emergency Management Agency

(AEMA) leads the coordination, collaboration and co-operation of all organizations involved in the prevention,

preparedness and response to disasters and emergencies. This ensures the delivery of vital services during a crisis.

These organizations include government, industry, municipalities and first responders.

The AEMA also supports municipalities through field staff in regions throughout the province. Seven (7) Regional Field

Officers and three (3) First Nations Field Officers support communities across Alberta by:

Assisting local authorities in planning and practice for emergencies;

Providing advice and support during an emergency response;

Acting as a communications and liaison conduit between communities and the Provincial Operations Centre

(POC); and

Helping communities apply for disaster recovery programs for their residents.

The POC serves as a communication and response coordination centre that is staffed 24 hours a day, 7 days a week.

The POC is a central point for the collection, evaluation and dissemination of information concerning a single incident or

multiple incidents in the province of Alberta. The POC is responsible for coordinating the initial response and maintaining

Roles & Responsibilities

At all times, local authorities in Alberta’s municipalities are responsible for managing the first response to an

emergency event. The Alberta Emergency Management System mitigates, prepares for, responds to and helps the

recovery from all emergencies. The system consists of an overall framework of individuals, communities, industry,

government and mutual aid partners. The system consists is designed to protect life, property and the

environment by providing seamless, synchronized and resilient response to emergencies. The response must be

timely, proactive, efficient and sustainable.

When an emergency event exceeds the capabilities of a municipal response or there is a significant threat to life

and property, the Alberta Emergency Management Agency coordinates the Government of Alberta’s support to the

municipality by linking them with resources to help manage the event. The Alberta Emergency Management

Agency (AEMA) leads the coordination, collaboration and co-operation of all organizations involved in the

prevention, preparedness and response to disasters and emergencies. This ensures the delivery of vital services

during a crisis. These organizations include government, industry, municipalities and first responders.

The AEMA also supports municipalities through field staff in regions throughout the province. Ten (10) Regional

Field Officers and three (3) First Nations Field Officers support communities across Alberta by:

Assisting local authorities in planning and practice for emergencies;

Providing advice and support during an emergency response;

Acting as a communications and liaison conduit between communities and the Provincial Operations

Centre (POC); and

Helping communities apply for disaster recovery programs for their residents.

The POC serves as a communication and response coordination centre that is staffed 24 hours a day, 7 days a

week. The POC is a central point for the collection, evaluation and dissemination of information concerning a

single incident or multiple incidents in the province of Alberta. The POC is responsible for coordinating the initial

response and maintaining support for a response to a natural or human-induced disaster. The Alberta Emergency

Management Agency also provides Alberta’s municipalities with the Alberta Emergency Alert, a tool that municipal

officials can use to quickly warn their residents about emergency events.

Roles & Responsibilities

Alberta Environment and Parks (AEP) enforces the Environmental Protection and Enhancement Act and the Water Act to support and promote the protection, enhancement and wise use of the environment. AEP ensures the Responsible Party is held accountable and meets their legislative responsibilities.

AEP:

Provides the oversight role in ensuring air monitoring needs and activities associated with public safety around the incident site are adequately addressed by the Responsible Party.

Ensures that containment and monitoring of discharges or potential discharges of hydrocarbons or other hazardous materials into a watercourse is undertaken by the Responsible Party.

Participates in the incident evaluation and assessment of the potential area at risk from product releases.

Ensures that the Responsible Party conducts all necessary shoreline clean-up where on-water spills touch the shore, as well as the necessary clean-up everywhere else within the water body.

Works with the Responsible Party to ensure that initial clean-up and remediation are completed following a spill.

Works with other Government Agencies and Boards to ensure that proper site command and jurisdiction issues are addressed.

Response Plan (ERP) on-site. For re-routing of buses contact Steven Nielsen (1st) and Ken Spath

Mutual aid is an agreement between 2 or more companies / agencies in an area outlining how they will assist each other in responding to an emergency. The agreement defines each responder’s responsibilities for providing aid and support during an incident.
