National Highway System (NHS) was established by Congress in 1991
Identify highways critical to movement of people & go0ds between metropolitan areas Includes ports, military bases, other important destinations
Ensure NHS functions at satisfactory level of service Established funding set asides within each federal
transportation authorization
12
Purpose & Goal of the NHS
Initial NHS System = small subset of entire highway network
MAP-21 Act additions to NHS by Congress Greatly expanded system mileage by adding all principal
arterials Difficult to meet NHS goals with current funding State of Good Repair Congestion / Reliability

Major Considerations for NHS Inclusion Serve major activity centers or intermodal facilities Serve long-distance travel needs and connect large regions Provide mobility across a region, especially between outlying areas and the urban core Avoid residential areas and provide limited access to surrounding land uses Directly link Interstate Highways, Freeways, or Expressways

18
Agency Roles in NHS Designation/Modification
MPOs consider possible modifications for alignment with regional priorities and provides guidance and statements of support
TxDOT provides initial analysis, offers technical support, and facilitates stakeholder input
FHWA provides guidance on the review process and approves or rejects final requests to change the system
NHS History
Originally designated in 1995 through cooperation between local transportation officials and FHWA
MAP-21 legislation (2012) automatically added around 4,000 miles to the system in Texas
This study is the first attempt to comprehensively evaluate the NHS in Texas since it was created
Texas NHS Study Objectives
Review the NHS in a data-driven manner using Federal criteria & guidelines, suggest additions and removals
Coordinate with FHWA-Texas and ensure support from MPOs and other partners
Prepare and submit official requests to change NHS to FHWA

NHS Background and Study Approach
19
The National Highway System shall consist of interconnected urban and rural principal arterials and highways (including toll facilities) which serve major population centers, international border crossings, ports, airports, public transportation facilities, other intermodal transportation facilities and other major travel destinations; meet national defense requirements; and serve interstate and interregional travel.
23 CFR 470.107 (b)
NHS Principal Arterial Review
Serve long-distance and regional travel needs
Serve major activity centers
Limit access to surrounding land uses and avoid residential areas
Create an interconnected system linking other major facilities (no NHS stubs)
Intermodal Connector Review
Apply federal criteria for trip generation specific to each facility
Review connector efficiency: Is this the most direct way to access the facility from the NHS?

Texas NHS Review
Implications of NHS Designation
National Performance Management Measures - MPOs and States required to track and set targets for improvement: – Pavement condition– Bridge condition– Safety– Travel Time Reliability
Removal from the NHS system does not affect overall Federal funding eligibility Projects on NHS facilities are subject to
Federal Design Standards

FY 2021-2024 TIP
MPO / Waco District Gameplan Considerations COVID Impacts COVID impacts more likely to impact projects
programmed for FY 22 or later Proposed gameplan would have no projects within the
TIP after FY 21, thus nothing more to delay or remove
43
FY 2021-2024 TIP
MPO / Waco District Gameplan If Policy Board concurs, MPO staff will process a TIP
amendment for adoption at October 15th meeting Technical Committee recommendation for
consideration at October 1st meeting
Policy Board may consider other project removal / restructuring scenarios MPO staff will process a TIP amendment for adoption at
November 19th meeting No October 15th meeting
44
FY 2021-2024 TIP
Complications Other MPO Regions must remove several billions
from their respective TIPs This process will take time to complete Likely will result in a delay to TIP / Statewide TIP
approval by FHWA May result in delays to highway projects scheduled for
FY 21 Projects identified in TIP / STIP cannot proceed until
document approved by FHWA / USDOT
45
FY 2021-2024 TIP
FY 2021-2024 TIP Discussion
Consider MPO / Waco District Gameplan
Consider other project removal / restructuring scenarios
Provide MPO staff direction regarding: Funding recommendations
Public release of funding recommendations and initiation of public comment process
46
Public Participation Plan (PPP) Outlines activities for soliciting
public input into MPO processes Ensure citizens have
opportunity to participate in transportation planning process
Identifies minimum efforts MPO will undertake to solicit public input into MPO actions
PPP required by federal statute Current PPP was adopted in
2007, and amended 6 times
48
Purpose of PPP Revision All MPOs using virtual meeting platforms in
response to COVID-19 social distancing protocols State and local emergency declarations Suspension of some Texas Open Meeting Act
provisions Federal law, however, has not been changed or
suspended Requires MPOs to continue following PPP
requirements To continue using virtual platforms, PPP must be
modified
49
Purpose of PPP Revision Opportunity to reorganize plan to provide a more user-
friendly, clear and easy to understand format Update plan goals to reflect current MPO
responsibilities and priorities “Right size” the public involvement process to reflect the
variety of MPO plans and processes Add provision for virtual meetings and virtual public
involvement Provide greater flexibility (and more tools) for public
engagement Add monitoring and evaluation goals and actions
50
Goal 1: Educate and Inform the Public Increase awareness of the transportation planning process Provide timely public notice Ensure transparency and accessibility for open meeting,
including language translation when needed
Goal 2: Engage Diverse Audiences Provide multiple ways for the public to engage in the
planning process Strive to eliminate barriers to participation Identify and engage with a variety of stakeholders Share public input with Policy Board and Technical
Committee and facilitate information flow with the public
51
Public Participation Goals
Public Participation Goals Goal 3: Meet Legal Requirements
Meet all federal and state legal requirements for noticing meetings and providing opportunities for the public to comment on proposed actions of the MPO
Goal 4: Evaluate Public Participation Strategies and Efforts Review data for public input processes and adjust
methods as needed to meet the goals of this plan Review and document how public input influenced
transportation planning and programming decision-making
52
Target Audiences Waco MPO maintains a stakeholder contact list to alert the
public to upcoming MPO meetings, public comment periods, and other opportunities for public involvement
Examples: Modal owners and operators Major employers, business/trade organizations, hospitals School districts and higher education Community, civic, and faith-based groups Social service / workforce development organizations Residents, commuters, neighborhood groups MPO member jurisdictions, partner agencies, elected officials Advocacy groups for modal interests Traditionally underserved populations Media outlets
53
MPO Meetings: Boards, Committees, and Work Groups
54
Public Participation Toolbox
55
The PPP includes a range of different tools and strategies the MPO may use to achieve the plan goals and comply with applicable laws and regulations.
MPO staff will tailor the public participation process to best match the scope of each planning document / policy action, affected stakeholders, and other special circumstances.
There will always be a minimum level of noticing and public participation for each type of policy action
Public Participation Toolbox

58
Major Actions Adoption of New Plans or Programs Any modifications to Public Participation Plan More opportunity for comment and participation
Minor Actions Amendments to Existing Plans or Programs

60
Adoption remains a Major action New document minimally every 2 years
Most amendments remain a Minor action Amendments totaling less than $25,000 would permit
a more streamlined process Require Policy Board approval
Identification on posted agenda and information regarding proposed changes in posted agenda packets
Formal public hearing during meeting Other requirements of minor actions would not be required
