PHOENIX PUBLIC LIBRARY HOSTS STEVE VALEV ART EXHIBITION

Burton Barr Central Library will host an exhibition of mixed media works by Steve Valev, titled “Quinn's Wanderings: Of Books and Cities " August 18 – October 15, 2014 at the library’s @Central Gallery, 1221 N. Central Ave. An opening reception with the artist will be held 6:30 – 8:30 p.m. Friday, September 5. The band Woodworks will perform, providing a mix of rock, folk, blues, indie and alternative music. The reception is sponsored by Friends of the Phoenix Public Library. FREE FAIR HOUSING WORKSHOPS OFFERED

Housing providers, including landlords, leasing agents, realtors and property managers, are invited to attend free fair housing workshops offered by the Equal Opportunity Department at the Calvin C. Goode Municipal Building, 251 W. Washington St., 10th floor, room CCG West.

The three-hour workshops provide information about fair housing practices and laws and explain housing discrimination investigations from the experts who conduct them. Fair housing practices apply to apartments, houses, condominiums and mobile home parks. The workshops are presented in partnership with the Southwest Fair Housing Council and offer ADRE-authorized fair housing REALTOR® re-licensing credit. It is illegal for housing providers to discriminate against tenants, rental applicants or customers on the basis of race, color, religion, sex, national origin, disability, familial status or sexual orientation.

2014 BACK TO SCHOOL ENFORCEMENT CAMPAIGN The Traffic Bureau of the Phoenix Police Department is participating in a three week Back to School Enforcement Campaign throughout Phoenix, which began on Monday August 18th and will continue until Friday September 5th, 2014. Funds have been provided by the Governor’s Office of Highway Safety to assist with this program.

The Traffic Education Safety Unit of the department will coordinate the efforts of the campaign and deploy motorcycle officers throughout the city to gain voluntary compliance with traffic laws and improve the overall traffic safety on our roadways. School zones will be the focus of the program. The enforcement efforts will concentrate on both the morning “drop-off” and afternoon “pick-up” times in each precinct.

Arizona Municipal Water Users Association (AMWUA) Blog: Wetlands Sanctuary Created From Wasteland

The dry Salt Riverbed, which served as a dump for decades, is now a wildlife habitat for 200 bird species, including burrowing owls. In this week's AMWUA Blog executive director Kathleen Ferris talks about how Phoenix reinvented a 5-mile strip of landfills into a bird-watching destination with miles of hiking trails, 12 shade structures, and plenty of benches.

The AMWUA website is filled with clear, useful and reliable information and news about local water issues, conservation, and desert landscaping. For example, the Shortage-AMWUA Cities Prepared page offers a link to the Drought Management Plans for each of the 10 AMWUA member cities. The cities would implement these plans in case of water shortages. Follow AMWUA on Facebook and Twitter for timely, informative and information about local and regional water issues.

CITY NEWS NIGHT FLYING AT LUKE AIR FORCE BASE

Luke Air Force Base will increase night flying throughout the month of August. F-16 student pilots from multiple squadrons are scheduled to fly Monday through Friday until approximately 11:30 p.m. each day. This night flying will not involve F-35s and is not scheduled to occur on Saturdays and Sundays. Nighttime flight training is an integral phase for students. Learning this critical skill over Arizona’s skies ensures the pilots’ safety and mission success while supporting combat operations around the world. While Luke AFB reserves the right to fly 24 hours a day if needed, the base has been successful in minimizing late-night flights to reduce the impact on West Valley and neighboring communities. PINNACLE PEAK ROAD UPDATE Contractor work continues with concrete sidewalk and driveway placement along the south side of Pinnacle Peak Road from 55th Avenue to 45th Avenue. In the upcoming weeks, crews will install new street light poles, complete remaining concrete sidewalk and driveway installation and complete landscape irrigation installation. The anticipated completion is mid November 2014. The project is approximately 75% complete and on budget.

GRANT AWARDED TO CITY OF PHOENIX FIRE DEPARTMENT

Chief Kara Kalkbrenner announced that the Phoenix Fire Department has received an Assistance to Firefighters Grant (AFG) Fire Protection and Safety grant award in the amount of $74,800. The Federal share is $71,060.00 and the local match is $3,740.00.

The grant is for 20 tablet-style computers, 20 printers, and the associated wireless cellular service, software, tax and shipping for our Fire Prevention Section. Currently, Fire Inspectors must complete all research and paperwork related to inspection in a central office. This grant will increase productivity now that most work will be able to be completed in the field.

ALLEGIANT AIRLINES ANNOUNCEMENT In response to positive demand, Allegiant has added a Provo Wednesday flight beginning the first part of September. This additional flight increases service to five times a week during much of the fall and winter schedule.

Allegiant will be adjusting their schedule for the Las Vegas route, moving days of service from Thursday, Friday, Sunday to Wednesday, Friday, Sunday and reducing Sunday flights from two per day, down to one.

CITY MANAGER’S WEEKLY REPORT

CITY ELECTIONS The Arizona Court of Appeals recently upheld a lower court ruling which overturned legislation attempting to preempt the City Charter on the timing of City candidate elections. The ruling is good news not only because it affirms local control, but it also helps facilitate City compliance with the State spending limit. Notwithstanding a possible Attorney General appeal to the Arizona Supreme Court, the ruling allows the City to continue its current process to request voter approval for adoption of an alternative spending limit as allowed by the State Constitution following the current four-year cycle that has been in place for decades. A change to the Mayor and City Council election years would have meant the City would have to identify alternate measures that put the City at large risk of not being able to comply with the formulaic spending limit and as a result, having to severely reduce citywide services. Regarding the upcoming process for the August 2015 election, staff continues to working on various components of analysis and reporting.

ECONOMIC DEVELOPMENT & EDUCATION

Juan Salgado and the Phoenix IDA have been selected by the Capitol Times as one of the honorees for the 8th Annual Arizona News Service/Arizona Capitol Times Leaders of the Year in Public Policy award. Phoenix IDA will be honored in the category of Economic Development on Tuesday, September 16 at a cocktail reception at the Phoenician. The reception will be held from 5:30 p.m. to 7:30 p.m.

In late August, Community and Economic Development and Public Works will issue an RFP for property management services for the TGen/IGC Headquarters Facility on the downtown Phoenix Biomedical Campus. The current contract with Newmark Grubb Knight Frank to manage this City-owned, 6-story, 170,000SF research facility expires in February 2015. A site visit and Q&A for prospective proposers is being planned for early September, and proposals will be due in early October.

PUBLIC SAFETY

Beginning on August 28, 2014, Phoenix Fire Department will conduct Fire Ground Survival (FGS) Continuing Education training. FGS Continuing Education provides lesson reinforcement for

firefighters and opportunities to practice the skills developed during the initial FGS training. All Fire companies will be scheduled to participate in the 40 week training cycle held on Thursday mornings.

NEIGHBORHOODS AND LIVABILITY

The collaborative Request for Qualification for IN FLUX 4 has been posted. Arts & Culture staff will be giving a presentation with project organizers to interested artists at Giant Coffee on September 9, 2014 from 5:00 - 7:00 p.m.

Throughout the week, more than 2,485 children and adults shared books, literacy activities, songs and stories at Phoenix Public Library locations. An additional 119 children and adults attended story time programs provided by outreach staff at area schools and organizations. Outreach activities are funded by a grant from First Things First.

PHOENIX TEAM

Labor Relations staff coordinated with Dennis Teel of the Federal Mediation and Conciliation Service (FMCS) to finalize the date for the upcoming Labor Management Committee Training and Planning Session. The training session will focus on interest-based bargaining, which uses a consensus-building approach in decision making. Attendees at the Friday, September 12 session will include union/association representatives and executives and/or middle managers from City departments that will serve as the members for each employee group’s Labor Management Team. Notification of the training date has been sent to the unions/association and City representatives.

INFRASTRUCTURE

An article by the Telegraph daily newspaper in London praising Sky Harbor for its customer service and inclusion of local businesses was shared with Sky Harbor's Facebook and Twitter followers. The writer of the article, while enjoying a meal at Cowboy Ciao in Terminal 4, stated that he “lost (his) heart to Phoenix.” He went on to say that Phoenix “might stand as a city that rises from the culinary ashes of the international travel experience.”

Street Transportation staff conducted a training session with Verizon Wireless, LLC concerning the installation of small cell sites (antennas) in City right-of-way. Verizon Wireless plans to install small cell sites on city-owned streetlight and traffic signal poles. Their goal is to complete the construction of over 20 small cell phone sites in time for Super Bowl festivities in January 2015. Staff presented information on the City’s utility permitting process and answered questions regarding street light installations.

The Street Transportation Department recently held pre-construction meetings for the construction of three new bus bays at 35th Avenue and Dunlap, Central and Dunlap, and 7th Street and Glendale. Notice-to-Proceeds have been issued to all three sites and the estimated duration for construction is two months. Street Transportation is coordinating the public information services related to the construction.

SUSTAINABILITY

A total of 10 City projects have been selected as finalists for the Arizona Forward’s 34th Annual Environmental Excellence Awards Program. Awards will be presented and the Crescordia Awards

announced on September 20, 2014, at the annual event to be held at the Westin-Kierland Resort. The finalists include: Innovations in Aquifer Storage and Recovery Well Technologies (Water), Faye Gray Recreation Center (Holly Streets Studio Architects/Parks), Greening Lower Grand Avenue (Street Transportation), Energize Phoenix (APS/Public Works), Complete Street Ordinances (Street Transportation), Phoenix Transit Plan (Public Transit), Apache Wash Trailhead (Gavan & Barker, Inc./Parks), Ground Cover Public Art Project (Arts & Culture), Hope Gardens at Matthew Henson Hope VI Public Art Project (Arts & Culture), and the Desert Spring Sonoran Boulevard Public Art Project (Arts & Culture).
