FOREWORD

VINCENT ACCORD LOGO, MOTTO AND COMMUNITY PLEDGE

The Vincent Accord logo and motto ‘Socialise with Safety’ reflects the unified actions of the Vincent Accord Committee (Licensed Premises, the City of Vincent, WA Police and related agencies).

The logo depicts the harmonious relationship the Vincent Accord seeks with the surrounding community and the environment as a whole, reflected by branches and leaves and colour green. The use of the colour red and the design of the logo overall qualifies the important contribution licensed premises have to creating a vibrant local community, and in complimenting other local attractions, making the City an appealing and safe place to be entertained. This is further reinforced by the accord motto ‘Socialise with Safety’.

The Vincent Accord logo, motto and subsequent community pledge was developed from a signage project embarked on by the Vincent Accord Committee in conjunction with the City of Vincent in 2008 with grant monies assisted from the Office of Crime Prevention. Designs were requested from local licensed premises and the final design was selected by voting process of the Vincent Accord Committee.

COMMUNITY PLEDGE

The pledge reflects a ‘whole of community approach’ and emphasises the role of all stakeholders. The pledge seeks to reflect the ‘combined actions’ of the community working together towards a common goal.

The community pledge was designed and selected via a survey of some 700 residents in proximity to the City’s entertainment precincts in January 2009.

INTRODUCTION TO THE VINCENT ACCORD

The Vincent Accord was established on Wednesday 8 June 2005 and draws together Licensed Premises with the support of the WA Police, Department of Racing, Gaming and Liquor (DRGL) and the City of Vincent.

The City of Vincent is relatively unique, hosting a number of well known, vibrant entertainment precincts in areas such as Leederville, Mount Lawley, Mount Hawthorn and Perth, within a small area (11.4 square kilometres). The entertainment precinct of Northbridge is also in close proximity, located in the City of Perth (which borders the City’s southern boundary). The City’s entertainment precincts are predominantly located on the main arterial routes, as highlighted below.

The City is part of the policing district of the Central Metropolitan Area and overseen by the Wembley, Bayswater and Perth sub-districts. Licensees within the City of Vincent are also serviced by the wider reaching Perth City and Western Accords. The Vincent Accord provides a localised approach beneficial to all signatories within the City, and acknowledges the Perth and Western Accords as playing an important role in the Central Perth and West Metropolitan Areas.

WHAT IS THE PURPOSE OF THE VINCENT LIQUOR ACCORD?

A Liquor Accord is a co-operative arrangement aimed at developing safe and well managed environments in and around licensed premises in the local context (the Department of Racing Gaming and Liquor definition of a Liquor Accord is detailed in Attachment E). They are part of an overall strategy that seeks to achieve a standard of practice that assists in fostering a responsible drinking culture, ensures safety in the local community, and promotes effective communication and problem solving between licensees and key stakeholders.

An Accord encourages the adoption of a range of positive and effective community-based harm minimisation and prevention strategies aimed at reducing crime, violence and anti-social behaviour stemming from the excessive consumption of alcohol.

Towards this goal, the signatories of this enclosed agreement (the ‘Accord Committee’) acknowledge and agree to the aim, objectives, responsibilities, key priority areas and agreement strategies of the Accord. At the same time, all licensed premises are entitled to operate in an atmosphere of free enterprise and open competition within our community.

This agreement will be called the Vincent Accord.

Focus on Alcohol

The misuse of alcohol contributes significantly to a wide range of social, physical and mental health concerns. Community impacts include alcohol-related crimes such as assault, drink-driving and domestic violence, the cost of the education of our young people and the provision of health services. Misuse of alcohol contributes a major cost to the community in terms of policing, health care, and the administration of justice.

The Vincent Accord is reliant on the commitment of all parties to working in a collaborative partnership to achieve both legal compliance and positive community outcomes.

AIM OF THE VINCENT ACCORD Vincent Accord aims to proactively address issues relevant to the local liquor industry, including responsible service of alcohol, public health, transport, local amenity and safety.

OBJECTIVES OF THE VINCENT ACCORD 1. To reduce alcohol related harm, crime and anti-social behaviour, in and

around licensed premises within the City of Vincent.

2. To improve the perception of safety and the appeal of the City’s entertainment precincts to visitors and residents.

3. To further develop and maintain relationships between licensees, government and other stakeholders.

4. To evaluate the effect of alcohol and other associated factors on public health, crime, violence and anti-social behaviour, with a view to developing measures to minimise their adverse consequences.

5. To advocate the core Vincent Accord message - ‘Socialise with Safety’ to the community and patrons.

ACCORD COMMITTEE

The Vincent Accord Committee provides a forum for key stakeholders to engage in open discussion with a view to resolving local issues associated with the sale, service and consumption of alcohol and the ongoing prevention of future problems.

The Committee comprises representatives from:

Department Racing, Gaming and Liquor

Drug and Alcohol Office

Other individuals, groups, accords or agencies, as is deemed necessary *Please refer to Attachment A for a list of stakeholders/signatories.

The Vincent Accord Committee will meet regularly to discuss local alcohol-related issues, promote the sharing of ideas and solutions, and adopt a consistent approach to common issues where appropriate. The Committee will aim to develop efficient responses to those issues as identified by the Accord group, other stakeholders and the community.

The Committee may appoint subcommittees to investigate and action items of concern or interest when necessary. Minutes of meetings and agreed actions will be recorded and circulated to committee members.

Liquor Accord Meetings

The meetings will be held quarterly or as otherwise agreed. The meetings will be formal, minuted and venues decided upon at each meeting. There will be a forum for all members to openly discuss issues relating to the Vincent Accord.

ACCORD STRATEGIES

The Vincent Accord recognises the WA Liquor Control Act 1988 as the primary set of guidelines under which the liquor industry operates. The strategies of the Accord are complimentary to requirements of the Liquor Act and policy guidelines of the Department of Racing, Gaming and Liquor.

Attachment B – Best Practice Strategy Table outlines the best practice strategies supported by Accord members which will be reviewed regularly as part of the Accord’s annual strategic planning process. Best practice strategies have been identified based on local alcohol data and consultation with local key stakeholders.

EVALUATION

Evaluation is necessary to establish benchmarks, to justify funding applications and to ‘measure’ the continuing success of the Accord. The evaluation process will involve all key stakeholders including but not limited to:

1. Licensed Premises a. By conducting internal audits of the operation of the venue to

ensure that Vincent Accord principles are being followed. b. Keeping a record of meeting attendance and participation in the

Accord, including the use of the Vincent Accord logo in print media, on websites etc.

2. Residents a. Completing surveys that are issued by the Accord so that resident

satisfaction is measured.

3. WA Police. a. Provision of police data.

Reports produced in relation to the Vincent Accord will not identify individuals or individual premises without the permission of said persons or organisations.

This document will be reviewed in July 2015 and all strategies will be reviewed annually.

Annual Strategic Planning

To ensure the efforts of the Accord remain focused on relevant local alcohol issues, the Accord will conduct an annual strategic planning meeting to review the success of Accord strategies and provide opportunity for revision of strategies, where relevant.

SUMMARY

The Vincent Accord comprises of stakeholders from licensed premises, the City of Vincent, WA Police and other regulatory authorities. The Accord Committee consists of a committed, collaborative group whose aim is to implement strategies that promote the City as a safe place to socialise. The success of the Accord relies on mutual and open communication between all stakeholders. The Vincent Accord acknowledges that patrons, residents, and the general community have a right to socialise in a safe environment, and should do so without impacting on the rights of others. This document specifies the Vincent Accord’s principles, aims and strategies, and represents a committed and unified approach. It acknowledges the currently implemented and supported practices with respect to Licensed Premises operating within the City of Vincent, including the implementation of the Liquor Control Act 1988, and the importance of participating in drug and alcohol education initiatives. The signatories to the Vincent Accord (listed in Attachment A), are totally committed to upholding the principles and aims of the Accord.

PARTY BUS CODE OF CONDUCT

ADOPTED BY VINCENT ACCORD 9 JULY 2008

No alcohol to be opened/consumed aboard buses.

Bond to be charged for each bus booking. Recommend bonds be forfeited if patrons cause damage to property (i.e. bus, private or City property), or if alcohol related fines are received (i.e. driver fines resultant from illegal drinking onboard bus).

Client to sign contract with Party Bus Operators, which is to specify conditions such as ‘no alcohol’, appropriate behaviour, forfeiture of bond money in case of non-compliance etc. Contract wording to advise that patrons may be returned to point of departure, and/or have their contract immediately terminated, and/or be refused transport if they display intoxication or anti social/criminal behaviour etc.

All passengers/patrons to be addressed by driver prior to departure, explaining standard rules and regulations regarding behaviour, alcohol, forfeiture of bond etc prior to departure.

Bus drivers to carry out periodical inspections of bus to ensure no alcohol is being consumed by patrons.

Party Bus Operators to consider hiring security staff to assist drivers in monitoring/controlling patron behaviour.

Buses not accepted unless prior booked with the venue, in accordance with venue requirements (e.g. 2 days prior to the booking date).

Buses are to be met by security/crowd control staff from the venue, who will assess for acceptable behaviour, dress standards and intoxication, prior to admission. Should any bus patrons be denied entry, the group is to be moved on.

Party Bus Operators to be registered with the Vincent Accord and sign off on the Code of Conduct. Those operators that are signatories are to be provided with ID stickers to aid Police and the City of Vincent to control/regulate unregistered operators/those not abiding by the Code of Conduct.

Party Bus Operators to clearly display to bus patrons the relevant guidelines (i.e. not taking/drinking alcohol on buses, littering, street drinking fines, behaving responsibly and respectfully - especially when entering or exiting venues in or near residential areas).

Party Bus Companies to maintain buses in a roadworthy condition.

Party Bus drivers to park legally in the City of Vincent. Areas to be specified

by the City’s Ranger and Community Safety Services.

Signatories to Code of Conduct to provide the City of Vincent with a Certificate of Currency for Public Liability Insurance cover, to identify legitimate operators.

Complaints regarding party buses to be entered into the Licensed Premises

Complaint Register and forwarded to WA Police and Party Bus Operator for timely comment/resolution.

Vincent Accord members to support signatories of Party Bus Code of

Conduct, and uphold bookings wherever possible.

DEPARTMENT OF RACING, GAMING AND LIQUOR

In the Department of Racing, Gaming and Liquor Policy relating to “Liquor Accords and section 64 proceedings” an Accord is defined as: “Liquor accords are a co-operative arrangement aimed at developing safe and well managed environments in and around licensed premises in the local context. They are part of an overall strategy that seeks to achieve a standard of practice that assists in fostering a responsible drinking culture; ensures safety in the local community; and promotes effective communication and problem solving between licensees and key stakeholders. Each liquor accord is focussed on resolving local issues within a local area. Although individual Accords may have similar elements, there are no two the same. Liquor accords may include representatives from licensed premises, businesses, councils, police, government departments and other community organisations.

The intended outcomes of liquor accords include:

reducing of anti-social behaviour in and around licensed premises;

reducing alcohol-related violence, ill-health and other harm;

increasing the responsible service of alcohol;

improving licensees and club operators, managers and staff knowledge of legislative obligations;

reducing alcohol-related road trauma;

facilitating and maintaining positive communication between stakeholders;

enhancing community cooperation and understanding of the various roles and resources of government agencies;

enhancing community engagement in various controls and strategies that affect their community; and

improving local amenity through the development of proactive and effective responses to local issues.”
