These new generation women, are making giant strides and start up eco-system developed in the recent past has turned into a trigger point, but the post demonetisation slow down have not spared them, too, but many of them see fresh opportunities in new normal and brew more products in the entreprenueral oven in the new situation.

issues like rights on property, matrimonial and inheritance laws, cultural practices, tough accessibility of capital, limited mobility and information and exposure. But coping up with such odds, they contribute substantially in family economy and poverty reduction and women empowerment.

knowledge and adaptability in business are the main reasons for women to emerge into business ventures. Women Entrepreneur is a person who accepts challenging role to meet her personal needs and become economically independent.

A strong desire to do something positive is an inbuilt quality of entrepreneurial woman, who is capable of contributing values in both family and social life. Women are becoming aware of their own potential and also opportunities for work and personal advancement.

The glass ceilings are shattered and women are now working in every line of business from pappad making to power cables. They are flourishing as designers, interior decorators, exporters, publishers, garment manufacturers and still exploring new avenues of economic participation.

In India, although women constitute the majority of the total population, the entrepreneurial world is still a male dominated field.

Observers feel if drives for the cash less economy gain currency at the desired pace, women entrepreneurs will be benefitted most in realizing their payments rather than running after buyers and other suppliers. Once the digital payments become order of the day,credit flow from informal sector will dwindle and they will get credit at cheaper rates from the formal sector .

According to latest data available, now only five per cent personal consumption expenditure happens digitally and soon it may touch 20 per cent. Informatively, infrastructure required to enable more than a billion people to transact digitally is already in place. The Indian Economy will digitalise through mobile based payments which are more faster and cheaper to roll out.Mr. Nandan Nilkani, known for his Aadhaar work, in a

recent interview to a media house said credit is the killer app for digitaliastion. In cash payments, one can hide income but in digital payments , things will be transparent with least scope of hotchpotch deals.

The government, seized of the womens’ significant role, has launched a slew of schemes to lure these growth drivers in the manifold of industrial and over all development too by through promotional measures.

Informatively, women entrepreneurs in the four southern states and Maharashtra account for 50 per-cent of all women led small scale industrial units. In the post demonetisation phase, these entrepreneurs have braced to face challenges in the new normal.

Amid swirling challenges for MSME in the post demonetisation, Prime Minister Narendra Modi has made special concessions for the sector. The MSME Minister Kalraj Mishra said that the package for MSME announced by Prime Minister met the long term demand of the MSME for increasing credit guarantee limit from Rs. 1 crore to Rs. 2 crore.

According to him,it will be for the first time that the credit guarantee will also be extended to Non Banking Financial Companies which provides

loans to Micro and Small Enterprises. The package envisages that banks and NBFCs would charge low interest rate on these loans because Government is bearing a substantial part of guarantee cost. Micro and Small Enterprises have been facing liquidity and credit constraints in the last 2 months. Increase of credit limit from 20% of project annual turnover to 25% would substantially increase available credit to small industry by 25%.

He also stated that as per announcement working capital loans for Micro and Small Enterprises would be increased from 20% of the project annual turnover to 30% on the digital component of the turnover. This would incentivize business to shift to digital payments systems.

Additionally Reserve Bank of India extended the period of the system 60 days to 90 days beyond what is applicable for the banks and financial institutions for recognition of a loan account of MSMEs as not being NPA or substandard for loans smaller than Rs.1crore.

Official say this measure would provide relief of Micro and Small Enterprises in repayment of interest on working capital loans.RBI has already advised banks on 29 December, 2016 to provide additional working capital limit to Micro and Small Enterprises borrowers to overcome temporary difficulties consequent upon withdrawal of legal tender status of Rs. 500 and Rs. 1000 denomination notes.

A few days back Government has also announced that presenting income tax for small business up to turnover Rs. 2 crore would be calculated at 6% on income from digital transaction in place of 8% otherwise.

This would reduce income tax liability on such transaction by 25%. Subsequent to the announcement of MSME package by the Prime Minister positive feedbacks are received from the MSME sector.

Envisioning more relief in the current tough phase, women entrepreneurs hope that they will

be given more relief in the Budget.

The Ministry of Micro, Small and Medium Enterprises, meanwhile, is encouraging MSMEs, especially micro enterprises to move towards “less cash” economy.

The various organisations under the Ministry have already conducted more than 1600 programmes benefitting more than 27,000 enterprises to move towards “less cash” economy. It has also been ordered that all the trainees being trained in the organisations under this Ministry should be encouraged to move to cashless payment.

In the country, the Micro, Small & Medium Enterprises development organisations, various State Small Industries Development Corporations, the Nationalised banks and even NGOs chase various programmes including Entrepreneurship Development Programmes (EDPs) to cater to the needs of potential women entrepreneurs, who may not have adequate educational background and skills.

The Office of DC (MSME) has also opened a Women Cell to provide coordination and assistance to them facing specific problems.

There are also several other schemes of the government at central and state level, which provide assistance for setting up training-cum-income generating activities for needy women to make them economically independent. Small Industries Development Bank of India (SIDBI) has also been implementing special schemes for them.

Various government schemes for MSMEs also provide certain special incentives and concessions for women entrepreneurs. For instance, under Prime Minister's Employment Generation Programme (PMEGP), preference is given to women beneficiaries.

PMEGP Management Information System (MIS) portal has been started five months ago.PMEGP web portal has been set up making the scheme online. The application form has also

been simplified to a single page. Since 2014 Rs. 2800 crore margin money has been disbursed to 1,20,436 beneficiaries generating employment for 9 lakh persons, including women.

Officials say as many as 13 new Technology Centres at Bhiwadi, Baddi, Rohtak, Bhopal, Durg, Kanpur, Greater Noida, Imphal, Vishakhapatnam, Ernakulam, Bengaluru, Sitarganj and Pudducherry are coming up with the assistance of the World Bank scheme.

More than Rs. 2000 crores is being spent on the same, besides, the Government is also upgrading the Technology Centres at Dimapur (Nagaland) and is coming up with new Technology Centre at Agartala. According to them, female entrepreneurs will be benefitted in a big way by such initiatives.

Though, the Enterprise Development is the main stay of the Ministry for quite sometime. For the first time the Cabinet has given approval by forming a new service namely, Indian Enterprise Development Service (IEDS). This will make the work of the Organisation more cohesive and also help to achieve the vision of “Start up India”, "Stand up India” and “Make in India".

Under the MSME cluster development programme of the ministry, the contribution from the Ministry of MSME varies between 30-80% of the total project in case of hard intervention, but in the case of clusters owned and managed by women entrepreneurs, contribution of the M/o MSME could be upto 90% of the project cost.

Similarly, under the credit guarantee fund scheme for micro and small enterprises, the guarantee cover is generally available upto 75%

of the loans extended; however the extent of guarantee cover is 80% for MSEs operated and/ or owned by women.

Some of the special schemes for women entrepreneurs implemented by the government bodies and allied institutions are : TREAD (Trade related entrepreneurship assistance and development scheme) for women; Mahila Coir Yojna, on activities of Ministry of MSMEs for women development; Schemes of Ministry of Women and Child Development: Support to training and employment programme for women (STEP); scheme of Kerala state women’s development Corporation: self employment loan programmes-Educational loan schemes, single women benefit schemes, job oriented training programmes, Marketing support for women entrepreneurs, Auto rickshaw / school van’s driver scheme, Kerala government’s women industries programme, Delhi Government Stree Shakti Project.

The Trade Related Entrepreneurship Assistance and Development (TREAD) scheme for women envisages economic empowerment of women through development of their entrepreneurial skills in non-farm activities. Under the National Awards for Entrepreneurial Development (Quality products) and Trade Related Entrepreneurship Assistance and Development (TREAD) programme for women, the necessary guidelines have been issued and specific reservation provided for women.

Nearly 80% of the coir workers in the fibre extraction and spinning sectors are women. Being an eco-friendly with natural origin, the coir industry is an export oriented industry and having greater potential to enhance exports by value addition

through technological interventions and diversified products like Coir Geotextiles etc. The Coir Board is implementing the Mahila Coir Yojana, which is a women oriented self-employment programme.

Domestic productions in the coir sector have touched a record high of 5.5 lakh tonnes. The exports during the last financial year crossed a record of Rs. 1900 crores.The coir Industry is an agro-based traditional industry, which originated in the state of Kerala and now has established itself in other coconut producing states like Tamil Nadu, Karnataka, Andhra Pradesh, Orissa, West Bengal, Maharashtra, Assam, Tripura, etc. Coir, a bi-product of coconut with diverse applicability, has age-old use in making mats, ropes etc.

In the fast re–emerging khadi sector, a number of women entrepreneurs are contributing their bit. according to official sources, the production and sales of Khadi have significantly increased as the Prime Minister himself has blessed promotion of khadi at various fora. Designers have also been engaged to turn Khadi into a fashion fabric. In order to enhance artisan earnings, a Notification has been issued by increasing the base rate of yarn conversion from Rs. 4 to Rs. 5.50 per hank. Under the new market promotion development assistance scheme, artisans will get enhanced assistance of 40% instead of earlier 25%. KVIC has also introduced an e-commerce and franchisee scheme to strengthen market of khadi and village industries products.

Khadi Bhavans are being rebranded and developed as Khadi India outlets. KRDP is the first ADB programme which has been re-structured and will provide more than Rs. 500 crore for the development of khadi sector.

Though Women entrepreneurship has been recognised as an important source of economic growth, they still represent a minority of all entrepreneurs. Officials say female entrepreneurs can contribute to the Millennium Development Goals (MDGs). Governments across the world as well as various developmental organizations

are actively undertaking promotion of women entrepreneurs through various schemes and incentives.

The MSMEs play a significant role in spurring growth and provide employment opportunities to a number of people throughout the world.

The extra growth over the past several years throughout the industrialized countries has been due to the growth of MSMEs. To cater to the needs of potential women entrepreneurs, who may not have adequate educational background and skills, MSME-DO has introduced process/product oriented EDPs in areas like TV repairing, printed circuit boards, leather goods, screen printing etc. A special prize to "Outstanding Women Entrepreneur" of the year is being given to recognise achievements made by and to provide incentives to women entrepreneurs.

The Small Industries Development Bank of India (SIDBI) has been implementing two special schemes for women namely Mahila Udyam Nidhi which is an exclusive scheme for providing equity to women entrepreneurs and the Mahila Vikas Nidhi which offers developmental assistance for pursuit of income generating activities to women.

The SIDBI has also taken initiative to set up an informal channel for credit needs on soft terms giving special emphasis to women.

An Opportunity to Enhance Manufacturing in MSMEs through National Capital Goods Policy

Manufacturing sector plays a vital role in Indian economy providing goods & services and a good employment

opportunity in the country. There is a need to enhance the manufacturing share in Indian and global market.

Keeping in view the importance and potential of this sector, Government of India has recently announced National Manufacturing Policy (NMP) with a vision to increase the share of manufacturing from present level 17% in Gross Value Added (GVA) to 25% GVA and create employment from present level of 4 million to 100 million jobs.

Capital goods are supplement to manufacturing activity consist of plant and machinery, equipment and accessories required either directly or indirectly for manufacturing or production of goods or for rendering services including those required for replacement, modernization of technological upgradation and expansion of manufacturing facilities.

Capital goods are equally very important in any countries economy including India and is key contributor to manufacturing sector and it provides foundational building blocks for a larger number of user industries by providing critical inputs i.e. machinery and equipment necessary for manufacturing.

To promote and supplement the manufacturing sector, Ministry of Heavy Industries & Public Enterprises, Department of Heavy Industry, Govt. of India has formulated National Capital Goods Policy–2016 with a view to increase the share of capital goods contribution from the present 12 % to 20 % of total indigenous manufacturing activity by the year 2025 for which Cabinet has given approval on 25th May, 2016. In the broad sense

policy aims to make India one of the top capital goods producing nation by increasing production, raising exports and including technology depth to advance level for achieving global standard and to achieve the Govt. of India goal to get product and services with zero defect and zero effect and to fulfil the ambition of Govt. of India to make Digital India and Make in India.

Background of the Policy:

The Capital Goods Sector is a critical element to boost manufacturing activity by providing critical inputs, that is, machinery and equipment. The sector also provides direct employment to 1.4 million people, indirect employment to 7 million people and impacts users of capital goods estimated to be 50 times of the direct employment. The capital goods sector production has grown at a rate of 1.1% p.a. over the last 3 years. This is in stark contrast to the Planning Commission targeted growth rate of 16.8% p.a. for production of capital goods during the 12th Five Year Plan period.

Capital goods imports have been growing at a rate of 9.8% p.a. over the last 5 years. The share of imports in the Indian capital goods market has increased from 34% in 2009-10 to 40% in 2014-15, indicating a looming threat to India’s self-reliance and national security. At the same time, the capacity utilization of domestic manufacturers only about 60-70% across sub-sectors. India’s share of global capital goods exports is still significantly sub-scale at 0.8% only. Further, in a globalised world, where manufacturers are increasingly multinational, not all Indian capital goods manufacturers have been able to effectively tap the global opportunity.

The policy envisages increasing production of capital goods from Rs. 230,000 Cr. in 2014-15 to Rs. 750,000 Cr. in 2025 and raising direct and

indirect employment from the current 8.4 million to 30 million. It envisages increasing exports from the current 27% to 40% of production while increasing share of domestic production in India’s demand from 60% to 80%, thus making India a net exporter of capital goods. The policy also aims to facilitate improvement in technology depth across sub-sectors, increase skill availability, ensure mandatory standards and promote growth and capacity building of MSMEs.

Preamble of the Policy:

India is currently the third largest economy of the world with respect to Gross Domestic Product (GDP) on Purchasing Power Parity (PPP) basis. India’s growth has been fuelled by the services sector, which contributes 53% of the Gross Value Added (GVA). Manufacturing, on the other hand, contributes only 17% of India’s GVA. India’s manufacturing value added is less than a tenth compared to that of China and India’s share of global manufacturing value added is 2%. In other countries such as South Korea and Germany, contribution of manufacturing value added currently ranges between 20-30%. A strong manufacturing sector is critical to sustained growth of the economy as it generates employment potential-exploiting India’s ‘demographic dividend’ and builds strategic self-reliance in key industries thereby promoting a favourable trade balance. The Government of India announced the ‘National Manufacturing Policy (NMP) with the vision to increase the share of manufacturing in Gross Value Added (GVA) to 25% and create 100 million jobs. The Capital Goods industry is one of the key contributors to value added manufacturing and is significant for overall economic development of India. This will help generate additional jobs, improve India’s trade balance and increase domestic self-reliance.

India currently has an overall trade deficit of US$ 138 Bn (2014-15) and has large negative trade balance with countries including China, Saudi Arabia, Switzerland, Iraq and Iran. The Capital Goods sector imports are substantial at ÙS$ 20 Bn.

An increase in high value capital goods exports and reduction of imports can play a pivotal role in improving India’s trade balance with such countries and reducing the country’s current account deficit.

In recent year, production of capital goods sector has not grown fast enough. The Planning Commission targeted growth rate of 16.8% p.a. for production of capital goods during the 12th Five Year Plan period, but the actual growth rate in the sector over the last 3 years is only 1.1% p.a. coupled with increased imports, this presents a threat to India’s self-reliance. Further, in a globalised world, where manufacturers are increasingly multinational, not all Indian capital goods manufacturers have been able to effectively tap the global opportunity. India’s share of global capital goods exports remains much lower than several other leading countries, despite a well developed domestic capital goods sector. The sector still faces a variety of issues and challenges which are inhibiting growth. Achieving high growth would need focused collective efforts by all concerned stakeholders-government, industry, end user segments alike; supported by an enabling policy for the capital goods industry.

The growth and development of capital goods is critical for India to achieve the vision of “Make in India” by increasing share of manufacturing to 25% of Gross Value Added. The National Policy on Capital Goods is envisaged to unlock the potential of this promising sector and establish India as a global manufacturing powerhouse.

It is critical to nurture the growth of the capital goods sector, spur domestic demand through enhanced utilisation of domestic production capacity ad carve out a greater share of the exports market. The current ecosystem of policies on the supply as well as demand side for capital goods is limited. The National Policy on Capital Goods aims to proactively address the issues and challenges and facilitate creation of an enabling environment for the growth and development of the capital goods sector which would go a long way in driving the manufacturing sector and overall Indian economy.

Scope of National capital Goods Policy:

‘Capital Goods’ are defined as any plant, machinery, equipment or accessories required for manufacture or production, either directly or indirectly, of goods or for rendering services, including those required for replacement, modernisation, technological upgradation or expansion. The scope of the National Capital Goods Policy include 10 sub-sectors, viz; Machine Tools; Textile Machinery; Earthmoving & Mining Machinery; Heavy Electrical Equipment; Plastic Processing Machinery; Process Plant Equipment; Dies, Moulds & Press Tools; Printing Machinery; Metallurgical Machinery and Food Processing Machinery.

Global Policy Frameworks:

Global policy frameworks and best practices in countries such as South Korea, China, Singapore, Germany, Canada, Australia and Brazil which are relevant to the Capital Goods sectors have been referred to develop the National Capital Goods Policy of India. Several such frameworks have been studied in detail and a few are potentially applicable to the Indian context after suitable adaptation to the Indian context in line with the overall objectives of the policy.

Focus on SME Development in the Policy:

To facilitate the MSME sector, some of the issues concerning to the sector incorporated in the Policy are follows:

To develop and promote supplier clusters, common manufacturing clusters for SMEs around large manufacturers and to provide sub-sector specific schemes for cluster development including:

a. Encouraging formation of a SPV by a group of Anchor Machinery Units and assisting all their common vendors to set up units in the Cluster.

b. Setting up Common Facility Centers

and providing these services to users on chargeable basis.

c. Establishing common R&D, Product Development, Design & Testing facilities in these clusters.

d. Providing skill development and Enterprise management development through a common training centre.

e. Creating and fostering recognition of capacity building efforts through industry associations.

Setting up Advisory Group for Ministry of Micro, Small and Medium Enterprises (MSMEs).

Promoting modernization of SMEs through interest subvention scheme like Technology Upgradation Fund Scheme (TUFS) and concessional rate of interest at 2-4%.

Incorporating all capital goods sub-sectors under Credit Linked Capital Subsidy Scheme (CLCSS) and enhance usage to SMEs by expanding geographical reach to all regions.

Considering elimination of requirements such as Bank Guarantees or Standby LCs or money deposits for MSMEs.

Incentivizing large industries and corporate for hand holding micro & small industries, and help in bringing them up to Global Standards.

Institutionalizing annual awards for “Pride of Promoting Indian MSMEs” in various categories for Large Corporates/PSUs.

Providing MSME tax allowance to Corporates and Public sector companies to purchase a certain percentage from MSMEs and function as “Anchor Industry” to them.

Setting the criteria for MSMEs to get qualified for various initiatives under National Capital Goods Policy as Employment Generation apart from the monetary definition given in

Providing schemes for enhancing competitiveness through a cluster approach, especially for CG manufacturing SMEs. Thrust to be on critical components of competitiveness such as Quality Management, Plant maintenance management, Energy management, Cost management, Human Resource management and prevention of corrosion with the Government support to the extent of 80% of the cost.

Modernizing the existing CG manufacturing units, especially SMEs by replacing the modern, computer controlled and energy machineries across capital goods sub-sectors, there is need to create a scheme based on capital subsidy to promote the manufacturing of quality products.

Key issues and challenges relating to MSME Sector:

Limited ability of MSMEs to develop new products & processes: The small operating scale of MSMEs inhibits capacities to acquire technology or develop new products and processes and the units get caught in a self-feeding and vicious cycle. Further, there is an absence of institutional mechanisms in public/private sector to support MSMEs in product/process development.

Lack of awareness of standards: Awareness and compliance to international standards in export destinations is low for SMEs, which limits their export competitiveness.

Inadequate access to capital: SMEs also have limited access to capital due to their low scale and need infrastructure and other support to modernize and increase capacity.

High cost of inputs make Indian machines costly to users, especially SMEs: The price of machine tools is high due to higher input costs and local factors such as Excise Duty,

VAT and Entry Tax/Octroi, Service tax etc. Some financial measures to reduce price to end users will help spur demand and enable more SMEs to adopt the latest CNC machines.

challenges related to SMEs: SMEs still face challenges in developing new products and processes due to their smaller scale and inadequate institutional mechanisms, limited access to capital and low awareness and compliance with international standards.

Highly fragmented sector with large number of MSMEs: The capital goods market is fragmented with majority of operational units in the Small and Medium Enterprises (SMEs) sector, beyond few large players. These cater to small segments of a sub-sector, often serving domestic demand only and are significantly challenged vis-a-vis large foreign competitors due to low operating scale.

Range of issues negatively impacted the growth of capital Goods production in India:

Issues affecting domestic demand creation: The lack of positive bias towards domestic value addition in public procurement policies, difficult contract conditions, persistent import and use of second-hand machinery with no incentive for replacement, zero duty import under ‘Project Imports’ and delays in project implementation are the key factors limiting domestic demand.

Issues affecting exports: Key challenges faced by Indian capital goods exporters are the inadequate availability of competitive short and long-term financing, non-tariff barriers in export markets denying market access and limited understanding of international market requirements especially by smaller players. India also needs to align its trade policy to the shift in India’s export map towards developing regions. More trade agreements are needed with developing countries where India has a comparative advantage.

Issues affecting technology depth: Significant challenges and gaps exist in high-end, heavy-duty, high-productivity and high precision technologies across sub-sector. Contributors to these gaps including low end user acceptance of new Indian technology, lack of skill availability, weak support infrastructure and low Indian participation in developing international standards. Further, patent processing takes very long and fiscal incentives for R&D are still inadequate.

Issues affecting cost competitiveness: Indian manufacturers are still challenged with respect to cost competitiveness compared to their global peers due to a skewed and state-wise variation in tax and duty structure, prevalence of inverted duty structure for several products and high infrastructure and logistics cost.

Issues related to SMEs: SMEs still face challenges in developing new products and processes due to their smaller scale and inadequate institutional mechanisms, limited access to capital and low awareness and compliance with international standards.

Institutional framework relating to MSEs/MSMEs for Indian capital Goods Industry:

The key features/scope of Scheme on Technological Acquisition and Development Fund (TADF) – not specific to Capital Goods Sector relating to MSME under Department of Industrial Policy & Promotion (DIPP) : Indian MSMEs to be provided the following assistance for “Green Manufacturing” :

i. Direct funding support for Technology Acquisitions.

ii. Indirect funding support through Patent Pools.

iii. Subsidy for manufacturing Electrical Equipment/Water Conservation/Pollution Control equipment.

iv. Incentives for Energy, Environment &

Water Audits.

v. Incentives for construction of Green Building.

vi. Subsidy for implementing Waste Water Treatment facilities.

The key features/scope of Scheme on credit Linked capital Subsidy Scheme (cLcSS)- not specific to capital Goods Sector:

Technology upgradation of Micro and Small Enterprises (MSEs) to be facilitated by providing 15% capital subsidy (limited to maximum Rs. 15 lakhs) for purchase of Plant & Machinery. Maximum limit of eligible loan for calculation of subsidy under the scheme is Rs. 100 lakh.

Policy Agenda for achieving goals concerning to SMEs:

DHI will support 80% of the total fee of such cluster projects with the balance cost borne by the SMEs.

data of production, export and import for all capital goods sub-sectors with minimal time lag to facilitate continuous monitoring of policy effectiveness and timely actions to achieve desired goals.

conclusion: The Capital Goods sector is a very large and important sector and a key contributor to manufacturing activity in India. The growth of the sector has been lagging in recent years and the sector is facing a variety of issues and challenges. The National Capital Goods Policy is envisaged to immediately address the needs of the sector and proactively facilitate growth and development of the sector. The policy has laid out a vision and mission for the sector for the coming decade and proposed a comprehensive set of policy actions which would enable the achievement of the objectives for the sector. The smooth implementation and effectiveness of the policy will require alignment and joint action of several ministries and departments and have implications on multiple stakeholders and user industries. The National Capital Goods Policy is a major step to unleash the potential of this promising sector and is envisaged to contribute significantly to achieving the overall vision for manufacturing and “Make in India” as laid out by the Government of India.

The global use of polymers in biomedical is accepted worldwide. It serves as the last place to solve many hard-fought medical

related issues, whether the problem is related to any critical damage to an organ or anything else.The use of polymers in biomedical applications is one of the fastest growing area. It is a highly versatile field where the traditional sciences (chemistry and physics) are interlinked with more modern engineering sciences (chemical, biomedical etc.) to solve chronic health issues.

Applications of biomedical in our body are from head to toe. For instance, PET (polyethylene terephthalate) and PTFE (polytertaflouoroethylene) are used for ligament, vascular and abdominal prostheses due to their high mechanical resistance. Previously, lenses were made of rigid PMMA (polymethyl methacrylate) because it is hard and oxygen impermeable. Later the introduction of silicon acrylates allowed the formation of rigid gas permeable contact lenses. In orthopedic surgery, joint prostheses most frequently have a pairing of metal on UHMWPE (ultra high molecular weight polyethylene) due to its superior strength, creep- and wear resistance. Polyurethanes good mechanical properties, stability and good biocompatibility gives them a special place in medicine. Especially in designing devices like pacemakers, artificial hearts and other blood contacting applications. Apart from this there are several other uses of polymers in biomedical applications.

market in terms of medical plastics whether it’s in volume or value.The few factors responsible for this growth are cheap labour, production capacity, high economic growth rate, increasing medical plastic patents and high economic growth rate. The medical plastic market in Asia-Pacific region is dominated by China.The Global Medical Plastic Market is expected to reach USD 6,978.03 by 2020 at a CAGR (Compound Annual Growth Rate) of 7.12% between the projected year says a report published by Markets.

In medical plastic market, the demand of PVC is more due to its compatibility with different kind of additives which also makes it a versatile polymer. It is mainly used in making Class I medical devices. These devices are deemed to be low risk and are therefore subject to least regulatory controls. PVC manufactured devices are easy to sterilize using simple methods such as steam, radiation, or ethylene oxide. The primary applications of PVC are flexible containers and tubing.The largest application of medical plastic is disposable medical devices. Polymers such as polyethylene, polypropylene, polystyrene, silicon hydrogel and epoxy resins are mostly used to manufacture disposable medical devices( Table 1). In this category, devices like medical and cleaning gloves, disposable enemas, contact lenses, hypodermic needles, dialysis disposables and other medical products come.

The medical plastic market is quite disintegrated as the numbers of suppliers are less as compared to the number of buyers. A study by Grand View Research predicts that global medical polymer market will grow at a CAGR of 8.4% in next 5 years. The demand for medical polymer was 4,901 kiloton in 2013 which is expected to reach 7,149.8 kiloton till 2020. Almost 1/5th of the global polymer market is ruled by Styrenic Polymers. in the manufacturing of liquid delivery system, medical packaging, connecters etc. Its demand alone in the market was 806.7 kilotons in 2013. In next few years we will observe a robust increase in the demands of biodegradable plastic product.Mr. Ray Hammonds, renowned futurologist, in his report on ‘The World in 2030’ predicts that Plastics would demonstrate the sustainable value of plastic as a material of 21st century material while ensuring health and well being of human life.

The question which now arises is why plastics instead of any other material?The major reasons for the widespread use of plastics are its flexibility, low cost and bio-stable material. The disposable market is expected to increase 6.6% yearly to nearly $245 billion in 2018. And it is experienced robust growth over the past two decades, averaging 12.5% per year. This market is dominated by United States and then followed by Europe and Asia. India comes among the top 20 markets for Medical Devices in the world and fourth largest in Asia after Japan, China and South Korea. The medical disposable market has a value of approximately Rs. 15,000 Crores among which 45% is imported. Its demand is rising by 14.3% annually. The One Member Committee under the chairmanship of Dr. Prabhat Kumar was constituted by the Ministry of MSME on 31.12.2015 to help in formulating National MSME Policy. The country does not have an MSME policy till date.

The Union Cabinet Chaired by the Prime Minister Shri Narendra Modi has given ex-post facto approval to the package for

supporting Micro and Small Enterprises (MSEs) – Augmentation of the Corpus of Credit Guarantee Trust Fund for Micro and Small Enterprises (CGTMSE).

The proposal entails the following:

(i) Augmentation of the corpus of the Trust from Rs. 2,500 crore to Rs. 7,500 crore, to be fully funded by the GoI;

(ii) To increase coverage of the loans covered under the credit guarantee scheme from Rs. 1 crore to Rs. 2 crore;

(iii) To increase coverage of the credit guarantee scheme for loans being extended to micro and small enterprises by NBFCs also. This would enable the Trust to enhance the quantum

Shri Kalraj Mishra, Union Minister of MSME said that the package for MSME announced by Prime Minister has met the long term demand

of the MSME for increasing credit guarantee limit from ` 1 crore to ` 2 crore. He said this in a letter thanking Prime Minister for the MSME package announced by him in the speech on the eve of New Year.

Shri Mishra said that it will be for the first time that the credit guarantee will also be extended to Non Banking Financial Companies which provides loans to Micro Small Enterprises. The package envisages that banks and NBFCs would charge low interest rate on these loans because Government is bearing a substantial part of guarantee cost. Micro and Small Enterprises have been facing liquidity and credit constraints in the last 2 months. Increase of credit limit from 20% of project annual turnover to 25% would substantially increase available credit to small industry by 25%. He also stated that as per announcement working capital loans for Micro and Small Enterprises would be increased from 20% of the project annual turnover to 30% on the digital component of the turnover. Additionally Reserve Bank of India extended the period of the system 60 days to 90 days beyond what is applicable for the banks and financial institutions for recognition of a loan account of MSMEs as not being NPA or substandard for loans smaller than ` 1 crore. RBI has already advised banks on 29 December 2016 to provide additional working capital limit to Micro and Small Enterprises borrowers to overcome temporary difficulties consequent upon withdrawal of legal tender status of ` 500 and ` 1000 denomination notes.

A few days back Government has also announced that presenting income tax for small business up to turnover ` 2 crore would be calculated at 6% on income from digital transaction in place of 8% otherwise. This would reduce income tax liability on such transaction by 25%. Subsequent to the announcement of MSME package by the Prime Minister positive feedbacks are received from the MSME sector. n

The Department of Industrial Policy and Promotion (DIPP) convened a meeting of Stakeholders including producers from film

and TV industry to discuss copyright and related issues concerning the industry on 28.12.2016 in New Delhi. The meeting was chaired by Mr. Rajiv Aggarwal, Joint Secretary.

The Department appreciated the efforts being initiated by the ‘Telangana Intellectual Property Crime Unit’ (TIPCU) to curb piracy of copyright

Awareness about Copyrights pertaining to Film and TV Industry emphasised to counter piracy

protected material and expressed the need to adopt this model by other states also to check this menace within their respective jurisdiction. The participants also expressed their views on various provisions of the Copyright Law and their effective implementation to counter piracy.

The department exhorted the industry to undertake measures to create awareness in the general public, especially the youth, about piracy and its ill-effects. n

FDI Policy Reforms for Economic GrowthForeign Direct Investment

consolidated FDI Policy circular of 2016:

The ninth edition of this series was released on 7th June, 2016, incorporating all FDI policy amendments carried out since the release of

last FDI Circular i.e. since May 12, 2015.

It has been made simpler and investor friendly; and will serve as a ready reference for foreign investors on various provisions of the FDI policy.

Policy Reforms :

To further supplement domestic capital, technology and skills, for accelerated economic growth, DIPP announced FDI policy reforms on 20th June, 2016. The policy amendments became effective from the date of release of the press note i.e. 24th June, 2016.

The reforms inter-alia include FDI beyond 49% in Defence under approval route and 100% FDI for e-commerce in Food Products manufactured/ produced in India under approval route.

Government vide Press Note 6 (2016) dated 25.10.2016 reviewed FDI policy on Other Financial Services and NBFCs.

Foreign Investment in financial services activities regulated by financial sector regulators will be 100% under the automatic route.

In financial services, which are not regulated by any financial sector regulator or where only part of the financial service activity is regulated or where there is doubt regarding regulatory oversight, foreign investment upto 100% will be allowed under the government approval route

Inflows :

The total FDI inflows received during the last financial year (2015-16) at US$ 55.6 billion, an increase of 23% compared to the previous financial year (US$ 45.1 for 2014-15), has been the highest ever for any financial year till date.

During the current financial year, The FDI inflows during April-October, 2016-2017 stood

at US$ 27.82 billion as compared to US$ 21.87 billion in April-October 2015-2016.

Manufacturing constitute around 41.5% of the equity inflows while non-manufacturing around 58.5% (during April 2014 to Sept 2016)

Intellectual Property

Intellectual Property Rights (IPR) Policy:

In May, 2016, Government for the first time adopted a comprehensive National Intellectual Property Rights (IPR) policy to lay future roadmap for intellectual property. This aims to improve Indian intellectual property ecosystem, hopes to create an innovation movement in the country and aspires towards “Creative India; Innovative India” “jpukRed Hkkjr; vfHkuo Hkkjr”.

Objective of this policy is to increase IPR awareness; stimulate generation of IPRs; have strong and effective IPR laws; modernize and strengthen service-oriented IPR administration; get value for IPRs through commercialization; strengthen enforcement and adjudicatory mechanisms for combating IPR infringements; and to strengthen and expand human resources, institutions and capacities for teaching, training, research and skill building in IPRs.

Subsequent to the approval of this policy, a Cell for Intellectual Property Rights Promotion and Management (CIPAM) has been created as a professional body which will be working under the aegis of DIPP for addressing the 7 identified objectives of the Policy.

Industrial Infrastructure

National Industrial corridor Development & Implementation Trust (NIcDIT):

Delhi Mumbai Industrial Corridor Project Implementation Trust Fund (DMIC-PITF Trust) is now re-designated with an expanded mandate of integrated development of Industrial Corridors.

This would be an Apex body under administrative control of DIPP for coordinated and unified development of all industrial corridors in the country.

It will channelize Govt. of India (GoI) funds as well as institutional funds for development of corridors. It will coordinate all central efforts for the development of Industrial Corridor projects and will also monitor their implementation.

Total outlay has been increased and now extended up to 31st March, 2022.

Delhi Mumbai Industrial corridor:

Approval of Construction of trunk infrastructure for Phase II of Part I of Shendra Bidkin Industrial Area (SBIA) namely the Bidkin region spread across 31.79 sq km (3,179.20 ha) at an estimated project cost of ` 6,414.21 crore.

Investment of ` 2,397.20 crore as 49% equity of DMIC Trust in the City/ Node SPV in a phased manner; and issuance of EPC tenders for selection of contractors for various packages of trunk infrastructure in a phased manner.

Development of the SBIA as a manufacturing hub will generate a series of direct and indirect benefits through employment, development of ancillary units and spin-off of socio-economic benefits.

Modified Industrial Infrastructure Upgradation Scheme (MIIUS) :

Under this Scheme, projects have been undertaken to upgrade infrastructure in existing Industrial Parks/ Estates/ Areas. Greenfield Projects can also be undertaken in backward areas and North Eastern Region (NER) with a Central Grant upto 50% of the project cost with a ceiling of

` 50.00 crore.

Final approval has been accorded to 24 projects with central grant amounting to ` 604.71 crore and 6 projects with central grant of ` 129.91 crore are at ‘in-principle’ approval stage. Central assistance of ` 181.92 crore has been released to 22 projects as on 31.10.2016.

Support to Industry

Indian Leather Development Programme:

One of the major activities under Indian Leather Development Programme is to provide placement linked skill development training to unemployed youth.

As against the target of providing training to 1.44 Lakh persons during 2016-17, 60,705 unemployed persons have been trained out of which 48,752 trainees have been employed in leather and footwear industry.

For augmentation of institutional infrastructure, assistance has been provided for establishment of two new branches of Footwear design and development Institute (FDDI) at Banur (Punjab) and Ankleshwar ( Gujarat).

Approval has been given for setting-up Mega leather Cluster (MLC) at Nellore, Andhra Pradesh with GOI assistance of ` 125 crore.

Investment Promotion

Make In India:

On completion of two years of ‘Make In India’ initiative, sector achievement reports in respect of eleven sectors viz. Power, Mining, Automotive, Telecommunication, Textile & Apparel, Electronics & IT, Skill Development, Leather and Port & Shipping Tourism and Food Processing have been released during the year.

Ease of Doing Business:

The World Banks’ Doing Business 2017 report shows that for the first time the absolute score of ‘Distance to Frontier’ that measures the gap between India and the global best practice has increased for two consecutive years. It has improved by 2.5% from 55.27 to 53.93 over a period of last one year.

A Memorandum of Understanding (MoU) was signed between India and UK to support Ease of Doing Business in India. A national conference on Ease of Doing Business was organized with support from Government of UK to disseminate the best practices.

Through constant efforts, States too have been brought on board in the process to expand the coverage of these efforts. The rankings of the States/UTs based on 340-Point Business Reform Action Plan released on 31st October 2016, show that national implementation average of reforms undertaken by States/UTs stands at 48.93%, significantly higher than last year’s national average of 32%.

It also shows that 12 States scored more than 90 % as against none last year.

Start-up India:

Fund of Funds for Startups: `129 crore committed by SIDBI to Venture Funds.

Notification issued by RBI allowing Foreign VCs to invest in equity or equity linked or debt instrument issued by an Indian startup without RBI approval.

Notification issued for Relaxed Norms of

Incentives for Industries of North East and Himalayan States:

North East Industrial and Investment Promotion Policy, 2007 revised with notification on 22nd Nov, 2016 for resumption of registration process for new industrial units that had commenced production on or after 01.12.2014.

Committee headed by CEO, NITI Aayog to suggest a roadmap for a new industrial policy for the region.

International cooperation:

Korea Plus- It is a special initiative to promote and facilitate Korean Investments in India. It was operationalized on June 18, 2016 comprises of a representative from the Ministry of Industry, Trade and Energy, Government of the Republic of Korea and representative from Korea Trade Investment and Promotion Agency (KOTRA) and three representatives from Invest India. n

The Commerce and Industry Minister, Smt. Nirmala Sitharaman, held a meeting with various incubators and accelerators to gather

feedback, hear their concerns and address key challenges faced by them in the Startup ecosystem. This is in continuation to her previous initiative to reach out to various stakeholders of the ecosystem.

Incubators are critical for driving the growth of startups at all stages of their entrepreneurial journey. They help provide mentorship & handholding support and above all foster a culture of innovation. It is therefore incumbent on the Government of India to support the incubators/accelerators so that

Launch of IPR Enforcement Toolkit for Police and IPR Awareness Campaign for Children

The Commerce & Industry Minister Smt. Nirmala Sitharaman launched an IPR Enforcement Toolkit for Police on 4th January

2017, New Delhi. The toolkit has been jointly prepared by Cell for IPR Promotion and Management (CIPAM) and Federation of Indian Chambers of Commerce and Industry (FICCI). This toolkit will be a ready reckoner for police officials across the country in dealing with IP crimes, specifically Trade Marks counterfeiting and Copyrights piracy. In addition to details of offences under various laws, it provides for checklists for registering a complaint and conducting search and seizures. It also lays down general guidelines for search and seizure in case of IP crimes. This toolkit will be provided to all state police departments across the nation and

will assist them in dealing with the cases relating to Trademarks and Copyrights infringements.

The Cell for IPR Promotion and Management (CIPAM) under the aegis of the Department of Industrial Policy & Promotion (DIPP), Ministry of Commerce & Industry, Government of India is working to ensure effective implementation of the National IPR Policy 2016. Several measures have been taken by CIPAM to strengthen the IP ecosystem in the country. The National IPR Policy recognizes that awareness about IPRs and respecting IPRs is very crucial in a healthy IP ecosystem. Children are the future of a country, and we should inculcate respect for IPRs amongst them from an early age, so that they become responsible users of IPRs

Service tax exemption is being currently provided to incubators duly recognized by Government; it should be extended to other incubators as well.

The requirement of seed stage funding for Startups was highlighted. Incubators should be given grant by Government to help Startups at the initial stages. E.g. PRISM under DSIR which gives a grant of Rs. 2 lacs for startups at the seed funding stage is extremely helpful; a similar seed stage funding from 5-10 lacs for startups was proposed.

Startups registered with incubators need to get their valuation done which is a financial burden on them. Startups below a particular threshold may be exempted from the same.

Greater corporate engagement with incubators may be facilitated.

Section 35(2AA) of Income Tax Act may be extended to incubators as well

Marketing and funding support to startups is critical, hence a separate fund for incubators

needs to be created especially through CSR mandate for corporates.

A Central repository of all schemes and funds available under the Government for the benefit of startups should be created.

State Governments and municipal bodies may be requested to extend relaxed procurement norms to startups.

The current FCRA regulations prohibits charitable trusts to use the foreign funds received by them as investment in startups as such investments are treated as speculation.

A national survey can be undertaken to collate and address all challenges of startups on a common platform

The Commerce and Industries Minister thanked everyone for giving the valuable suggestions which will help build a conducive Startup ecosystem in the country. She assured that the department will take the suggestions forward by engaging with the ministries concerned. n

CIPAM is collaborating with the International Trademark Association (INTA) to launch an IPR Awareness campaign for school children, which would spread the message on IPRs in a creative and engaging manner, through the use of presentations and creatively illustrated posters and pamphlets which cover the basics on IPRs and the need to protect IPRs.

In order to strengthen the Enforcement mechanism, CIPAM has also organized seven batches of training programmes for Police officials in State of Andhra Pradesh and a three day training programme for APOs and Police Officials in State of Uttar Pradesh. Trainees enacted plays and participated in quizzes and other activities based

on IPRs. CIPAM has also written to all the state police and judicial academies to undertake training of police and judicial officers on Enforcement of Intellectual Property Rights.

CIPAM is actively facilitating International engagements in the field of Intellectual Property Rights. Two MoU on IPRs were recently signed with UK and Singapore. India-USA Workshop on Protection of Trade Secrets was successfully organized by CIPAM to discuss various aspects related to Trade Secrets and its impact on Industry.

App named 'SEZ India' launched by Commerce Ministry

A Mobile app named “SEZ India” has been launched by the Commerce Secretary on 06.1.2017. SEZ Division, Department

of Commerce under its broader e-Governance initiative i.e. SEZ Online System, has developed mobile app for Special Economic Zones (SEZs). Commerce Secretary launched the app and mentioned that the App would help the SEZ Units and Developers to find information easily and track their transactions on SEZ Online System. Now the SEZ Developers & Units can file all their transactions digitally through SEZ Online system and track the status on the go through the SEZ India mobile app.

The app is available on Android Platform for use by SEZ Developers, Units, officials and others. The app has four sections i.e. SEZ Information, SEZ Online Transaction, Trade Information, and Contact details. Salient Features of the four sections are as under:-

1. SEZ INFORMATION: This is a compendium

of the SEZ Act, 2005, SEZ Rules, 2006, MOCI Circulars, details of SEZs and Units etc. It gives up to date comprehensive details on all the above aspects.

2. TRADE INFORMATION: This provision gives access to important information / tools such as Foreign Trade Policy, Hand Book of procedure, Duty Calculator, Customs & Excise Notification and MEIS Rates.

Interaction with Beneficiaries of Up-scaled: Revised 2013 Lean Manufacturing Competitiveness Scheme

(LMCS)

Lean Manufacturing Competitiveness Scheme (LMCS) is a part of National Manufacturing Competitiveness Programme (NMCP) under

Ministry of MSME and it aims at improving the overall productivity of MSMEs by reduction of wastes with the help of lean manufacturing concepts. This scheme was started in 2009 as a pilot project in 100 clusters and based on its success; this scheme has been up-scaled for 500 more clusters.

National Productivity Council has been associated with this scheme since inception as National Monitoring and Implementation Unit (NMIU). Till-date 200 MSME Clusters have been formed encompassing sectors such as Automobile, Engineering, White Goods, Handicrafts, Diamond Processing, Food Processing, Readymade Garments & Textile Cluster etc. The beneficiary MSMEs has witnessed an average increase in productivity level in the range of 20 to 25%. Besides, depending upon the type of clusters, the average increase in inventory turnover has been reported as 25%

and the achievement in respect of reduction in manufacturing lead time in the range of 5 to 30%. National Productivity Council organized a media interface with 10 MSME beneficiaries during which they actively participated to share their achievements accruing from implementing Lean Manufacturing Tools and Techniques. Majority of beneficiary units have reported manifold monetary savings during each stage of the implementation. The other intangible benefits that accrued were safer workplace management, improved quality environment-friendly production capacities, business opportunities and high morale of workforce. During the interaction DG,NPC Mrs Kalpana Awasthi said the scheme has also been able to build the capacity of the beneficiary units to contribute to Make in India initiative of Govt. of India. She said the Overall response from the MSMEs has been very encouraging as regards the implementation of the scheme by NPC as well as its effectiveness towards ease of doing business for their sector as a whole. n

and would help evolve a common MoU to address the emerging challenges in the region in MSME sector. He emphasized that the resilience in IORA over the last 20 years has been its innate strength. IORA’s evolution and growth have consistently seen an upward trajectory. He said that this strength must be reinforced by ensuring independence of strategy and priority. The onus of strengthening the regionalism in a composite manner must rest first on the shoulders of IORA members themselves.

He also expressed that this workshop will inspire the member countries to further cooperation and seek opportunities to support the progress towards mutual goals.

Background:

Workshop on MSME Cooperation amongst IORA member countries was organized in pursuance of the commitment made by India in the Economic Business Conference - II (EBC- II) held in Dubai in April, 2016. The Ministry of MSME, Government of India in consultation with the Ministry of External Affairs, Government of India and IORA Secretariat organized this Workshop, wherein 23 representatives from 13 member countries, viz., Mozambique, Madagascar, Sri Lanka, South Africa, Comoros, Kenya, Seychelles, Malaysia, Mauritius, Singapore, Australia, UAE and Yemen participated.

The areas of cooperation will be chalked out and the Memorandum of Understanding for Cooperation in these sectors will be signed tomorrow. The workshop was also attended by senior officials from the Ministry of MSME and IORA Secretariat. n
