The Bay Area Commuter Benefits Program took effect on

March 26, 2014. This Program was developed and adopted by the

Bay Area Air Quality Management District (Air District) and the

Metropolitan Transportation Commission (MTC), to implement State

Senate Bill 1339. It requires all employers in the San Francisco Bay

Area with 50 or more full-time employees (employees who work 30

hours or more) to provide commuter benefits to their employees by

September 30, 2014. Employers subject to this program must choose

at least one of four commuter benefit options to offer their employees.

Why it’s good for business – Transit benefits are treated as

a tax-free fringe benefit, not employee wages. Employers can save

approximately 7.65% in payroll taxes AND employees can save up to

40% on their commuting expenses since they don’t have to pay

income taxes on the money they set aside for their transit use.

HOW VTA CAN HELP YOU COMPLY WITH THIS NEW REQUIREMENT:

You must offer one of the following four options:

• Pre-Tax Benefit – allow employees to exclude their transit/carpool expenses from taxable income, up to $130 per month

• Employer-Provided Subsidy – Provide a subsidy to reduce or cover employees’ monthly transit costs, up to $75 per month

• Employer-Provided Transit – Provide a free or low-cost transit service for employees, such as a bus, shuttle or vanpool service

• Alternative Commuter Benefit – Provide an alternative commuter benefit that is effective in reducing single-occupancy commute trips as the previous 3 options.

Rapid 522VTA’s Rapid 522 supplements VTA Bus Line 22 service along the Alameda/El Camino Real/Santa Clara Street/Alum Rock Avenue corridor. The corridor is the backbone of the VTA bus network, carrying over 20,000 daily riders, or 20% of VTA’s bus ridership. Rapid 522 provides faster, more frequent, and more direct service along the 26-mile route through the use of state-of-the-art technology and service enhance-ments that include bus signal priority, queue-jump lanes and headway-based schedules.
