VA will provide eligible Veterans up to one-year of VA-funded vocational education in high demand occupations for unemployed Veterans meeting eligibility criteria

Department of Labor will provide outreach assistance to identify potential participants before and throughout the application period

Department of Labor will provide employment assistance for those Veterans who are ineligible for the program

Department of Labor will provide employment assistance for those Veterans who successfully complete and who do not complete the retraining program

Veterans Retraining Assistance Program

(VRAP) Training must be from a community college

or technical school Training MUST lead to an Associate Degree,

Non-College Degree or certification 45,000 slots open from July 1, 2012 through

September 30, 2012 54,000 slots available from October 1, 2012

through March 31, 2014

Training must be in an occupation determined by Department of Labor to be “in demand” based on nationwide data

Up to 12 months of assistance available Paid at the GI Bill Active Duty program rate

($1,473/mo., may change later) Benefits are paid directly to the veteran.

Eligibility CriteriaVeterans who at the time of application: are at least 35 but not more than 60 years of age; were last discharged from their last active-duty

military service under honorable conditions; are unemployed; were not enrolled in any federal or state job training

program at any time during the 180-day period ending on the date of VRAP application; and,

did not apply for VRAP participation after October 1, 2013.

Applicants are notified immediately if their application is denied for the following:age; discharge type; employment status; enrollment in a training program in the previous

180 days; and, Timely application (before October 1, 2013).

Applicants should be notified within 21 days if their application is approved.

VA will notify DOL within 30 days of VRAP veterans’ termination of training

DOL will conduct outreach to these veterans to offer employment services

Outcome reporting mechanisms are in development

If applications are denied, appeals may be made to the DVET

Work Opportunity Tax Credits

VOW Section 261 extended and expanded the tax credit for hiring certain qualified Veterans

Employers must: Complete IRS Form 8850, Pre-Screening Notice and Certification

Request for the Work Opportunity Credit, by the date of the job offer

Complete ETA Form 9061 Submit the form to the State Workforce Agency not later than

28 days after the new hire begins work
