Vision and Objectives

• Promote the System Journal as the premiere publication on complex systems and system-of-systems

• Involve the Member Societies to make them perceiving that the System Journal

is one of their journals

too low and are not inclined to pay for some extra space, thus considering other journals

• MOTION #2 Review process management for papers authored by EiC, AEs or guest editors

Papers authored by the EiC, the AEs, and the Guest Editors for their own Special Issues which are submitted for consideration to ISJ are managed blindly to their authors by implementing a procedure which preserves the privacy of sensitive information.

Papers authored by the AEs are managed by the EiC as any other paper, but the whole review process is performed by the designated AE outside the ISJ web-based review system to ensure that any confidential information (name of the designated AE, name of reviewers, confidential reviewers' comments) are not accessible to the authors.

• MOTION #2 Review process management for papers authored by EiC, AEs or guest editors (cont’d)

Papers authored by the EiC are assigned by the secretariat to an AE without disclosing his identity to the authors. The whole review process also for these papers is managed manually by the designated AE outside the web-based review system to preserve confidentiality.The review outcome is delivered by the designated AE to the secretariat for notification to authors to maintain confidentiality.

Papers authored by Guest Editors of a special issue and intended to be eventually included in their own special issue shall be submitted as regular papers in the web-based review system and the EiC be notified by the authors. These papers are managed by the EiC outside the portion of the ISJ web-based review system assigned to the special issue to ensure confidentiality. The Guest Editors are in fact allowed to see all information concerning the paper review process only for papers submitted in portion of the web-based review system dedicated to their own special issue, not the papers outside this portion.

SYStems Council Knowledge Electronic Environment

• web-based environment for collecting and disseminating knowledge on theory, technologies, design methodologies, applications, successful cases, and practical guidelines on complex systems, system-of-systems and engineering of systems

• comprehensive integrative environment focusing on this interdisciplinary area

• attracting readers and authors since they will found an easy access to the knowledge of their interest

– in particular: professionals, managers, and beginners

• easier access to knowledge in this field will result in a wider circulation of the knowledge itself and an increased education level of the readers, for the benefit of academic and professional communities as well as students and governmental bodies and, in turn, for the economic and social development

• establishing a new business model for the IEEE Systems Council, its Member Societies and the whole IEEE and more business opportunities (including online sponsorships and/or advertising as well as traditional subscription and single item purchases)

Budget

• Income credited to the OUs originating the accessed materials, maybe deduced a very small service fee for the IEEE Systems Council since it made easier to access those materials

• Income due to materials produced specifically for the SYSC-KEE will by credited the IEEE Systems Council

• Business model for customers needs to be discussed with IEEE

• Almost all of the cost of creating the Knowledge Electronic Environment infrastructure is likely to be charged to IEEE since it will be an experimental new product which could be adopted also by other OUs for their specific field of interest

• The expenses to personalizing and running the SYSC-KEE may be charged to the IEEE Systems Council since they will be specific of this OU

• Cost charging needs to be discussed with IEEE

Benefits

• Better support to users in accessing IEEE knowledge and practical expertise on systems all along their professional life, including also initial education and long-life education, in research, industry, profession, and government activities

• Reinforcing the presence and the role of the IEEE among practicing engineers and managers as the major source of technical and scientific information for the engineering profession and the larger public in the field of systems

• Better support to professionals

• Better support to beginners

• Availability of educational material for continued education (also on-line)

• Availability and electronic access to the expertise and knowledge, specifically the one generated by IEEE

• Wider dissemination of knowledge with induced higher quality for the specific field and all scientific and professional areas

• Improve the visibility and perceived value of the IEEE Systems Council

• Improve the value of the IEEE Systems Council and, in general, of the IEEE as perceived by industry managers so as to have additional involvement and proactive presence of companies in IEEE Systems Council activities

• Strengthen relationships with volunteers and recruit new volunteers who will gladly share their knowledge for the benefit of the whole scientific, educational, industrial, and governmental communities

• Attract more members to IEEE

• Promote the value of the IEEE Systems Council and, in general, of the IEEE as perceived by people in and outside the IEEE

• Electronic Publication

• Goals:

– Collect material published by the IEEE in the field of interests of the Systems Council• Papers published in

– IEEE Systems Journal– Journals and magazines of the SYSC Member Societies– Journals and magazines of the other IEEE Societies, Councils, and OUs– proceedings of the IEEE Systems Conference– proceedings of conferences of the SYSC Member Societies– proceedings of the other IEEE Societies, Councils, and OUs

– Not republishing, but rebinding the available knowledge by focusing on a multidisciplinary topic which is typically contained in many journals and conference proceedings of many Societies, Councils and other OUs

– Simplify the access to the knowledge published by the IEEE on systems– Allow for selling a single title to people interested in systems – Reduce the cost of accessing to the knowledge on systems

• The proposal has not been submitted since the IEEE market analysis has shown high costs without significant income return for many years

• IEEE recommended SYSC-KEE instead of the Systems Compendium
