1 Voluntary Manufactured Gas Plant Cleanup Program Former Vallejo Manufactured Gas Plant Environmental Activities Update – Public Comment on Cleanup Plan Fall 2018 Background Pacific Gas and Electric Company (PG&E) is voluntarily cleaning up the site of a former manufactured gas plant (MGP) that operated from 1872 to 1930 near Curtola Parkway and Sonoma Boulevard (see map on back). This cleanup work is a significant investment in Vallejo’s waterfront and is performed in accordance with access agreements with the City and private property owners, and under the oversight of the California Department of Toxic Substances Control (DTSC). Proposed Cleanup Plan From October 22 to November 21, 2018, DTSC will allow the public to review and provide comments on PG&E’s draft cleanup plan (also known as a draft Remedial Action Plan or RAP). The plan analyzes options to remediate chemical residues found in soil, soil gas, and groundwater from former gas-making operations and recommends the following (see site map on back): Excavation and off-site disposal of 123,500 cubic yards of impacted soil In-place treatment of 105,000 cubic yards of deeper soil at the main site area by mixing it with stabilizing agents Excavation and/or in-place treatment of contaminants up to a depth of 15 feet in a localized area at the North of Curtola site area Placement of three to five feet of clean soil over treated areas to return the site to its original grade Ongoing monitoring of groundwater to confirm that cleanup goals are achieved Work would be phased over a three-year period and at the height of operations, about 25 trucks per day will enter and exit the site (50 one-way trips or about 2 trucks per hour during 7 a.m. to 5 p.m. working hours). Once site remediation is complete, DTSC will require that land use covenants be recorded for both the City- and privately-owned parcels to document post-remediation site conditions and prohibit certain uses of the property. The proposed approach meets today’s stringent regulatory requirements for long-term protection of public health and the environment, protects groundwater and the Mare Island Strait, supports future site redevelopment, and minimizes construction impacts such as truck traffic and noise. Public Comment DTSC will inform the community of the opportunity to review and comment on the draft cleanup plan through a variety of outreach activities including a community update and a public notice advertisement in the Vallejo Times Herald. DTSC will hold a public meeting to discuss the draft cleanup plan on Wednesday, November 7 from 6:30 to 8:30 p.m. at the Florence Douglas Senior Center, 333 Amador Street, Vallejo, CA 94590. Site Cleanup Once DTSC approves a final cleanup plan, PG&E will prepare engineering drawings and secure permits. If the cleanup plan is approved in 2018, site cleanup is currently anticipated to begin in 2020 and will be conducted in manageable phases through 2023.

Community Protection Measures

PG&E has safely remediated over 20 MGP sites in urban areas over the past ten years. All work will be performed in a manner that is fully protective of public health and includes ongoing air monitoring, working within a fully enclosed tent in the most heavily impacted areas, careful management of project trucking activities, and regular communications to the community.

Antecedentes Pacific Gas and Electric Company (PG&E) está limpiando voluntariamente el sitio de una antigua planta de gas manufacturado (MGP) que operó de 1872 a 1930 cerca de Curtola Parkway y Sonoma Boulevard (ver mapa al dorso). El sitio es actualmente propiedad de la ciudad de Vallejo. Este trabajo de limpieza es una inversión importante en la línea costera de Vallejo y se realiza de acuerdo con los contratos de acceso de acuerdo con la ciudad y propietarios privados y bajo la supervisión del Departamento de Control de Sustancias Tóxicas de California (DTSC).

Propuesta del Plan de limpieza

Del 22 de octubre al 21 de noviembre de 2018, DTSC permitirá al público revisar y proporcionar comentarios sobre el borrador del plan de limpieza de PG&E (también conocido como un proyecto de plan de acción correctiva o RAP). El plan analiza las opciones para remediar los residuos químicos encontrados en los suelos, el gas del suelo y las aguas subterráneas de las antiguas operaciones de fabricación de gas y recomienda lo siguiente (vea el mapa al dorso):

Los trabajos se realizarían en fases durante un período de tres años y en el pico de las operaciones, aproximadamente 25 camiones por día entrarán y saldrán del sitio (50 viajes o alrededor de 2 camiones por hora, de 7 a.m. a 5 p.m. en horas hábiles). Una vez que se complete la limpieza del sitio, el DTSC requerirá que se registren convenios de uso de la tierra, tanto de la ciudad como de las parcelas de propiedad privada, para documentar las condiciones del sitio después de la remediación y prohibir ciertos usos de la propiedad. El enfoque propuesto cumple con los requisitos estrictos reglamentarios actuales para la protección a largo plazo de la salud del público y el medio ambiente, protege las aguas subterráneas y el Estrecho de Mare Island, apoya el futuro desarrollo del sitio y minimiza los impactos de la construcción, como el tráfico de camiones y el ruido.

Comentarios públicos El DTSC tendrá un período de comentarios públicos de 30 días acerca del proyecto del plan de limpieza en el otoño de 2018. El período de comentarios públicos se anunciará a través de un anuncio en el Vallejo Times Herald y una hoja informativa que se enviará a los residentes, negocios e interesados del área. El DTSC considerará todos los comentarios antes de aprobar un plan de limpieza final.

Limpieza del sitio Una vez que el DTSC apruebe un plan de limpieza final, PG&E preparará planos de ingeniería y asegurará permisos. Si el plan de limpieza se aprueba en 2018, se anticipa que la limpieza del sitio comenzará en 2020 y se llevará a cabo en fases manejables hasta 2023.

Medidas de protección para la comunidad

PG&E ha remediado de manera segura más de 20 sitios de MGP en áreas urbanas durante los últimos diez años. Todo el trabajo se realizará de una manera que protegerá totalmente la salud pública. Incluyendo un monitoreo aéreo continuo, trabajando dentro de una carpa completamente cerrada en las áreas más afectadas, con un manejo cuidadoso de las actividades de transporte de camiones del proyecto y una comunicación regular a la comunidad.
