The 2005-2006 review on statisticsshows that six Asian countries are inthe top ten lists of countries with largestgrowth in NGV and/or NG fuelling station population. Moreover, five Asian countries--Pakistan, India, Iran, China, and Egypt--are within the world’s top-ten biggestNGV countries. Among those, China,Iran, and Pakistan are consistentlyappearing in the above-mentioned three lists for a few years already. This, and many related activities toboost NGV usage, has made Asia anew favourite region in the methanevehicle industry. Entering 2007, ourregion continues attracting investorswith many new projects, national targets, and favourable regulations.
PakistanIn 2007, about 600 new provisionallicenses to establish NG stations will beoffered by the authority to enlarge thesupplying network and allow an evenbigger adoption of methane vehicles.Besides the already implemented taxexemptions on equipment for CNGrefuelling stations and vehicle conversion, the government alsoencourages private sector to establishmore CNG equipment manufacturersand to open new fuelling facilities. ByDecember 2006, the governmentissued sales tax exemption for importedand locally made CNG buses for publictransport use. Pakistan vehicle conversion rate reaches up to 100,000vehicles per year. Although the nationaltarget is set at 1.2 million NGVs by2010, we will not be surprised if theNGV population reaches up to 1.4-1.5million units within the next three years.
IranThis country is actively developing itstechnology, and, thus, welcoming manyequipment manufacturers from overseas to join the Iranian current market and to share their know-how.The government has an impressive planto convert all government and publicvehicles to methane vehicles. However,the medium-term plan is set at the utilisation of 600,000 NGVs in 2010, a
huge jump from the current 150,000existing vehicles. About 20,000 units ofthe target are expected to be buses.Although many are still converted vehicles, over 1 million OEM NGVs -bifuel and dedicated- are planned to beproduced locally. A taxi company in Iranis also considering ordering 8,000 unitsof CNG VW Caddy to join "clean vehicle" fleet.
ChinaThe 2010 national target in China hasbeen surpassed in 2006! And the government keeps advocating theindustry by encouraging citizens to useCNG vehicles. Projects, such as provision of CNG buses for the 2008Olympic in Beijing, are pushed forward.LNG is also joining the market asresearch and promotion programme tointroduce LNG buses is soon to belaunched in selected cities. Other alternative fuels are also supported, yet,NGVs has become the priority in thetransport agenda. The LDV market isvery attractive in this country as Chinais listed as the world’s fastest boomingvehicle market, which has bought 5.9million new cars in 2006 alone.
IndiaThe 2nd largest NGV country in thisregion has added over 120,000methane vehicles and more than 130fuelling amenities in 2004-2006. Thatmeans converting 60,000 vehicles andbuilding an average of 60 fuelling facilities every year. In December 2006,the government announced a five-year
plan to expand its natural gas pipelinenetwork to cover up 60% of all vehiclesin the country. Supply of natural gas willbe increased from 5 mt to 25 mt,according to Greg Solomon, EdenEnergy’s Executive Chairman. India ismoving toward hytane vehicle marketthat uses a blend of hydrogen and CNGto fuel vehicles. Vehicles powered by amix of CNG and 10% hydrogen can useCNG engines with a minor modification,while the ones using more than 10%hydrogen need significant changes. Thisyear, a fuelling station to supply 1,000hydrogen and hythane vehicles will beavailable in New Delhi.
EgyptThis country has underlined its importance in the industry by hostingthe last International NGV exhibition andconference in Cairo, in 2006. Egypt isranked as the fifth NGV country in Asia,number tenth in the world. About30,000 NG vehicles are anticipated tobe added this year, with final target for2010 set at 145,000 units. Being theworld’s sixth-largest exporter of fossilfuel does not stop Egypt from conducting programmes to reducegasoline and diesel consumption. In thetransport sector, natural gas has beenchosen as the first alternative ratherthan other fuels. The country’s cardpayment system programme has beenshowing its success for many years,putting taxi operators as one of theconsumers. About 86% of the country’sNGV market is dominated by car/LDVs,9% by buses, and 5% are trucks.

The Central Board of Revenue (CBR)has announced sales tax exemption onimport and local supply of dedicatedCNG buses and all other buses meantfor transportation of 40 or more passengers and purpose-built taxis. The exemption is intended for publictransport purposes to facilitate theestablishment of public transport companies in the private sector for amore efficient and environmentally-friendly transport service to passengers.
Following the issuance of the taxexemption, assemblers of buses inPakistan have started cutting prices oflocally produced CNG buses by 15%.Many investors are expected to returnafter a drop of 15% in prices, accordingto Director of Marketing and Sales inHinopak Motors Limited (HML),Mohamed Irfan Shaikh. Hinopak hasslushed down the price of bus chassisfrom Rs 2.3 million to Rs 2.0 million,and, thus, dropped CNG bus price by15%.An example of foreign investor, such asDaewoo, has built an assembling plantin Razzagabad Karachi. This plant isscheduled to manufacture 3,000 CNGbuses per year as well as other types ofvehicle. The first CNG bus would bebrought on the road in March 2007.The main driver of NGV adoption in thecountry is the contribution of vehicleemission in air pollution. PakistanEnvironment Protection Agency (Pepa)Director-General Asif Shuja Khan saidthat vehicles were responsible for 45%of environmental pollution in the country.

Number 1 NGV country in Asia continues tolead the methane for vehicle market in theregion. With the existing 965 natural gas refuelling stations, Pakistan will confirm its top position in the Asian map by adding 600new refuelling stations. The national Oil and Gas Regularity Authority(OGRA) will issue about 600 new provisionallicences for constructing methane refuellingstations in 2007.
Methane vehicle industry is anticipated togrow in a steady rate, according to an official report. About 100,000 vehicles areexpected to be converted to NGV each year.It means about 274 more units added to theroad every day, increasing the already over 1 million units of methane vehicles in the country. Over 40% of total car population ispowered by natural gas. At the same time,both public and private sectors also improvefacilities and favourable regulations for thisindustry. Although a major number of NGVpopulation include converted vehicles, carmanufacturers continue adding PakistaniOEM NGV collection.

OEM and dealer fitted NGVsAs many people are looking for alternative vehicles to "ease"their pocket from the sky-rocketing petroleum prices, thequestion of which alternative vehicle one should take cameinto their mind. Is it now (economically) wise to switch toNGVs? An example of a good answer came from India. In thiscountry, driving a CNG or bi-fuel car is highly recommended ifyou drive more than 50 km/day or if you have a taxi fleet witha large mileage. This recommendation is based on investment pay-back period from installing CNG kit which is about Rs 50.000/car.With a mileage of 40-50 km/day, the pay back period isaround two-three years. After that, will come the saving from the differences of petro-leum fuel cost versus CNG price, of which calculation isbased on today's price differences only. A good move economically speaking, especially if you have ataxi fleet with a large mileage or even operating natural gasHDVs. Installing CNG kits in authorised dealers in India whichare appointed by the vehicle manufacturers allows you tokeep all vehicle warranty for the conversion plus the originalwarranty given by the manufacturers.No more worries about whether the car will perform properlyor not. Also, there is no welding involved and no fundamentalchanges to the body structure. Chevrolet, which will launch itsOptra CNG version this year, will guarantee the quality of theCNG systems for 3 years [36 months] or up to 100,000 kmfrom the date of its installation.In the bajaj sector, India CNG auto rickshaw has even madeits debut in Brighton city in the UK, in last summer. About 100more units will be imported from India by end 2006 to bedemonstrated in London and other major British andEuropean cities.In Thailand, Chevrolet will introduce Optra bi-fuel passengercar with dealer-fitted CNG equipment which will be doneunder the supervision of GM engineers; a QVM product. The version of factory-fitted (OEM) will be coming soon byend of 2006. Due to tax reduction policy given by Thai government, the company will be able to sell the OEM versioncheaper than the Qualified Vehicle Modifier (QVM) version.

New Delhi will have a unit of hydrogenfilling facility with a dispenser for fuellingboth pure hydrogen and a mix of hydrogen and CNG in 2007 The stationis aimed at serving 1,000 hythane vehicles/day. And the cost of installingthe facility is Rs 5 crore, which will befinanced by the Indian Oil Corporation(IOC) and the Ministry of Non-ConventionalEnergy, according to Dr RK Malhotra,General Manager of R&D of IOC.Australian Eden Energy Ltd will supplythe hydrogen-natural gas blend. The engines will then be installed fortesting and demonstration purposes inDelhi, Mumbai, Ahmedabad and Kanpur- where Natural Gas is available. Only a few modifications are requiredfor a CNG vehicle to start using CNGmixed with 10% hydrogen. For morehydrogen content, significant changesin the engine will be legally required. Banaras Hindu University has developed modified two-wheeler andthree-wheeler engines that are compatible with this CNG/H2 blend.Seven vehicle models with 30% hydrogenmix will be available by early 2007,those are: Tata Indica, a Tata bus, Bajajthree-wheelers, an Ashok Leyland minibus, an Eicher mini bus, Mahindrathree-wheeler and a Mahindra Utility.On the other hand, New Delhi will get2,000 new CNG buses before 2010.The government tender for 625 buseswill be opened by mid January. AshokLeyland, Tata Motors and King Long willjoin the tender. Haroon Yusuf, Ministerof Transport & Power, stated that dedicated bus corridor is required and800 new low floor CNG buses will beprovided soon.

In 2006, China was quoted as the rapidly expanding middle-class consumer base of the world's fastest-booming vehicle market which hasinvested largely in vehicles and bought5.9 million new passenger cars. These 2006 sales alone were evenmore than China's total vehicle population in 1990. A big car sales output leads to big(ger) oil use, and alsoto more substantial air pollution. On the other hand, the countrydepends heavily on petroleum imports.Coupled with global warming issue, it isnot surprising that the government aimsto diversify fuel usage and to cut downvehicle emissions. The invasion of middle class consumersin vehicle market is on a high, accordingto a research analyst at RNCOS, whohas recently investigated about "FutureOutlook for Global LNG Market (2010)".Thus, the Chinese government offersmany supports to fight the pollutionissue.To reduce more air pollution in bigcities, the Chinese government plans tocarry out a research and promotion
programme to see the possibilities ofusing liquefied natural gas (LNG) inheavy-duty vehicles. The project will be conducted in citieswith high air pollution level.
LNG vehicles are already used in several cities in China, although theseare not as common as CNG vehicles.To enlarge the acceptance of LNG topower heavy-duty vehicles, a project is
created with a target set to make LNGvehicles more technically advanced withreduction in cost and harmful emissions, according to Hou Fushenfrom National Clean Vehicle Co-ordination Leading Group andChina Automotive Technology andResearch Center. The plan is to apply the technology toseveral buses, which will be demonstrated in several cities.

CNG vehicles are hype in Bangladesh.As gasoline and octane prices are "too"high, vehicles are converted to CNG asdual fuel arrangement. With this CNGarrangement, the vehicle running cost isabout one fourth of gasoline or octanevehicle monthly expenditure.
Nowadays, there are 80,000 vehiclesconverted to CNGVs, of which 12,000units are three wheelers. Daily conversion rate sums up to 250vehicles which are converted in 51 conversions workshops.About 130 fuelling units facilitate theseclean automotives, including the 81fuelling amenities in Dhaka city. Despiteof this "reasonable" number of refuellingstations, the development of facilities isconsidered slow by the Bangladeshi.
The historyCNGVs were introduced by the government when a pilot project ofPetrobangla was executed in 1982-1985. This project was sponsored bythe World Bank (WB) with the main goalof evaluating the technical and financialfeasibility of using NGVs in the country.On completion of the pilot project, thestate-owned Rupantarata Prakritik GasCompany Limited (RPGCL) was formedand assigned to popularise CNG. Soonenough, it was found out that moreeffective government policies needed tobe introduced to allow the success ofthis introduction. Due to the lack of therequired policies, there was no successin the CNG sector from 1982 to 2000despite of the installation of seven CNGrefuelling stations and a conversionworkshop, and the 1,379 convertedvehicles.
NGV industry became a priority sectorwhen the government tried to deal withthe continuously increasing fuel prices.In 2000, people started to convert theirvehicles but no private investor wasinvolved. As the government recognisedthat some drastic actions were required,private sector was invited to join thebusiness to boost the acceptance of NGVs.

Over 22,600 vehicles were using CNGby October 2006 in Malaysia accordingto Petronas. More than 99% were taxiswhile the rest were private vehicles. The country owns 16 conversion workshops so far.On the other hand, Petronas had built47 NGV stations, 57 were in variousstages of construction while the sitesfor 96 more stations were being identified, according to Domestic Tradeand Consumer Affairs MinistryParliamentary Secretary Hoo SeongChang. The country uses NGVs especially in commercial and publictransport fleets to reduce air pollutionand excessive black smoke emitted bygasoline and diesel vehicles.Hoo said that conversion cost to switcha lorry to an NGV is about RM 70,000(Euro 15,500), while for a bus it wouldcost RM 80.000 (17,700). Converting acar costs between RM 3,000 (Euro 670)and RM 6,000 (Euro 1,350).The government has also offered RM50,000 (Euro11,000) incentives to bus
operators for buying new dedicated NGbuses until 2008. To encourage moreNGV usage, the government has askedPetronas to speed up the constructionof 200 NGV stations throughout the

In its attempt to step up to more economical and cleaner vehicle fuels, Al Nabooda Automobiles is switching500 trucks to NGVs which will be readyby the first half of 2007.
The firm owns a commercial fleet of1,400 vehicles. The first ten retrofittedtrucks in the company fleet are powered by CNG, but still can run ondiesel or gasoline when needed. 'The process has been lengthy andcomprehensive, but now we have allthe official approvals to go ahead commercially and pioneer the switch tocompressed natural gas,' statedRaghvinder Grotra, the firm’s brandmanager for commercial vehicles.
It costs the firm about 7,000-9,000dirham (Euro1,475) to convert a truck.However, the payback period is asshort as 18 months. The cost is recovered through fuel costsaving, better mileage, and lower maintenance bills.

From private sector part, NGVI is moving towards LNGV industry.Furthermore, Korea’s NGVI has a joint venture signed with the US’s CFI for the localised production and manufacture of LNG cylinders and system components. NGVI will spendthe next 10 months developing andtesting prototype systems using various cylinder sizes. Korea has a very mature gas grid as most of its gas imports arrive in liquefied form.Kogas is the world’s single largestimporter of LNG. “The NGVI CFI joint venture represents
an important step in Korea’s supplychain to support a domestic LNG vehicle industry. With Korea’s three LNG terminals and increasing LNGimports this fuel is fast becoming anincreasing option as a solution toKorea’s energy and environment insecurities,” said NGVI President Kevin Park.
NGVI’s target market up to the year2020 is Korea’s 3 million diesel trucks. It is NGVI’s aim to have these dieselcargo trucks replaced with CNG andLNG cargo trucks.

The EcoFuel World Tour driver and organiser, Rainer Zietlow,has completed his Kuala Lumpur-Bangkok route in January2007. This VW CNG Caddy pilot intends to prove that we cantravel in a much more economical way from one country tothe other in several continents using a CNG passenger car.The tour was started in Germany in Europe last year, and wasdriven through Iran and United Arab Emirates in Western Asiato South-East Asia. The next schedule will be Australia in thePacific, South and North America, and then back to its starting point in Europe.In January 2007, Zietlow and his team, photographer FranzJanusiewicz, cameraman Falk Gunold and mechanic FlorianHilpert, travelled from Kuala Lumpur in Malaysia to Bangkokin Thailand, and then back again. It cost them the mere sumof RM 368 (¤ 81) to cover a 3,000 km long distance, about30% cheaper than driving on a 1.8 litre gasoline car. Zietlowbelieves that CNG is the way to go, and it is “the only alternative fuel which can be easily bought”. Besides, it emitslower pollution particles and NGVs are quieter than gasolineand diesel cars.The team has added nine carbon gas tanks to the four standard steel gas tanks that come with the vehicle. The gas used is the same as that used by the NG taxis operating in the Klang Valley, Malaysia. This modificationallows him to fill up to a maximum of 200 kg CNG, enablinghim to drive 3,000 km before needing to refill his gas tanks.

With this funding,NGVI invited several US companies’representatives to introduce US heavyduty NGV engine technologies to develop Korean NGV engines, busesand trucks.
“The funding of $30,000 USD from theUS Government was the seed moneyfor the 11,000 NGV buses and 110NGV garbage trucks that operate in 40of Korea’s cities today,” said Kevin ParkPresident of NGVI.
“It is estimated that total sales ofWoodward systems to the Korean market has exceeded $100 millionUSD during the last 6 years. With an initial $30,000 USD investmentin 1995 through NGVI Uncle Sam madea pretty good return on investment,”laughs Mr. Park.Mr. Park affirmed that Korea’s Ministryof Environment, the US Government,Woodward and Bob Young of NGVIUSA deserve the credit of the successfulNGV bus/truck program in Korea.Mr Park’s objective is clear.
“We need to invite the US Governmentas the Korean Government's partnerand compose a joint US/ROK (Republicof Korea) NGV forces for cleaner air andenergy independence. The many countries of Asia Pacific andthe rest of the world can take advantage of this partnership.”

Cidegas, a firm originally formed by a group of Argentinebusiness men, changed its shareholders in April 2006. Itsnew stockowners (coming from Czech Republic and alsofrom Argentina) gathered to push forward its growth. Thus, they inaugurated a model plant in Buenos Aires inNovember, where they produce steel cylinders for high-pres-sure gases, foreseeing a maximum capacity of 12,000 units amonth by the end of 2007.The plant is located in the Olavarría industrial park -350 kmaway from the Capital City- and is set up on a recycled site,specially adjusted to this activity of 12,000 m2. From there, the objective is to meet the demand of all mar-kets that use this technology. To serve this purpose, therewas an original investment of U$S 10M.Provincial, municipal authorities, suppliers, clients and friendsof the firm attended the opening act. The Olavarría Mayorhimself, Helios Eseverri, together with Cidegas executives,performed the symbolic ribbon cut. After that, the attendance toured the facilities, where theywatched part of a cylinder manufacturing process. Among others, the President of the company, Alberto Batic,and directors of the company Vitkovice (main shareholder),gave also enthusiastic speeches. All of them remarked that,through this initiative, 80 new jobs were created and Cidegasincorporates new production lines such as air gases cylin-ders, fire extinguishers, components for lime and cement

industries and containers for liquefied petroleum gas (LPG).Vitkovice is leader of this technology in Europe. The products manufactured in the plant fulfill with the highestquality standards and demanding fabrication norms like IRAM2526, ISO 4705, ISO 11439. These certifications will allowthe company to export over 80% of its production to theAmerican, Asian and European markets for industrial, vehicu-lar and filling stations usages.
