and Kentucky. Before his
appointment Robbie served
as Business Manager of Lo-
cal 452 in Lexington, KY and
Secretary Treasurer of the KY
State Pipe Trades. I have
known Robbie for many
years and can assure you
that he will represent us well.

BUILDING & PROPERTY
UPDATE
Although progress has been
made since my last property
and building update, negoti-
ations with the Indianapolis
Airport Authority (IAA) con-
tinue at this time. Both
sides are working toward a
fair and equitable agree-
ment that will allow us to
remain in our current build-
ing footprint until we com-
plete construction of a new
union hall and training cen-
ter. I hope to be able to re-
port on a final agreement in
the coming weeks.
The Building Committee’s
recommendation to proceed
with the purchase of land at
I-465 and Brookville Road
was approved by the mem-
bership at our March Union
Meeting. A purchase agree-
ment has been entered into
and we are currently com-
pleting our due diligence on
the property, which is a 60-
day window. Once all appli-
cable assessments are
completed to satisfaction
we will move to close the
purchase.
The membership approved
monies for preliminary de-
sign costs associated with a
new facility at the January
Union Meeting. Additional
monies to cover complete
schematic design were ap-
proved in March. Local 440
has engaged Studio Three
Design to provide this ser-
vice. The current timetable
would have construction
documents ready for bid-
ding this summer with con-
struction beginning some-
time this fall.
As you can see, there are
still several moving parts in
this process. We are mov-
ing forward with the goal of
minimizing any disruption to
the operation of our current
training center and union
offices, and at the same
time constructing a new fa-
cility, within budget, that will
allow us to provide our in-
dustry with the best trained,
most skilled workforce
available well into the fu-
ture.
CBA NEGOTIATIONS
At the time of this writing
we are entering into con-
tract negotiations with the
Mechanical Contractors As-
sociation of Indiana and the
Service Contractors Associa-
tion of Indiana. Current
agreements expire on June
3rd and July 1st respectively.
A Special Meeting will be
called for the purpose of
ratifying a new agreement
once a tentative agreement
is reached, but in no case
will be later than June 2nd
for the Mechanical Agree-
ment and June 30th for the
Service Agreement. Per Lo-
cal 440 By-Laws, official
notice will be sent at least
ten days prior to the Special
Meetings.
I want to thank those mem-
bers who replied to our sur-
vey and offered their input
to the negotiations process.
The Negotiation Commit-
tees will utilize this input as
we move forward on your
behalf to provide fair and
workable agreements.

the annual Easter Egg Hunt is
in the history books for 2018.
The calendar says it is spring
in Indiana, but eight inches of
snow would tell me other-
wise. Please, if you see a
groundhog, shoot first and
ask questions later, because
he is more than likely a de-
scendant of Punxsutawney
Phil.
Work in the jurisdiction re-
mains very good at this time.
The opportunities for a pros-
perous year are very promis-
ing for our membership. Har-

Work in the jurisdiction is
currently holding steady and
should get busier throughout
the entire month of April and
on through the summer. The
Marion County Community
Justice Campus (CJC) project
is taking shape. The CJC will
consist of a new jail, court-
house, an assessment and
intervention center (AIC),
and a professional office
building to be built on the
City’s near eastside on the
former site of Citizens Gas &
Coke. According to the City
site prep is scheduled to
begin this summer with con-
struction of the AIC set for
this fall. Contracts for the
remaining building should be
finalized this fall.
A start date should be an-
nounced in the coming
months for the work planned
for the IU Health Methodist
Hospital project in downtown
Indianapolis. We are also
hearing about a BILLION dol-
lar proposal for a new hospi-
tal on the north side of Indi-
anapolis. Although in the
conceptual stage, this could
be another large project for
our area. There will be up-
coming work in the next cou-
ple of months at Eli Lilly as
well as at Rolls Royce.
Our contractors are having
some success at picking up
school work for this summer.
Quality Plumbing & Heating,
Johnson-Melloh, Greiner Bros.
and Shambaugh & Son have
all been awarded projects.
We say it every year, but it is
that time of year to see how
much work can be shoved
into the 6-8 week Summer
Break that schools now
have.
On the political side it was a
fairly quiet year at the
Statehouse, but the Federal
level was extremely conten-
tious. It is amazing how the
elected officials who spent
the last 8 years voting “no”
somehow now expect every-
one to step in line and vote
with them. It is a sickening
game of Cat and Mouse and
I for one am extremely tired
of watching all of the game.
We need to get back to the
days where those who got
elected made decisions on
what is best for the people
and not just best for whom-
ever may have bankrolled
their campaign. In today’s
political arena we get knee-
jerk reactions or we get
votes on bills that will help to
boost a resume.
The Local 440 Easter Egg
Hunt was a huge success
even after being postponed
due the snow. The rain held
off and a great time was had
by all who attended. I would
like to thank Jack, Jamie,
Todd, Gary, Tom, Sarah and
Colleen for all of their help. I
also wanted to acknowledge
Layne, Levi, Layton and my
lovely wife Lori for everything
they did to make this event
successful; couldn’t have
done it without all of their
help.

Johnson Memorial Hospital
and the work at Cummins in
Columbus remains good for
several of our contractors.
Johnson-Melloh is continuing
work at the Masonic Home
and Franklin College. The
Tiem expansion at Toyota in
Columbus for Dunlap Me-
chanical is also continuing to
move forward. In addition,
Sullivan & Poore was award-
ed the Consolidation Building
at Honda in Greensburg,
QP&H has started under-
ground at Walnut Grove Ele-
mentary in Bargersville, and
Greiner Brothers should start
underground at Rush County
Jail this month.
I had the privilege to be a
judge at the Indiana State
Apprentice Contest at Local
210 in Merrillville. We had
four Local 440 apprentices
compete for a state champi-
onship, and in my opinion we
were very well-represented.
Congratulations are in order
to our brothers for taking the
time and energy to showcase
our program.
I can only hope that our mem-
bership finds a bushel basket
of morel mushrooms, a large
barrel of fish, and does not
lose a single golf ball this sea-
son.

Dear Brothers and Sisters,
Here we are in the first week
of April and snow is on the
ground - what’s up with that!
This winter started slow but
has proven to be back to a
typical Indiana winter. With
that being said, I have my
fishing poles out and
cleaned up just waiting on
some sunshine! I hope eve-
ryone enjoyed their Easter
holiday with their family and
friends. I know for me it’s
always fun to do the Easter
egg hunt with the grandkids!
Work in our North area is
starting to pick back up with
some school projects start-
ing this month. We are com-
ing off a booming year of
school work and this year
looks to be the same. The
adjusted school schedules
that have shortened the
summer break have also
condensed our project
schedules. This will provide
steady work opportunities
and I think we will see some
overtime on many of the pro-
jects.
Chrysler’s Kokomo plants
have a few small projects in
the works, but I have not
seen any larger projects
come across my desk to
date. That is not the case
for work in Lebanon, which
seems to be the next boom
town for food process. Kens
Foods is still rolling along
and an expansion of the US
Cold Storage facility took off
last month. In addition,
MonoSol will begin construc-
tion of a production facility
this summer. I have been
contacted by Martin Me-
chanical concerning man-
power needs for this project.
Work at Eli Lilly also looks
promising as we continue
through the year. Freitag
was awarded a valve re-
placement job at Bldg-314
along with the K154 Ware-
house project. These pro-
jects will need manpower
Dear Brothers and Sisters,
As we move out of winter
and into spring I am ready
for a different view. I’m
tired of the brown grass and
for sure I don’t want to see
any more of the white stuff;
the rain has even been a
little too much. So bring on
the green grass and the
warm weather.
The work in the East has
been steady. The Blue Buf-
falo Dog Food Plant in Rich-
mond has been very instru-
mental in our man-hours
being up in the area. This
project is going well as
Freitag-Weinhardt is push-
ing close to 100 members
on site. Work on the plant
should continue 4 to 5
more months.
We have ongoing projects
at the Muncie and Ander-
son Hospitals as well as at
Nestlé. We have performed
continued maintenance on
these sites and look for-
ward to extending that in
the future. It is always a
shot in the arm when these
facilities add on or start a
new line as is the case with
Nestlé. It looks like they will
be adding a new line some-
time in the near future;
sooner than later I would
say.
Besides the ongoing pro-
jects there are several fu-
ture projects that we are
keeping an eye on. Ball
State is still planning to
build a new dormitory and I
look for more projects com-
ing out down the road. We
haven’t received word if the
Ardagh glass plants will be
having shutdowns this year,
but we will be watching
closely.
As mentioned at the last
Union Meeting there will be
several school projects this
year - not just in the East
area, but over our entire
territory. As we know the
school year is longer and
the summer break is short-
er, but the same amount of
work will be expected to be
done in the shorter amount
of time. With the work we
have now and the projects
coming up it looks like a
good year ahead.

Brothers and Sisters,
Spring is upon us and soon
all of the outdoor activities
will be in full swing. I’m
glad to report that after suc-
cessful hip replacement
surgery, I can swing the golf
clubs pain-free. Unfortu-
nately it hasn’t translated
into lower scores, but it’s
great to be back to a game I
enjoy. I have high hopes
that everyone will find many
mushrooms and catch lots
of fish. I’m always available
if you find the need to share
in your bounties.
The Local 440 apprentice-
ship contest proved to be
very competitive. Winners
Ryan Jarboe (plumber), Lo-
gan Hetzner (welder), Jor-
dan Lasiter (fitter), and
Mark Downing (HVACR) rep-
resented us at the State
Contest held at Local 210 in
Merrillville at the end of last
month. The two-day compe-
tition was very demanding
and I am proud of the pro-
fessionalism that our con-
testants displayed through-
out each phase of the com-
petition. They represented
us well!
Congratulations to Jordan
Lasiter for winning the pipe-
fitter division. He will go on
to represent us at the Dis-
trict 2 contest at Local 625
in Charleston, West Virginia
the week of June 11th. The
other winners representing
Indiana are Kyle Feledy
(plumber from Local 210
Merrillville), Jake Clark
(welder from Local 157
Terre Haute), and Jacob Ma-
lott (HVACR from Local 166
Ft Wayne). Let’s all wish
these guys the best of luck
as they endeavor to win
again and move on to the
international Contest taking
place in August during the
UA Instructor Training Pro-
gram.
The JATC recently complet-
ed interviews for the incom-
ing class of 2018. We
logged out over 500 appli-
cation packets which result-
ed in the scheduling of 161
interviews. Final rank list
numbers are being tabulat-
ed and the JATC will make a
determination on how many
apprentices will be selected
at our upcoming meeting.
Letters to the applicants will
be mailed out sometime
towards the end of April. I
look forward to welcoming a
great new group of appren-
tices this summer.
