Sir:I am writing you, in behalf of the Clark Devel-

opment Corp. management, to clarify the pointsthat were raised in your editorial article entitled“A question of fairness” which came out in yourApril 9, 2010 issue.

In its 17 years of existence, the CDC has al-ways made paramount the desire to uplift the livesof every Filipino by transforming a once devastat-ed U.S. military air base into a bastion of eco-nomic development.

In Clark, we do not only build in order to at-tract investors. We reach out to people, particu-larly the steadfast and determined workforce ofthe Freeport – our small way of extending grati-tude for the dedication they have displayed to-wards their jobs.

A recent example to this was the conclusionof the negotiations between the CDC manage-ment and the Association of CDC SupervisoryPersonnel (ACSP).

The conclusion of the negotiations wasreached after both parties agreed on certain eco-nomic benefits that included utility, housing, andcommunication allowances, as well as a good-will grant in the form of cash. Though not thatmuch, the latter could be a source of envy byother government workers.

These benefits are being granted by the CDCeffective December 2009 as agreed upon in theground rules that were laid at the start of the ne-gotiations.

The CDC management did not only follow theground rules that were agreed upon by both par-ties prior to the review, but also offered other eco-nomic benefits which should have been part ofthe negotiations in 2011. In turn, these benefitswere acknowledged and accepted in principle byboth parties.

On the matter of CDC’s budget of P620 mil-lion for infrastructure projects, the outlay is nec-essary to lure more investors into the Freeport.

A statement of the ACSP said that CDC isonly willing to allocate P1.4 million for the eco-nomic benefits of its members.

In a business enterprise such as the Free-port, the budget is necessary to construct therequired infrastructure, renovate existing facilities,upgrade utilities and all other aspects required toconduct business.

By doing so, investors are more likely to de-cide in favor of the Clark Freeport Zone rather thanconstruct their businesses in undeveloped sites.

Comparison of benefits should be made withemployees of other government agencies whereCDC’s pay schemes and benefits are at par with,if not greater than, private entities in Central andNorthern Luzon.

Also, the housing benefits requested for bythe ACSP continues to be reviewed in as muchas previous offers from private companies, throughPag-Ibig, require intensive capital outlay on thepart of CDC.

Until more favorable terms can be found, CDCmanagement offered an additional housing allow-ance which was acceptable to the ACSP.

The management also belies the ACSP’s con-tention that CDC continues to neglect the welfareof employees.

It is a well known fact that more and moreworkers are looking for employment at CDC notonly because of its compensation package whichis well above the industry standard, but also be-cause of the numerous benefits that an employ-ee can avail of.

With no prescriptive period for the resumptionof negotiations, The Corporation hopes that theACSP will reconsider management’s offers in or-der to resolve the impasse.

Yes, it is this light, and good natured banter, thatshould provide the welcome respite to an otherwisepretty tense and all-too-partisan campaign. It showssome high level of maturity among our candidates.

Low blowMEANWHILE, IN Angeles City, supporters of MayorFrancis “Blueboy” Nepomuceno were reported tohave “discovered and apprehended” some 150,000anonymous “poison letters” at the city post office.

A tipster is said to have informed the mayor’s staffthat the letters contained “libelous and derogatorymaterials” against the city mayor and hisadministration.

One Imelda Lansangan, 26, of Barangay VirgenDe Los Remedios, a letter recipient, said she wasshocked upon opening the anonymous letter which,she opined, were “harmful and can cause bad publicityfor the mayor.”

Two statements, one attributed to a “ConcernedCitizens of Angeles City” and the other to a“Nagkakaisang Mamamayan ng Angeles City” werein the letters.

PhilPost Regional Director Love Joy Matias wasquoted as saying the 150,000 letters would, at theleast, amount to some P1.5 million in the cost ofstamps, envelopes and printing.

So much cost for so much vitriol. It is thisunderhanded and dastardly misdeed that shows towhat lows election campaign can sink.

She said Villar “took note” of her plans to seekthe speakership.

“Anna, Rimpy and I are family. We woulddiscuss and consider Anna’s plans. It would thenbe discussed by the members of the House butdefinitely the NP would field its candidate and wewill see,” Villar said.

Bondoc made no reservations about herintentions regardless of reports that if Mrs. Arroyowins a congressional seat, which in mostlikelihood she will, the outgoing president plansto seek the House speakership.

Bondoc-Sagum was an almost-permanentfixture in GMA’s foreign trips. In practically allpresidential visits to the province – at least beforethe idea of her running for the House germinated– Bondoc-Sagum was there too, a la dama depresidentita. If I am not mistaken, GMA even stoodas godmother to Bondoc-Sagum’s grand weddingto that mayor of San Luis town.

ON APRIL 14, 1865, JohnWilkes Booth, an actor and Con-federate sympathizer, fatallyshoots President Abraham Lin-coln at a play at Ford's Theaterin Washington, D.C.

The attack came only fivedays after Confederate GeneralRobert E. Lee surrendered hismassive army at AppomattoxCourt House, Virginia, effective-ly ending the American Civil War.

Booth, a Maryland nativeborn in 1838, who remained inthe North during the war despitehis Confederate sympathies, ini-tially plotted to capture Presi-dent Lincoln and take him toRichmond, the Confederate cap-ital.

However, on March 20, 1865,the day of the planned kidnap-ping, the president failed to ap-pear at the spot where Boothand his six fellow conspiratorslay in wait. Two weeks later,Richmond fell to Union forces.

In April, with Confederatearmies near collapse acrossthe South, Booth hatched a

desperate plan to save theConfederacy. Learning that Lin-coln was to attend a perfor-mance of "Our American Cous-in" at Ford's Theater on April14, Booth masterminded thesimultaneous assassination ofLincoln, Vice President AndrewJohnson and Secretary ofState William H. Seward. Bymurdering the president andtwo of his possible successors,Booth and his conspiratorshoped to throw the U.S. gov-ernment into disarray.

On the evening of April 14,conspirator Lewis T. Powellburst into Secretary of StateSeward's home, seriouslywounding him and three others,while George A. Atzerodt, as-signed to Vice PresidentJohnson, lost his nerve and fled.

Meanwhile, just after 10p.m., Booth entered Lincoln'sprivate theater box unnoticedand shot the president with asingle bullet in the back of hishead. Slashing an army officerwho rushed at him, Booth leapt

to the stage and shouted "Sicsemper tyrannis! [Thus alwaysto tyrants]--the South isavenged!"

Although Booth broke his legjumping from Lincoln's box, hemanaged to escape Washing-ton on horseback. The presi-dent, mortally wounded, wascarried to a lodging house op-posite Ford's Theater.

About 7:22 a.m. the nextmorning, Lincoln, age 56, died--the first U.S. president to beassassinated.

Booth, pursued by the armyand other secret forces, was fi-nally cornered in a barn nearBowling Green, Virginia, anddied from a possibly self-inflict-ed bullet wound as the barn wasburned to the ground.

Of the eight other peopleeventually charged with the con-spiracy, four were hanged andfour were jailed.

Lincoln, the 16th U.S. presi-dent, was buried on May 4,1865, in Springfield, Illinois.

In 2009, Francisco alsoexposed the “redundantP200-million appropriationin the 2008 national bud-get, as well as the allegedirregularities in the roadright-of-way acquisitionsfor the C-5 road extensionproject that also implicat-ed Villar.

In his complaint filedMonday, Francisco notedthat in his Statement ofAssets and Liabilities(SALN) as of Dec. 31,2008, Villar declared thathe had only P29,212,803“cash in the bank.”

He noted, however, that“starting 2009 up to thepresent”, Villar’s campaignexpenses run into billionsof pesos. He cited a reportof the AGB Nielsen firmwhich estimated that Vil-lar had spent some P1.2billion for his radio andtelevision political ads fromNov. 1 last year to lastFeb. 8.

Francisco said that“even if he (Villar) had liq-uidated and/or sold all ofhis other declared assetsin his sworn statement ofassets and liabilities,namely, the ‘real proper-ties’, ‘investment items’,and ‘receivables and oth-er personal and reap prop-erties,’ to finance his cam-paign expenses to date,

‘Illegal contributions’ for Villar’s campaignwhich obviously he has notdone, the proceeds wouldstill be insufficient and in-adequate to fund such ex-penses.”

“In order to defray thebillions of pesos in ex-penses needed for hispresidential bid, Sen. Vil-lar must have billions ofpesos in cash,” he said.

Francisco noted thatwhen Sen. Villar is askedabout the source of hisfunds for election expens-es, he has been empha-sizing that he has beenspending his own moneyand “that he is not behold-en to anyone.”

“However, if Sen. Villaronly had P29,212,803cash in bank as of Dec.31, 2008 based on his ownsworn statement of assetsand liabilities, where is hegetting the money that heis spending in his presi-dential campaign?” heasked.

Francisco asked theComelec to probe reportsthat Villar’s funds havealso been sourced fromsome P6.7 billion fundsfrom at least 12 privatecorporations which arestockholders of the sena-tor’s Vista Land and Lifes-capes Inc. (Vista Land).

“Reports have attribut-ed Sen. Villar’s abun-dance of campaign fundsto his real estate business-es, including the success-ful initial public offering ofhis publicly listed compa-ny, Vista Land, which took

place at about the sametime that he signified hisintention to run for presi-dent,” Francisco said inhis complaint.

Records from the Phil-ippine Stock Exchange(PSE) showed that onMay 24, 2007, it approvedthe listing of 6,388,042,152shares of Vista Land andon June 25 of the sameyear, the shares were list-ed with the PSE.

After the listing wasapproved, Vista Land ap-plies for public offering of3,105,994,207 shares atP6.85 per share. The of-fering consisted of2,120,000,000 new sharesof Vista Land and985,994,207 existingshares owned by othershareholders.

On July 26, 2007, thePSE approved the sale ofthe new and existingshares. The new shareswere sold at P6.85 pershare for a total ofP14,522,000,000, theamoung supposedly goingto the coffers of VistaLand.

The existing sharesalso owned by other VistaLand shareholders weresold at the same price pershare for a total ofP6,754,050,317.

In his complaint, Fran-cisco identified the share-holders as Polar PropertyHoldings Corp., CalvestonInvestments Corp., AlthorpHoldings Inc., CameronGlobal Ltd., Golden Haven

Memorial Park, Inc., Cam-bridge Group, Inc., PolarProperty Holdings Corp.,Fine Properties, Inc., Adel-fa Properties, Inc., C andP Homes, Inc. Crown Asia,Inc., Communities Philip-pines, Inc. Household De-velopment Corp., and Vis-ta Britanny Corp.

“While Sen. Villar is themajor or principal stock-holder of the aforemen-tioned local corporations,the funds and assets of thesaid corporations do notbelong to him but, rather,to the said corporations.They are all prohibited bylaw from giving contribu-tions to Sen. Villar or toany other candidate in theMay 10 elections,” Fran-cisco said.

Francisco also citedSec. 95 of the OmnibusElection Code, asamended, which saysthat corporations whichhave been “granted fran-chises, incentives, ex-emptions, allocations orsimilar privileges or con-cessions by the govern-ment or any of its divi-sions, subdivisions or in-strumentalities, includinggovernment-owned orcontrolled corporations”are prohibited from givingfinancial aid to any can-didate.

He noted that the cor-porations identified in hiscomplaint are engaged in“highly regulated real es-tate business” whichmight be covered by those

Gana said cutting allo-cation for irrigation was

also meant to maintainenough potable water sup-ply for Metro Manila.

This is aside from thefact that when water ele-vation at the dam drop tocritical 180 meters, theycan no longer let water flowthrough their water outlettunnel.

Sta. Rosa River fromthe Barangay Pobla-cion River Deckpassing throughfishing villages to theWetland Park inTortugas, one of theseaside villages ofBalanga.

Tortugas and other

birdwatching sites inBalanga could bereached through landtransportation. “But wedecided to launch the“bangkang pang-turista” to expose tothe eyes of visitors thepicturesque view alongthe river free of traffic,”Mayor Jose EnriqueGarcia III said.

The Wetland Parkis still in the processof development. Astunning viewing decksits at the middle ofthe park where thesurroundings includingthe Manila Bay are infull view. Some openhuts are also availablefor those who want tohave picnic.
