Stormin Fever Colt Brings $450,000

Congress has passed a second jobs bill, the Hiring Incentives toRestore Employment Act (HIRE Act), which includes an exten-sion of the expensing allowance through 2010 and other provisionsto stimulate employment. President Obama is expected to sign itas soon as he receives it.

Last year Congress passed the Stimulus Bill that included biggerwrite-offs for horses and other property purchased and placed inservice during 2009. But these provisions expired at the end of2009. The new HIRE Act extends one of the benefits, the so-calledSection 179 expense deduction for assets, including horses, pur-chased and placed in service through 2010. The bill does not ex-tend bonus depreciation, which expired at the end of 2009.

The HIRE Act also includes a few other provisions that may im-pact horse owners.

Expensing AllowanceThe Section 179 expense deduction allows an owner who pur-

chases a horse or other business property and places it in service in2010 to expense up to $250,000 of the cost. This applies to horses,

farm equipment and any depreciable property used in a business.Once total purchases of horses and other eligible property reach$800,000, the expense allowance goes down one dollar for eachdollar spent over $800,000.

To illustrate the expensing allowance, assume a horse businesspurchases $750,000 of depreciable property in 2010, including$650,000 for horses. That business can write off $250,000 on its2009 tax return and depreciate the balance. If instead, purchaseswere $900,000, the expense allowance would go down by $100,000.

This provision would benefit any business involved in the horseindustry that purchases and places depreciable property in servicein 2010.

Other ProvisionsThe new legislation also includes provisions to forgive payroll

taxes for hiring unemployed workers and gives a business tax creditof $1,000 for every new employee retained for 52 weeks to be takenon the employer’s 2011 tax return. These provisions are designedto boost employment.—From American Horse Council

Increased Incentive Awards Payments En Route

During the week of March 22 to 26, the CTBA mailed outtotal check payments of $6,678,032.94 (15.35 percent) inBreeder Awards and $2,225,989.19 (17.19 percent) in StallionAwards for last year’s performances by California-breds and80-plus of its local Golden State stallions, respectively.

2010 CTBA Officers AnnouncedAt the March 9 meeting of the Board of Directors of the

CTBA, Leigh Ann Howard was re-elected as the association’sPresident, while Pete Parrella and John Barr were respectivelyvoted its new Vice President and Treasurer for this year, andSue Greene was again chosen as the Secretary.

The equine industry was well represented at Tues-day’s Ag Day at the state capitol with exhibits by the Cal-ifornia Thoroughbred Breeders Association, CaliforniaHorse Council and Flying U Rodeo Company.An estimated 1,000 attendees included Gov. ArnoldSchwarzenegger, with 37 organizations participating.Miss Rodeo California, Markie Battalgia; Miss CaliforniaRodeo Salinas, Brittany Slaton; and Miss High SchoolRodeo Region 3 Queen, MorginSheppard, helped teach kids howto rope a roping dummy.

CTBA president Leigh AnnHoward, events coordinator ChristyChapman, Victory Rose Thorough-breds’ owner Ellen Jackson, BobFox and Nancy Easton greeted legislators and other guests.

Jackson provided a mare andfoal for the exhibit, while Flying U Rodeo brought a bucking horse

and Fox brought his Rancheros horse.The Ag Day event is an annual recognition of

California’s agricultural community by showcasing thenumerous commodities that are produced in the state.It is also a day for the agricultural community to show itsappreciation of Californians by bringing together statelegislators, government leaders and the public for a halfday of agricultural education and healthy treats.
