TSCRA PRESIDENT CALLS FOR LEGISLATURE TO REAFFIRMGROUNDWATER AS PRIVATE PROPERTY RIGHT

Austin, Texas - Texas and Southwestern Cattle Raisers Association (TSCRA) President Dave Scott testified today before the Texas House Committeeon Natural Resources regarding groundwater ownership.

"As the demand for groundwater in Texas increases, it is important that groundwater continues to be recognized and reaffirmed as vested, realproperty of private landowners," Scott said.

"TSCRA supports reasonable regulation of groundwater so private landowners are treated fairly and afforded due process, property rights arerespected, and all private landowners maintain the ability to use groundwater for any beneficial use," Scott continued.

In October 2009, TSCRA adopted policy calling for the reaffirmation of the ownership of groundwater as a vested, real property right. While Texascourts have continually reaffirmed that landowners have a vested property right of groundwater in place, recent legal actions have challenged this right.

Texas ranchers and landowners urge the Texas Legislature, courts and regulatory entities to recognize this fundamental property right so that currentprivate landowners are protected and future private property owners are not handicapped by having their property taken from them.

TSCRA supports local groundwater conservation districts; however, TSCRA would like all groundwater conservation districts recognize and respectthe fact that groundwater is the vested, real property right of the landowner, particularly as the Desired Future Conditions (DFC) process movesforward.

"Private landowner ownership of groundwater encourages good stewardship and promotes accountability," Scott said. "The way private landownersmanage their property directly influences quantity and quality of groundwater available to Texans. Finally, private ownership provides more certaintyand balance in water planning for the future."

The Texas and Southwestern Cattle Raisers Association is a 133-year-old trade organization. As the largest and oldest livestock association in Texas,TSCRA represents more than 15,000 beef cattle producers, ranching families and businesses who manage approximately 4 million head of cattle on51.5 million acres of range and pasture land, primarily in Texas and Oklahoma. TSCRA provides law enforcement and livestock inspection services,legislative and regulatory advocacy, industry news and information, insurance services and educational opportunities for its members and the industry.

Alice, TX – Lone Star Motors of Alice will hold the Lone Star Motors Chuck Wagon Chili Cook-Off for Charity Saturday, April 24, 2010from 10am to 3pm, to benefit the Women’s Shelter of South Texas and The Volunteer Center of The Coastal Bend. The event takes place at

Lone Star Motors of Alice, 2250 East Main Street, Alice, TX and is free to the public. The Lone Star Motors Chuck Wagon Chili Cook-Off will feature several teams, representing both corporate and individual participants, who

will prepare and cook their chili on-site. Cash prizes of $500 and $250 will be awarded for 1st and 2nd place in both categories. Several vendors will provide food and beverages for sale. The event will feature live music, entertainment, prizes, giveaways and more.

Registration is open to all who wish to participate. Competitors must enter online at www.lonestarchilicookoff.net by Thursday, April 22,2010. Registration fees are $100 for a corporate team and $50 for a non-corporate team.
