RICE & CORN SITUATION AND OUTLOOK

EXPLANATORY NOTE

This report describes the palay and corn crops situation for calendar year 2009 and forecasts for January-June 2010 based on farmers’ standing crop and planting intentions. The estimates and forecasts are based on the results of the January 2010 Palay and Corn Production Survey (PCPS) which was conducted nationwide by the Bureau of Agricultural Statistics (BAS).

The report also includes pertinent information on monthly prices of palay, rice, corn and fertilizer, rice and corn stock inventory, and monthly decadal rainfall. Data on prices are the results of the Weekly Cereals and Fertilizer Price Monitoring (WCFPM) of BAS. Household stock data are obtained from the Palay and Corn Stocks Survey (PCSS1) of the BAS, while data on stocks in commercial and NFA depositories are from the National Food Authority (NFA). Rainfall data are sourced from the Philippine Atmospheric Geophysical and Astronomical ServicesAdministration (PAGASA).

Weather Situation and Outlook1

October-December 2009

The weather systems that affected the country during the period October to December 2009 were the inter-tropical convergence zone (ITCZ), tail-end of the cold front, ridge of high pressure area (HPA), northeast (NE) monsoon, ridge of North Pacific pressure area, and the passage of six (6) tropical cyclones namely: typhoons (TY) Quedan (October 5-6), (TY) Ramil (October 16-25) and (TY) Santi (October 28-November 1) and tropical depressions (TD) Tino (November 2-3), (TD) Urduja (November 23-25)and (TD) Vinta (December 2-3).

Ramil and Santi brought heavy rains, widespread flooding, storm surges, landslides and massive power outages in Northern and Central Luzon resulting in the loss of many lives and damages to properties and agriculture. Urduja also brought considerable rainfall over Southern Leyte, some areas of Central Visayas, Northern Mindanao and Surigao province causing minor landslides and flooding in these affected areas. On the other hand, Vinta passed through the Northeastern border of the Philippine Area of Responsibility (PAR) and did not affect the country.

Near normal rainfall conditions were experienced in most areas of Cavite, Laguna, Batangas, Quezon, Palawan and some areas of Region VI. Dry spell condition was observed over the following areas: Capiz, Northern Samar, Masbate, Oriental Mindoro, Benguet, Bulacan, Nueva Ecija, Pampanga, Batangas, Aurora, Quezon, Marinduque, Romblon, Sorsogon, Camarines Norte, Camarines Sur Northern Samar, Aklan, Guimaras, Biliran, Davao del Sur, South Cotabato, Sarangani and Sultan Kudarat.

January –March 2010 Outlook

The weather systems that may affect the country are the following : northeast monsoon, ITCZ, tail-end of the cold front, ridge of HPA, easterly wave and passage of one (1) or two (2) tropical cyclones to enter at PAR.

Near normal to slightly warmer surface air temperatures are expected in Luzon. Most areas of Visayas and Mindanao are likely to experience warmer than normal temperature.——————————————————1 Excerpts from PAGASA November 4, 2009 to January 6, 2010 El Niño Advisories.

Highlights

Palay production for calendar year 2009 went down by 3.31% from the 2008 level owing to the decrease in yield brought by the adverse effects of typhoons Pepeng and Ondoy. Corn on the other hand, managed to post a 1.53% increase in production following the increases in area harvested and yield per hectare.

Forecasts of palay and corn production for the 1st half of 2010 indicate lower production compared to 2009 levels due to the anticipated reductions in area harvested by 2.36% for palay and 1.43% for corn.

RICE & CORN SITUATION AND OUTLOOK 21.0 Palay and Corn Crop Estimates

1.1 Palay

Calendar Year 2009 Crop

• Total palay production for calendar year 2009 reached 16.26 million MT, 3.31%below the 16.82 millionMT production in 2008following a 4.85% decrease in yield per hectare. Thedecrease was mainly in the 4th quarter of 2009 due to the adverse effects oftropical storm Ondoy and typhoon Pepeng whichbrought down the period’s harvest area and yield per hectare by 1.10% and12.92%, respectively.Severely affected regionswere Ilocos, Central Luzon a n d C A L A B A R Z O N .Production losses fromthese regions accounted for 95 percent of the totaldecline in national palay output during the October-December 2009 period.

January-June 2010 Forecast• Total palay production in

January-June 2010 mayreach 7.25 million MT,1.72% below last year’s 7.38 million MT. The decline could be attributed to the contraction in harvest area by 2.36% or by 46 thousand hectares from the 1.95 million hectares in the previous year.

• Probable contraction in harvest area was reported in Western Visayas, Cagayan Valley and Caraga due to insufficient rain, late release of irrigation water and early dry spell. Occurrence of flash floods in Northern Mindanao, lodging of palay farms in CALABARZON and damaged irrigation facilities coupled with the expected dry spell in SOCCSKSARGEN may contribute to the decline in harvest area.

1.2 Corn

Calendar Year 2009 Crop

• Corn production forcalendar year 2009grew by 1.53% from last year’s 6.93 million MT. This was due to expansion in harvestarea by 0.86% andimprovement in yieldper hectare by 0.66%.The year’s growth was attr ibuted to thesignificant output gains in the second semester of 2009 in CagayanV a l l e y , N o r t h e r nMindanao and ARMM.

• In Cagayan Valley,harvest area expanded by 19.6 thousandhectares during thesecond semester of2009 due to recovery of damaged areas from typhoon Karen last year. This resulted in increment in corn output of 128.2 thousand MT. Corn production in Northern Mindanao grew by 10.9% or 78.0 thousand MT and in ARMM by 14.1% or 69.5 thousand MT due to seeds distribution under the Hunger Mitigation Program.

January-June 2010 Forecast

• Corn production for the January -June 2010period is forecast at 3.21 million MT, 0.29% less than the 2009 levelfollowing a 1.43% or 17 t h o u s a n d h e c t a r e scontraction in harvestarea. This could largely be observed in Cagayan Valley, Western Visayas and SOCCSKSARGEN.

• In Cagayan Valley,harvest area may decrease by about 7 thousand hectares if the mild El Niño will persist. In Western Visayas, harvest area would decrease due to seed availability constraints and the anticipation of dry spell which would discourage farmers to plant corn. In SOCCSKSARGEN, shifting to cassava may occur in anticipation of the dry spell.

2.0 Rice and Corn Stocks

2.1 Palay/Rice

• The total rice stocki n v e n t o r y a s o fDecember 1, 2009 was estimated at 2,897.3thousand metric tons. It was 2.1 percent lower than last month’s record and 1.9 percent less than last year’s level.

• Stocks in the households increased by 1.2 percent from the month ago level. In contrast, stocks in NFA depositories, of which 66 percent were imported rice, went down by 6.5 percent. Stocks in commercial warehouses dropped by 0.7 percent.

• Compared to previous year’s levels, a reduction of 8.0 percent in stock inventories was recorded in the households. In commercial warehouses, stocks were down by 10.2 percent. However, the volume of stocks in NFA depositories increased by 11.9 percent.

• The total rice stocks would be enough for 83 days. Stocks in NFA depositories would be good for 31 days, while those in commercial sector would be good for 13 days. Household stocks would last for 39 days

2.2 Corn Stock

• The December 1,2009 total cornstock amounted to 2 7 2 . 8 thousandmetric tons. Thiswas 7.4 percentlower compared tolast month’s levelbut 31.7 percenthigher than lastyear’s record.

• Compared to lastmonth’s levels,stocks in thehousehold sectorwent down by 7.2 percent and in the commercial sector by 16.5 percent. On the other hand, stocks in NFA depositories increased by 8.5 percent.

• Compared to last year, stocks inventory in the households dropped by 23.7percent, while stocks in commercial warehouses went up by 5.9 percent.

• Of this month’s total corn stock, 28 percent were with households, 42 percent with the commercial warehouses while 30 percent were with the NFA depositories.

3.0 Prices

3.1 Palay/Rice

• The 2009 national average farmgate price per kilogram of palay and wholesale and retail prices per kilogram of rice were higher compared to the 2008 and 2007 averages.

• At farmgate, national average price for this year was P15.03 per kilogram. This was P0.68 and P3.51higher than theaverage prices in2008 and 2007,respectively. From P14.09 per kilogram in January, monthly f a r m g a t e p r i c econtinuously roseand peaked at P16.03 in March. It declined to P15.94 per kilogram in April and continued to go down until October at P14.08 per kilogram.

• This year’s average wholesale price was P31.17 per kilogram, 4.36% more than last year’s price and38.07% higher than the price in 2007.The highest pricewas noted in March a t P32.00 perkilogram.

• The average retailprice at P34.12 per kilogram was 4.32% above last year’saverage price and38.01% more than the 2007 quotation.Monthly prices forthe first five (5)months and lastthree (3) months of 2009 were highercompared to samereference months in 2008.

• In Metro Manila,monthly wholesaleprices of rice from April to Septemberthis year, were below the 2008 levels but still above the 2007 levels. This year’s average price ofP30.25 per kilogram was slightly lowerthan last year’sP 3 0 . 4 2 p e rkilogram.

• At retail, the 2009 average monthlyprices of rice inMetro Manilaremained stable at P 3 5 . 0 0 p e rkilogram. This was P1.44 and P10.02higher compared to the prices in 2008 and 2007, respectively

3.2 Corn

• Average prices of white corn in farmgate and in wholesale increased from their 2008 averages. The 2009 farmgate price of yellow corn at P10.68 per kilogram was 1.46% lower than in 2008 but 6.51% higherthan in 2007. The highest price was recorded inFebruary at P13.55 perkilogram while the lowest price was at P8.49 perkilogram in September.

• The monthly farmgateprices of white cornshowed an uptrend forthe first quarter fromP14.51 per kilogram in January to P16.66 perkilogram in March. Itcontinued to decline from P16.38 in April to P10.74 p e r k i l o g r a m i nSeptember. This year’s average farmgate price of white corn was P13.56 per kilogram. This was higher by P1.14 andP2.96 compared tosame period averages in 2 0 0 8 a n d 2 0 0 7 ,respectively.

• Compared to last year’s l e v e l s , m o n t h l ywholesale prices ofyellow corn this yearwere higher fromJanuary to July andlower from August to December. The 2009 average wholesale price was P13.84 per kilogram, 6.01% higher than last year’s price.

• The average wholesale price of white corn in 2009 was P16.24 per kilogram. This washigher by P2.53compared to 2008 and by P4.36 compared to 2007.

3.3 Fertilizer

• The 2009 average dealer’s prices per kilogram of all fertilizer grades were lower compared to the prices in 2008. The monthly dealer’s prices of these fertilizer grades were on downtrend from January to November of 2009.

• This year’s averagedealer’s price of ureawas P1,022.69 per bag, P502.06 below that oflast year but P68.08higher than in 2007. Its monthly prices in thefirst quarter of 2009were higher than theprices of same quarter last year.

• Ammosul posted thel o w e s t m o n t h l ydealer’s prices thisyear. The averageprice was P604.43 per bag, P297.06 lowerthan in last year.Lowest dealer’s pricewas in November atP509.45 per bag while the highest was inJanuary at P770.77 per

• Complete was thisyear’s most expensive fertilizer with anaverage dealer’s price of P1,216.54 per bag.However, this was24.58% lower than the 2008 average price.

• The 2009 averagedealer’s price ofa m m o p h o s w a sP1,111.08 per bag.This was 28.99%below the averageprice in 2008.

4.0 Rainfall

• The 2009 accumulated rainfall of 48,539.8 millimeters was 0.5% higher than the rainfall in 2008 and 35.0% above the normal rainfall for the year. Bicol, Western Visayas, Central Visayas, Eastern Visayas, Western Mindanao,Davao region, SOCCSKSARGEN, and ARMM received rains lower than the records of last year.

• Southern Tagalog received the highest amount of rainfall at 5,391 millimeters while the lowest was recorded in ARMM at 1,284 millimeters.

• All regions except Southern Tagalog had more rains than their normalprecipitations. Rains in ARMM were more than twice its normal rainfall level.
