In certain situations, state agen-cies bill another state agency,municipality or private firm forservices provided by an employee.The bill can include both salaryand fringe benefit costs to bereimbursed. The following instruc-tions relate to the treatment ofthe fringe benefit portion of thepayment or recovery.

Once afringe benefit recovery payment isdeposited or applied to Fund34005, the agency should alertthe Office of the State Comptroller(OSC) using a CO-826 Reimburs-able Cost Recovery form. Thisallows OSC to credit the recoveryto the proper central fringe benefitappropriations.
As shown on a sample CO-826form in Excel, (available at http://www.core-ct.state.ct.us/user/finjobaids/xls/smpl_co826.xls),
agencies should indicate the codingused to make the fringe benefit recoverydeposit into Fund 34005. The dollaramount should be listed as a negativenumber.
Agencies should also list the separatefringe benefit account amounts thatmake up the total deposit. Theseamounts should be listed as positivenumbers. The total of the CO-826 formshould sum to zero. Examples of sepa-rate fringe benefit accounts couldinclude a combination of the followingbenefits and the applicable retirementplan:
50410 – Group Life Insurance50420 – Medical Insurance50430 – Unemployment Compensation50441 – FICA50442 – Medicare50471 – SERS Retirement50472 – Alternative Retirement50473 – Teachers’ Retirement50474 – Judges Retirement
