This sum- mer, while representing our Sec- tion at the District 6 annual meeting in San Francisco, Ben also accepted the Section/Chapter Web Site Award from the District. Congratulations and thank you to Duane Cleere, our website chair, and the volunteers that assisted with collecting video of the meetings. Also, thank you to Kari McDowell who established and main- tained our Facebook presence. So … last year was full of accomplishments. In addition to the recognitions above, our Section also assisted in reactivating the UCD Student Chapter. It is a daunting performance to follow. Where do we go from here? How do we maintain this level of accomplishment? To help, the Executive Committee plans to complete a stra- tegic plan at our next meeting. The major goals of the plan are: Bring more people together Share more knowledge and experience Increase participation of students and younger members The five-year strategic plan will provide consistent direc- tion to the current and subsequent Section executives. To assist with the implementation of the plan, you can expect to see an e-mail survey in the fall and surveys on your table at the luncheons. In our last newsletter, Ben Waldman announced that the Section was awarded the Sec-tion/Chapter Activity Award from District 6 and Conveyances was awarded the District and Section Newsletter Award from the Institute. This sum-mer, while representing our Sec-tion at the District 6 annual meeting in San Francisco, Ben

also accepted the Section/Chapter Web Site Award from the District. Congratulations and thank you to Duane Cleere, our website chair, and the volunteers that assisted with collecting video of the meetings. Also, thank you to Kari McDowell who established and main-tained our Facebook presence.

So … last year was full of accomplishments. In addition to the recognitions above, our Section also assisted in reactivating the UCD Student Chapter. It is a daunting performance to follow. Where do we go from here? How do we maintain this level of accomplishment? To help, the Executive Committee plans to complete a stra-tegic plan at our next meeting. The major goals of the plan are:

• Bring more people together • Share more knowledge and experience • Increase participation of students and younger

members

A Colorado/Wyoming Section ITE luncheon was held on Friday, May 14, 2010 at the MadCap Theatre in West-minster. Section President, Ben Waldman, took the stage, cracked a few wise ones and presided over the meeting. Ben introduced local Section members that spoke on behalf of the candidates for International Vice President: Troy Peoples, Rock Miller, and Ray Davis.

Dave Hattan announced this year’s recipients of the Sec-tion’s Transportation Professional of the Year Award. The 2009 Western District Local Arrangements Commit-tee shared this year’s award. Recipients included:

Craig Faessler introduced the candidates for the Sec-tion’s 2010-2011 Secretary-Treasurer position: Alex Lar-son and John LaSala. John LaSala was announced as the election winner at the Colorado/Wyoming ITE Golf Tournament on June 4th.

The Section then enjoyed an improvisational comedy show performed the MadCap Theatre actors and come-dians.

The Section is proud to announce that we have just formed a new University of Colorado at Denver (UCD) ITE Student Chapter!

As the new Chair of Continuing Education, I have a goal of setting up at least one webinar per month so that the membership can take advantage of the savings offered by the Section and the time to discuss the content with others in attendance. I am searching for locations where the webinars can be viewed so please let me know if the Section can use your office for this purpose.

Lifetime Achievement Award

Once again as summer begins to wane, the Awards Committee looks forward to fall and nominations for this year’s Lifetime Achievement Award. The Awards Com-mittee strongly requests that each member consider submitting a confidential nomination to for this year’s consideration.

The ITE Colorado/Wyoming Section Lifetime Achieve-ment Award is the highest award the section can give a member. It recognizes a member who, for an extended period of time, has contributed in an outstanding man-ner to the advancement of the transportation engineer-ing profession, the Institute of Transportation Engineers, and the Colorado/Wyoming Section. Established in 1989, past recipients of this award are Jack Bruce, Al Pepper, Dan Cronin, Gene Wilson, Dave Hattan, Jim Hauck, Dan Centa, John Bemelen, Bob Kochevar, Dick Bauman, Mark Schaefer, Ron Hensen, Pat Noyes, Alex Ariniello, and Allen Albers, and Larry Corcoran.

Please consider honoring one of your deserving col-leagues in the Section.

Minimum requirements are:

• Member grade or higher in ITE and a member in good standing of the Colorado/Wyoming Section.

• Active in the field of transportation engineering for ten years or more.

• Significant continuous contributions to the transpor-tation engineering profession for at least five years.

University of Colorado at Denver Student Chapter Update by Mike Bowline

The UCD ITE Student Chapter is hosting a showing of the film "Sprawling From Grace: Driven to Madness" on September 21. This documentary film was produced, directed, and written by David Edwards who will attend to introduce it and answer questions. The showing will be at the Tivoli in Room 329 at 5:30pm. NCHRP Report 572 Roundabouts in the United States

Roundabouts are becoming more common in the United States. As of December 2009, the number of modern roundabouts in the United States has jumped to around 2,300*. However, the operational analysis of a single-lane or multi-lane roundabout still remains a challenge. NCHRP Report 572, under NCHRP Project 3-65, presents results of recent research on roundabouts in the United States. The operational findings, conclusions, and rec-ommendations of this report are important for traffic analysts and designers as they will form the basis of the 2010 Highway Capacity Manual methodology for opera-tional analysis of roundabouts.

The operational findings chapter of the report presents an assessment of the existing capacity and delay mod-els, mostly from other countries, on how well they repli-cate the U.S. experience. A comparison of model-based entry capacity and actual entry capacity observed at multiple roundabout locations within United States indi-cate the models over-predict the observed entry capac-ity. The report cautions on the use of existing models without calibration to U.S. conditions. The report con-cludes that the drivers in the United States appear to use roundabouts less efficiently than models from other countries suggest. In addition, geometry in the aggre-gate sense (number of lanes), has a clear effect on the capacity of a roundabout entry. However, the details of geometric design appear to be secondary and less sig-nificant than variations in driver behavior at a given site, and between sites.

The NCHRP Report 572 also proposes a new set of ex-ponential capacity models for single-lane roundabouts and for the critical lane of two-lane roundabouts. The Report also provides a Level of Service (LOS) table based on Average Control Delay thresholds for round-abouts. The proposed LOS criteria for roundabouts are the same as the LOS criteria for stop controlled intersec-tions in HCM 2000. The LOS for the intersection as a

whole is not recommended because doing so may mask an entry that is operating with much higher delay than the intersection as a whole.

This article provides infor-mation and resources to help our members become in-formed about the candidates, their positions on trans-portation, and the statewide legislative issues facing our profession.

Three ballot measures – Amend-ment 60, 61 and Proposition 101 - will be on the 2010 ballot and may have an impact on transportation fund-ing in Colorado if approved:

• Amendment 60 is unofficially captioned the “Property Taxes” initiative. One part of the initiative seeks to lower property taxes and reduce assessed property fees, thus repealing all past votes to retain property taxes above TABOR limits.

• Amendment 61 is unofficially captioned the “State and Local Debt Limitations” initiative. This amend-ment seeks to, among other things, limit the bor-rowing terms (e.g., bonding capacity and repayment length) of the state government.

• Proposition 101 is unofficially captioned the “Motor Vehicle, Income, and Telecommunications Taxes and Fees” initiative. One component of the initiative seeks to lower and repeal the vehicle registration fees that are being used to fund Colorado’s FASTER initiative.

We encourage our members to take time to understand these initiatives in order to make informed decisions in November.

SECTION CHARTER AND BYLAWS UPDATE

This spring, we summarized the progress of the Bylaws Review Subcommittee. The subcommittee proposed that both the Section Bylaws and the Section Charter be revised and updated to be consistent with the model documents made available by District 6 and to reflect our current processes.

The subcommittee has completed this work. The pro-posed Section Charter was transmitted for consideration at the District 6 annual meeting. The District 6 Board approved the Charter and agreed to have it presented to the Institute Board of Direction at the annual meet-ing. The District 6 Board also agreed to have the pro-posed Section Bylaws put before our membership for their approval.

The Executive Committee will put the proposed Section Bylaws before the Section membership for a vote this fall. Upon approval, they will again go before the Dis-trict 6 Board for their final approval at their mid-year meeting (January 2011).

STUDENT CHAPTER PROFESSIONAL LIASON

The District 6 Board is promoting a stronger linkage be-tween the Sections and the Student Chapters within the district. In the Charter and Bylaws update process, Dis-trict 6 has identified a new position to be created on our Executive Committee for each student chapter within the Section.

The new position is a Student Chapter Professional Liai-son. The preferred characteristics of the person filling each position are:

• a recent graduate from the school at which the stu-dent chapter resides (currently either the University of Wyoming or the University of Colorado – Denver)

• a member of the Section • employed in the transportation engineering field

within the Section • interested in advancing the objectives of the Section

and ITE

The main role of the position is to coordinate between the Section Executive Committee and the Student Chap-ter Executive Committee (which you were likely a recent member). While a member of the Section Executive Committee, you can be sure that other opportunities to participate within the Section will present themselves.

VANCOUVER, BC—The Colorado/Wyoming Section of the Institute of Transportation Engineers (ITE) received the ITE Newsletter Award for circulation greater than 500 for its publication Conveyances at the 2010 Annual Meeting and Exhibit, held August 8–11, in Vancouver, BC, Canada. Bart Przybyl and Kari McDowell are editors of the newsletter.

Each year ITE sponsors an awards program to honor outstanding achievement in transportation engineering and distinguished service to ITE. The awards bestow international recognition upon the recipients and in-crease the public's awareness of the role and responsi-bilities of the transportation professional. Outstanding newsletters are recognized in three different categories: circulation greater than 500, circulation from 250 to 500 and circulation less than 250.
