Nicholson, Ph.D., P.E., M.ASCE February 25, 2006, at the Oahu Country Club Dr. Peter Nicholson will speak on the “Performance and Investigation of the New Orleans Flood Control System: Hurricane Katrina” at the Engineer’s Week Banquet. As the leader of ASCE’s Levee Assessment Team and now an appointed member of the federally commissioned External Review Panel (ERP), Dr. Nicholson is in a unique position to share his experiences and observations of the failures, and some insight into the underly- ing problems with the flood control system that was supposed to protect one of America’s major cities. While Hawaii does not have the same types of extreme flooding hazards as experienced in New Orleans, we do have a very real sus- ceptibility to both hurricanes and flooding. This was recently exem- plified by the Manoa flood that caused so much damage at the University of Hawaii. Hawaii has, as well, numerous high hazard dams and even some levees that pose potential threats to communi- ties downstream of those structures. The failures and consequential flooding in New Orleans should be a wake-up call to our own hazards from flood control and water retention structures. Dr. Nicholson currently serves as a professor and the graduate chair for the Department of Civil and Environmental Engineering at the University of Hawaii at Manoa, where he has been the senior fac- ulty member for the geotechnical program for 15 years. He is a licensed professional engineer in Hawaii, with more than 20 years experience in the design, inspection and assessment of dams and levees in Utah, California and Hawaii. During the period from September through November, Nicholson served as the team leader for the ASCE Levee Assessment Team deployed to New Orleans in the aftermath of Hurricanes Katrina and Rita. In early December, he was appointed to the federally commissioned External Review Panel (ERP) authorized by Defense Secretary Donald Rumsfeld, charged with the oversight of investigations and recommendations on rebuild- ing of the levee system in the aftermath of the disaster. Nicholson has been an elected member of the Hawaii State Earthquake Advisory Board/Committee for Hawaii State Civil Defense since 1991. He served on the advisory council for ASCE’s Report Card for America’s Infrastructure in 2003 and 2005. Nicholson is chair of the Embankment, Dams & Slopes Committee for ASCE Geo- Institute. He has also been an active member of the Association of State Dam Safety Officials (ASDSO) and several Transportation Research Board committees for the past 15 years. THE AMERICAN SOCIETY OF CIVIL ENGINEERS AND UNIVERSITY OFHAWAII COLLEGE OF ENGINEERING CO-SPONSORED POPSICLE STICKBRIDGE COMPETITION FOR MIDDLE SCHOOL STUDENTS

Participants from the 2005 ASCE/College of Engineering Popsicle Stick Bridge Competition

The American Society of Civil Engineers(ASCE) Hawaii Section and the University ofHawaii College of Engineering co-sponsored apopsicle stick bridge competition during theEngineering Expo for Middle School Students atthe University of Hawaii at Manoa, Holmes Hall.Thirteen teams of three students from eightmiddle schools participated in this activity.

Students were limited to using no more than700 popsicle sticks and had to use Elmers glueto hold their bridge together. The bridges hadto span over 2 feet, had to be at least 4 incheswide and could be no taller than 9 inches.Bridges were judged by how much load itcould hold in a load frame. The participantspresented to the judges how they chose theirdesign, the most difficult part about buildingthe bridge and how they expected their bridgeto handle the load.

This year’s first place winners were ChelseaDomingo, Ashley Marquez and Gabrilyn Leefrom Kapolei Middle School’s “Kapolei BlueFlames” team. Their bridge withstood a total of226 pounds. “We worked on our bridge foralmost one month, during our lunch breaks andafter school,” said Gabrilyn Lee. “I’m so proudof our students,” said Ariel Villanueva, the stu-dents’ teacher, “they worked really hard —wehope to come back next year!” The secondplace team, “Kapolei Silver Surfers” also from

Kapolei Middle School, designed a bridge thatsupported 197 pounds while the third placeteam, “Pink Monkeys” from Kalama MiddleSchool on Maui, competed with a bridge thatheld 187.5 pounds.

ASCE and the UH College of Engineering co-sponsored this event once previously inJanuary 2004. The College and ASCE hopethat through activities like the popsicle stickbridge competition, more students will becomeinterested in Engineering. Engineers, espe-cially Civil Engineers, are currently in highdemand in Hawaii with Civil Engineering posi-tions open at all levels of Government, thePrivate Sector and in the Construction Industry.

The first is the Sprint Round with its 30problems, and then comes the Target Roundand its 8 multi-step problems, and finally theTeam Round with 10 problems solved by theteam of 4 Mathletes®. The top scoring individu-als move on to the Countdown Round wherepairs of Mathletes® compete against eachother and the clock. Although MathCountsquestions are written with the curricula forgrades 6-8 in mind, many of us Engineerswould not want to compete against these stu-dents. The school coaches prepare their teamslike school athletes. Problem solving strategiesare practiced along with hours and hours ofproblem solving.

On May 11-14, 2006, Hawaii’s four topMathletes® will be in Arlington, Va. to take partin the Lockheed Martin MathCounts NationalCompetition.

The Hawaii Council of Engineering Societies (HCES)invites you to participate in the Order of the EngineerRing Ceremony to be held at the Engineers WeekBanquet.

The Order of the Engineer was initiated in the UnitedStates to foster a spirit of pride and responsibility in theengineering profession, to bridge the gap betweentraining and experience, and to present to the public avisible symbol identifying the engineer. The first RingCeremony was held on June 4, 1970 at Cleveland StateUniversity. Others like it have since spread across theUnited States at which graduate and registered engi-neers are invited to accept the Obligation of theEngineer and to wear a stainless steel ring.

The Ring Ceremonies are conducted by Links (localsections) of the Order, of which the American Society ofCivil Engineers (ASCE) is one. The upcoming RingCeremony will be the third such ceremony conducted inHawaii. More information on the Order of the Engineercan be found at www.order-of-the-engineer.org.

Any engineer is eligible for induction into the Order ofthe Engineer if he or she has graduated from an ABET-accredited engineering program or holds a license as aProfessional Engineer. Students enrolled in ABET-accredited engineering degree programs are eligible ifthey are within two academic terms of graduation.Guests are welcome to witness the Ceremony.

Participants at the Engineers Weeks Banquet RingCeremony will take the Obligation of the Engineer andreceive a stainless steel ring. The cost for the RingCeremony will be $17.50. An Engineer’s Ring Ceremony is beingplanned for the Engineer’s Week Banquet onFebruary 25, 2006, at the Oahu Country Club.The Engineer’s Ring Ceremony is the publicinduction of candidates into the Order of theEngineer. The Order is the roster of engineersin the United States who have participated inan Engineer’s Ring Ceremony and who havepublicly accepted the “Obligation of theEngineer.” During the Ceremony, candidatesformally accept the Obligation of the Engineerand receive a stainless steel ring to be worn as

a symbol of recognition of membership in theOrder of the Engineer.

The Obligation of an Engineer is the formalstatement of an engineer’s responsibilities tothe public and to the profession. TheObligation includes a pledge to practiceintegrity, fair dealing, tolerance, and respect,and to uphold devotion to the standards anddignity of the profession, conscious always thatan engineer’s skill carries with it the obligationto serve humanity by making the best use ofEarth’s precious wealth.

Any engineer who has graduated from anABET-accredited engineering program or holdsa license as a Professional Engineer is eligiblefor induction into the Order of the Engineer.

Storm Drain StencilingOn November 19th ASCE YMF members

came out and partnered with the City andCounty of Honolulu to conduct their annualstorm drain stenciling community service pro-ject. Twenty two volunteers scoured the neigh-borhoods of Waikele with spray paint can inhand stenciling “Mai Kiloi Opala Malama i KeKai” over the storm drains of Waikele. In addi-tion, volunteers also helped pass out educa-tional packets to home owners detailing thehazards of dumping waste down the stormdrain. In all it was a productive half day eventwith a total of 85 catch basins being markedand over 200 packets being passed out. A bigmahalo to Ms. Iwalani Sato of the City andCounty for helping organize this event andthanks for everyone for coming out to help.

On December 4, 2005 approximately 16 vol-unteers from the ASCE Hawaii Section YMFwoke up early in the morning to help with the2005 Special Olympics Holiday ClassicBowling Event. The Event was held at theMarine Corps Base Hawaii K-Bay lanes.Volunteers assisted as bowling officials, helpedwith passing out awards to participants andcooked lunch for the workers that came out.The Special Olympics Holiday Classic is one ofthree events sponsored by Special OlympicsHawaii for children and adults with intellectualdisabilities. The ASCE Hawaii Section YMFwere a part of the 1,000 volunteers that helpedin the event.

Bears as a Benchmark” Mr. Ocasek worked invarious executive position in several differentHawaii companies. When he was 45, he felt hewas running his life too fast and he wanted toredirect his life, so he redirected his life towardnature photography. He contacted variousnationally and internationally known worldwildlife photographers and asked if he couldaccompany them. He was able to convincethem that he didn’t intend to compete withthem on a professional level and they agreed.He has been able to accompany them on theirtrips around the world and into artic regions tophotograph Polar Bears. He explained that thepolar bear is the largest carnivore in the worldliving in the bleakest climate. The polar bear isat the top of a very short food chain of krill, fish,

seal, bear. If you want to trace pollution, youcan go… Pittsburgh, krill, fish, seal, bear. Mr.Ocasek argues that if the polar bear cannotsurvive in the long term, then people’s chancesare not good. He and a group other photogra-phers and scientists formed Polar BearsInternational, which is an educational forum forthe five nations with polar bear and people,with the goal of protecting the polar bear habi-tat. DROUTHS AND FRESHETS“Some stories have legs,” I vaguely recall our

college newspaper advisor admonishing us,the staff of “The Jambar,” many a year ago.

Besides having legs, the whirling story of theDam at Nu`uanu reservoir No. 4 is sporting run-ning shoes as well!

But first, a short explanation about theassignment of “No. 4”. In my opinion, it proper-ly refers to the reservoir rather than to thewater-impounding dam. How else can weexplain Reservoir No. 5 which the October 23,1955 issue of the Honolulu Advertiser (HA)describes as a “2,700,000-gallon concretetank,” built 33 years earlier, “on the ewa side ofNuuanu Ave. near the noted poinsetta [sic]hedge?”

Yet, both in the popular press and in techni-cal documents, the numeral is often associatedwith the dam itself. The title of a 1931 report tothe Honolulu Board of Water Supply (BWS) byJ. B. Lippincott, for example, refers to Dam No.4, as do a 1941 study by C. K. Wentworth, a1965 study by L. J. Watson, a 1982 report bythe U. S. Corps of Engineers, the 1993 Hiratainspection report I quoted last month(December 2005), and many editions of the“Hawaii Data Book,” among others.

The subject dam was to be a public projectsupplying domestic water, especially duringcycles of drought (or drouth, as the then often-used alternate spelling goes), and, by turns, forflood protection from devastating freshets.

In time, the dam played other roles, includingfire fighting, dust palliating, sanitation, electricpower production, and recreational fishing.But, first things first.

Serving as the director of public relations forthe BWS, newspaperman George F. Nellistpublished his history of “Honolulu’s ModernWater System” in three installments thatappeared in the HA respectively in 1948, 1952and 1955. Although “the exact date ... is lost inthe mist of unrecorded early history,” he setsMarch 31, 1848 as the inauguration of “the firstunit of a water system in Honolulu, installed,paid for, and operated by the government.” Onthat day, Interior Minister John Young (a.k.a.Keoni Ana) reported to King Kamehameha IIIand the Hawaii Legislature that “during thepast year, a Harbor Master and Pilot’s officehas been erected ... near the wharves. A watertank, for the convenience of shipping, isplaced in the basement story of this building.

The water is supplied, through a leaden pipefrom the Reservoir on the Northeast side of thetown.” Nellist then quotes a story in Thrum’sHawaiian Almanac and Annual for 1889, whichI traced and verified. Under the title “First WaterPipe for Honolulu,” Thrum says in part:

“During a visit of Mr. P. A. Brinsmade, of thefirm of Ladd & Co., of this place, to BostonMass., in 1838, through a representation byhim that the King was desirous to bring water infrom a considerable distance for the purposeof supplying vessels at Honolulu, Messrs.Proctor & Felt were induced to consign to Ladd& Co. fourteen reels of lead pipe... of inch andhalf-inch size... but during the celebrated arbi-tration... the matter was suspended butrenewed again in the summer of 1847, resultingin its disposal in September of that year, fortemporary use till iron piping could beobtained, and was laid to convey water from ataro patch back of the French Consul’s (at thattime) to the Harbor Master’s office, at the foot ofNuuanu street.”

As for an early description of the floodingproblem, this is what the Pacific CommercialAdvertiser (PCA) of February 24, 1859 had tosay:

“The third freshet of the season in theNuuanu stream occurred last Sunday night...The temporary bridge at the foot of BeretaniaStreet known as Smith’s bridge was againswept away, making the third time that commu-nication has been interrupted at that point.”By then, the Kingdom was taking charge of itspublic water works, to wit, Sec. 191 of the CivilCode provided that “the Minister of the Interiorshall have a general charge of the pipes orconduits of water to supply the town and har-bor of Honolulu.” This included system mainte-nance and the setting and collecting of “waterrates from ships and persons in Honolulu, or itsvicinity...”

Interestingly, on November 17 of the sameyear, the PCA warned that “housekeepers andothers having charge of water faucets, shouldavoid wasting water during the shipping sea-son,” as there was enough supply “for all, ifcare is taken to prevent waste...”
