The fugitive, Don Cyprian Martin, 45 of Martin Town, Grand Bahama, is wanted in the US State of Atlanta. Martin, according to Atlanta Press, went miss- ing during his trial and just before his sentence was to be handed down. According to a Fulton County District Attorney’s Office state- ment issued last Tuesday, in US media, Martin left the courthouse after five days of testimony and didn’t return for closing arguments. In the group were three females and nine males. A further search of the vessel was conducted, and officers discovered a quantity of suspected marijuana. The illegal immigrants one Dominican, a Venezuelan, three Ecuadorians and seven Chinese, were all handed over to Immigration. According to ASP Pinder, the captain of that vessel, a resident of New Providence was also arrested and taken into police custody. Investigations contin- ue in the matter. Exuma police are investigating an alleged drowning of an adult male, that occurred on Sunday in waters of Exuma Cay. Reports from police indicate that, shortly before 11:00am, a group of persons were on a div- ing excursion in the Exuma Cays, between Highbourne Cay and Allan Cay, when one of the divers, an adult male, was discovered unre- sponsive in the water. The man was pulled from the waters, CPR was administered, but it was unsuccessful. He was transported to a hospital on New Providence, where he was pro- nounced dead. Graduating Fire Squad inGrand Bahama Makes History

FREEPORT, GrandBahama - The first fullFire Squad to pass outfrom the Royal BahamasPolice Force in over adecade graduated onThursday, December 13,2018, in a special ceremo-ny at the Gerald BartlettPolice Headquarters inFreeport, Grand Bahama.

D Squad, 2018 com-prised of 34 graduates willbe stationed within theFire Branch of the Force.

This milestone, accord-ing to Minister ofNational Security, theHon. Marvin Dames,marks a very special day,not only in the lives of the

34 young Bahamian menand women recruits, butalso for the distinguishedresidents of the entireisland of Grand Bahama.

“I remind you that youare entering a career thatoftentimes becomes dan-gerous,” Minister Damestold the police graduates.

“Firefighters don’t justrun into burning build-ings, they are often firstresponders on the scene ofexplosions, natural disas-ters, wildfires, traffic acci-dents and other catastro-phes. The demanding jobcan take both a physicaland mental toll on thosewho perform it.”

The National SecurityMinister, who was thekeynote speaker duringthe graduation ceremony,noted that as with allagencies under thepurview of the Ministryof National Security, theRoyal Bahamas PoliceForce has been calledupon to embrace theadoption of sound man-agement, that will allowfor the effective executionof anti-crime and lawenforcement strategies inthe short, medium andlong terms.

“Earlier this year, theMinistry of NationalSecurity completed a

c o m p r e h e n s i v eManpower Audit to deter-mine the most effectiveestablishment of theRoyal Bahamas PoliceForce,” said MinisterDames.

“We needed to deter-mine, as a matter ofurgency, what wasrequired in the way ofhuman resources to effec-tively operate stations anddivisions throughout thenation, including GrandBahama.”

Key among the Audit’sfindings, according toMinister Dames, was thatthe Force’s recruitmentrate was not keeping pacewith its attrition rate. Thenumber of officers leav-ing the Force (whether byretirement, resignation,death or otherwise) wasconsistently higher thanthe number of officersbeing recruited.Minister Dames notedthat this imbalance result-ed in a manpower gap of1,020 police officersthroughout the ranks,inclusive of 71 fire offi-cers. He added that theAudit suggested that inorder to operate at appro-priate levels, the PoliceForce needed 791Constables.

“The Audit furtherrevealed that whileapproximately 500 or18% of the Force is sta-tioned here in Grand

Bahama, the island stillneeded 261 officers inorder to operate at suit-able levels, inclusive of25 fire officers.

“Using these findingsas our impetus, theGovernment began to laythe fiscal framework tobegin correcting the man-power shortages in theForce. This fiscal year,funding was approved forthe first 134 Recruits, 100of whom will be complet-ing their training in NewProvidence next Thursdayand the other 34 officersof this Fire Squad.

“This is just the firststep, and I am happy toreport that Cabinet hasalso approved funding foranother 130 recruits, 30of whom will be trainedright here in GrandBahama.”

Minister Dames addedthat based on the recom-mendations from theManpower Audit, theGovernment’s ultimategoal has been to facilitatethe rebranding of theRoyal Bahamas PoliceForce, with a strategicfocus on developing “alean and purposefulagency” that is able toeffectively police in arobust society driven bytechnological advance-ments.

Minister Dames saidthat the contextual andstructural rebranding of

the Police Force is direct-ly linked to the futuregrowth and developmentof the Bahamas.“Therefore, my Ministryis committed to usheringthe police force into the21st Century law enforce-ment, so as to ensure thedelivery of professionaland uninterrupted polic-ing services throughoutour nation,” said MinisterDames.

“ C o m m i s s i o n e rFerguson has assured methat the Force hasengaged in the strategicdeployment of officers inan effort to ensure suffi-cient manpower is avail-able to provide policingservices throughout allislands of The Bahamas.For this reason, a numberof these new officers willbe deployed to GrandBahama.“I admonish you toalways do your job withintegrity and in accor-dance with the law. Thepeople of the Bahamasare depending on each ofyou to perform yourduties with fairness,impartiality and profes-sionalism.

“I want you to knowthat this Governmentsupports your selflessservice to our nation andno effort will be spared toprovide you with the nec-essary tools to be suc-cessful.”

immigration officials atGreat Inagua to bebrought to the capital,where they are expectedto be charged with vari-ous fishing offenses.

Meantime, both skiffsand the fishing apparatuswere confiscated andhanded over to the policefor further processing.

The Bahamas FeedingNetwork is a non-profitgroup of 13 separateorganizations formed in

December 2013 to tacklethe hunger rate in thecountry.

BFN aims to performas a hub for collectingand distributing foodthroughout the archipela-go.

Minister Campbellshared why his Ministrychose to team up with the

organization.He said, “I had the

privilege, a few monthsago, to go on a Sundayafternoon to the buildingon Fox Hill Road, justnext to the police station.I was privileged to be onthe line taking up foodand making up parcels.”

He added, “I think

3,000 persons or thereabout were served and Isaw first-hand the impactthat the feeding networkhad.”

Mr. Campbell said theministry has pumpedabout 12 million dollarsinto food assistance, andthe $5,000 cheque camefrom the Urban Renewal

Commission. This is the “Feed

5,000 Families” thirdannual campaign, andthis initiative is in col-laboration with AMLFoods Limited, TheBahamas FeedingNetwork, The BahamasRed Cross, and TheSalvation Army.

Minister Thompson: ‘S ignif icantprogress has taken place in GB in 2018’FREEPORT, GrandBahama -- One of thevisions of the FreeNational MovementGovernment for GrandBahama in 2018 was tohelp place the island on apath of economic recov-ery, and then move ittowards financial growth,“that was the goal of thisgovernment in GrandBahama and we believethat significant progresshas taken place – althoughthere remains much morework to be done.

“For the most part, webelieve this governmenthas begun to move GrandBahama to the placewhere we would like tosee it in the future,” saidMinister of State forGrand Bahama, SenatorKwasi Thompson.

The Minister’s remarkscame during a year inreview by the Office ofthe Prime Minister inGrand Bahama to mem-bers of the local media onSunday. MinisterThompson said the year inreview was a glimpse of afull year for the FNMGovernment, and thus itwas necessary to point outsome of the accomplish-ments for Grand Bahamain 2018.

Minister Thompsonnoted that Grand Bahamahas played, and will con-tinue to play a pivotal rolein the overall economicresurgence of TheBahamas, and said thatsignificance explainedwhy the Prime Ministerhas taken a very personaland keen interest in GrandBahama.

“It’s important to notethat this year the tourismnumbers for GrandBahama are up,” saidMinister Thompson.“According to theMinistry of Tourism andas reported by the CentralBank’s latest report,

tourism stopover visitorsin Grand Bahama haveincreased, year-over-yearby 3.5 percent.

“The reason why this issignificant is because lastyear’s numbers were aplunge of over 30 percent.What’s even more impor-tant is the Airbnb informa-tion and report, which hassuggested that those num-bers for the country over-all has increased. But inparticular for GrandBahama, the bookings forAirbnb has increased thisyear for Grand Bahama by44 percent.

“This represents thelargest increase in thatsector for the entire coun-try.”

Also, this year, MinisterThompson noted that therehas been a significantincrease in revenue atCustoms – an increase of$15 million with respect toCustoms revenue in GrandBahama.

Minister Thompsonnoted that the offering offree registration atBahamas Technical andVocational Institute(BTVI) for all qualifyingBahamians across thecounty has been signifi-cant. For Grand Bahama,in particular, MinisterThompson said there hasbeen an overall increase inenrollment by 70 percentas a result of this initiativeby the government.

In the technologycourses and degrees atBTVI, there has been a 97percent increase in theInstitute’s enrollment.

“So, we see that therehas been a significantimpact by the BTVI initia-tive [on the part of] thegovernment and next year,the Prime Minister hascommitted that he willmake the University ofThe Bahamas free forqualifying Bahamians aswell,” added Minister

Thompson.The Minister pointed

out that throughout 2018,a number of new business-es have opened in GrandBahama by both local andforeign investors helpingto stimulate the island’seconomy. Those compa-nies include GIBC (a digi-tal company); BahamasZipline at Pirates Cove (a$1.4 million investment);Eco-Oil broke ground forits new offices in GrandBahama in June 2018 (a$10 million investment);Home Fabrics of Nassau,opened a branch inFreeport (a $2 millioninvestment); FowlcoMarine LogisticsCompany (a $1.4 millioninvestment); GoombayLand Skating Rink andentertainment Centre (a$500,000 investment) wasrenovated and reopened;Elnet Maritime Companybroke ground to constructtheir new offices, (a $2.5million investment); CoralVita broke ground for itsfirst land-based commer-cial Coral Farm; andPharmachem began workon their $180 millionexpansion project.

As a result of these newbusinesses, employmenton Grand Bahama hasgone up as well, as GrandBahamians were hired towork at these new andexpanding businesses.Labor on the blocks,which was a huge successin Nassau, came to GrandBahama and saw the samesuccess. Some 1,500Grand Bahamians turnedout and registered andthere were a number ofpeople who were able toobtain employment on thespot, and many morereceived appointments forjob interviews, as a resultof the Labor on the Blocksprogram.

Bahamians were hired byQuality Services and areemployed at the expansionproject at Pharmachem,”said Minister Thompson.“Itelbpo’s expansion hasopened the door for moreGrand Bahamians to behired, as the companymoves towards its goal ofhiring an additional 100Bahamians.

“The OPM’s summerprogram was launched inJune, which gave 500young people job opportu-nities for the summer. Thegovernment’s new ICTSummer program alsotook effect in 2018. Thisprogram not only allowedstudents an opportunity tobe trained at BTVI inI n f o r m a t i o n ,Communications andTechnology courses, but aunique aspect of the pro-gram was that these stu-dents were paid a stipendto participate in the pro-gram. The program isexpected to be expandedto New Providence.”

Minister Thompsonpointed out that the SmallBusiness Grant Program,which was launched bythe Office of the PrimeMinister, allowed 197people to go through theSmall Business GrantProgram, where theyobtained better businessdevelopment skills. Out ofthat number 87 peoplewere given SmallBusiness Grants, to thetune of over $370,000.

Perhaps one of thebiggest events to takeplace in Grand Bahamaduring 2018 was the gov-ernment’s decision to pur-chase the Grand LucayanResort.

“This was an invest-ment to preserve the jobsof the employees workingat the Resort, but also as astep to continue the rede-velopment of GrandBahama’s tourism mar-

ket,” said MinisterThompson.

“The government hasput in place an independ-ent board that is now man-aging the resort. As aresult, that board hasoffered voluntary separa-tion packages now inprocess, and negotiationsbetween the two unionswith respect to those vol-untary separation pack-ages.

“The government hasapproved a three milliondollar renovation for theResort. Bids are out andthe Board is evaluatingthose bids. The govern-ment has received over 20interests and potentialoffers for the purchase ofthe resort and we willbegin to narrow that listdown shortly.

“Let me stress that thegovernment does notintend to continue to runthe resort, but what wewant to do is sell the resortto a qualified buyer assoon as possible.”

In November of 2018,Grand Bahama held itsSecond AnnualTechnology Summit,which brought togetherlocal, national and interna-tional experts and compa-nies in the field of technol-ogy to exchange ideasabout advancing technolo-gy around the world.

It was during thatSummit that theGovernment of TheBahamas signed an MOUwith Cisco Systems toprovide further education-al opportunities forBahamians to be trained inthe technology sector.

“One of the uniquethings that came out of thisyear’s Summit was theannouncement by theGrand Bahama PowerCompany, who will beoffering a GB Tech Hubspecial power rate particu-larly for those tech busi-

nesses who intend to openoffices in Grand Bahama,”said Minister Thompson.

“It will also be offeredto existing tech businesseswho are expanding andhiring more employees.They will also be able totake advantage of this spe-cial tech hub electricityrate.”

Minister Thompsonsaid that there were a num-ber of other events, proj-ects and programs thathave taken place in GrandBahama to help stimulateand move the economyforward, including thecontinuation of projectslike the building of thejunior high school inHolmes’ Rock, the build-ing of the Seawall inSmith’s Point, and thebuilding of the bridge atthe Fishing Hole Road.

He said he is excitedabout the possibilities thatlie ahead for GrandBahama in 2019 and looksforward to even more newbusinesses, particularly inthe technology sector, tobe opened in GrandBahama.

Minister Thompsonsaid that it is his belief thatthe special church service,which was held on WatchNight before the start of2018 had very positiveeffects on the island. Theevent, which gathered pas-tors, preachers and believ-ers from throughout theisland, was held at theIndependence Park, wherethe New Year for GrandBahama was ushered in.

“We believe that all ofthe achievements and suc-cess for Grand Bahama in2018, is as a result of whatGod is doing in GrandBahama. And there is nodoubt that the churchservice that was held tostart off the New Year hada lot to do with that suc-cess,” said MinisterThompson.

AAAWU Signs Industrial Agreement with Nassau Flight Services

Executives of the AirportAirline and AlliedWorkers Union(AAAWU) and the man-agement of Nassau FlightServices signed an indus-trial agreement on Friday,December 14, 2018 at theDepartment of Labour’s,City Corporate Office onRosetta Street.

he signing of the indus-trial agreement was wit-nessed by Nassau FlightServices executives andAAAWU officials.Among those witnessingthe signing was Mrs.Yolantha Yallop, LegalCounsel in theDepartment of Labourand Ms. Veronique Evans,Notary Public withNassau Flight Services.

s. Jewel Fountain,President of the AAAWUsaid that today, “bringsclosure to a long awaitedcontract negotiations. Ourmembers will certainly behappy that after negotiat-ing for some time theywill be able to have aMerry Christmas as wesign this document andregister the document.”

Bahamian Fugitive To Be Extradited

Martin dates back to2011. That’s when policewere contacted about thealleged inappropriatetouching of the younggirl who Martin hadallegedly abused for sixyears.

“Martin was arrestedin 2014, held on a$15,000 bond and initial-ly was required to wearan ankle monitor follow-

ing his arrest. He wasindicted in 2015, but twoyears later, a judgeremoved that condition”according to US mediareport.

He has since beenfound guilty of rape,aggravated sexual bat-tery, child molestation,and cruelty to children inthe first degree.

According to theAtlanta Press, sentencingfor Martin is currently on

hold because the victimhas requested to addressMartin during the sen-tencing testimony pro-ceedings.

According to policehere in the capital,Martin was attempting toleave the country shortlyafter 5:00pm Saturday,when they were called tothe international terminalat LPIA.

He is expected to beextradited to the US.
