Ideas from WestPac colleagues can help us do our jobs better in our own libraries. Our main point of personal contact is our fall Annual Meeting: next year in Spokane, the year after in Anchorage. One goal of mine is to get many more academic law library directors to our Annual Meetings. By my count, we have 16 academic law libraries in WestPac, but only about two or three directors come to our Annual Meetings. We need these folks: both their ideas and their support. During the summer I will be writing letters to each of the directors urging them to come to Spokane. Suzanne Miner is putting together an excellent program for Spokane. Lolly Gasaway, a real charmer, is going to fly in from North Carolina to do a program on copyright. No one knows more about copyright than Lolly! She is one of the few who can make copyright fun! Bob Hu of Gonzaga is in charge of local arrangements and I know he'll do a super job. Spokane itself is a great place to hold the meeting. Among other things, it has a beautiful Riverfront Park along the Spokane River with a wonderful performing arts center near by. It also has a lovely Japanese Garden in its Manitou Park. Unfortunately, Arturo Torres of Gonzaga won't be with us. He will be the new Director of the Texas Tech Law Library beginning in the summer. Good luck, Arturo! We will miss you! I am calling and talking (real talk!--not e-mail) to all our committee chairpersons. Jackie Jurkins of our Archives Committee tells me that WestPac has 18 shelf feet of archive materials. Vice-President Suzanne Miner and I will be working with the Grants and Awards Committee to perhaps give away ten $200 grants (depending on the WestPac budget) to help members to Anchorage in 2001. I believe in WestPac. It's a good organization. Through ourorganization, we make friends, share ideas, put names with faces,and help each other out. Ideas from WestPac colleagues canhelp us do our jobs better in our own libraries. Our main point of

personal contact is our fall Annual Meeting: next year in Spokane, the year afterin Anchorage. One goal of mine is to get many more academic law librarydirectors to our Annual Meetings. By my count, we have 16 academic lawlibraries in WestPac, but only about two or three directors come to our AnnualMeetings. We need these folks: both their ideas and their support. During thesummer I will be writing letters to each of the directors urging them to come toSpokane.

GOVERNMENT RELATIONS,Suzanne Miner, Chair. We have arepresentative from each stateexcept Idaho. A volunteer is neededto represent that state. Suzannereported the status of UCTA, theComputer and InformationTransaction Act, and its implicationon librarians, the motion pictureindustry, as well as computersoftware companies.

GRANTS AND AWARDS, DanTaysom, Chair. (Reported by AngusNesbit) Our two recipients forconference scholarships wereClinton Sterling and PeggyMichelson.

C O N S T I T U T I O N A N DBYLAWS, Linda Stephenson,Chair. While looking at somechanges to our constitution andbylaws, Linda is waiting to see whatoccurs at the national level.

Old BusinessDennis distributed the MembersGuide at the AALL luncheon inWashington DC. We are looking atusing this to bypass the necessity ofprinting an annual directory. TerryCullen and Mary Unruh are updatingthe WestPac website, which is morecurrent than the directory. As ourmembers adopt technology and haveaccess to the website, there is lessneed for a printed annual directory.We plan to produce the last paperdirectory this year, and will keep theweb database current for members.(Note: due to printing problems, thedirectory will be published in January2000)

Mascot: Because of security andspace considerations, Willie willtravel only to the WestPac fallmeetings, not to the annual AALLmeetings. Robert will take him toSpokane for the 2000 meeting.

Dennis introduced Frank Yining Liu,of the AALL Board. He is availableto take WestPac member concernsto the AALL Board. Frankdiscussed copyright material which isavailable from AALL Headquarters.Judy Meadows mentioned theexcellent advocacy workshop ongovernment relations in DC. Judysaid we should consider such aprogram for WestPac next year.Frank indicated there is an advocacylistserv for members. WestPac canutilize national resources inprogramming by coordinating withAALL Professional DevelopmentCommittee. Look at national

programs with an eye to bringoutstanding programs to the chapter.The Professional DevelopmentCommittee has 2 focus areas:Technology and Management.

State of Chapter: realignment ofstates (for meeting rotation) wasnecessary because of the changes inthe California contingent. KathyFaust has realigned and balanced thezones for better distribution ofchapter meeting sites.

The listserv is available formembers, and Dennis encourages usto use it to get information out tomembers, especially where urgencyis a factor.

VIP Program - we were fortunate tohave Justice Leeson of the OregonSupreme Court represent WestPac.Judge Leeson is concerned about thesame issues we have re the law andtechnology. Through Judge Leeson,WestPac has an opportunity to keepopen an invitation to attend a 5-statejudges meeting. Fritz will pursue thisnext year, as well as a VIPrepresentative for next year.

Dennis thanked all who contributedduring his presidency of WestPac.He recognized the committeechairs, officers, and all those whoworked on making this conferenceso successful. Dennis then passedthe gavel was passed to FritzSnyder. Fritz presented Dennis andoutgoing Treasurer, Fred Hanson,with gifts.

My FirstWestPacMeetingRobert H. Hu

Personally I am fond of going toprofessional conferences since Ialways find such experiencerewarding and refreshing. This wasthe case when I recently attended the32nd annual meeting of the WesternPacific Chapter of the AmericanAssociation of Law Libraries(WestPac). This was my very firstWestPac experience, and I trulyenjoyed it.

The WestPac meeting was heldon October 7 - 9 in Park City, Utah,a scenic ski resort town about fortymiles southeast of Salt Lake City.The theme of the conference was“Law Librarianship: A Potpourri.”While that title does not soundprofound or fancy in any way, itreflects the intentions of the meetingorganizers. In the words of FritzSnyder, the newly sworn-inPresident of WestPac, theconference program focused oninteresting (or entertaining)speakers/topics rather than on afancy, coherent theme.

We had in total six speakerscovering a variety of topics at themeeting. Kendall Svengalis , RhodeIsland State Law Librarian, spokeabout legal publishing and libraryacquisitions; Nancy Carter,Director of University of San DiegoLaw Library, talked about Indiancasinos law; Mitch Lasser,Professor of Law at the University ofUtah, gave a presentation oncomparative law studies with anemphasis on his own experience inresearch of the French legal system;Bob Keiter, Professor of Law fromUniversity of Utah, presented a talkon public lands and the Yellowstoneeco system; Faye Chadwell, Head

of Collection Development atUniversity of Oregon’s main library,discussed the issues in the negotiationand licensing of electronic databasesby libraries; and finally, DavidArmond, Database and InformationTechnology Librarian at BrighamYoung University Law Library, gavea presentation on the evolution ofWeb Sites in the libraries. In additionto the above speakers, we also heardluncheon remarks by David Thomas ,former director of Brigham YoungUniversity Law Library and nowProfessor of Law at BYU, whoshared his personal observations andhopes of law librarianship; andFrank Liu, AALL representative,made brief remarks on recent AALLactivities and solicited members’opinions and suggestions.

While most of the presentationswere informative and/or entertainingI enjoyed Svengalis ’ talk most.Using humorous cartoons, illustrativedrawings and other visual aidsSvengalis offered a brief history ofmergers and acquisitions in the legalpublishing industry in the pastdecades and analyzed how suchcorporate changes have affectedpricing of law publications. He thenput out strategies, techniques andpractical advice which may be usedby libraries to save acquisitionsmoney. I learned that Svengalis’strategies are proven successful onesand a lot of law libraries have saved abundle by simply adopting what hesuggests. His book, “LegalInformation Buyer’s Guide &Reference Manual,”an annualpublication, is considered a must-readfor any collection development andacquisitions librarians. I wished I hadread this book sooner.

AALL Scholarship andGrantApplicationsNowAvailable

SCHOLARSHIPSApplications for the American

Association of Law Librariesscholarships, providing financialsupport for graduate study in lawand law librarianship, are nowavailable.

AALL offers a total of sevenscholarship categories. The JamesF. Connolly CongressionalInformation Scholarship (CIS) willbe awarded to a law librarian who is

interested in pursuing a law degree,with preference given to thosedemonstrating interest ingovernment publications. TheGeorge A. Strait Minority Stipendwill be awarded to degreecandidates in accredited library orlaw schools with law libraryexperience who are members of aminority group.

Other scholarships madepossible by funding from the JohnJohnson LEXIS PublishingMemorial Scholarship fund willinclude: Type I, Library Degree forLaw School Graduates; Type II,Library School Graduates AttendingLaw School; Type III, LibraryDegree for Non-Law SchoolGraduates; Type IV, Library SchoolGraduates Seeking a Non-LawDegree; and Type V, LawLibrarians in Continuing EducationCourses.

Last year, $35,000 was awardedin scholarship funds. Applicationforms are available at the AmericanAssociation of Law Libraries Website or from the AALL Head-quarters, (312) 939-4764. Thedeadline for all applications is April1, 2000.

GRANTSThe purpose of the AALL

Grants Program is to financiallyassist librarians who hold promise offuture involvement in the law libraryprofession. Funds are provided byvendors, AALL, and AALLmembers. Grants cover registrationcosts at Association-sponsorededucational activities, including theAnnual Meeting, Institutes, andWorkshops. Preference is given tonewer, active members of AALLor members of an AALL Chapter.

Application forms are availableat the American Association ofLaw Libraries Web site or from

AALL Headquarters, (312)939-4764. The deadline forapplications is April 1, 2000.

The AALL Grants Programbegan in 1952 and is one of theoldest and most successful AALLprograms. More than 1,000librarians have received funding toassist them in attending AALLeducational activities. Many ofthose recipients are leaders in the

profession today. ò

The final result is that wehave transferred the majority of ourcollection onto electronic movableshelving and have reduced the squarefootage of our space by fifty percent.At the same time we were able toenhance our staff spaces, providingour Librarians with private, albeitsmall offices and providing ourLibrary Technicians with much moreefficient work space. Making the ShiftSuzanne MillerFormerly of McGeorge School of Law

Challenge, that is what I wanted.New challenges. And so, lastsummer, I decided to accept theappointment as South Dakota StateLibrarian. The choice to leaveacademic law libraries behind – atleast for a little while – was certainlynot an easy one. I was leaving thecomfort of a world I had known forover twenty years. I was shifting intoa parallel universe – public libraries.

Truly, a challenging, mental shiftis required – more meetings than Ithought possible, state and federalregulations to make your eyes cross,and a demanding travel schedule.Even the acronyms are different! Ifind my legal background is veryhelpful as I navigate the statebureaucracy. Yet, I find it is also thesame as I juggle a budget too small tostretch and try to motivate frustrated,underpaid personnel.

My job is to shepherd all types oflibraries in the state and work toinsure statewide cooperation andservices. Development of both libraryservices across the state and thepersonnel that deliver them is a majorpart of our mission. By virtue of myposition I sit on both state andregional boards and have learned theart of conducting a board meeting viateleconference. The last being mostdaunting.

Questions have shifted from theacademic arena to harsh realitieswhich are often passionate, politicalor just desperate. Questions concern

censorship of Harry Potter books(delightful middle reader books thatare all the rage with the kids);Internet filters – to use, to legislate, tocensor; how can I automate my tinylibrary? does the state have money togive me to improve my technology?or get any kind of technology? orbuild a building?; how do I apply fore-rate? (worse, help! we need to geta telephone) and, what do I do whenour Library Board president quits? Nomatter how small the question, theanswers are critical for the localcommunity that has asked.

Last summer I went to AALLwith a heavy heart, fearing that Iwould not see these friends andmentors for a long time. I was aboutto forge into the vastness of ALA.And, believe me, after my firstmidwinter (small compared to thesummer conference) vast is only thebeginning. Attending ALA waschaotic and disorganized. Workingfrom early morning to midnight didnot concern me. But, at the end ofthe evening, I longed for thecamaraderie and relaxation I foundwith law librarians. I think it is mytrue mission to create the ALA sistergroup to AALL’s Dancing SIS. Asmy daughter would say, “Lawlibrarians rock!”

I have made the shift but I refuseto leave everything behind. I carryboth my experiences as a lawlibrarian and the respect for andmemory of my many friends and thegreat times we have had - in workand in play. Indeed, I know that theexperiences I bring with me willenhance my ability to make adifference for the State of SouthDakota.

Remember to visit when you arein the region. We are the state withGreat Places, Great Faces. And, theytell me the hunting and fishing isgreat! Until we meet again. ò

The attendance of the conferencewas kind of low, in my opinion,which was not unusual for a WestPacmeeting, so I was told afterwards.However, I liked the smaller groupsettings where closer interactionswith others were easier to achieve.At the opening reception the day wearrived, the night began with a drinkin the hotel’s dinning hall, which wasfollowed by a formal dinner. Overthe food and drinks I could meet afew colleagues from the region andsat around with them for a nice chat.Over the period of the conference Ihad opportunities to meet more fellowlibrarians from other institutions andhad informal conversations with themover coffee breaks and lunches.When the first day’s programconcluded we were taken to a grouptour of the Haunted Mine, a few milesfrom the hotel, and had a truly scarytreat. After that we went to a brewpub in the beautiful Park Citydowntown and enjoyed fresh beersand a delicious dinner. Both the minetour and the brew pub were asunforgettable as the speakersthemselves.

Part of my mission for the meetingwas to lay down the ground work forWestPac 2000 convention to be heldin Spokane next year, which will behosted by our library. So in Park CityI had to do some promotionalactivities for our next conference andsolicited corporate sponsors from thepublishers present. The promotion,which culminated in showing of avideo of Spokane during the generalbusiness meeting, was evidentlysuccessful in getting people’sattention. I felt so good about thismeeting that I hoped that the nextyear’s WestPac gathering would beeven more successful. I hope to seeall my colleagues again in the year2000 in Spokane! ò

Mary Jenny died August 6, 1999, of pancreatic cancer at age 58.

Ms. Jenny was born in Vancouver, WA. She attended Clark College, the University

of Washington, the University Kansasand Hastings College of Law.

For the past several years,she was a professor law at the University of

Wyoming in Laramie. She most recently served as

Public Relations Chair of WestPac.
