Message from Chairman
Dear Members,
We are in peak summer throughout India and specifically in Tamil Nadu. For
those from Chennai, the cyclone in December last year proved to be a major hit.
With tree cover almost completely gone, city and suburbs are reeling under the
summer heat.
Of course this is the time when +2 students have to really work hard to decide
their future. With many entrance exams round the corner, I am sure all of you
will get the course of their choice.
IEEE has been organizing various events and competitions for students all over
the world. Competitions in the area of robotics, drones, internet of things, hackathons, IEEE Xtreme 24
hour programming competition etc. are some of the popular events. Many of these are global challenges,
where participating is more challenging than winning. These will help students to broaden their horizon,
instead of having just book knowledge. Recruiters look at overall growth of students and not on academic
excellence alone. There are students who fare extremely well in academics with very high marks but land
up taking up non-engineering jobs as they do not have overall development. IEEE offers many such
extracurricular activities for overall development.
For those into academics, to take up higher studies, they can participate in International Conferences of
various societies. By this, I mean flagship conferences of societies and not the general ones held without
much rigour. Some of them, I had indicated in my previous columns and am not repeating here. These
conferences will have provision to support travel and registration for selected papers accepted as student
posters. While applying for higher studies, those who present papers at such conferences will have an
edge above others. So try to go through IEEE web site and understand the ones which suit your area of
work.
Also consider extending your project work or midterm project work as a publication in IEEE International
conference. It will pay you in the long run.
For all activities of IEEE, volunteers are required. I urge IEEE members to take up activities and put up
proposals as per IEEE guidelines. It will help in their career growth as well.

Under “Forthcoming Events” various events technically sponsored by Madras Section and Madras Section Societies
which will be of interest to our members are presented. The details of financial assistance extended by IEEE Madras
Section to SBs to organize events and details of funds transferred from IEEE HQ to IEEE Student Branches through
Madras Section are also provided.
We had compiled and presented a number of announcements which would interest the members and SBs to gain
maximum advantage from IEEE and its offerings. We are sure that members will find our regular column on
Information Resources useful.
We draw the attention in particular to the announcements relating to IEEE Madras Section Student Branch
Revamping, IEEE MAS Hub Congress, Google’s Applied CS with Android IEEE R10 Paper Contest, 2017 IEEE
Volunteer Leadership Training Program (VoLT), R10 Awards and IEEE MAS SB Website Contest.
To facilitate better interaction with the Student Branch Counselors, we are requesting them to provide their contact
coordinates through a google form. Pl. refer the announcement in this regard.
IEEE has recently announced its plans to host its second IEEE Cybersecurity Development Conference (IEEE
SecDev) at Cambridge, Massachussets, USA from 24 to 26 September, 2017. Authors are invited to submit papers
by 30th
May and tutorials by 2nd
June that present a new direction or future vision of how to build security in for

good idea for section volunteers and cyber security researchers to participate in this cutting-edge conference.

IEEE SB organized a Seminar on “Involving
Students to Monitor Road Traffic and Prevent
Accidents” along with IEEE Madras Section SIGHT
and Kanyakumari District Athletic Association
(KDAA) on the 6th
Mar 2017 at the Rotary
Community Centre, Nagercoil. Deputy
Superintendent of Police Mr. Gopi inaugurated the
seminar and gave a special talk on “Accident
Prevention”. Other speakers include Mr. Rajinikanth,

Technology Introduction Program
IEEE SB jointly organized a Technology
Introduction Program with IEEE ADSF SIGHT at
Thoothoor on 10th
Apr 2017. In the program a newly
developed mobile app called “Fishers' Guide” was
introduced to the fishermen of Thoothoor.. This app
can be used by the fishermen to know the weather,
potential fishing zones, wind speed and other

Awareness Program on Sea Safety
IEEE SB organized an awareness program on Sea
Safety at Colachel on 20th
Apr 2017. Volunteers
visited the office of Assistant Director of Fisheries,
Colachel and the Colachel harbour to issue awareness
handbills on “Safety Precautions For Fishermen
During Fishing” prepared in consultation with IEEE
ADSF SIGHT. The event was coordinated by

IEEE SB and Depts of EEE & Civil organized a two-
day International Conference on Sustainable

Free Medical Camp
IEEE SB and Youth Red Cross (YRC) organized
Free Cardiac camp in association with The Madras

Medical Mission, Mugappair for the staff members
and under privileged villagers of Padur,
Kelambakkam and Thiruporur at the university
premises. 151 members benefited from this camp.

Google CEO Sundar Pichai received a compensation
package of $200 million (₹1,285 crore) from parent
firm Alphabet in his first year at the helm of the
company. Pichai received a salary of $650,000 in
2016 besides a $198.7 million stock award, roughly
double of his stock in 2015. Pichai was paid $100.6
million in 2015, half of his current compensation.

IEEE Member Drive Program 2017
IEEE SB organized “IEEE Member Drive Program
2017” on 19th

Mastercard has created a credit card with a built-in
fingerprint scanner, allowing its users to make
payments by scanning their fingerprint instead of
providing a PIN or a signature. The card is no thicker
than a normal credit card. It works with all existing
chip-and-PIN readers and is currently being trialled
in South Africa.

edition of
three day IEEE international conference on
Wireless Communications, Signal processing and
Networking (WiSPNET 2017) during 22 to 24 Mar
2017 under the theme of ‘Advancement in
Information Communication towards the creation of
smart world’. This conference was technically
sponsored by IEEE MAS Section, IEEE ComSoc
Madras and financially supported by DST – SERB,
New Delhi, ISRO, Bangalore & Pearson Education
Pvt. Limited. This edition has received 1450
submissions and 600 papers were accepted of which
561 were presented. The conference also hosted two
workshops, titled ‘New Technologies in 5G’ and
‘Visible Light Communications’ and one Panel
Discussion titled ‘5G and Internet of Things.

NASA SpaceApps Challenge 2017
SpaceApps is a NASA incubator innovation program.
For 48 hours across the world, problem solvers join
in for NASA’s International Space Apps Challenge,
one of the largest hackathons in the World. VIT,
Vellore being one of the seven locations in India out
of 200 across the globe this year from 183 countries.
Empowered by open data from NASA, IEEE-SB at
VIT offered hobbyists, colleagues and friends a
chance to solve perplexing challenges in new
unexpected ways this 29th
and 30th
of April, 2017.
The Hack started at 9:00 a.m. on the 29th
of April
2017 with around 150+ participants witnessing
healthy participation from institutions like IIT
Madras, SRM Univ., VIT Chennai and 15 other
colleges from Mysore, Coimbatore, Bangalore and
Trichy. There was a Hack Shop with all possible
electronic components like raspberry pi3, Arduino,
Mpu050 and sensors at the disposal of the
participants at all times during the hack. Mentors
from Bellatrix, Endurance International Group
(Mayank Sehgal) and Lattice Innovations (Soura
Bhattacharya) joined the hack to guide and assist the
participants with their projects. A researcher at the
US Army Aero flight dynamics Directorate at NASA
enlightened the participants in the field of Data
Science via Skype conference.

The Hack came to an end after the pitching of
prodigious projects by the participants. Three teams
namely Team Go (VIT Vellore), Team Tech-Narvi
(Sri Krishna College of Engineering, Coimbatore) &
Team Kepler (VIT Vellore) won the Challenge held
at VIT Vellore by addressing problems related to
finding water resources using satellite images,
predetermining and improving safety for beach-goers
and creating a virtual space-ship simulator
respectively. These teams get a chance to participate
at the Global-level Challenge being organized on 5th
May 2017.

the gathering and briefed about the importance of the
topic of presentation in the context of globalization
and technical advances and the VUCA scenario
existing in the enterprises.
The speaker, in his presentation emphasized that
digitalization is not an option but a way to improve
the overall business performance. Consumers are
sharing information implicitly and explicitly through
various channels of communications which
companies have to listen and respond to with agility
and velocity. Digital company’s market cap is better
than analogue companies. Business model innovation
is being continuously getting disrupted by start-ups
and big companies have to work with all stake
holders towards realizing the goal. Skill
development, acquisition and retention are major
challenges to be addressed by companies if they have

bendable parts is still doable. But building a soft robot “fish” that can swim as well as the real thing: a much trickier

IEEE Madras Section Student Branches Revamping
The IEEE Madras Section has been proud to have a large no. of SBs. However, over the period of few years, number
of SBs has become dormant and inactive.
A revamping committee steer headed by Dr. S. Elangoavan for the last one year was in constant communication
with all the SBs and guided those which are inactive for over three years. Further the inactive SBs were also
informed through multiple communications that they will be recommended for closure to IEEE R10 if the
membership status is not improved. This exercise had resulted a reasonable response and about 30 SBs were
revamped.
However, out of 271 SBs attached to IEEE Madras Section, still we had 158 SBs are not meeting active SB criteria.
They have been grouped under two categories -- SBs recommended for closure – 128 and SBs put on wait listed for
recommendation to closure – 30. These lists were shared with the SBs and their views were sought (on or before 15th
May 2017) to finalize the lists and send the recommendations to IEEE R10.
Based on the responses received from SBs till 15th May 2017, the status of the SBs has been re-worked. The current
status is as under:

The following is the action plan.
The IEEE Madras Section website at http://sites.ieee.org/madras/ will host the list of 115 active SBs in the Section
for all official purposes including AICTE and other statutory bodies.
The IEEE Madras Section will send the list of 127 SBs (which are not meeting the active status requirements) to
IEEE R10 with a recommendation for closure.
The 29 SBs which are currently wait listed will be given time till 31st Jul 2017 to meet the active status
requirements. The status will be reviewed on 1st Aug 2017 and the SBs do not meet the active status criteria will be
recommended for closure to IEEE R10.
All the SB Counselors are requested to make a note of the above.

Call for Proposals - IEEE Madras Student Hub Congress
The Madras Section SAC invites proposals from SBs to host IEEE MAS Student Hub Congress across all
six Hubs of the Section to be held during the next semester. The Entrepreneurship & Innovations Subcommittee will
join SAC and help in organizing an Entrepreneurship Track in these Congresses. A funding of Rs. 10K (for a one
day congress) and Rs. 15K (for two day congress) will be provided by the Section. The host SB will be suitably
recognized at the Annual Meet apart from being given 10 points during the annual evaluation of the SBs.

Google’s Applied CS with Android
Google’s Applied CS with Android content is designed for final and pre-final Computer Science students and
enhances various concepts from their current curricular work. The program revisits concepts from Data Structures
and Algorithms, as well as Artificial Intelligence. We use Android as a platform for development because it’s
modern, has an easy to use graphical interface and, it’s just fun for the students to interact with.

The course will follow a flipped classroom model, currently comprising of 10 units with 1 code sprint. Each unit
contains a self-study portion along with one workshop problem. The workshops are aimed at sharpening the CS

Call for participation: 2017 IEEE Volunteer Leadership Training Program (VoLT)
The MGA Training Committee is pleased to announce the launch of the Volunteer Leadership Training Program
(VoLT) for this year. The program enters its fourth successful year of implementation with >120 graduates
representing all IEEE geographic Regions.
VoLT is targeted to volunteers who have a true desire to learn about the broader IEEE and are considering taking
leadership positions within their local units and future IEEE committee roles. Those who have 2+ years of
experience volunteering in their local units and have not held a Section Chair position are highly encouraged to
participate. The program runs as follows:
Track 1 - All IEEE volunteers are invited to participate in Track 1, which covers the core organizational units of
IEEE and focuses on the foundation knowledge of the organization. These pre-requisite courses will be available to
all IEEE volunteers through the newly redesigned IEEE Center for Leadership Excellence (CLE) web site from 23
May through 19 June 2017. Participants will be asked to complete a short quiz at the end of each session.
Track 2 - Volunteers who complete Track 1 above can apply for consideration for Track 2 of the program, which is
planned to start in September 2017. Track 2 will last about three months and consists of weekly live
webinars focused on leadership related topics. Participation in Track 2 will be determined by the MGA Training
Committee based on predefined criteria.
On 23 May, Access Track 1 courses (Log in with your IEEE account and click on the “VoLT Program” icon to
begin) - Participants who complete the courses before 23 May or after 19 June, will not be eligible to apply for
Track 2 of the program.
Important Note about 2016 VoLT: Participants who completed (or started to complete) Track 1 in CLE after the
June 2016 deadline and before the start of Track 2 on September 2016, are welcome to take the 2017 Track 1
sessions. Please note that most of the materials have been updated.

Applications are now open for the 2017 Paper Contest, in the categories of Postgraduate (PG) and Undergraduate (UG), by

This conference being hosted at VIT Vellore during 10-12, Aug 2016 is technically co-sponsored by Electron

IEEE MAS SB Website Contest
The IEEE Computer Society, IEEE Professional Communication Society in association with the IEEE Madras
Section announces a Website Contest for all the Student Branches (SBs).
The website of an entity is the web identity of the entity and can be used to let the world know about the entity
through periodical updates about the entity, its organisation and its events etc.
IEEE Madras Section (IEEE MAS) desires all its SBs to have web presence through an exclusive website for each
SBs. In fact, IEEE MAS recognises the SBs having their websites by providing 10 points during the annual
evaluation of the SBs for awarding them at the annual meeting. However, it is noticed that not many SBs have their
websites.
To encourage the SBs to have their websites, the IEEE CS & IEEE PCS along with IEEE MAS have come forward
with this contest.
The contest will be open for two months from 15th
May 2017 to 15th Jul 2017.
The SBs can form a website team with a maximum of THREE persons with the 1st one being the leader and the
other two as the members. A team can have just TWO also – leader and a member.
The website team is expected to create a website for their SB. The essential information of the website to include:
SB Leadership (SB Counsellor, SB OBs, SB Advisors, Mentors), Society / Affinity Groups of the SB, SB events for
the year, SB events archives for at least one year and Awards/Recognitions to SB. Additionally, the website can
have Resources Column, Photo Gallery and other items of interest to IEEE members.
The website team is free to develop the website using any software / utility of their choice. Even simply by using
word document and storing them in gDtive of the SB email ID (presented during the IEEE MAS SB Officers
Meeting in Feb 2017 – Pl. refer https://goo.gl/gkp54A ) is also OK as long as it meets the minimum criteria.
The SB website hosting can be done using the IEEE web hosting services (http://sites.ieee.org/) or the Google sites
(https://sites.google.com/ ) or sites like blogger (https://www.blogger.com/) or using the services of free website
hosting sites or at the SB college website itself.
At the end of the contest period (after 15th
Jul 2017) the websites developed by the SBs will be evaluated and the
following cash prizes along with the certificates will be presented to the teams.
Three Top Prizes: First Prize: Rs. 5000 :: Second Prize : Rs. 3000 :: Third Prize : Rs. 2000

IEEE Madras Student Conference cum Paper Contest
We had received seven valid proposals for our call for proposals to the IEEE Madras Student Conference cum Paper
Contest of which four were from Chennai and three were from outside Chennai. Since the last year paper contest
was held in Chennai, the execom desired that this year contest hosting opportunity could be given to a SB outside
Chennai. Based on the budget and the facilities being offered to conduct the contest, Sri Eshwar College of
Engineering, Kinathukadavu, near Coimbatore is being selected to host the Conf cum Paper Contest in 2017 during
the month of Aug/Sep. We thank all the SBs who have responded to our Call for Proposal. We look forward to their
continued support in hosting other events of the Section such as Hub Congress, Xtreme Programming Competition,
Entrepreneur & Innovation meets etc., A formal call for papers will be circulated shortly. We request all our
student members to participate and get benefited and recognized. We also request the SB Counselors to encourage
participation.
Publicity to events supported / approved by IEEE Madras Section
The SBs organizing events either supported or approved by the IEEE Madras Section may request for publicity
through email blasts to the Section members and by inclusion in the IEEE MAS LINK. Such request should be sent
at least four weeks prior to the event date to [email protected] with a brief note about the event and the
website / contact information. Pl. avoid sending the brochures or large attachments. If the event is a major one such
as international conference, India Council may also consider sending the details of such events through a “monthly
event bulletin” to all the members of the India Coucil. Such requests should be sent on or before 25th
of every month

Guidelines for submitting reports and articles to get published in the IEEE MAS LINK newsletter
We are still getting the reports not adhering to the guidelines. While we write back to the SBCs and request them to
re-submit the reports as per the guidelines, some respond positively and quite a few do not. The editorial team is
constrained to ignore such reports. Further, it takes considerable time to communicate and keep track. Once again
we request all SBCs to follow the guidelines while submitting the reports.
Report only the events held under IEEE umbrella by the SB. Please avoid all events held in the college as
IEEE events.
Submit the report for each activity separately. Do not include more than one activity in a single report.
It is preferred to have a picture associated with the event with IEEE logo and name prominently visible.
Reports on activities to be sent within a max of six weeks of the activity. Reports received late may not be
considered.
The matter may be in doc / rtf / txt format. Other formats including in pdf, jpg, zip will not be considered.
Use SINGLE column format.
DO NOT embed the photograph in the document relating to reports. However, images referred in articles
may be embedded at appropriate places in the article document.

Send ONE relevant photo per activity. Send the photo separately even if the photo is embedded in the
report.
Preferred format of the photo is “jpg”. Pl. avoid sending the photos in “bmp”,“png” formats.
Photographs in digital form SHOULD NOT exceed 1024 pixels in width and size restriction is about 300
KB. Larger than this size will not be considered. You may use the Picture Menu in the Microsoft Office
Picture Manager to crop and re-size the pictures.
Provide the sender’s name, full affiliation, membership no. and email id at the end of the document and in
the email.
Send the matter by email with the subject “Report on <Event Name in short> held on <date of the event>
at <College name in short>” For Example: Report on Symposium held on 6th
Feb 2016 at KSRCT.
Another Example: Report on TAP held on 9th
Feb 2016 at Kongu. One more Example: Report on Tech
Talk held on 5th
Feb at NEC.
