Q. Tell us about Sayah Engineering MENA’s business role in the U.A.E.

Q. What are the core values of Sayah Engineering MENA?
A. With any project that Sayah Engineering undertakes, we always focus on our four core values. Excellence in standards, quality of operational procedures, safety in our work and innovative thinking. These values helped Sayah Engineering expand in the MENA region. We have now completed the design and construction of 100+ projects with a construction value of more than $250 million.
Q. How did you get your start in the U.A.E.? Take us through your journey of establishing Sayah Engineering.
A. My father came to the U.A.E. in 1970 and served as an Energy advisor under the late Sheikh Zayed Al Nahyan, and so my family relocated with him.
Upon graduating and returning from San Diego University with a Bachelor of Science and a Master of Science in Civil Engineering, my father and I established
Sayah Engineering Consulting Bureau (SECB) in 1989.
Because of our core values, our common vision with the late Sheikh Zayed Al Nahyan and because we were well established in the country, we received early support from the U.A.E. which has allowed us to flourish.
Q. What is your advice for someone starting a new business in the U.A.E.?
A. I have learned that presence is the key factor to operating a successful business in the U.A.E. Presence within the community and country shows your commitment and value. If your business plan is aligned with the U.A.E.’s ambitions, and you are a visible contributor to the community, you will succeed. Building networks within the country is also important, as these networks support each other as they all strive to build a better U.A.E.
Q. How do you see the importance of American business in the region? How does that influence Sayah Engineering MENA’s vision?
A. Historically, U.S. companies have always had an interest in the region and they have contributed to the impressive growth of the U.A.E. Due to the high standards and professional work ethic of American businesses, I see growth in U.A.E. – U.S. business relations. As an American, this ties to my personal vision of my company being a flagship in developing the region, AmCham Abu Dhabi is only going to grow, and companies can use this growth to support the bilateral business community.
Q. What Corporate Social Responsibility activities do you participate in?
I am a founding member of AmCham Abu Dhabi and I have served on the board of directors. I am also the president of the American Concrete Institute and American Society of Civil Engineers. I contribute my time to being a member of the board at the New York Institute of Technology and as a member of the U.S. Embassy Abu Dhabi’s Trade Missions to the U.S. Finally, I donated to the U.S. Embassy’s American Corner at Al Hosn University and Al Ain University.

Q. What is your favorite aspect about being a member of AmCham Abu Dhabi? Why would you recommend individuals and companies to become a member?
A. My favorite aspect of AmCham Abu Dhabi is the great support of its members. We have quality individuals that make up the core of AmCham Abu Dhabi. I attribute part of my success to this support, and without them I would not have gotten this far. It has provided me with a platform to interact with best in class companies, both U.A.E. and U.S. based. I would recommend AmCham Abu Dhabi for its free flow of ideas, technology, business community and trade. It is no surprise that we are the largest western business group in Abu Dhabi.
Q. AmCham has recently launched an Engineering Committee. Tell me about that. What do you plan to achieve with this committee?
A. As with all AmCham Abu Dhabi committees, we have great things planned. However to be specific, we are currently working towards establishing international federal engineering standards within the U.A.E. This will allow for engineers to form a governing body, in which industry topics can collectively be discussed, and issues can be solved. This country has great talent, and we are working towards unifying these brilliant individuals to help grow business in the region.
Q. What developments do you see in the near future for the Programs Committee? What Committees and Board positions have you held in AmCham?
A. Our Programs Committee is already one of AmCham Abu Dhabi’s vital committees. We have great success conducting over 50 events a year. I plan to chair the committee again this year. Other positions I have held over the years include Vice President of the Board and Chair of the Membership, Programs and HR Committees. My company Sayah Engineering MENA is also one of the founding companies of AmCham Abu Dhabi.
Q. Do you have any particular hobbies or interests?
A. I am an avid coin and stamp collector. In my youth, I collected historical Emirati coins, which caught the eye of the late Sheikh Zayed Al Nahyan. Following a brief conversation with the Ruler, I gifted him my entire collection. My hobbies also include swimming, philanthropy and travelling. I have been to many countries and my experiences will always stay with me.
Q. As a founding member of AmCham, please share with us how AmCham became the first business group to be officially registered, as we are celebrating AmCham’s 30th Anniversary in 2016.
A. After my return from the U.S. with the positive imprint that American education had left on me, I saw value in establishing a council for Americans for the discussion of trade, culture, and ideas between the U.S. and U.A.E. In the late 1980’s, I organized 25 dedicated business leaders to form the American Business Group of Abu Dhabi, under the patronage of Sheikh Khalifa bin Zayed Al Nahyan. Although we were the first business group officially registered, we started out small with an initial pledge of AED 25,000. With the dedication and vision of our members, we have now grown to be the largest western business group in Abu Dhabi. Not only do we support bilateral cooperation, AmCham Abu Dhabi gives back to the local community through donations to the Red Crescent, schools and other organizations. This is something that I am truly proud of AmCham’s actions regarding Corporate Social Responsibility.

AmCham Abu Dhabi holds 7th Annual Roundtable Summit with Addresses by U.S. & U.A.E. Government Officials and Industry Leaders
AmCham Abu Dhabi held its 7th Annual Roundtable Summit at the Yas Viceroy on October 21, 2015. Over 150 leading business executives, entrepreneurs, academics and government officials participated in this prestigious event. The Summit, hosted by AmCham Abu Dhabi Chairman Robert S. Harward, featured addresses by H.E. Dr. Matar Al Neyadi, Undersecretary of the U.A.E. Ministry of Energy, H.E. Dr. Khalifa Mohamed Al Romaithi, Chairman of the U.A.E. Space Agency, and the Honorable Barbara A. Leaf, U.S. Ambassador to the U.A.E.
During his keynote address H.E. Dr. Matar Al Neyadi, Undersecretary of the U.A.E. Ministry of Energy, highlighted a number of key areas of cooperation between the U.S. and U.A.E. “The U.A.E. continues to be a long-standing key partner for the U.S.A. in many strategic areas such as security, telecommunications, trade, transport or healthcare, and has grown to become the largest export market for the U.S.A. in the Middle East,” said H.E. Dr. Matar Al Neyadi. “In the field of energy, 2015 has been a fundamentally important year for both the U.A.E. and the U.S.A. Both countries have made decisive commitments to stand at the forefront to creating a more sustainable future, particularly in the field of energy generation, consumption and combating climate change.”
H.E. Dr. Matar Al Neyadi noted, “The introduction of the deregulation of fuel prices in the U.A.E. has marked a key moment for energy policy in the U.A.E.
It has made the nation a pioneer across energy-producing nations in the area of energy subsidy reform. The deregulation of fuel prices positions the U.A.E. on par with responsible countries, such as the Unites States of America, that follow sound economic methodologies, promote a responsible energy market and provide a sustainable future for generations ahead.”
Another highlight of the Summit was the address by H.E. Dr. Khalifa Mohamed Al Romaithi, Chairman of the U.A.E. Space Agency. H.E. Dr. Khalifa Mohamed Al Romaithi said, “The U.A.E. and U.S. enjoy long lasting strategic partnerships. Space is one important area within that relationship, for example (three of Thuraya’s satellites were developed by Boeing together with U.A.E. engineers), as well as the recently launched U.A.E. Mars mission (Alamal), which will be implemented through a strategic partnership with U.S. based universities and companies. This clearly is another boost to our relationship.”
The Summit was opened by AmCham Abu Dhabi Vice Chairman and Master of Ceremonies, Sharief Fahmy who introduced AmCham Abu Dhabi Chairman, Robert S. Harward. “AmCham Abu Dhabi is honored to have such distinguished senior officials from the U.A.E. Ministry of Energy and U.A.E. Space Agency at our most important business event of the year,” said Robert S. Harward, Chairman of AmCham Abu Dhabi. “We are confident that the results of this Summit will strengthen the strong commercial relations between the U.S. and U.A.E.”

U.S. Ambassador to the U.A.E. Barbara Leaf highlighted important areas of cooperation between the U.S. and U.A.E. during her address. Ambassador Leaf said “I want to congratulate the American Chamber of Commerce on organizing this initiative as a unique venue for discussing key issues of interest to firms operating in the U.A.E., and look forward to the Roundtable Report which will help both governments better understand the major issues and concerns of resident firms here.”
Other highlights of the Summit included remarks by H.E. Helal Mohamed Al Hameli, Deputy Director General of Abu Dhabi Chamber of Commerce and Industry; Ahmed Yahia, CEO of Technology and Industry, Mubadala; and Timothy Richards, AmCham Abu Dhabi Roundtable Summit Committee Chairman and Managing Director of Government Affairs and Policy, MENAT Region, General Electric.
“I would like to express my sincere appreciation for the hard efforts of AmCham Abu Dhabi in supporting the development of economic and investment relations between the two friendly countries to the highest levels,” said H.E. Helal Mohamed Al Hameli, Deputy Director General of the Abu Dhabi Chamber of Commerce and Industry. “I hope this Summit will contribute to supporting our joint efforts in opening new horizons of cooperation between Emirati and American companies in a way that serves the best interest of both sides.”
The nine-roundtable breakout sessions, led by top industry executives, met to discuss the challenges to trade and investment in Abu Dhabi, propose potential solutions, and identify the key stakeholders necessary to implement them. The following sectors were covered at the Summit: 1) Banking and Finance; 2) Cyber Innovation; 3) Defense and Aerospace; 4) Education and Professional Training; 5) Energy, Water, Oil and Gas; 6) Engineering, Construction and Project Management; 7) Healthcare and Insurance; 8) Hospitality and Tourism; and 9) Media, Arts and Culture.
The issues and recommendations identified in each of the nine industry sectors will be compiled into a Roundtable Report that will be presented to U.S. and U.A.E. policymakers and government officials. The feedback seeks to strengthen competiveness in Abu Dhabi and increase trade and investment between the U.S. and U.A.E.
AmCham Abu Dhabi, which has been conducting Roundtable sessions since 2003, is a pioneer in the field promoting dialogues that impact U.S. business and trade in the Emirate of Abu Dhabi.

AmCham Abu Dhabi and the American Business Council of Dubai hold 2015 Dubai Airshow Breakfast featuring the
Director of the U.S. Defense Security Cooperation Agency
The American Business Council of Dubai and the Northern Emirates (ABC Dubai) and AmCham Abu Dhabi held a high-level kick off breakfast on November 8 at Dubai South Headquarters, just before the opening of the 2015 Dubai Airshow. Over 200 prominent members of the American business community and top military officers, government officials and leading defense executives participated. The highlight of the industry-focused event was an informative keynote address by Director of the U.S. Defense Security Cooperation Agency (DSCA), Vice Admiral Joseph Rixey on the importance of security cooperation. The Kick-Off Breakfast is held on the first day of the Dubai Airshow to facilitate networking and collaboration between locally based companies in the sector and visiting U.S. aerospace and defense industry executives. Attending this high profile event has become a tradition among U.S. military leaders, diplomats and local and visiting industry CEOs. Some of the distinguished attendees included Deputy Undersecretary of the Air Force, Heidi Grant; Assistant Secretary of Commerce, Marcus Jadotte; FAA Administrator Michael Huerta; U.S. Ambassador to the U.A.E., The Honorable Barbara A. Leaf; and U.S. Consul General to Dubai, The Honorable Paul Malik.
Following opening remarks by President of ABC Dubai, Ramsey Jurdi and Chairman of AmCham Abu Dhabi, Robert S. Harward, Ambassador Barbara A. Leaf took the stage. In her welcome address, Ambassador Leaf hailed U.S. - U.A.E. partnerships in trade and commerce, particularly in the aviation and defense sectors. “I am so pleased that the U.S. presence at the Dubai Airshow continues to grow. This year, there are over 150 U.S. exhibitors here. We have almost doubled the number of U.S. firms participating in the U.S. Pavilion to nearly 100. And, over 60 of these companies are new exhibitors at the show.”
These activities help contribute to partner and regional security, enhance military-to-military cooperation, enable greater interoperability, and strengthen bilateral relationships between the United States and its foreign partners.
During his keynote address, Vice Admiral Rixey highlighted the work of the U.S. Department of Defense security cooperation mission, which encompasses a wide range of activities from defense trade and arms transfers (via sale, lease, and grants) to international education and training, defense institution building, and humanitarian engagement in furtherance of national security and foreign policy objectives.
As the Department’s lead agency for the execution of these programs, the Defense Security Cooperation Agency employs a spectrum of security cooperation tools and subject matter expertise across the policy, legal, legislative, programmatic, and weapons systems fields. Of the programs DSCA is responsible for, Foreign Military Sales is by far the largest and most well-known. Sales of defense articles both reinforce our diplomatic relations and establish strong lines of communication, ultimately deepening commercial and military ties. FMS often serves as the basis for long-term relationships between partner countries and the United States, and as a means to foster cooperation in areas of mutual strategic concern.
Defense shows such as Dubai provide excellent opportunities to strengthen bilateral relationships through continued dialogue, to identify new areas for increased cooperation, and to communicate key issues or updates of mutual concern with senior government and industry counterparts. U.S. participation also bolsters our commitment to the region and the importance we place on building partnership capacity.
Going forward, DSCA continues to work closely with counterparts from across the security cooperation enterprise to employ dynamic and innovative business process improvements, resource efficiently to ensure responsive management and execution of security cooperation activities, sustain whole-of-government efforts, and plan deliberately to achieve regional strategic goals.

AmCham Abu Dhabi hosts ADIPEC Kick-off Breakfast featuring the CEO of Al Hosn Gas and the President of Occidental Oil and Gas International
AmCham Abu Dhabi kicked off the 2015 Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC) with a breakfast event on November 9 at the Fairmont Bab Al Bahr. Top business executives, distinguished Emirati guests, and U.S. government officials participated in the event including The Honorable Barbara A. Leaf, U.S. Ambassador to the U.A.E. The highlight of the industry focused event were the key note addresses by Saif Ahmed Alghfeli, Chief Executive Officer, Abu Dhabi Gas Development Co. Ltd. (Al Hosn Gas) and Edward A. (Sandy) Lowe, President, Occidental Oil and Gas - International and Executive Vice President, Occidental Petroleum Corporation.
After an introduction from Maurice Wingo, AmCham Board Member, Ambassador Leaf welcomed the keynote speakers. During her address Ambassador Leaf highlighted the importance of ADIPEC and the role of American companies. She said “This breakfast event provides a unique venue for firms operating in the U.A.E. to discuss and network in the hydrocarbon sector, an important component to our bilateral economic relationship.” Ambassador Leaf noted that the Shah Gas Development project, the biggest of its kind in the world, is an excellent example of U.A.E. – U.S. partnerships that help keep both countries prosperous, secure and clean.
“As the U.A.E. invests in technology to meet its production goals and explores new sources of domestic natural gas, there is great potential for increased collaboration between the U.A.E. and the United States in the areas of enhanced oil recovery and sour gas processing. That is why Mr. Alghfeli and Mr. Lowe are the perfect speakers for this ADIPEC kick-off breakfast,” said Ambassador Leaf.
The keynote speakers provided insight into developing the giant Shah Sour Gas Field. The multi-billon dollar endeavor is a joint venture between Abu Dhabi National Oil Company (ADNOC) and U.S. based Occidental Petroleum Corporation. Featured keynote speaker, Saif Ahmed Alghfeli, provided an overview of Al Hosn Gas citing key company facts and reviewing their value chain and key contractors. Stunning visuals of the project progress from 2011 – 2015 were presented along with project highlights.
Sandy Lowe, during his presentation, highlighted the work of Occidental Petroleum in the project. As he leads the management of the company’s oil and gas assets in the Middle East region he also provided insights into working in the region.
ADIPEC is one of the world’s largest oil and gas shows. AmCham Abu Dhabi and U.S. - U.A.E. Business Council host Virginia Governor Terence McAuliffe
AmCham Abu Dhabi and the U.S.-U.A.E. Business Council hosted an exclusive breakfast event for the American business community on November 15 featuring the Honorable Terence “Terry” McAuliffe, Governor of Virginia at the St. Regis Abu Dhabi Hotel, Nation Towers. Top American business executives, distinguished Emirati guests, and U.S. Embassy officials participated in the event, including Barbara A. Leaf, U.S. Ambassador to the U.A.E. and keynote speaker, Terence McAuliffe, Governor of Virginia. Members of the Virginia delegation included Maurice Jones, Secretary of Commerce, Todd Haymore, Secretary of Agriculture and Forestry and Martin Briley, President and CEO of the Virginia Economic Development Partnership.
After an introduction from Sharief Fahmy, Vice Chairman, AmCham Abu Dhabi, Ambassador Leaf welcomed Governor McAuliffe and the Virginia state delegation. She noted the history of friendship and trade with the U.A.E. and that Virginia exports to the U.A.E. last year topped $217 million, a new record high. “Trade missions, such as this one, have been and continue to be an important component of building our bilateral trade and investment relationship, and our people-to-people relationship,” said Ambassador Leaf. “As your companies seek to capitalize on these opportunities, Mission U.A.E. is ready to partner with you.
Featured keynote speaker, Governor Terry McAuliffe, highlighted his work to grow and diversity Virginia’s economy and to encourage trade and investment. Governor McAuliffe said “I am here with my Secretary of Commerce Maurice Jones and my Secretary of Agriculture Todd Haymore. The Virginia delegation has come to Abu Dhabi to build relationships and increase trade.” He noted the important role of international trade missions because 95% of customers are outside America. Governor McAuliffe covered a range of topics including infrastructure, healthcare, agriculture and the Virginia Cyber Security Commission. Following his presentation there was a lively question and answer session. Governor McAuliffe and the Virginia delegation are on the first leg of their 11-day trade mission, which includes the U.A.E., India, Oman and Kuwait.
Governor McAuliffe is the 72nd Governor of Virginia. Since being sworn into office in he has worked to grow and diversity Virginia’s economy and encourage more business across the nation and globe to locate in the state. He previously served as chairman of the Democratic National Committee from 2001-2005, was co-chairman of President Bill Clinton’s 1996 re-election campaign, and was chairman of Hillary Clinton’s 2008 presidential campaign.

AmCham Abu Dhabi and Bechtel host Forum exploring the Role of Women in Leadership
AmCham Abu Dhabi and Bechtel hosted an interactive forum: ‘Women in Business and Government – Leadership, Innovation and Support.” The sold out event was held on September 2 at the St. Regis Saadiyat Island Resort, Abu Dhabi and attended by over 100 leading business executives and government officials.
The Forum explored how business and government can facilitate an inclusive workplace environment. Panelists discussed the importance of women excelling in leadership roles, with positive impacts across enterprises.
Robert S. Harward, Chairman of AmCham Abu Dhabi, noted: “Having two dynamic organizations, AmCham Abu Dhabi and Bechtel, working together to provide a platform to discuss the important role women play in business and government helps to promote female leaders of tomorrow.”
As the keynote speaker for the event, The Honorable Barbara A. Leaf, U.S. Ambassador to the U.A.E., said: “Women are an essential key to success for government, business and any other organization. As women leaders grow, companies and communities thrive.” Moderating the event, David Welch, Region President, Europe, Africa and Middle East, Bechtel, said: “Inclusive
workplace environments make good business sense, as multiple studies have shown that diverse teams are more effective”
Bechtel projects attract a diverse workforce, as we believe it is important to foster a workplace culture that helps people of all different backgrounds to flourish and succeed.”
According to some studies, companies in the GCC with three or more women in senior management functions score higher on all dimensions of organizational effectiveness. Women bring a new and often wider perspective to management problem solving, as well as new angles to supplement the status quo on existing solutions.
The distinguished panel of speakers included: The Honorable Barbara A. Leaf, U.S. Ambassador to the U.A.E.; Sana Bagersh, CEO, BrandMoxie and Board Member, AmCham Abu Dhabi; Amjad Bangash, Senior Vice President, Project Director for Package 1 of Riyadh Metro Project, Bechtel; Barbara E. Rusinko, Senior Vice President, Corporate Manager of EPC Functions, Bechtel; and Yasmeen Sami Saadah, Director, Municipal Regulations, Abu Dhabi Department of Municipal Affairs. The forum was moderated by David Welch, Region President, Europe, Africa and Middle East, Bechtel. Topics addressed included innovative initiatives to engage more women in leadership.
