Education Minister’s say

Women Empowerment through Education

Women education is very important for the

proper social and economic growth of the

country. Both men and women are like two

sides of the coin and run equally like two wheels of the

society. So both are are important element of the growth and

development in the country thus require equal opportunity in

the education. If anyone of both goes downside, social

progress is not possible.

Advantages of Women Education in India:

The female education in India is highly necessary for the

future of the country as women are the first teachers of their

children means future of the nation. If education of the women

is getting ignored, it would be the ignorant of bright future of

the nation. An uneducated woman cannot actively participate

in handling the family, proper care of the children and thus

weak future generation. We cannot count all the advantages of

the women education. An educated woman may easily handle

her family, make each family member responsible, infuse

good qualities in children, participate in the social works and

all would lead her towards the socially and economically

healthy nation.

By educating a man, only a man can be educated however

educating a woman, whole country can be educated. Lack of

women education weakens the powerful part of the society.

So, women should have full rights for the education and

should not be treated as inferior to men.

What is Women Empowerment ? Women empowerment can

be defined in very simple words that it is making women

powerful so that they can take their own decisions regarding

their lives and wellbeing in the family and society. It is

empowering women to make them able to get their real rights

in the society.

As we all know that India is a male dominated country where

males are dominated in every area and females are forced to

be responsible for only family care and live in the home

including other many restrictions. Almost 50% of the

population in India is covered by the female only so the full

development of the country depends on the half population

means women, who are not empowered and still restricted by

many social taboos. In such condition, we cannot say that our

country would be a developed in the future without

empowering its half population means women. If we want to

make our country a developed country, first of all it is very

necessary to empower women by the efforts of men,

government, laws and women too.

The need of women empowerment arose because of the

gender discrimination and male domination in the Indian

society since ancient time. Women are being suppressed by

their family members and society for many reasons. They

have been targeted for many types of violence and

discriminatory practices by the male members in the family

and society in India and other countries as well. Wrong and

old practices for the women in the society from ancient time

have taken the form of well developed customs and traditions.

There is a tradition of worshipping many female goddesses in

India including giving honour to the women forms in the

society like mother, sister, daughter, wife and other female

relatives or friends. But, it does not mean that only respecting

or honouring women can fulfil the need of development in the

country. It needs the empowerment of the rest half population

of the country in every walk of life.

India is a famous country proving the common proverb like

‘unity is diversity’, where people of many religious beliefs are

in the Indian society. Women have been given a special place

in every religion which is working as a big curtain covering

the eyes of people and help in the continuation of many ill

practices (including physical and mental) against women as a

norm since ages. In the ancient Indian society, there was a

custom of sati pratha, nagar vadhu system, dowry system,

sexual violence, domestic violence, female infanticide, parda

pratha, wife burning, sexual harassment at work place, child

marriage, child labour, devadashi pratha, etc including other

discriminatory practices. All such type of ill practices is

because of male superiority complex and patriarchal system of

the society.

Socio-political rights (right to work, right to education, right

to decide for themselves, etc) for the women were completely

restricted by the male members of family. Some of the ill

practices against women have been eliminated by the open

minded and great Indian people who raise their voices for the

discriminatory practices against women.

In the recent years, various constitutional and legal rights have

been implemented by the government of India in order to

eliminate ill practices and gender discrimination against

women. However, in order to solve such a big issue, the

continuous effort of everyone including women is required.

Modern society is being more aware about the women rights

which results in the increasing number of several self-help

groups, NGOs, etc working in this direction. Women are

being more open minded and breaking the societal barriers in

order to achieve their rights in all dimensions even after

crimes are going side by side.

In order to provide safety to women and reduce crime against

women in India, government has passed another act Juvenile

Justice (Care and Protection of Children) Bill, 2015

(especially after Nirbhaya case when an accused juvenile was

released). This act is the replacement earlier Indian juvenile

delinquency law of 2000 (Juvenile Justice (Care and

Protection of Children) Act, 2000) in order to reduce the

juvenile age from 18 to 16 years in cases of heinous offenses.

In order to really bring women empowerment in the Indian

society, it needs to understand and eliminate the main cause of

the ill practices against women which are patriarchal and male

dominated system of the society. It needs to be open-minded

and change the old mind set against women together with the

constitutional and other legal provisions. Sri. Basavaraj RayaReddi

Additional Chief Secretary’s Column

Ethics and Education

Ethics and education are the two sides of the

same coin and are complementary to each

other. Education sans ethics is nothing but

directionless learning and to developed right

ethics, education essential. The sole purpose

of education lies in the enlightenment of mind that gives an

ability to choose between moral and immoral ways.

The two words, ethics and education are positively

interrelated. They together form a personality that has potent

to encourage a seething mass of people into a nation with

unity and success. But without ethics, attributes fall alike,

strong to weak. if the world ‘ethics’ is defined as the science

of morals then ‘education’ certainly means the harmonious

development of our body, mind and soul. Its root meaning is

character or manners. The meanings of words throw light on

their significance and on the values that tacitly or explicitly

inform our lives and guide our actions consciously with

equilibrium. It is imperative that ethics and education have

great across the span of civilizations.

In fact, education begins from the day we are born. Starting

from learning sings and languages of our parents, the process

continues till we get a chain of degrees covering segments of

education but ethics comes from one’s culture rather than his

tastes for culture. With proper education and good ethical

values, all the colors of our society can be merged to paint a

dynamic and powerful country which can face any challenge

for completion of task as well as fulfillment of duty

unconditionally from infrastructure to healthcare.

Nonetheless, the need for ethics at all levels is generally

recognized and it is still present in the educational context,

more particularly as a general aim as well as an academic

subject. The latter is, however, often presented in the form of

a choice between study of religion, usually the prevalent one

in the country and ethics, which is taken as its secular

counterpart.

We often find a post-doctorate scholar abusing his illiterate

maid. On the other hand, we also find an illiterate person

taking an unknown victim to his destination. Such instances

reflect one’s actual education. It covers every situation right

from university to Parliament and society to work place.

Impatience followed by unrest have become so common that

we find them in every nook and corner of the world. Such acts

are due to futility of their education – for them education

means only to clear an exam and achieve a degree. They do

not even bother to value or maintain minimal ethical

standards. Ethics is nothing but value education that is

automatically absorbed from surroundings, culture and

interest. It prevails with discipline, dedication and

determination. Patriotism, responsibility, spirituality and

behavior are the fruits of ethics. It is not about how much we

know but about how much it matters to those who do not

know. And that is why the power of ethical behavior is

permanent and infinite.

In countries like India where a common man is worried for his

share of food, clothing and shelter and animosity among

communities, castes and religions are daily issues, ethics with

education is the only rescue-weapon. Infant feticide, dowry,

illiteracy, terrorism, corruption, violent, drug addiction, and

other non-acceptable activities can be solved by imparting

positive education with ethics. Equal rights and respect

women and women should prevail as the right arm of

substantial education.

Ethics has been one of the core concerns in respect of

philosophy and religion too and both the areas are

preoccupied for practical existence.

The violence currently rampant among the young is a clear

instance of the dark side of the system. If the phenomenon

continues, gap would definitely he widened and such a

situation of the social structure would become untenable and

may eventually collapse. if we take culture to mean the shared

meaning that glue together the functional organism of society,

then the current situation implies that education is no longer

able to provide such a cultural foundations. And this is

precisely what worries and frustrates educators every where.

But the question arises, what exactly are the parameters of

ethical or moral dimensions in education.

Independent thought, right judgments and worship of work

with love and in an acceptable manner is the true meaning of

ethics and education. Even small organisms like ants and bees

teach us code of ethics – veritable education of working in a

community without personal originality and aims without any

hope.

Though tough to adopt addiction to it makes perfect and

complete human being and encourages carrying on with

renewed vigor and strength. it has no negative role. It has to

be a part of life and the process of living in a process of

learning.

It is the boundless and speechless expression of civilization

which separates us from other creatures of the Almighty.

Ultimately, ethics with education creates soulful morality that

enlightens the darkness everywhere – from a house to a board

room, a club to an office, a school to a university and people

to Parliament.

All education is incomplete unless it imbibes ethical

dimension in it. Education must not be limited to help the

young earn their one livelihood but should go beyond with an

ability to judge whether the earning is worth in terms of utility

of work to mankind. Newton, Einstein and Mahatma Gandhi

are considered great because their intention was working in

order to serve the humanity, and not their individual fame and

prosperity. They used their knowledge and intelligence with

the role objective of serving the mankind and eventually the

succeed in their effort.

From the Desk of the DTE. Technical education in India

In India Technical Education has been

drastically growing from the past few decades.

Previously only a hand full of students were

able to access this technical education. But in

today’s scenario, Technical Education is one of the most

popular choices of lakh of students. The southern most states

of India accounts to have more than 69 per cent from the total

count of technical education. Last year around 8.19 lakh

student enrolled in 2,297 engineering colleges all across the

country.

India has established vast infrastructure facilities with regard

to the Technical education. The technical education will aid

for the growth of a countries economy and also in national

growth. In the past 25 years the growth rate of technical

education was phenomenal. The manifold boost in the intake

and augmentation in the total number of technical institution

has resulted in a major increase of pressure on the excellence

of educations of engineering and technology field.

This can be easily seen in the obvious increase of courses

being offered in these institutions. The engineering courses

have almost quadrupled recently. Previously there were just

three basic branches in the engineering which were commonly

known as Civil, Electrical and Mechanical. These courses

were on the basis of Soil, Coil and Oil branches. At present

these 3 major branches have been stretched and expanded to

41 courses in under graduation alone and more than 100

courses in Post graduation. Some of the latest and very

popular areas include Biotechnology, Nanotechnology etc.

Environmental Engineering, Ocean Engineering and Climate

Change etc are few other courses in relation to the

advancement of the branches in engineering.

To perk up the technical education and arrive at global

standards there are certain areas which require immediate

attention.

Fundamentally, Education is alienated into three clusters. The

first part teaches and educates a person about the concerns of

the society, which is commonly known to be as the Social

Education. The second will uplifts ones personality through

Spiritual Education and the third one deal with the

professionalism and is known as the Vocational Education.

Technical Education comes beneath the branch of Vocational

Education. This deals with different areas like trade,

commerce, agriculture and also medicine and engineering.

The inclusion of large number of manufacturing industry in

the 1990’s and the addition of IT industries in the late 1990’s

has generated a huge demand for quality and skilled engineers

in large quality.

The main factor which acts as the corner stone’s for success in

similar practical oriented courses are the infrastructure and

faculty strength. By getting official approval by national

agencies like NBA will definitely helps in ensuring quality of

these educational institutions.

A professional course is intended for crafting professionals,

whose awareness and behavior possibly will be trusted at face

value. Ethics and proper principles like self-discipline,

dedication, temperament and truthfulness are as important as

intellectual vividness. It is paradoxical that ethics, which are

supposed to be part of the personality and line of work, is

persisted and passed on through additional special lectures and

add-on courses. This is even followed for the most

experienced engineers even now. Students are clearly unaware

of such standards and imparting it is more intricate as

compared to passing on knowledge. It has to be taken in from

excellent teachers and senior colleagues who are supposed to

serve as role models. The administration and management of

all educational institutions along with authorization bodies

and Councils must make certain the system has been installed

this feature in position.

India being an agrarian country, around 70 % of the nation’s

population is in the rural areas. Most of these areas are

deprived from the advanced facilities available in the urban

settings. This results in the lower rate of reach of students in

to the Technical Education. This divide of rural and urban

must be eliminated by facilitation. The education system must

give serious attention to the language and communication

skills along with various cultural and practice in these areas

through moulding methods.

challenges in Technical Education

Some of the major challenges faced in the field of Technical

education include implementation of a science based

modernizing engineering environment in the institutions. This

includes creating technology savvy campuses, using

Information Communication Technology (ICT) to augment

teaching effectiveness. The ICT will also help to develop a

knowledge centric learning environment. Developing a

research centric culture at all level of education is another

major issue.

There should be a proper system which will tie together the

power of mind and the power connectivity to foster talent of

engineering students. Another major concern faced in the

technical education sector is developing faculty competence

for enhanced teaching and creative research. The institutions

which offer technical education must be capable of offering

the right mix of knowledge, skills and competencies as to deal

with the presently rigid core specialties and also increase

autonomy.

The future of technical education must be in harmony by

providing equal weightage to science, engineering and

technology. The vision of the technical education must be to

develop logical thinking, intellectual analysis and research

pertaining to industrial development. Practical utility of the

academic knowledge is necessary for technical education and

institutions must give priority to industrial training and

entrepreneurship development. Students must be job-supplier

relatively than job-seekers.

In conclusion, Technical Education in India is at the doorstep

and could do with major reforms as for building a trustworthy

and reliable professional workforce which has to put together

the country for the wellbeing of future generations.

IT@School project plans to enrol one lakh

children A chance for students to use ICT

platforms

Google is planning a session for students on Internet security

As learning enabled by Information and Communication

Technology (ICT) gains ground in Kerala, facilitators at the

state-runIT@School project are clearing decks for what they

propose as the next level in a long-term plan - a space for

students to explore possibilities of collaborative learning,

making the best use of ICT platforms.

'Hi School Kuttikkoottam', a collective of ICT clubs already

established in schools across the state, is billed as the largest

students' IT network in the country and is expected to enrol

about a lakh students from classes 8 to 10 in government and

aided schools, during 2017.

Modelled on the Student Police Cadets programme

implemented in the state, the project is designed to increase

students' interest in ICT-enabled learning and focuses on five

key areas - animation and multimedia, hardware, electronics,

language computing and Internet and cyber security.

Students who have registered with the ICT clubs functioning

in their schools will be trained in the five focus areas; their

progress will be monitored byIT@Schoolofficials. School

committees will be formed with the PTA president as

chairman and headmaster as convener to coordinate activities

under the project which is scheduled for implementation

Page 8: Vol: 03, Jan 2017, Issue - 01kshec.ac.in/newsletter/Hed News Letter Jan 2017.pdf · 03 Pravasi Bharatiya Divas 06 04 News from the Department of Collegiate Education, The DTE, Universities

without affecting regular classes. Daily activities taken up

under the project will be led by school IT coordinators. C

Raveendranath, Minister for Education, said the project was

designed as part of the general education mission and would

ensure participation of students in diverse activities across the

five course subjects.

IT@Schoolis scheduled to complete the first phase of its

training for the students before April. A minimum of 20

students from each school will be inducted into the

programme with the maximum intake stipulated as 12% of the

total number of students in the high school section.

K Anvar Sadath, Executive Director ofIT@School, said the

project would also enable the participating students to impart

training to other students and parents. The students will be

required to work on a project in one of the five course

subjectsafter they enter class 10.

The project facilitators aim to create a collaborative space in

which participants are able to translate technical know-how

into daily life applications. A circular issued on December 31,

2016 by the Director of Public Instruction (DPI) in connection

with the project sets guidelines on implementation of the

project; the DPI envisages a project that could tap on the

students' "natural interest" in computers, cell-phones and

electronic gadgets and help them empower themselves and

their schools to enhance the quality of education.

Depends on efficiency

The results, especially in the area of Internet and cyber

security, will also depend on the efficiency with which the

knowledge acquired is passed on to the society through

awareness campaigns.

"There is always the option of specialising in one of these

course streams and making careers out of it. In the past, we've

had students trained in animation opening their own studios.

But this is also about empowering the students to apply their

knowledge in life," Anvar Sadath said. Enrolment for the

project commenced on January 3 and IT@Schoolofficials

hope to finish a basic-level training module by the end of

March.

The initial phase of the project will cover training of 40 hours

spread over 5 days and will be followed by practical, activity-

based training. Possibilities of a course certification after the

training are also being explored.IT@Schoolaims to cover 2

lakh students in the project by the next academic year.

The project is proposed to help students undertake language

computing programmes and instil in them an interest for

research. The project coordinators are hoping to collaborate

with corporate social responsibility initiatives and plan to

approach the Union Government for hardware tools, including

tablets for the students, under the Digital India programme.

Organisations, including Google, have assured support for the

project. "A team from Google is expected to conduct a session

on the topic of internet security. Collaborations with other

companies are also being planned," Anvar Sadath said.

With one facilitating organisation helming the entire training

process across the state and building a network for

participants to share experiences and skills, Hi School

Kuttikkoottam comes with potential to evolve as a

collaborative programme.

IT@Schoolhas in the past organised mass training and

orientation programmes, including a 5-week module in

animation for 12,677 students, hardware training for 27,764

student IT coordinators and special IT training for about 1.75

lakh parents of school students.

The State Education Department, through IT@School, had

recentlyintroduced new ICT textbooks

namedKalipetty(Malayalam for Playbox) from classes 1 to 4;

the textbooks integrate games and entertainment features into

meaningful learning situations and enhance children's learning

skills through language, mathematics and geography. Since its

inception in 2001, IT@Schoolformed under the State

Department of General Education has been involved in

capacity-building projects in ICT-enabled learning. It covers

an estimated 50 lakh students and two lakh teachers.

Niti Aayog clears plan for Foreign Varsities in

India

PMO approves think tank's proposal

Concluding months of inter-ministerial consultations on the

matter, it has suggested to the Human Resource Development

(HRD) Ministry to go ahead with the long-pending proposal.

"Niti Aayog has cleared the proposal and has suggested three

different routes to facilitate the establishment of foreign

university campuses in the country," official sources said.

The proposal has already been approved by the Prime

Minister's Office, the sources added.

The Aayog has suggested to the ministry to either bring in

new legislation to regulate the entry and operation of foreign

university campuses in India under the University Grants

Commission (UGC) or amend the UGC Act of 1956 and its

regulations to allow the establishment and operation of foreign

universities as deemed institutions in the country.

It has also advised the ministry to examine if the

establishment and operation of foreign university campuses in the country could be facilitated by tweaking the existing

regulations of the UGC and the All India Council for

Technical Education, which provide for the operation of

foreign universities only under a twinning arrangement with

higher educational institutions in India.
