Education Minster’s say The Path of Education Ahead:
Future is uncertain, still one can predict it. If
we talk about the future scenario of Indian
education it is no less encouraging. The way,
in which the reformation in the education
sector is being carried out, no doubt the education scenario of
the country, will change very soon. Starting from the primary
education system, the government is now taking various steps
to universalize the elementary education in the country.
Various non- government organizations have also come
forward to join the revolution.
At the higher educational level significant changes have taken
place in the system. In the past few years, the scientific and
technological developments in the State has got international
attention. The future of our education may be summarized on
the following lines: The future education system will be
exceptional and dynamic, Focus will be on technical and
professional education, Barriers in getting integrated
education will be removed, Education will be based on
society's requirements, Present defects of our school education
system will be overcome and A different kind of Indian
student will emerge.
Challenges: The government's education expenditure as a
percentage of GDP has never ever risen above 4.3% of GDP,
despite the target of 6% having been set as far back as 1968
by the Kothari Commission. The country’s education system
turns out millions of graduates every year but the key
challenges before the Government are: Improving access and
quality at all levels of education, Increasing funding in higher
education, Improving Infrastructure, Improving Management,
Improving literacy rates and Universalization of elementary
education
Despite efforts to include all sections of the population into
the Indian education system, through various programs and
schemes, large numbers of young people are still without
schooling. It is true that enrollment in primary education has
increased but millions of children under the age group 6–14
years are still far from school. One of the major problems is
the non-availability of schools within a reasonable distance.
Many remote areas of the country have no educational
institute at all. This difficulty should be overcome to improve
the education system of the country.
Improving the quality of education is another challenge before
the government to reach at the target. The quality should get
international recognition in terms of effectiveness of teaching,
attainment level of the students, availability of adequate
teachers etc.
Other challenges are Other groups of children ‘at risk’, such
as orphans, child-laborers, street children and victims of riots
and natural disasters, do not necessarily have access to
schools.
To raise the literacy rate, all sections of the society will have
to realize the value of education and hence should come
forward to join hands with the Government to improve the
Indian education system.

Additional Chief Secretary’s Column
Beyond the Classroom:
Ethics and ethical behavior:
“The first step in the evolution of ethics is a
sense of solidarity with other human beings.”
Ethics is a branch of moral philosophy.
Among others, it involves defending and
recommending concepts of right and wrong conduct.
▪ Values are rules from which we make our personal decisions
about what is right and what is wrong, good or bad. Values
help direct us to what is more important and past what is less
important. This helps guide us when making decisions.
▪ Morals tend to be broad yet are more far reaching because of
their strong link to good and bad. We judge others by their
morals rather than their values.
▪ Ethics, in contrast, are a set of rules that tend to be adopted
and upheld by a group of people. This could include medical
ethics, journalism and advertising ethics and educational
ethics. So ethics or intent, tends to be viewed as something
upheld and adopted internally, such as professionalism, while
morals are ideals we impose on others.
Ethics and ethical behavior are no less prevalent or important
in education.
Where there is good will, there is always someone trying to
take advantage. Ethics and ethical behavior belongs to
everyone. And until everyone realizes that their choices
impact everyone, a truly fair and just educational system will
remain elusive.
Teachers should help students: Meeting the needs of students
promotes better learning. Teachers work hard to make
themselves available to their students. Many offer students in
need multiple ways to contact them. Many arrive early and
stay late. Internet technology extends classroom time and
some teachers even provide home telephone numbers and
emails. Does this pose a potential problem for teachers?
However, requests for special treatment has become an ethical
dilemma some teachers feel they face when faced with
repeated requests for help from certain students.
Teachers are better able to structure their content and
presentation methods when they understand their individual
students and the way they live. For some teachers, this means
being available to them as often as possible and sharing
experiences. Moments that diminish the perception gap where
students see teachers as out of touch with their world,
promotes friendship.
We all need to be reminded from time to time to step back
and think about our decisions. As parents and educators, we
all have ethical behaviors that society expects from us. It is up
to us to uphold them. As I say to my students, the sign of a
truly ethical person is one who does the right thing, in
whatever capacity, even when no one is looking.
We should focus on universal topics for parents and educators
from private, public and charter schools and the issues relate
to K-12 and higher, such as turning around troubled schools,
student testing and school choice.

From the Desk of the DTE. Educational Reforms via Technology
Recently, there has been uproar about
modifying a three year degree program to a
four year one in India. There were arguments
for and against the introduction of a four year
undergraduate program. While the four year college education
would help students who aspire to go abroad for higher
studies, the same would mean a disaster for students from a
lower middle class section of the society, who want to quickly
graduate and join the workforce.
Being brought up in India and having studied in the Indian
education system, I believe that our higher secondary
education and undergraduate programs are quite rigorous and
they prepare students well to compete internationally.
However, research, technology and life skill training are not
strong points of our current undergraduate education system.
It would be a highly desirable move if the Indian education
system decides to incorporate basic research training modules,
technology and life skill training sessions in the curriculum.
Also, investing in online learning management systems,
databases and other resources can greatly benefit the above
cause. Developing a MOOC (Massive Open Online Course)
platform and providing some free MOOC education modules
to students can be a major game changer in the field of Indian
education system. Giving students full degree credit for
completing MOOC courses can solve the three or four year
degree dilemma.
The future of learning is fast changing, especially with the
help of technology. With proper infrastructure, trained
teachers and technology, access to quality education in every
corner of India can become a possibility. Though it is a
complex task, educational reform can begin when the
following requirements are in order:
Qualified teachers: Attracting and retaining top teaching talent
is the key to solid and quality education. Serious consideration
must be given to attract brightest minds in academia.
Major overhaul of learning resources, facilities and
infrastructure.
Fixing student teacher ratio in classrooms.
Designing curriculum keeping the current industry standards
and requirements in mind.
In the end, I would like to say that education reform should be
such that it enhances student experience, gives them a robust
standing wherever they may be, and open a variety of career
avenues for them to choose from. From a faculty standpoint it
should be such that it adds value, vigor and excitement in the
life of the teachers. Finally, the expectation of the nation from
an educational reform would mean — well educated/informed
citizens who are tolerant of one another, can comprehend the
vastness of knowledge, understand and apply logic, innovate
ideas that can start or sustain industries for job creation and
become stalwarts for upcoming generations.

Govt plans to start Jayadeva institute centre
in Hubballi The state government plans to open a centre of the Sri
Jayadeva Institute of Cardiovascular Sciences & Research in
Hubballi next year, said Medical Education Minister Dr
Sharanprakash Patil.
He was speaking after inaugurating IACTSCON 2017, a
conference of Indian Association of Cardiovascular and
Thoracic Surgeons (IACTS), he said that at present, there are
centres of Jayadeva Institute in Mysuru and Kalaburagi.
Dr Patil said the government intends to have one centre in
each divisional headquarters. He and cardiothoracic surgeon,
Dr Vivek Jawali, stressed that measures need to be taken to
encourage doctors to pursue cardiothoracic surgery. Dr Patil
said that seats in eminent colleges in Karnataka are vacant and
about 60% to 70% of seats in the country are lying vacant.
"One has to be really passionate because it is a long struggle.
After MBBS, you have to do your MS and then MCh (super
speciality degree). Even after MCh, you have to work under a
senior for 10 years before you start to earn. Students are
dissuaded from taking up this option because of this," Dr
Jawali said. He said that if the concern is not addressed, the
country will not have skilled cardiothoracic surgeons in the
future.
Dr Jawali is a member of an expert committee constituted by
the Medical Council of India (MCI) to look into issues with
growth of superspecialities. A suggestion he has proposed is
to allow direct entry to MCh after MBBS. Another proposal
before the MCI is to formalise the fellowships that doctors
often take up to get skills in niche areas such as paediatric
cardiothoracic surgeries, he said.
Dr Patil said that the state government had appointed a
committee to look into how superspeciality doctors could be
attracted to work in government hospitals. The committee,
which includes director of Jayadeva Institute Dr C N
Manjunath, has submitted the report earlier this month and the
government would deliberate on it, he said.
The minister said that the state government will request the
Central Board of Secondary Education (CBSE) to increase the
number of centres for the National Eligibility cum Entrance
Test (NEET), from the present four centres

International Islamic University Malaysia) after University
Malaya (UM), University Putra Malaysia (UPM), University
Technology Malaysia (UTM), University Kebangsaan
Malaysia (UKM) and University Sains Malaysia (USM). UTP
also made its first appearance in the QS Top 50 under 50 and

world’s best universities that are less than 50 years
old. 6 institutions in Malaysia have received such recognition
this year namely UPM, UTM, UKM, USM, UIA and UTP,
with the last two having the same rank of 91-100. The
