Reviews of industry developments and of the Association’s performance were provided by VMA staff and officers. A few additional words were given by the new Southern Chapter Chair, Kimberly Clark of Hooker Furniture, as well as the Honorable Congressman Bobby Scott. Highlighted Developments & Industry Representation Port Priority Projects The Governor and the Virginia General Assembly approved a budget that included $350M for the Wider, Deeper, Safer project, achieving the VMA’s top priority. By January 2020, dredges will begin deepening and widening our main channels to reclaim our competitive advantage of having not only the deepest water on the East Coast, but also restoring 24/7 two-way navigation. The Southern Branch of the Elizabeth River has authorization to be dredged up to 45-ft in areas, and the Craney Island Eastward Expansion is seeing slow steady progress. VMA will continue to seek the Federal Funds required for these projects Cargo & Ship Traffic Over the past 10 months, there has been an increase in the largest cargo categories, container TEU’s and coal tonnage. 2,167 vessels arrived in Hampton Roads in the first 10 months of 2018, a 44 ship increase over the same period last year; although less of them are container ships due to the increase of Ultra Large Container Vessels that carry more cargo. Port Productivity VMA worked with the Virginia Port Authority to improve productivity for truckers and vessel operations. Those efforts focused on specific objectives: reviewing operating hours across all facilities, engagement for drivers in excess of a 2-hour wait, improved planning and communications around vessel operations, exploring chassis fleet size and new locations for chassis depots, daily text messages to be sent to update chassis locations, and addressing maintenance issues for all cargo handling equipment. HRBT Tunnel Construction With VMA’s input, it was determined the new Hampton Roads Bridge Tunnel will be constructed using a bored technique rather than dredging. Unlike dredging and lowering tunnel sections, boring to construct the new tunnel will have relatively minimal impact on vessel traffic and port operations. Industry Development Spurred by the push to build a 355-ship Navy, Virginia’s ship repairers are increasing their efforts to build the needed workforce through an initiative called “America Builds and Repairs Great Ships.” Newport News Shipbuilding alone needs to hire 7,000 employees and this effort will seek to attract and train people not only from Virginia but to bring them here from other states. Old Dominion University introduced the “Port, Distribution, & Logistics Innovation Hub” at VMA’s Membership Briefing in October. The goal is to spur collaborative industry effort towards solving critical issues and inspire industry progress. VMA facilitated a roundtable discussion between potential LNG suppliers and vessel operators to address LNG as a viable fuel source for vessels that meets stricter emissions controls VMA will establish a working group to continue exploring what will work best and to keep our port ahead of the curve

Oslashrsted met with VMA member companies to present plans and specific needs of a crew transfer vessel for the two test offshore wind turbines the first step in offshore wind development for Virginia

Expansion ProjectsVirginia International Gateway (VIG) has opened four new inbound truck gate lanes put 13 new container stacks online and finished the 800-ft wharf extension By June 2019 VIG will be able to handle up to three ULCVs at once and nearly doubled its capacity

Norfolk International Terminals has nine new container stacks using new rail mounted gantry cranes Six more cranes have been delivered and construction has entered phase II Over $10M of dredging has been completed and NIT will soon be able to take ULCVs By June 2020 all 30 new stacks will be in service and capacity will increase by 46 on the same footprint

ILA Contract Extended The International Longshoreman Association (ILA) ratified a 6-year extension of the labor agreement with the USMX providing for labor peace until September 30 2024

RepresentationVMA provides consistent representation for port industries through its membership and leadership in a variety of pertinent organizations Regionally these include transportation workforce and climate impact At the state level these include trade promotion offshore wind development navigational safety maritime security and port operations VMA has leadership roles in national organizations for maritime operations and dredging

Association GrowthMembershipMembership has grown to 456 companies with 684 representatives adding 47 new member companies over the year

The Future Leaders program has grown to 98 representatives from 68 different companies The 2018 program included tours of Massimo Zanetti and Continental Terminals along with exclusive industry presentations on the Seafarers Agencies of Hampton Roads the Seawall Coalition and a trade talk live session with a representative from the ZIM shipping line

VMArsquos new Maritime Leadership Certificate Program for professionals in maritime and logistics industries began accepting applications for their first class The program will coincide with Future Leader activities providing professionals with a comprehensive understanding of the maritime industry access to key industry stakeholders and helping develop critical leadership skills

Five VMA committees have new chairs the Cargo Owners Chair is Hank Selby PactivReynolds Packaging the Commerce Development Chair is Marc Marling Vanmarc Shipping the Education and Training Chair is Jennifer Palestrant SMART Center at TCC the Environmental Affairs Chair is Speaker Pollard Williams Mullen and the Warehousing and Distribution Chair is Allen Campbell Givens Logistics

Regional Chapters95 of VMArsquos member companies are outside of Hampton Roads representing the growth of our regional chapters The Southern Chapter was established this year and is led by Kimberly Clark of Hooker Furniture as their Chapter Chair The Central Virginia Chapter and the Valley Logistics Chapter both grew and had an active year

Marketing amp CommunicationsA VMA mobile app is under development and will be released in early 2019 and is designed for easy access to the membership roster interactive events anchor member lists news and more

VMArsquos social media presence has increased across the board with more followers on Twitter Facebook and LinkedIn Greater emphasis is being placed on connecting with member companies and sharing their stories

The Association supported the International Propeller Clubrsquos 92nd Annual International Convention the LogistXgames Patriotic Festival 70th Virginia Conference on World Trade Virginia Offshore Wind Executive Summit National Maritime Day HarborFest and Coffee Day at the Port

VMA recognized the efforts of the Vulcan Materials tugboat crews who secured drifting vessels during severe weather and a local studenttwo-year finalist of the NAMEPA art contest focused on ldquoBetter Shippingrdquo To increase public awareness VMA co-hosted Port Day at an ODU Monarchrsquos football game and chose to sponsor the Elizabeth River Trail that will include information and views showcasing our industry

EventsVMA 2018 events drew in over 2500 attendees that gained from executive level information experiences and networking or were exposed to the benefits and opportunities offered by Virginiarsquos ports

NEW SKILLED TRADES ACADEMY IN PORTSMOUTH

NEW MARINE TECH DEVELOPMENT LAB

PORTSMOUTH | On December 10th Tidewater Community College (TCC) opened their new 20000 square-foot facility an academy that will provide training for construction and maritime trades Nationwide 31 million skilled trade jobs will be vacated by 2020 and in Hampton Roads we expect 68 more job openings in skilled trades than workers to fill them over the next five years

ldquoWe can take people with zero background in skilled trades put them through a three-week pre-apprenticeship program and have them employed at a major shipyard making $18 an hour directly afterrdquo said President DeCinque in an interview for TCC Today ldquoItrsquos a game changer for the region and the high demand fields that will drive our economyrdquo

The academy stems from TCCrsquos pre-apprentice trades program created in 2017 which as a result of increased demand outgrew the initial 5000 square-foot facility The new academy will be one of the largest run by a community college on the East coast and the only one of its kind in Virginia Current trades offered include marine coating pipe fitting pipe laying welding framing electrical HVAC roofing and sheet metal

Partners include VMA Members Virginia Ship Repair Association Colonnarsquos Shipyard Newport News Shipbuilding Lyon Shipyard Oceaneering and Teacutecnico in addition to Hampton Roads school systems and variety of construction companies

98 of the 277 students who completed the 2017 pre-apprenticeship program have found employment

NEWPORT NEWS | LAVLE USA will be collaborating with Old Dominion University (ODU) in the construction and development of a $12 million Marine Electric Propulsion Simulation lab which will develop marine electric propulsion advanced energy storage and autonomous systems technology

The lab grown out of ODUrsquos digital shipbuilding initiative will also be a place for workforce development in the shipbuilding and ship repair industries and is expected to create at least 25 high paying jobs for designers engineers programmers and analysts

The location will be strategically located near many city offices in downtown Newport News During construction a temporary lab will be housed in the EDA applied research center

LAVLE USA is a joint venture between 3DOM a Japanese battery company and Ockerman Automation which specializes in marine engineering and designsystems integration

VMA FinancesIn January 2017 VMA released the Economic Development amp Port Opportunities Analysis Report to focus on economic development activities that most fully leverage port assets This effort was deemed important enough that the Board approved the costs of the report that put VMA in a loss position for the Fiscal year that ended September 30 There were also unanticipated or higher expenses associated with the VMA leadership transition and development of the regional chapters The Associationrsquos balance sheet remains strong and the financial position is sound

VMArsquos 5-Year Strategic PlanNotable accomplishments in 2018 included regional chapter development growth of Future Leaders establishment of the Maritime Leadership Certificate Program and VMA leadership succession and realignment of staff functions The most current edition of the Strategic plan will be made available online at VAmaritimecomstrategicplan

COMMITTEE UPDATES

VMArsquos activities in November reflect the wide array of issues the Association is involved in on behalf of port industries Our members and constituents understand VMA is the industryrsquos voice with our elected officials and those meetings and visits continued in November

November started with VMArsquos participation in the Fall meeting of the National Association of Maritime Organizations (NAMO) in Washington DC NAMO is comprised of maritime-related organizations throughout the United States and represents its members at a national level in all matters affecting foreign or domestic waterborne commerce using US ports The agenda included updates and discussions with government and industry leaders on the topics of dredging LNG as a fuel cyber security customs and crew compliance issues and offshore wind

While in Washington DC VMA participated in a partnership meeting between the US Army Corps of Engineers (USACE) and the National Waterways Conference (NWC) focused on USACErsquos permitting process for projects that would alter civil works projects With VMArsquos support the NWC has pursued improvements The meeting covered key improvements that will go into effect including the use of categorical permissions similar to nationwide permits a new approach for multi-phase reviews and a more targeted approach to environmental compliance

VMA is represented on and has participated in the November 14 meeting of the City of Norfolkrsquos Hampton Boulevard Advisory Taskforce which seeks to improve safety on the very busy route that runs from the Midtown Tunnel to Naval Station Norfolk and includes neighborhoods a school Sentara Norfolk Hospital Old Dominion University and Norfolk International Terminals The Taskforce is considering the needs of all users as it considers recommendations to improve safety

On November 15 VMA led an LNG roundtable to explore the need and prospects for LNG to be offered as a fuel for vessels calling Virginiarsquos ports Ocean carriers are faced with new mandates to significantly reduce air emissions by 2020 and using LNG as a fuel is one option The roundtable brought ocean carrier representatives possible LNG providers and others in the delivery chain together to begin a dialogue about what may be needed in Virginiarsquos ports

The Virginia Harbor Safety Committee chaired by VMArsquos David White met November 29 The agenda included 2018 Hurricane Season Review and Lessons Learned Cold Weather Safety amp Public Awareness Areas of Reduced Draft the 17th Biennial National Harbor Safety Conference Agenda and Agency Briefs and Updates

ANNUAL BANQUET (Nov 2) The meeting began with a brief review of the 2018 Annual Banquet and matters requiring attention for 2019 Most of the discussion was dedicated to the identification of potential keynote speakers and topics for the 99th Annual Banquet to be held May 9 2019 Other planning matters included new ideas for banquet entertainment pricing and promotion

CARGO OWNERS (Nov 7) Following regular updates on operations and major projects the committee received an overview discussed and suggested recommended improvements to the Trucker Reservation System Other discussion topics included the extension of the ILA labor agreement until September 30 2024 the impacts of trade policy and tariffs and cost implications of steamship lines meeting the stricter emissions requirements by January 1 2020

STRATEGIC PLANNING (Nov 9) The committee conducted its annual review of VMArsquos progress against its 5-year Strategic Plan The committee made several revisions based on progress and completion of many of the action items Notable accomplishments in 2018 included regional chapter development growth of Future Leaders establishment of the Maritime Leadership Certificate Program and VMA succession and realignment of functions

INTERNATIONAL TRADE SYMPOSIUM (Nov 9) Having decided upon the theme ldquoIn Search of Stabilityrdquo for the 2019 symposium the committee continued developing possible presentation topics such as tariff impacts disruptive technologies and demurrage amp detention The committee also began work on event promotions

NOMINATING (Nov 13) The committee met to consider nominations of individuals to serve as officers and directors of the Association for the years 2019 and 2020 from the many recommendations received from the VMA membership

TOWING amp BARGE (Nov 14) Following a review of regular business the committeersquos agenda included discussions about derelict vessels dredging of Norfolk Harbor bridge operations and the prospects for LNG bunkering in the Port

VMA2020 (Nov 19) The committee discussed budget matters including progress with sponsorships A review of promotional activities included progress with video productions and social media An update was provided on the compilation of a historical record and discussions of a proposed art campaign based on VMArsquos centennial

INLAND TRANSPORTATION (Nov 27) The president of the Virginia Trucking Association provided an update on the I-81 Corridor Improvement Plan including a review of recommended measures to reduce congestion and funding proposals It was also discussed that the Virginia Trucking Association recently met with Virginiarsquos Secretary of Transportation to discuss port productivity perception of port utilization impact on commerce and driver recruitment and retention Representatives from the City of Norfolk gave a presentation and discussed measures currently under consideration to improve safety on Hampton Boulevard in Nofolk

VMA facilitated a roundtable discussion between potential LNG suppliers and vessel operators to address LNG as a viable fuel source for vessels that meets stricter emissions controls VMA will establish a working group to continue exploring what will work best and to keep our port ahead of the curve

Oslashrsted met with VMA member companies to present plans and specific needs of a crew transfer vessel for the two test offshore wind turbines the first step in offshore wind development for Virginia

Expansion ProjectsVirginia International Gateway (VIG) has opened four new inbound truck gate lanes put 13 new container stacks online and finished the 800-ft wharf extension By June 2019 VIG will be able to handle up to three ULCVs at once and nearly doubled its capacity

Norfolk International Terminals has nine new container stacks using new rail mounted gantry cranes Six more cranes have been delivered and construction has entered phase II Over $10M of dredging has been completed and NIT will soon be able to take ULCVs By June 2020 all 30 new stacks will be in service and capacity will increase by 46 on the same footprint

ILA Contract Extended The International Longshoreman Association (ILA) ratified a 6-year extension of the labor agreement with the USMX providing for labor peace until September 30 2024

RepresentationVMA provides consistent representation for port industries through its membership and leadership in a variety of pertinent organizations Regionally these include transportation workforce and climate impact At the state level these include trade promotion offshore wind development navigational safety maritime security and port operations VMA has leadership roles in national organizations for maritime operations and dredging

Association GrowthMembershipMembership has grown to 456 companies with 684 representatives adding 47 new member companies over the year

VMArsquos new Maritime Leadership Certificate Program for professionals in maritime and logistics industries began accepting applications for their first class The program will coincide with Future Leader activities providing professionals with a comprehensive understanding of the maritime industry access to key industry stakeholders and helping develop critical leadership skills

VMA recognized the efforts of the Vulcan Materials tugboat crews who secured drifting vessels during severe weather and a local studenttwo-year finalist of the NAMEPA art contest focused on ldquoBetter Shippingrdquo To increase public awareness VMA co-hosted Port Day at an ODU Monarchrsquos football game and chose to sponsor the Elizabeth River Trail that will include information and views showcasing our industry

EventsVMA 2018 events drew in over 2500 attendees that gained from executive level information experiences and networking or were exposed to the benefits and opportunities offered by Virginiarsquos ports

NEW SKILLED TRADES ACADEMY IN PORTSMOUTH

NEW MARINE TECH DEVELOPMENT LAB

PORTSMOUTH | On December 10th Tidewater Community College (TCC) opened their new 20000 square-foot facility an academy that will provide training for construction and maritime trades Nationwide 31 million skilled trade jobs will be vacated by 2020 and in Hampton Roads we expect 68 more job openings in skilled trades than workers to fill them over the next five years

ldquoWe can take people with zero background in skilled trades put them through a three-week pre-apprenticeship program and have them employed at a major shipyard making $18 an hour directly afterrdquo said President DeCinque in an interview for TCC Today ldquoItrsquos a game changer for the region and the high demand fields that will drive our economyrdquo

The academy stems from TCCrsquos pre-apprentice trades program created in 2017 which as a result of increased demand outgrew the initial 5000 square-foot facility The new academy will be one of the largest run by a community college on the East coast and the only one of its kind in Virginia Current trades offered include marine coating pipe fitting pipe laying welding framing electrical HVAC roofing and sheet metal

Partners include VMA Members Virginia Ship Repair Association Colonnarsquos Shipyard Newport News Shipbuilding Lyon Shipyard Oceaneering and Teacutecnico in addition to Hampton Roads school systems and variety of construction companies

98 of the 277 students who completed the 2017 pre-apprenticeship program have found employment

NEWPORT NEWS | LAVLE USA will be collaborating with Old Dominion University (ODU) in the construction and development of a $12 million Marine Electric Propulsion Simulation lab which will develop marine electric propulsion advanced energy storage and autonomous systems technology

The lab grown out of ODUrsquos digital shipbuilding initiative will also be a place for workforce development in the shipbuilding and ship repair industries and is expected to create at least 25 high paying jobs for designers engineers programmers and analysts

The location will be strategically located near many city offices in downtown Newport News During construction a temporary lab will be housed in the EDA applied research center

LAVLE USA is a joint venture between 3DOM a Japanese battery company and Ockerman Automation which specializes in marine engineering and designsystems integration

VMA FinancesIn January 2017 VMA released the Economic Development amp Port Opportunities Analysis Report to focus on economic development activities that most fully leverage port assets This effort was deemed important enough that the Board approved the costs of the report that put VMA in a loss position for the Fiscal year that ended September 30 There were also unanticipated or higher expenses associated with the VMA leadership transition and development of the regional chapters The Associationrsquos balance sheet remains strong and the financial position is sound

VMArsquos 5-Year Strategic PlanNotable accomplishments in 2018 included regional chapter development growth of Future Leaders establishment of the Maritime Leadership Certificate Program and VMA leadership succession and realignment of staff functions The most current edition of the Strategic plan will be made available online at VAmaritimecomstrategicplan

COMMITTEE UPDATES

VMArsquos activities in November reflect the wide array of issues the Association is involved in on behalf of port industries Our members and constituents understand VMA is the industryrsquos voice with our elected officials and those meetings and visits continued in November

November started with VMArsquos participation in the Fall meeting of the National Association of Maritime Organizations (NAMO) in Washington DC NAMO is comprised of maritime-related organizations throughout the United States and represents its members at a national level in all matters affecting foreign or domestic waterborne commerce using US ports The agenda included updates and discussions with government and industry leaders on the topics of dredging LNG as a fuel cyber security customs and crew compliance issues and offshore wind

While in Washington DC VMA participated in a partnership meeting between the US Army Corps of Engineers (USACE) and the National Waterways Conference (NWC) focused on USACErsquos permitting process for projects that would alter civil works projects With VMArsquos support the NWC has pursued improvements The meeting covered key improvements that will go into effect including the use of categorical permissions similar to nationwide permits a new approach for multi-phase reviews and a more targeted approach to environmental compliance

VMA is represented on and has participated in the November 14 meeting of the City of Norfolkrsquos Hampton Boulevard Advisory Taskforce which seeks to improve safety on the very busy route that runs from the Midtown Tunnel to Naval Station Norfolk and includes neighborhoods a school Sentara Norfolk Hospital Old Dominion University and Norfolk International Terminals The Taskforce is considering the needs of all users as it considers recommendations to improve safety

On November 15 VMA led an LNG roundtable to explore the need and prospects for LNG to be offered as a fuel for vessels calling Virginiarsquos ports Ocean carriers are faced with new mandates to significantly reduce air emissions by 2020 and using LNG as a fuel is one option The roundtable brought ocean carrier representatives possible LNG providers and others in the delivery chain together to begin a dialogue about what may be needed in Virginiarsquos ports

The Virginia Harbor Safety Committee chaired by VMArsquos David White met November 29 The agenda included 2018 Hurricane Season Review and Lessons Learned Cold Weather Safety amp Public Awareness Areas of Reduced Draft the 17th Biennial National Harbor Safety Conference Agenda and Agency Briefs and Updates

ANNUAL BANQUET (Nov 2) The meeting began with a brief review of the 2018 Annual Banquet and matters requiring attention for 2019 Most of the discussion was dedicated to the identification of potential keynote speakers and topics for the 99th Annual Banquet to be held May 9 2019 Other planning matters included new ideas for banquet entertainment pricing and promotion

CARGO OWNERS (Nov 7) Following regular updates on operations and major projects the committee received an overview discussed and suggested recommended improvements to the Trucker Reservation System Other discussion topics included the extension of the ILA labor agreement until September 30 2024 the impacts of trade policy and tariffs and cost implications of steamship lines meeting the stricter emissions requirements by January 1 2020

STRATEGIC PLANNING (Nov 9) The committee conducted its annual review of VMArsquos progress against its 5-year Strategic Plan The committee made several revisions based on progress and completion of many of the action items Notable accomplishments in 2018 included regional chapter development growth of Future Leaders establishment of the Maritime Leadership Certificate Program and VMA succession and realignment of functions

INTERNATIONAL TRADE SYMPOSIUM (Nov 9) Having decided upon the theme ldquoIn Search of Stabilityrdquo for the 2019 symposium the committee continued developing possible presentation topics such as tariff impacts disruptive technologies and demurrage amp detention The committee also began work on event promotions

NOMINATING (Nov 13) The committee met to consider nominations of individuals to serve as officers and directors of the Association for the years 2019 and 2020 from the many recommendations received from the VMA membership

TOWING amp BARGE (Nov 14) Following a review of regular business the committeersquos agenda included discussions about derelict vessels dredging of Norfolk Harbor bridge operations and the prospects for LNG bunkering in the Port

VMA2020 (Nov 19) The committee discussed budget matters including progress with sponsorships A review of promotional activities included progress with video productions and social media An update was provided on the compilation of a historical record and discussions of a proposed art campaign based on VMArsquos centennial

INLAND TRANSPORTATION (Nov 27) The president of the Virginia Trucking Association provided an update on the I-81 Corridor Improvement Plan including a review of recommended measures to reduce congestion and funding proposals It was also discussed that the Virginia Trucking Association recently met with Virginiarsquos Secretary of Transportation to discuss port productivity perception of port utilization impact on commerce and driver recruitment and retention Representatives from the City of Norfolk gave a presentation and discussed measures currently under consideration to improve safety on Hampton Boulevard in Nofolk

VMA facilitated a roundtable discussion between potential LNG suppliers and vessel operators to address LNG as a viable fuel source for vessels that meets stricter emissions controls VMA will establish a working group to continue exploring what will work best and to keep our port ahead of the curve

Oslashrsted met with VMA member companies to present plans and specific needs of a crew transfer vessel for the two test offshore wind turbines the first step in offshore wind development for Virginia

Expansion ProjectsVirginia International Gateway (VIG) has opened four new inbound truck gate lanes put 13 new container stacks online and finished the 800-ft wharf extension By June 2019 VIG will be able to handle up to three ULCVs at once and nearly doubled its capacity

Norfolk International Terminals has nine new container stacks using new rail mounted gantry cranes Six more cranes have been delivered and construction has entered phase II Over $10M of dredging has been completed and NIT will soon be able to take ULCVs By June 2020 all 30 new stacks will be in service and capacity will increase by 46 on the same footprint

ILA Contract Extended The International Longshoreman Association (ILA) ratified a 6-year extension of the labor agreement with the USMX providing for labor peace until September 30 2024

NEW SKILLED TRADES ACADEMY IN PORTSMOUTH

NEW MARINE TECH DEVELOPMENT LAB

PORTSMOUTH | On December 10th Tidewater Community College (TCC) opened their new 20000 square-foot facility an academy that will provide training for construction and maritime trades Nationwide 31 million skilled trade jobs will be vacated by 2020 and in Hampton Roads we expect 68 more job openings in skilled trades than workers to fill them over the next five years

ldquoWe can take people with zero background in skilled trades put them through a three-week pre-apprenticeship program and have them employed at a major shipyard making $18 an hour directly afterrdquo said President DeCinque in an interview for TCC Today ldquoItrsquos a game changer for the region and the high demand fields that will drive our economyrdquo

The academy stems from TCCrsquos pre-apprentice trades program created in 2017 which as a result of increased demand outgrew the initial 5000 square-foot facility The new academy will be one of the largest run by a community college on the East coast and the only one of its kind in Virginia Current trades offered include marine coating pipe fitting pipe laying welding framing electrical HVAC roofing and sheet metal

Partners include VMA Members Virginia Ship Repair Association Colonnarsquos Shipyard Newport News Shipbuilding Lyon Shipyard Oceaneering and Teacutecnico in addition to Hampton Roads school systems and variety of construction companies

COMMITTEE UPDATES

VMArsquos activities in November reflect the wide array of issues the Association is involved in on behalf of port industries Our members and constituents understand VMA is the industryrsquos voice with our elected officials and those meetings and visits continued in November

November started with VMArsquos participation in the Fall meeting of the National Association of Maritime Organizations (NAMO) in Washington DC NAMO is comprised of maritime-related organizations throughout the United States and represents its members at a national level in all matters affecting foreign or domestic waterborne commerce using US ports The agenda included updates and discussions with government and industry leaders on the topics of dredging LNG as a fuel cyber security customs and crew compliance issues and offshore wind

While in Washington DC VMA participated in a partnership meeting between the US Army Corps of Engineers (USACE) and the National Waterways Conference (NWC) focused on USACErsquos permitting process for projects that would alter civil works projects With VMArsquos support the NWC has pursued improvements The meeting covered key improvements that will go into effect including the use of categorical permissions similar to nationwide permits a new approach for multi-phase reviews and a more targeted approach to environmental compliance

VMA is represented on and has participated in the November 14 meeting of the City of Norfolkrsquos Hampton Boulevard Advisory Taskforce which seeks to improve safety on the very busy route that runs from the Midtown Tunnel to Naval Station Norfolk and includes neighborhoods a school Sentara Norfolk Hospital Old Dominion University and Norfolk International Terminals The Taskforce is considering the needs of all users as it considers recommendations to improve safety

On November 15 VMA led an LNG roundtable to explore the need and prospects for LNG to be offered as a fuel for vessels calling Virginiarsquos ports Ocean carriers are faced with new mandates to significantly reduce air emissions by 2020 and using LNG as a fuel is one option The roundtable brought ocean carrier representatives possible LNG providers and others in the delivery chain together to begin a dialogue about what may be needed in Virginiarsquos ports

The Virginia Harbor Safety Committee chaired by VMArsquos David White met November 29 The agenda included 2018 Hurricane Season Review and Lessons Learned Cold Weather Safety amp Public Awareness Areas of Reduced Draft the 17th Biennial National Harbor Safety Conference Agenda and Agency Briefs and Updates

ANNUAL BANQUET (Nov 2) The meeting began with a brief review of the 2018 Annual Banquet and matters requiring attention for 2019 Most of the discussion was dedicated to the identification of potential keynote speakers and topics for the 99th Annual Banquet to be held May 9 2019 Other planning matters included new ideas for banquet entertainment pricing and promotion

CARGO OWNERS (Nov 7) Following regular updates on operations and major projects the committee received an overview discussed and suggested recommended improvements to the Trucker Reservation System Other discussion topics included the extension of the ILA labor agreement until September 30 2024 the impacts of trade policy and tariffs and cost implications of steamship lines meeting the stricter emissions requirements by January 1 2020

STRATEGIC PLANNING (Nov 9) The committee conducted its annual review of VMArsquos progress against its 5-year Strategic Plan The committee made several revisions based on progress and completion of many of the action items Notable accomplishments in 2018 included regional chapter development growth of Future Leaders establishment of the Maritime Leadership Certificate Program and VMA succession and realignment of functions

INTERNATIONAL TRADE SYMPOSIUM (Nov 9) Having decided upon the theme ldquoIn Search of Stabilityrdquo for the 2019 symposium the committee continued developing possible presentation topics such as tariff impacts disruptive technologies and demurrage amp detention The committee also began work on event promotions

NOMINATING (Nov 13) The committee met to consider nominations of individuals to serve as officers and directors of the Association for the years 2019 and 2020 from the many recommendations received from the VMA membership

TOWING amp BARGE (Nov 14) Following a review of regular business the committeersquos agenda included discussions about derelict vessels dredging of Norfolk Harbor bridge operations and the prospects for LNG bunkering in the Port

VMA2020 (Nov 19) The committee discussed budget matters including progress with sponsorships A review of promotional activities included progress with video productions and social media An update was provided on the compilation of a historical record and discussions of a proposed art campaign based on VMArsquos centennial

INLAND TRANSPORTATION (Nov 27) The president of the Virginia Trucking Association provided an update on the I-81 Corridor Improvement Plan including a review of recommended measures to reduce congestion and funding proposals It was also discussed that the Virginia Trucking Association recently met with Virginiarsquos Secretary of Transportation to discuss port productivity perception of port utilization impact on commerce and driver recruitment and retention Representatives from the City of Norfolk gave a presentation and discussed measures currently under consideration to improve safety on Hampton Boulevard in Nofolk

ASSOCIATION IN ACTION

COMMITTEE UPDATES

VMArsquos activities in November reflect the wide array of issues the Association is involved in on behalf of port industries Our members and constituents understand VMA is the industryrsquos voice with our elected officials and those meetings and visits continued in November

November started with VMArsquos participation in the Fall meeting of the National Association of Maritime Organizations (NAMO) in Washington DC NAMO is comprised of maritime-related organizations throughout the United States and represents its members at a national level in all matters affecting foreign or domestic waterborne commerce using US ports The agenda included updates and discussions with government and industry leaders on the topics of dredging LNG as a fuel cyber security customs and crew compliance issues and offshore wind

While in Washington DC VMA participated in a partnership meeting between the US Army Corps of Engineers (USACE) and the National Waterways Conference (NWC) focused on USACErsquos permitting process for projects that would alter civil works projects With VMArsquos support the NWC has pursued improvements The meeting covered key improvements that will go into effect including the use of categorical permissions similar to nationwide permits a new approach for multi-phase reviews and a more targeted approach to environmental compliance

VMA is represented on and has participated in the November 14 meeting of the City of Norfolkrsquos Hampton Boulevard Advisory Taskforce which seeks to improve safety on the very busy route that runs from the Midtown Tunnel to Naval Station Norfolk and includes neighborhoods a school Sentara Norfolk Hospital Old Dominion University and Norfolk International Terminals The Taskforce is considering the needs of all users as it considers recommendations to improve safety

On November 15 VMA led an LNG roundtable to explore the need and prospects for LNG to be offered as a fuel for vessels calling Virginiarsquos ports Ocean carriers are faced with new mandates to significantly reduce air emissions by 2020 and using LNG as a fuel is one option The roundtable brought ocean carrier representatives possible LNG providers and others in the delivery chain together to begin a dialogue about what may be needed in Virginiarsquos ports

The Virginia Harbor Safety Committee chaired by VMArsquos David White met November 29 The agenda included 2018 Hurricane Season Review and Lessons Learned Cold Weather Safety amp Public Awareness Areas of Reduced Draft the 17th Biennial National Harbor Safety Conference Agenda and Agency Briefs and Updates

ANNUAL BANQUET (Nov 2) The meeting began with a brief review of the 2018 Annual Banquet and matters requiring attention for 2019 Most of the discussion was dedicated to the identification of potential keynote speakers and topics for the 99th Annual Banquet to be held May 9 2019 Other planning matters included new ideas for banquet entertainment pricing and promotion

CARGO OWNERS (Nov 7) Following regular updates on operations and major projects the committee received an overview discussed and suggested recommended improvements to the Trucker Reservation System Other discussion topics included the extension of the ILA labor agreement until September 30 2024 the impacts of trade policy and tariffs and cost implications of steamship lines meeting the stricter emissions requirements by January 1 2020

STRATEGIC PLANNING (Nov 9) The committee conducted its annual review of VMArsquos progress against its 5-year Strategic Plan The committee made several revisions based on progress and completion of many of the action items Notable accomplishments in 2018 included regional chapter development growth of Future Leaders establishment of the Maritime Leadership Certificate Program and VMA succession and realignment of functions

INTERNATIONAL TRADE SYMPOSIUM (Nov 9) Having decided upon the theme ldquoIn Search of Stabilityrdquo for the 2019 symposium the committee continued developing possible presentation topics such as tariff impacts disruptive technologies and demurrage amp detention The committee also began work on event promotions

NOMINATING (Nov 13) The committee met to consider nominations of individuals to serve as officers and directors of the Association for the years 2019 and 2020 from the many recommendations received from the VMA membership

TOWING amp BARGE (Nov 14) Following a review of regular business the committeersquos agenda included discussions about derelict vessels dredging of Norfolk Harbor bridge operations and the prospects for LNG bunkering in the Port

VMA2020 (Nov 19) The committee discussed budget matters including progress with sponsorships A review of promotional activities included progress with video productions and social media An update was provided on the compilation of a historical record and discussions of a proposed art campaign based on VMArsquos centennial

INLAND TRANSPORTATION (Nov 27) The president of the Virginia Trucking Association provided an update on the I-81 Corridor Improvement Plan including a review of recommended measures to reduce congestion and funding proposals It was also discussed that the Virginia Trucking Association recently met with Virginiarsquos Secretary of Transportation to discuss port productivity perception of port utilization impact on commerce and driver recruitment and retention Representatives from the City of Norfolk gave a presentation and discussed measures currently under consideration to improve safety on Hampton Boulevard in Nofolk

ASSOCIATION IN ACTION

COMMITTEE UPDATES

VMArsquos activities in November reflect the wide array of issues the Association is involved in on behalf of port industries Our members and constituents understand VMA is the industryrsquos voice with our elected officials and those meetings and visits continued in November

November started with VMArsquos participation in the Fall meeting of the National Association of Maritime Organizations (NAMO) in Washington DC NAMO is comprised of maritime-related organizations throughout the United States and represents its members at a national level in all matters affecting foreign or domestic waterborne commerce using US ports The agenda included updates and discussions with government and industry leaders on the topics of dredging LNG as a fuel cyber security customs and crew compliance issues and offshore wind

While in Washington DC VMA participated in a partnership meeting between the US Army Corps of Engineers (USACE) and the National Waterways Conference (NWC) focused on USACErsquos permitting process for projects that would alter civil works projects With VMArsquos support the NWC has pursued improvements The meeting covered key improvements that will go into effect including the use of categorical permissions similar to nationwide permits a new approach for multi-phase reviews and a more targeted approach to environmental compliance

VMA is represented on and has participated in the November 14 meeting of the City of Norfolkrsquos Hampton Boulevard Advisory Taskforce which seeks to improve safety on the very busy route that runs from the Midtown Tunnel to Naval Station Norfolk and includes neighborhoods a school Sentara Norfolk Hospital Old Dominion University and Norfolk International Terminals The Taskforce is considering the needs of all users as it considers recommendations to improve safety

On November 15 VMA led an LNG roundtable to explore the need and prospects for LNG to be offered as a fuel for vessels calling Virginiarsquos ports Ocean carriers are faced with new mandates to significantly reduce air emissions by 2020 and using LNG as a fuel is one option The roundtable brought ocean carrier representatives possible LNG providers and others in the delivery chain together to begin a dialogue about what may be needed in Virginiarsquos ports

The Virginia Harbor Safety Committee chaired by VMArsquos David White met November 29 The agenda included 2018 Hurricane Season Review and Lessons Learned Cold Weather Safety amp Public Awareness Areas of Reduced Draft the 17th Biennial National Harbor Safety Conference Agenda and Agency Briefs and Updates

ANNUAL BANQUET (Nov 2) The meeting began with a brief review of the 2018 Annual Banquet and matters requiring attention for 2019 Most of the discussion was dedicated to the identification of potential keynote speakers and topics for the 99th Annual Banquet to be held May 9 2019 Other planning matters included new ideas for banquet entertainment pricing and promotion

CARGO OWNERS (Nov 7) Following regular updates on operations and major projects the committee received an overview discussed and suggested recommended improvements to the Trucker Reservation System Other discussion topics included the extension of the ILA labor agreement until September 30 2024 the impacts of trade policy and tariffs and cost implications of steamship lines meeting the stricter emissions requirements by January 1 2020

STRATEGIC PLANNING (Nov 9) The committee conducted its annual review of VMArsquos progress against its 5-year Strategic Plan The committee made several revisions based on progress and completion of many of the action items Notable accomplishments in 2018 included regional chapter development growth of Future Leaders establishment of the Maritime Leadership Certificate Program and VMA succession and realignment of functions

INTERNATIONAL TRADE SYMPOSIUM (Nov 9) Having decided upon the theme ldquoIn Search of Stabilityrdquo for the 2019 symposium the committee continued developing possible presentation topics such as tariff impacts disruptive technologies and demurrage amp detention The committee also began work on event promotions

NOMINATING (Nov 13) The committee met to consider nominations of individuals to serve as officers and directors of the Association for the years 2019 and 2020 from the many recommendations received from the VMA membership

TOWING amp BARGE (Nov 14) Following a review of regular business the committeersquos agenda included discussions about derelict vessels dredging of Norfolk Harbor bridge operations and the prospects for LNG bunkering in the Port

VMA2020 (Nov 19) The committee discussed budget matters including progress with sponsorships A review of promotional activities included progress with video productions and social media An update was provided on the compilation of a historical record and discussions of a proposed art campaign based on VMArsquos centennial

INLAND TRANSPORTATION (Nov 27) The president of the Virginia Trucking Association provided an update on the I-81 Corridor Improvement Plan including a review of recommended measures to reduce congestion and funding proposals It was also discussed that the Virginia Trucking Association recently met with Virginiarsquos Secretary of Transportation to discuss port productivity perception of port utilization impact on commerce and driver recruitment and retention Representatives from the City of Norfolk gave a presentation and discussed measures currently under consideration to improve safety on Hampton Boulevard in Nofolk
